This scholarly work discusses the historical, contemporary, and prospective dimensions of environmental activism and its intersection with global media. The key question is: which approaches can lead us to future carbon neutrality, and which are likely to fall short? Wie lässt sich Policy-Wandel in der Europäischen Union erklären? Tobias Rammel beantwortet diese Frage erstmals für die Gesamtheit des ordentlichen Gesetzgebungsverfahrens zur EU-Energiepolitik von 1992 bis 2019 im Rahmen einer Blended-Reading-Diskursanalyse. Rekurrierend auf eine Analyse des Forschungsstandes zur EU-Energiepolitik wird in diesem Buch argumentiert, dass eine theoretische Synthese der Arbeiten zur Diskursanalyse und zum Policy-Wandel die bisherigen Defizite der klassischen Theorieschulen ausgleichen kann. Methodisch wird in einem innovativen dreistufigen Forschungsdesign auf eine Blended-Reading-Kombination von Close-Reading in Form von unüberwachten Text-Mining-Verfahren (Topic Modeling) zur induktiv-explorativen Vorstrukturierung der Analyse und Distant-Reading in Form einer qualitativen Feinanalyse zur Interpretation und Kontextualisierung der Daten zurückgegriffen. Damit liefert das Buch eine bislang einzigartige und differenzierte Erklärung für Policy-Wandel und die dazugehörigen diskursiven Dynamiken zwischen den EU-Institutionen im COD der EU-Energiepolitik von 1992 bis 2019.

This book explores the leadership of state and federal environmental agencies and local environmental groups in restoring the degraded rivers that flow into North America's Great Lakes and other sites in the northeastern industrial corridor of the US. Robinson examines twenty of the forty-eight sites included in the Areas of Concern Program of the Great Lakes Water Quality Agreement between Canada and the US. These twenty include heavily urbanized locales such as those along the River Rouge and Detroit River, but also more pristine locales such as the St. Louis River that flows through Duluth. Additionally, Robinson examines challenging river restorations within the northeastern industrial corridor which are led by effective local environmental advocacy organizations: the Penobscot Nation of Indigenous People, the Mystic River Watershed Association, and the Housatonic River Valley Association. All of these river restorations are led and managed by the environmental experts of (i) state and federal agencies, (ii) academia, and (iii) environmental NGOs. Local restorations of industrially degraded water bodies now compose a significant segment of the environmental movement and, ultimately, Robinson demonstrates that local environmental advocacy organizations can help marshal state and local funding for those efforts.

Scholarship on artisanal and small-scale mining (ASM) has often portrayed mining regions as ‘informal'zones that suffer from environmental degradation problems. Water pollution and degraded landscapes, for example, have long been noted as the inevitable consequence of the operations of ASM. Such insistence on the institutional absences of ASM zones has dovetailed with a lack of academic attention to some of the ‘golden'mining practices taking place there. Thus, this work seeks to (re)examine the topic of ‘development'in ASM. The findings suggest that small-scale miners, contrary to popular perception, could be caretakers of the environment. In addition, emphasizing how the dynamic interplay between resources and environmental demands may come to support public policy, the findings illustrate, contrary to the dominant narrative, how the activities of small-scale mining operators can engender a win-win situation for both mining companies and local mining communities.

