China presents us with a conundrum. How has a developing country with a spectacularly inefficient financial system, coupled with asset-destroying state-owned firms, managed to create a number of vibrant high-tech firms? China's domestic financial system fails most private firms by neglecting to give them sufficient support to pursue technological upgrading, even while smothering state-favoured firms by providing them with too much support. Due to their foreign financing, multinational corporations suffer from neither insufficient funds nor soft budget constraints, but they are insufficiently committed to China's development. Hybrid firms that combine ethnic Chinese management and foreign financing are the hidden dragons driving China's technological development. They avoid the maladies of China's domestic financial system while remaining committed to enhancing China's domestic technological capabilities. In sad contrast, China's domestic firms are technological paper tigers. State efforts to build local innovation clusters and create national champions have not managed to transform these firms into drivers of technological development. These findings upend fundamental debates about China's political economy. Rather than a choice between state capitalism and building domestic market institutions, China has fostered state capitalism even while tolerating the importing of foreign market institutions. While the book's findings suggest that China's state and domestic market institutions are ineffective, the hybrids promise an alternative way to avoid the middle-income trap. By documenting how variation in China's institutional terrain impacts technological development, the book also provides much needed nuance to widespread yet mutually irreconcilable claims that China is either an emerging innovation power or a technological backwater. Looking beyond China, hybrid-led development has implications for new alternative economic development models and new ways to conceptualize contemporary capitalism that go beyond current domestic institution-centric approaches.

This volume reproduces some important contributions to regional and urban economics made by Noboru Sakashita - one of the lead­ ing scholars in this field. Since graduation from the University of Tokyo, Noboru Sakashita has been teaching and advancing the re­ search at Hokkaido University, Tohoku University, Osaka University and the'University of Tsukuba. The career of Noboru Sakashita as a regional and urban econo­ mist started in 1965 when he visited the University of Pennsylvania's Regional Science Department as a Fulbright scholar. While staying there, he concentrated on research on regional science in a stimula­ tive atmosphere surrounded by Walter Isard, the founder of Region­ al Science, and Isard's young colleagues, all of who were full of pas­ sion for this newborn research field. The first two papers in this vo­ lume were written during his stay at the University of Pennsylvania. Since returning to Japan, he has been carrying out his own research activities as well as fostering many promising disciplines in the field of regional and urban economics. Of course, Noboru Sakashita is a world renowned famous scholar, presenting many influential papers at World Congress, North American and European Meetings of the Regional Science Association, and other conferences, and publishing many articles in respected journals. He was elected president of the Regional Science Association International for 1987-88, and served as the first president of the Applied Regional Science Conference from 1987 to 1989.

The chapters in this book are based on papers prepared for a conference organized by the Federal Reserve Bank of San Francisco, held at the bank September 23-25, 1987, to review and compare monetary policy experiences of Pacific Basin countries during the past 15 years. The theme of the conference was conceived with two purposes in mind. First, there was (and still is) a great need to enhance knowledge on the workings of economies in the Pacific Basin, which has been the fastest growing region in the world economy during the past 30 years. While much has been written on Pacific Basin trade and economic growth, relatively few studies have been published on the conduct of monetary policy in these economies. Second, as we in the United States and others elsewhere have learned, rapid financial market changes over the last 15 years have led to considerable adjustment in the conduct of monetary policy. A comparative study of various national experiences can yield insights into the inter­ actions between monetary policy and financial market changes more than is obtainable by examining indi vidual national experiences separately.

This study explores the prospect of the application of the basic principles of ICL into many other potential areas of social and economic policy. Using case studies it evaluates previously implemented ICL schemes where interest rate subsidies are usually the norm, and questions the merits of this approach.

The main thrust of Part 1 is to give some understanding of the concept of ‘global competition'. In doing so, the chapters rely heavily on industrial studies. Part 2 deals with two different aspects of this change viewed from two different perspectives. The one is economic and more macro: the other political and social and more micro, being concerned with the way in which companies have to utilize their various organisational units and integrate information on a fragmented environment into a strategic whole. Part 3 deals specifically with technology, as the particular segment of the environment which often has the largest impact on future strategies. In Part 4 the perspective of global competition is applied at industry, country and company levels and it is shown that this perspective adds new dimensions to old problems. The final parts address the problem of management in global competition.

