An enlightening examination of what it means when Americans rely on family and friends to stay on top of politics. Accurate information is at the heart of democratic functioning. For decades, researchers interested in how information is disseminated have focused on mass media, but the reality is that many Americans today do not learn about politics from direct engagement with the news. Rather, about one-third of Americans learn chiefly from information shared by their peers in conversation or on social media. How does this socially transmitted information differ from that communicated by traditional media? What are the consequences for political attitudes and behavior? Drawing on evidence from experiments, surveys, and social media, Taylor N. Carlson finds that, as information flows first from the media then person to person, it becomes sparse, more biased, less accurate, and more mobilizing. The result is what Carlson calls distorted democracy. Although socially transmitted information does not necessarily render democracy dysfunctional, Through the Grapevine shows how it contributes to a public that is at once underinformed, polarized, and engaged.

An unflinching examination of the effects and boundaries of partisan animosity. For generations, experts argued that American politics needed cohesive parties to function effectively. Now many fear that strong partisan views, particularly hostility to the opposing party, are damaging democracy. Is partisanship as dangerous as we fear it is? To provide an answer, this book offers a nuanced evaluation of when and how partisan animosity matters in today's highly charged, dynamic political environment, drawing on panel data from some of the most tumultuous years in recent American history, 2019 through 2021. The authors show that partisanship powerfully shapes political behaviors, but its effects are conditional, not constant. Instead, it is most powerful when politicians send clear signals and when an issue is unlikely to bring direct personal consequences. In the absence of these conditions, other factors often dominate decision-making. The authors argue that while partisan hostility has degraded US politics—for example, politicizing previously non-political issues and undermining compromise—it is not in itself an existential threat. As their research shows, the future of American democracy depends on how politicians, more than ordinary voters, behave.

Every year thousands of college students apply for and receive federally guaranteed loans to fund their educations in the United States. The loans are managed by nongovernmental entities – Sallie Mae, College Ave Student Loans – that indirectly implement the public goal of affordable higher education. A political history of the rise and fall of American debt relief. Americans have a long history with debt. They also have a long history of mobilizing for debt relief. Throughout the nineteenth century, indebted citizens demanded government protection from their financial burdens, challenging readings of the Constitution that exalted property rights at the expense of the vulnerable. Their appeals shaped the country's periodic experiments with state debt relief and federal bankruptcy law, constituting a pre-industrial safety net. Food banks—warehouses that collect and systematize surplus food—have expanded into one of the largest mechanisms to redistribute food waste. From their origins in North America in the 1960s, food banks provide food to communities in approximately one hundred countries on six continents. This book analyzes the development of food banks across the world and the limits of food charity as a means to reduce food insecurity and food waste. Based on fifteen years of in-depth fieldwork on four continents, Daniel Warshawsky illustrates how and why food banks proliferate across the globe even though their impacts may be limited. He suggests that we need to reformulate the role of food banks. The mission of food banks needs to be more realistic, as food surpluses cannot reduce food insecurity on a significant scale. Food banks need to regain their institutional independence from the state and corporations, and incorporate the knowledge and experiences of the food insecure in the daily operations of the food system. These collective changes can contribute to a future where food banks play a smaller but more targeted role in food systems.

This book shows how the flawed orientation forming Immanuel Kant's philosophical project is the same from which the discipline of International Relations (IR) becomes possible and appears necessary.Tracing how core problems in Kant's thought are inescapably reproduced in IR, this book demonstrates that constructive critique of IR is impossible through mere challenge to its Kantian traditions. In 2021, the International Committee of the Red Cross released its Commentary on the 1949 Geneva Convention Relative to the Treatment of Prisoners of War (POWs). The new document updated the 1960'Pictet Commentary.'As a result, the attention of the law-of-armed-conflict community was refocused on the designation and treatment of POWs. The Lieber Institute for Law and Warfare at West Point launched a project to further examine the subject. The result is this book. Sadly, world events have made that examination especially timely. Unlike the ICRC's updated Commentary, this book is not meant to be a comprehensive treatment of the international law relating to POWs. Rather, it is a collection of capita selecta identified by the contributors as meriting further examination - either because they are unsettled, inadequately addressed in the literature, or operationally problematic. The work is in three parts. Part I examines qualification for POW status. Discussion then moves in Part II to the treatment to which POWs are entitled. Part III concludes with a consideration of the historical relevance of, and perspectives on, the international law governing POWs. As the drafters of the Third Geneva Convention emphasized over seventy years ago, the aim of the law is'to mitigate as far as possible, the inevitable rigours [of a war] and to alleviate the condition of prisoners of war.'It is through that lens that scholars and practitioners should consider the rules governing POWs, and with which they should approach this book.

