Gegenstand dieses Buchs ist die Frage, wie die Budgetpolitik gestaltet werden soll, um eine nachhaltige Entwicklung der Staatsverschuldung zu gewährleisten. Die Beiträge berücksichtigen dabei sowohl kurz- und mittelfristige konjunkturelle Auswirkungen von Staatsschulden wie Wachstumseffekte. Einen Schwerpunkt bilden die Probleme in der Eurozone, die durch die Staatsschuldenkrise im Gefolge der Großen Rezession besonders betroffen war. Neben Untersuchungen zu den institutionellen Besonderheiten des Euroraums zeigen die in diesem Buch enthaltenen Länderstudien, wie man testen kann, ob Entwicklungspfade der Staatsverschuldung nachhaltig sind, und welchen Herausforderungen sich die nationalen budgetpolitischen Entscheidungsträger bei der Sicherung der Nachhaltigkeit gegenüberstehen.

- Abstract
Economic crisis in Greece led to discussions on the security of the euro. To answer this question, first the functions of money, the theoretical basis of monetary policy and the criteria for the security of a currency have to be discussed. The actual crises demonstrate that neither Keynesian interest control nor the monetarisms control of the money amount can solve the problems. Regarding the advantages of both approaches an own approach for controlling the economy is developed. The new approach of monetary theory is based on equilibriums of goods-, money and labor markets. The found equilibrium solution is no identity (approach of monetarism) and no'equilibrium with unemployment'(Keynes). But the approach leads to a secure currency.

The financial and economic crisis in Europe is not over, and the radically opposing strategies on how to proceed has only increased the complexity of problems in the region, revealing the shortcomings of the EU's architecture. The European Union, perhaps for the first time in its history of more than seventy years, is being perceived as a threat to the financial and monetary stability of the world.A Global Perspective on the European Economic Crisis explores the connection between internal EU actions and institutions and the external factors that influence the ongoing response to the European crisis. A radical anti-capitalist alternative to Eurozone austerity On the 25th January 2015 the Greek people voted in an election of historic importance—not just for Greece but potentially all of Europe. The radical party Syriza was elected and austerity and the neoliberal agenda is being challenged. Suddenly it seems as if there is an alternative. But what? The Eurozone is in a deep and prolonged crisis. It is now clear that monetary union is a historic failure, beyond repair—and certainly not in the interests of Europe's working people. Building on the economic analysis of two of Europe's leading thinkers, Heiner Flassbeck and Costas Lapavitsas (a candidate standing for election on Syriza's list), Against the Troika is the first book to propose a strategic left-wing plan for how peripheral countries could exit the euro. The adoption and management of the common currency has led the Eurozone to a critical point. This book analyzes in an interdisciplinary way the fundamental causes of distress, making sure to relate economic issues to the social and political aspects of the problem. The book explores the reasons why the Eurozone has fallen into a policy trap, as well as what Europe did and should do to exit the crisis, and why this is proving to be so difficult. The book also considers what role the United States has played, and could play to help foster a solution for the Eurozone.The main topics explored are the complex nature of the crisis, the short circuit between policies and the given institutional architecture, the controversial role of Germany, and the importance of an active role of the US. The book brings together a transatlantic group of scholars in order to offer an interdisciplinary analysis of the deep causes of the Eurozone distress. The authors recognize that the Eurozone countries have contrasting situations and interests and face different problems with complex consequences for the vexed question of national sovereignty within the EU; and pay attention to the social and political consequences of the economic and financial distress and of the perceived strain of the common currency.

The past five years have been turbulent for the eurozone. Yet leaders such as Angela Merkel and François Hollande are determined to keep The European Project intact, and even among one-time critics there is a broad consensus that the eurozone will have to hang together. Strobe Talbott introduces the extraordinary life and vision of Jean Monnetthe man credited as the architect of European unity. Monnet died in 1979, long before the euro went into circulation, and his relevance today is all the more striking in light of his idiosyncratic career. He was born in 1888 to a long line of brandy artisans. He had no formal training as an economist, yet he is ranked alongside Keynes. He was never elected to public office, and his fellow countrymen sometimes mocked him as the great American.” Ironically, some believed that Monnet's arguments were particularly effective with FDR, and later speculated that they might even have helped shorten World War II by a year. In this essay, Talbott demonstrates how Monnet's vision of integration may serve as a guide to ending the current eurozone crisis. The Euro in the 21st Century clarifies the perception of the euro and empirically demonstrates that the euro has become a true common currency and the Eurozone a true optimal currency area, presenting, in turn, a model to imitate. In order to demonstrate this, this study analyzes the economic and monetary requirements and policies required to introduce a common currency as well as the theoretical underpinnings of both the European integration process and the historical economic, monetary, political, and social circumstances that favoured the creation of the economic and monetary union. Furthermore, this book sheds light on how the current economic and monetary circumstances are affecting the euro project through and analysis of three intertwined issues. It studies how the economic chaos and financial uproar, which has plagued the Eurozone and world economy since 2008, has affected the single-currency regime as well as the current image of the euro worldwide. Moreover it summarizes the lesson to be learnt from what can be considered'the first euro crisis'. Finally, it thoroughly analyzes the behaviour of the US Federal Reserve, the European Central Bank, and the International Monetary Fund during this crisis. This book draws on and contributes to several bodies of literature within Political Economy, Economics, and International Relations and is particularly relevant at this time given that the current unfolding economic imbalances are causing some Eurozone Member States to rethink their economic and political views concerning the euro.