I. The concept of competition played a central role in the very first attempts to apply the tools of economics to the analysis of politics. Adopting Hotelling's (1929) industrial organization model of imperfect competition in markets in which space has a predominant role, Downs (1957), following on some perceptive insights of Schumpeter (1942), was able to formulate a model of electoral competition in which political parties, seeking the support of citizens, compete against each other in offering policies designed to elicit their vote. Downs'model and the numerous variants to which it gave birth soon became the major component of what was to become Public Choice Theory. The enormous efforts of the last 30 years devoted to modelling electoral competition have helped improve our understanding of politics and have contributed a basic element that undoubtedly will remain essential to any reasonably complete theory of politics. But whatever may have been early expectations, it is now clear that electoral competition will only be one such element. More recently, the idea of competition has been used to model interest-group behavior. Becker (1983), building on earlier work by Bentley (1908), Truman (1958), Olson (1965), Stigler (1971) and Peltzman (1976), applied the Public Finance analysis of the excess-burden of taxes and subsidies - to which, incidentally, Hotelling (1938) had made pioneering contribution- to produce a model in which competition between interest groups determines an equilibrium distribution of income.

The 5th Environmental Justice and Global Citizenship conference was held at Oxford, UK in 2006. This decidedly trans-disciplinary, international event attracted participants from traditionally separate academic perspectives; each ambassadors for their disciplines and each seeking and making connections with other disciplines and other understandings. This paper studies the potential for the export sector to play a more important role in promoting growth in Central America, Panama, and the Dominican Republic (CAPDR) through deeper intra-regional and global trade integration. CAPDR countries have enacted many free trade agreements and other regional integration initiatives in recent years, but this paper finds that their exports remain below the norm for countries of their size. Several indexes of outward orientation are constructed and suggest that the breadth of geographic trading relationships, depth of integration into global production chains, and degree of technological sophistication of exports in CAPDR are less conducive to higher exports and growth than in fast-growing, export-oriented economies. To boost exports and growth, CAPDR should implement policies to facilitate economic integration, particularly building a customs union, harmonizing trade rules, improving logistics and infrastructure, and enhancing regional coordination.

Early transition was characterized by debate over shock therapy and gradualism as alternative reform strategies. Other important debates concerned the nature of the former USSR. Was it ever Socialist and what were its laws of motion? What implications does the old system have for the course of post-communist reforms? These are among the key issues analysed in this book, through a mix of conceptual analysis and an interesting selection of country studies.

In 2018, the administration of then-president Donald Trump put tariffs on Chinese products. This has provoked a backlash by the Chinese government in form of tariffs on American products, and following measures and countermeasures conducted by both sides quickly escalated into a trade war. “Trade wars are good, and easy to win”. These were the words president Trump confidently tweeted in March 2018. This paper is going to take a closer look at a situation which turns out to be a lot more complex than this tweet implicates. Trade war between the two biggest economies on earth unsurprisingly has a lot of consequences which are going to be examined in more detail. Furthermore, this paper will show that implications of this conflict exceed economic boundaries.

This volume showcases selected conference papers addressing the sustainable future of ASEAN from the perspectives of business and social science disciplines. In addressing the 17 Sustainable Developments Goals (SDGs) envisioned by the United Nations in the domains of environment, health and well-being, posing potential means of reducing inequalities globally, the authors target specific issues and challenges confronting the fast-growing region of ASEAN and present suggestions for co-operation and commitment from governments, non-governmental organisations (NGOs) and society at large, in line with the ASEAN Vision 2020. Papers are selected from the 3rd International Conference on the Future of ASEAN (ICoFA) 2019, organised by Universiti Teknologi MARA in Malaysia, whose conference theme “Charting the Sustainable Future of ASEAN” enables intellectual discourse on sustainability issues from business and the social sciences, as well as science and technology. This paper investigates the impact of domestic fuel price increases on export growth in a sample of 77 developing countries over the period 2000-2014. Using a fixed-effect estimator and the local projection approach, we find that an increase in domestic gasoline or diesel price adversely affects real non-fuel export growth, but only in the short run as the impact phases out within two years after the shock. The results also suggest that the negative effect of fuel price increase on exports is mainly noticeable in countries with a high-energy dependency ratio and countries where access to an alternative source of energy, such as electricity, is constrained, thus preventing producers from altering energy consumption mix in response to fuel price changes.
