This book provides a critical examination of the English-only policy of ASEAN, the Association of the ten Southeast Asian nations. It presents the ASEAN language policy and planning (LPP) journey through time: rationalising English as the sole working language for ASEAN in the past, followed by a critique of the status quo considering regional complexities and dynamics, and finally exploring alternative linguistic futures for ASEAN and the Southeast Asian region. The book also offers methodological innovations in LPP research by utilising the largely underrepresented and undervalued agency of'people with expertise'. The authors argue for a multilingual commitment towards pursuing an agency of'projectivity'in co-constructing imagined LPP possibilities to reflect the region's socio-historical context, socio-political intricacies, and socio-linguistic diversity. The way forward is a more inclusive, equitable, balanced, and responsible approach to LPP, both regionally and globally. The book engages with both deconstructive and constructive paradigms, offering promising proposals for dealing with key language issues and contemporary challenges. This volume is dedicated to the concept and several applications of Dominant Language Constellations (DLC), by which it advances understanding of current multilingualism through addition of a novel perspective from which to view contemporary language use and acquisition. The term Dominant Language Constellation denotes the set of a person's or group's most expedient languages, functioning as an entire unit and enabling an individual or group to meet their needs in a multilingual environment. The volume presents pioneering contributions that employ DLC as the lens for analysing a wide array of issues. These include multilingual syntactic development, cross-linguistic interaction and multilingual production in formal and informal educational contexts, as well as linguistic profiles of multilingual groups used in elementary school and higher education. Other DLC issues include discussions of how identity, emotions and attitudes operate in various minority and majority contexts. Becausethe DLC concept does not assume any inherent hierarchy of languages it can serve as a framework public policy in multilingual countries/communities faced with challenging policy determinations regarding choice of languages for use in education settings and more widely in social institutions and the economy. Some chapters develop and extend the DLC concept, others adapt and apply it to a variety of contexts, both global and local. This edited book examines the use of English as a Medium of Instruction (EMI) in a variety of international higher education contexts. The internationalization of education – indicated by increasing mobility of students, staff and ideas, as well as by policies and programmes put in place to facilitate educational exchange - has led to increasing adoption of English as a Lingua Franca (ELF) for educational purposes. This book examines the ideological underpinnings of language-in-education policies that explicitly focus on adding a new language to the learners'existing repertoire. It examines policies for foreign languages, immigrant languages, indigenous languages and external language spread. Each of these contexts provides for different possible relationships between the language learner and the target language group and shows how in different polities different understandings influence how policy is designed. The book develops a theoretical account of language policies as discursive constructions of ideological positions and explicates how ideologies are developed through an examination of case studies from a range of countries. Each chapter in this book takes the form of a series of three in-depth case studies in which policies relating to a particular area of language-in-education policy are examined. Each case examines the language of policy texts from a critical perspective to deconstruct how intercultural relationships are projected.

Politics can be a very important influence on educational developments and their deployment. However, this volume is different from other volumes since it looks, not at the macropolitics and the ideological agendas of nations and multinational or global organisations, but rather focuses on micropolitics, the agendas and motivations of individuals within organisations, and on their actions. Micropolitics can be seen as ways of manoeuvring within institutions which are themselves not political, but commercial, financial and educational. Indeed, politics with a small p includes not only institutional politics, but also personal politics, which can influence language education both in daily matters, and in projects for innovation and change.
