Issues of global justice dominate our contemporary world. Incre- ingly, philosophers are turning their attention to thinking about particular issues of global justice and the accounts that would best facilitate theorizing about these. This volume of papers on global justice derives from a mini-conference held in conjunction with the Paci?c Division meeting of the American Philosophical Association in Pasadena, California, in 2004. The idea of holding a mini-c- ference on global justice was inspired by the growth of interest in such questions, and it was hoped that organizing the mini-conference 1 would stimulate further good writing in this area. We believe that our mission has been accomplished! We received a number of thoughtful papers on both theoretical and more applied issues, showing excellent coverage of a range of topics in the domain of global justice. A selection of some of the very best papers is published in this special issue of The Journal of Ethics. In particular, we tried to include papers that would re?ect some of the range of topics that were covered at the conference, to give readers a sense of both the scope of the?eld as it is currently emerging and the direction that the debates seem to be taking. As a result of increased attention to theorizing about global j- tice, cosmopolitanism has enjoyed a resurgence of interest as well.

At a time of change in the international system, this book examines how non-traditional leading nations from the Global South have fared to date and what the chances are of their rise to continue. In the second decade of the twenty-first century, the enthusiasm of observers of the international scene about the “rise of the rest” is waning as many countries that were expected to lead the evolving multipolar order are experiencing economic contraction and governance problems. In order to predict further developments, the contributors to this volume focus on the types and sources of the diplomatic strategies that must be executed by rising states if they are to preserve domestic advances as well as gain influence regionally and internationally. Heterarchy in World Politics challenges the fundamental framing of international relations and world politics. IR theory has always been dominated by the presumption that world politics is, at its core, a system of states. However, this has always been problematic, challengeable, time-bound, and increasingly anachronistic.In the 21st century, world politics is becoming increasingly multi-nodal and characterized by'heterarchy'– the coexistence and conflict between differently structured micro- and meso quasi-hierarchies that compete and overlap not only across borders but also across economic-financial sectors and social groupings. Thinking about international order in terms of heterarchy is a paradigm shift away from the mainstream'competing paradigms'of realism, liberalism, and constructivism. This book explores how, since the mid-20th century, the dialectic of globalization and fragmentation has caught states and the interstate system in the complex evolutionary process toward heterarchy. These heterarchical institutions and processes are characterized by increasing autonomy and special interest capture. The process of heterarchy empowers strategically situated agents — especially agents with substantial autonomous resources, and in particular economic resources — in multi-nodal competing institutions with overlapping jurisdictions. The result is the decreasing capacity of macro-states to control both domestic and transnational political/economic processes. This book is the first of a work in two parts addressing the relations between the transnational society and the state. It is dedicated to the analysis and conceptualisation of transnational societies. This work moves beyond the mere depiction of transborder socialities by shedding light on the fundamental structures underpinning them. It investigates the mechanics of their formation and evolution, their demise or transformation into diasporas. This book provides a historical review of the transformation of China's image around the world since the 1978 Reform and Opening Up. Globalizations from Below uses a Constructivist International Relations approach that emphasizes the centrality of normative power to analyze and compare the four globalizations ‘from below.'These are: (1) the counter-hegemonic globalization represented by the ‘movement of movements'of alter-globalization transnational social activists, who try to put an end to the Neoliberal nature of the Western-centered globalization ‘from above'; (2) the non-hegemonic globalization enacted by ‘ant traders'that are part of the transnational informal economy; (3) the partially similar Chinese-centered globalization, whose entrepreneurial migrants are strongly influenced and instrumentalized by the Chinese state; and (4) the first wave globalization ‘from below'that paralleled (and outlived) the 1870–1914 globalization ‘from above.'This book identifies their common features and uses them to define the concept of globalization ‘from below'as a set of socio-economic or socio-political processes that involve large transnational flows of people, goods, and/or ideas characterized at least in part by informality. This edited book is written by six authors from Asia and Africa. The individual authors focus on their own country's case or cases that they have been working on. The book features local conflicts in six countries in Asia and Africa and identifies how the local conflicts are affected by the forces of globalization. Cases include Nigeria's oil-related conflicts, the Democratic Republic of Congo's timber conflicts, continuing instability in Mozanbique, Thailand's conflict with regard to AIDS medicine, Myanmar's local conflicts after its reforms, and the Afghanistan's conflicts over minerals. From these diverse case studies, the book examines how globalization and international politics affect local politics and conflicts, and vice versa. Even seemingly internal conflicts are shown to be significantly influenced by globalization forces and to create new dynamism in local politics. While there are other books that explore globalization and conflicts, many of them are conceptuallyorganized with a small number of case studies. Populism and globalization are shorthand for the temper of our times. Populism is usually cast as globalization's nemesis, a backlash against worldwide connectivity, while globalization is often said to be in retreat or even demise. This book takes issue with both interpretations, claiming instead that while populism of all shades tends to be anti-globalist, the globalism it is pitted against has changed dramatically in recent years and is increasingly decentred, destabilized, contingent, multipolar, and multidirectional. This volume examines Canada's migration policy as part of its foreign policy. It is well known that Canada is a nation of immigrants. However, immigration policy has largely been regarded as domestic, rather than, foreign policy, with most scholarly and policy work focused on what happens after immigrants have arrived in this country. As a result, the effects of immigration to Canada on foreign affairs have been largely neglected despite the international character of immigration. This book reinvigorates the governmentality debate in International Relations (IR) by stressing the interconnectedness between governmentality and globality.It addresses a widening gap in the social sciences and humanities by reconciling Michel Foucault's concept of'governmentality'with global politics. The volume assembles leading scholars who draw attention to the importance of approaching governmentality in IR from the perspective of globality, and thereby suggests to consider governmentality and globality as fundamentally entangled. This book addresses the challenge for social integration posed by immigration into Western liberal democracies. Movement of people, goods and money across borders has increased in recent decades – the phenomenon known as globalisation. Implementing Inequality argues that the international development industry's internal dynamics—between international and national staff, and among policy makers, administrators, and implementers—shape interventions and their outcomes as much as do the external dynamics of global political economy. Through an ethnographic study in postwar Angola, the book demonstrates how the industry's internal social pressures guide development's methods and goals, introducing the innovative concept of the development implementariat: those in-country workers, largely but not exclusively “local” staff members, charged with carrying out development's policy prescriptions. The implementariat is central to the development endeavor but remains overlooked and under-supported as most of its work is deeply social, interactive, and relational, the kind of work that receives less recognition and support than it deserves at every echelon of the industry. If international development is to meet its larger purpose, it must first address its internal inequalities of work and professional class.