Caste in India, despite its historical resilience, has been undergoing transformation since independence. The Russian international media outlet Russia Today (RT) has been widely accused in the Western world of producing government propaganda and conspiracy theories. California went through a political earthquake of sorts when the state recalled Governor Gray Davis in 2003. In 2021, the state faced another political turning point with the threatened recall of Governor Gavin Newsom. Less than two years after Newsom's overwhelming election victory, more than two million Californians signed on to the recall effort, hoping to expel him from office in a special election. How could such a monumental turnabout be possible? Normally, the political headwinds would be much too strong for a movement to oust a governor who had decisively vanquished his opponent. But--with the COVID-19 pandemic dominating every aspect of society, including politics--these weren't normal times. Organizing a recall election is a demanding enterprise: it takes abundant political energy, tremendous amounts of anger with the status quo, and mounds of money. This book about Miles Dewey Davis is more psychologically driven than a straight biography; but it does cover his musical career, as well his spirituality as a jazz musician. Davis rocketed to jazz fame as a trumpeter, making a plethora of jazz recordings during his life time; and his music kept the “jazz world” on edge for almost fifty years. The modern turn in political philosophy established the ontological primacy of the ego, reducing the community to a mere assemblage of individuals, and led to the repudiation of natural duties in favor of inherent individual rights. The modern project culminated in the work of Friedrich Nietzsche, whose emphasis on radical individuation left human beings both liberated and exiled. Individuals were free to create (and to recreate) themselves anew, but they were simultaneously uprooted from any larger community. Indeed, the very possibility of shared meaning, let alone shared political life, was called into question. Top analyst Leslie Gruis's timely new book argues that privacy is an individual right and democratic value worth preserving, even in a cyberized world. Since the time of the printing press, technology has played a key role in the evolution of individual rights and helped privacy emerge as a formal legal concept. All governments exercise extraordinary powers during national security crises. In the United States, many imminent threats during the twentieth century induced heightened government intrusion into the privacy of Americans. The Privacy Act of 1974 and the Foreign Intelligence Surveillance Act (FISA, 1978) reversed that trend. Other laws protect the private information of individuals held in specific sectors of the commercial world. Risk management practices were extended to computer networks, and standards for information system security began to emerge. The National Institute of Standards and Technology (NIST) incorporated many such standards into its Cybersecurity Framework, and is currently developing a Privacy Framework. These standards all contribute to a patchwork of privacy protection which, so far, falls far short of what the U.S. constitutional promise offers and what our public badly needs. Greater privacy protections for U.S. citizens will come as long as Americans remember how democracy and privacy sustain one another, and demonstrate their commitment to them.

Where Black people live has long been an important determinant of their ability to participate in political processes. The Great Migration significantly changed the way Democratic Party elites interacted with Black communities in northern cities, Detroit, New York, and Chicago. Many white Democratic politicians came to believe the growing pool of Black voters could help them reach their electoral goals—and these politicians often changed their campaign strategies and positions to secure Black support. Furthermore, Black migrants were able to participate in politics because there were fewer barriers to Black political participations outside the South. The Great Migration and the Democratic Party frames the Great Migration as an important economic and social event that also had serious political consequences. Keneshia Grant created one of the first listings of Black elected officials that classifies them based on their status as participants in the Great Migration. She also describes some of the policy/political concerns of the migrants. The Great Migration and the Democratic Party lays the groundwork for ways of thinking about the contemporary impact of Black migration on American politics.

In 1973, Romanians were beginning to recognize that the regime of Nicolae Ceausescu, contrary to what his first five or six years in power seemed to imply, would bring no respite from communism. Instead, after a 1971'mini cultural revolution'ended hope for a Bucharest'spring'and intellectual latitude was curtailed further in 1972-73, the ominous possibilities of Ceausescu were becoming evident. In 1973, I went to Romania on a dissertation research grant from the International Research and Exchanges Board. It was a year in which wide-ranging survey research was still possible. But it was also a time when historians and writers who had different ideas, or workers who gave thought to non-party union organization, felt the heavy hand of Ceausescu's Securitate. As happens to most graduate students and their field research, it was a formative experience with indelible impressions that remain today.