Die Autorin analysiert die gesellschaftlichen Auseinandersetzungen um den frühen Implementierungsversuch einer Carbon Dioxide Removal Technologie. Diese Maßnahmen sind vom Weltklimarat als ein Baustein zur Eindämmung des Klimawandels anerkannt. Die EU setzte eine solche Technologie, Carbon Capture and Storage (CCS), bereits im Jahr 2009 auf die politische Agenda der Mitgliedstaaten. Die Arbeit untersucht die restriktive Regulierung der Kohlendioxidabscheidung und –speicherung in Deutschland, die im journalistisch-öffentlichen Diskurs auch als gescheitert dargestellt wird. Statt die (fehlende) öffentliche Akzeptanz von CCS zu erklären, untersucht die Arbeit die gesellschaftliche Politisierung des Technologie-Sets. Auf der Grundlage von Theorieansätzen der Science and Technology Studies werden die Deutungsrahmen von Interessengruppen auf Bundesebene analysiert. Die Inhaltsanalyse, der öffentlichen Dokumente von Gesellschaftsakteuren im Kontext des Gesetzgebungsverfahrens (2009-2012), zeigt die Verknüpfung von Carbon Capture and Storage und bestehenden soziotechnischen Systemen sowie deren gesellschaftspolitische Kontexte. Die qualitative Analyse behandelt ein vergangenes Beispiel einer umstrittenen technologischen Intervention. In its much-debated Human Development Report 2020, the United Nations Human Development Program attempted to present indicators of development which are planetary pressures-adjusted. In the present book by Arno Tausch, the author presents further reflections in this important and evolving field, vital for any informed debate about the Paris Climate Accord. Tausch adjusts the development achievements and setbacks of the countries of the world by ecological footprint per capita. With the hitherto existing globalized political economy in ruins in the wake of the Covid-19 pandemic and the ensuing global economic depression, a new societal contract has to emerge which combines well-being with a minimum of energy inputs, thus reducing planetary pressures. Tausch attempts to answer vital questions, raised by the debates on the Paris climate accords, and the recent UNDP Human Development Index. Is a liberal economy, based on economic freedom, compatible with the attempt to “deliver” a maximum amount of democracy, economic growth, gender equality, human development, research and development, and social cohesion with a minimum of planetary pressure? Tausch looks at the cross-national drivers and bottlenecks of “smart development,” using standard comparative cross-national data. The book shows that those attempting to reduce planetary pressure and to work towards fulfilling the Paris Climate Accords have to start thinking about such issues as gender justice, economic freedom, globalization, population density, and migration, if they really want to bring about development with a minimum of planetary pressure.

There are considerable differences in environmental performance and outcomes across both democracies and autocracies, but there is little understanding of how levels of democracy and autocracy influence environmental performance. The authors show that levels of social equality in particular, as well as the strength of local and regional democracy, contribute significantly to explaining cross-national variation in environmental performance. The responsiveness to societal demands is both the key virtue and the key problem of modern democracies. On the one hand, responsiveness is a central cornerstone of democratic legitimacy. On the other hand, responsiveness inevitably entails policy accumulation. While policy accumulation often positively reflects modernisation and human progress, it also undermines democratic government in three main ways. First, policy accumulation renders policy content increasingly complex, which crowds out policy substance from public debates and leads to an increasingly unhealthy discursive prioritisation of politics over policy. Secondly, policy accumulation comes with aggravating implementation deficits, as it produces administrative backlogs and incentivises selective implementation. Finally, policy accumulation undermines the pursuit of evidence-based public policy, because it threatens our ability to evaluate the increasingly complex interactions within growing policy mixes. The authors argue that the stability of democratic systems will crucially depend on their ability to make policy accumulation more sustainable.

While some challenges inspired by the need to coordinate are viewed as inevitable by many, they are less optimistic about prospects for success. Jan-Erik Lane argues that one should focus objectively upon the possibility of failures.Lane analyzes four kinds of challenges to interdependency, all of which are growing in geopolitical relevance. First, countries need to diminish their dependency on fossil fuel and shift to a reliable supply of energy, because fossil fuels are diminishing. Second, environmental degradation must be addressed, because it is accelerating under the strain of earth's population. Lane advocates an ecological footprint approach. Third, a single global market economy and its complexities must be addressed, as national economies are increasingly opened. Finally, as traditional state sovereignty weakens, foreign military intervention in both international and intra-state conflicts increases.Governments are attempting to address these interdependencies, or reply to the challenges they pose, mainly through international organizations and regionalism. These efforts are discussed at length. In addition, problems with international law are reviewed, as Lane warns against the utopian hopes of global constitutionalism. Globalization also examines the potential consequences of failing to address the need for coordination in efforts to address shared global challenges.

In over four decades of scientific exploration, Otmar Höll has approached international security from often unorthodox and unconventional perspectives. Starting with the issues of development and environmental policy, the challenge of a more comprehensive notion of security increasingly becomes a primary focus. Otmar Höll accepted this challenge and sought to combine it with his interests in the theory of political psychology, the practice of psychotherapeutic and mediated approaches to conflict resolution. Comprehensive Security therefore became a concept with a particular personal relevance. This Festschrift highlights Otmar Höll's professional achievement through the contributions of friends, companions and colleagues.