This book provides an insightful approach to understanding the contemporary circulations of feminist repertoires and shows how the international/transnational circulations of gender are interconnected, even coextensive, with the globalization process itself. While large, multinational corporations have supported the removal of tariffs, behind the scenes these firms have fought for protection in the form of product regulations, including testing, labeling, and registration requirements. Unlike tariffs, these regulations can raise fixed costs, excluding smaller firms from the market and shifting profits toward global giants. Narrowing the Channel demonstrates that globalization and globalized firms can paradoxically hinder rather than foster economic cooperation as larger firms seek to protect their markets through often unnecessarily strict product regulations. To illustrate the problem of regulatory protectionism, Robert Gulotty offers an in-depth analysis of contemporary rulemaking in the United States and the European Union in the areas of health, safety, and environmental standards. He shows how large firms seek regulatory schemes that disproportionately disadvantage small firms. When multinationals are embedded in the local economy, governments too have an incentive to use these regulations to shift profits back home. Today, the key challenge to governing global trade is not how much trade occurs but who is allowed to participate, and this book shows that new rules will be needed to allow governments to widen the benefits of global commerce and avoid further inequality and market concentration.

In the world neoliberalism has made, the pervasiveness of injustice and the scale of inequality can be so overwhelming that meaningful resistance seems impossible. Disorienting Neoliberalism argues that combatting the injustices of today's global economy begins with reorienting our way of seeing so that we can act more effectively. This book develops a new concept of post-refugee transnationalism to describe experiences of Bosnian refugees who settled in Ireland after fleeing the conflict in 1990s Bosnia and Herzegovina. The book explores their ambivalent relationship with their host and home countries, Ireland and Bosnia, arguing that their current experiences are best described as post-refugee transnationalism. Post-refugee transnationalism is characterised by Bosnians dividing their time between the two countries rather than permanently settling in either and by engaging in summer migrations and diasporic interconnections and affiliations. The book proposes post-refugee transnationalism as different to other instances of transnationalism by stressing its enforced origin provoked by the conflict and institutionalized by the Dayton Peace Agreement. The book combines Foucault's biopolitics, David Theo Goldberg's understanding of nation states as racial states and Giorgio Agamben's expansion on the idea of potentiality, to develop the concept of post-refugee transnationalism.

The Survival Regime explores the concept of survival to describe the effects on politics of the fusion of war and capital in globalization. Survival defines a sort of degree zero governmentality that has resulted from the crumbling of the political and spatial architecture of modernity, particularly the state. It does not simply name the new content of all politics or the economic law of the strongest of neoliberalism. Rather, it theorizes how systemic violence and permanent instability force political life to struggle for its own existence, thus generating a regime based on productive engagement and urgent intervention.Through a critical dialogue with various contemporary thinkers (Galli, Hardt and Negri, Esposito, Agamben, Derrida, and Schmitt, among others), Edgar Illas theorizes survival as a global logic that overcomes the links between life and power explained by the Foucauldian paradigm of biopolitics. He examines parallel notions such as singularity, aleatoriness, eclecticism, and distinction to question previous theorizations of the political based on class struggle, inclusion, hegemony, or recognition of demands.
