This book is concerned with the varying responses of South American countries to the Belt and Road Initiative (BRI). Since Beijing launched the Belt and Road Initiative in 2013, 3/4 of countries in the world have engaged with China's arrangement of promoting global physical and digital connectivity. This still leaves a quarter of them that have refused China's offer so far or withdrawn. How do we account for why countries chose to join the BRI while others do not? Research on South American countries'responses to the BRI is scant, but the topic is pertinent. While the great-power competition and systemic rivalry have spoiled the appetite of European countries to intensify their ties with China, many developing countries seem to be rather interested. Nye, Jr.'s last three decades of writing and illustrate a variety of perspectives on the nature of power, the role of the United States in the world and US-China relations. Through this collection, it is hoped that readers will gain a better understanding of today's global environment and find that while great power competition may be inevitable in a world as centers of power shift, cooperating to address transnational challenges can be a positive sum game.The contents of this book are divided into four main parts. This book answers why anti-trade forces in developing countries sometimes fail to effectively exert pressure on their governments. The backlash against globalization spread across several Latin American countries in the 2000s, yet a few countries such as Peru doubled down on their bets on free trade by signing bilateral agreements with the US and the EU. This study uses evidence from three Latin American countries (Peru, Argentina, and Bolivia) to suggest that geography can play a significant role in shaping trade preferences and undermining the formation and clout of distributional coalitions that seek protectionism. Because trade liberalization can have uneven distributional impacts along regional lines, trade liberalization losers can find themselves in unfavorable conditions to associate and engage in collective action. Under these circumstances, few coalitions emerge to battle for protection in the policy arena, and when they do, geographic distance from decision-makers in the capital city can be a significant barrier to realizing their interests. As a result, even where a majority of the population living in regions that have not benefitted from trade elect a leftist president, trade reform reversal will not occur unless protectionist interests are close to the capital city. The contrast between Peru, on one side, and Argentina and Bolivia, on the other, highlights the powerful influence geography can have on reversing trade policy or preserving the status quo.

Developing a processual understanding of world statehood, this book combines history, political philosophy, explanatory social science, and critical-reflexive futures studies. While doing so, it poses essential questions about world political integration, especially (i) whether and to what degree elements of world statehood exist today, (ii) whether the development of further elements of world statehood in some stronger sense can be seen as a tendential direction of history, and (iii) whether, and under what conditions, a world state could be viable? The book is organised into three parts. The first part, “Cosmopolitical processes”, explores whether world history as a whole is directed towards planetary integration, focusing on the emergence of cosmopolitanism, the world economy, and the peace problematic. The second part of the book, “Reflexive futures and agency”, focuses on the contemporary 21st-century processes of world history in terms of how non-fixed pasts, changingcontexts, and anticipations of the future interact. The author explains how certain rational directionality is compatible with the possibility of deglobalisation, disintegrative tendencies, and “gridlock” in global governance in the key areas of the economy, security, and environment. International cartels are powerful organizations that impact our everyday lives, although they are little known. This book presents 15 historical case studies of international cartels that include agricultural and mineral commodities, the machinery industry, telephone equipment, whiskey and cement. These cases reveal that international cartels manipulated prices and shared markets over many decades but that their real impact was far wider. When designing a world trading system for the twenty-first century, “Keep calm and carry on” beats “Move fast and break things.”Global trade is in trouble. Climate change, digital trade, offshoring, the rise of emerging markets led by China: Can the World Trade Organization (WTO), built for trade in the twentieth century, meet the challenges of the twenty-first? The answer is yes, Robert Staiger tells us, arguing that adapting the WTO to the changed economic environment would serve the world better than a radical reset.Governed by the WTO, on the principles of the General Agreement on Tariffs and Trade (GATT), global trade rules traditionally focus on “shallow integration”—with an emphasis on reducing tariffs and trade impediments at the border—rather than “deep integration,” or direct negotiations over behind-the-border measures. Staiger charts the economic environment that gave rise to the former approach, explains when and why it worked, and surveys the changing landscape for global trade. In his analysis, the terms-of-trade theory of trade agreements provides a compelling framework for understanding the success of GATT in the twentieth century. This edited book is written by six authors from Asia and Africa. The individual authors focus on their own country's case or cases that they have been working on. The book features local conflicts in six countries in Asia and Africa and identifies how the local conflicts are affected by the forces of globalization. Cases include Nigeria's oil-related conflicts, the Democratic Republic of Congo's timber conflicts, continuing instability in Mozanbique, Thailand's conflict with regard to AIDS medicine, Myanmar's local conflicts after its reforms, and the Afghanistan's conflicts over minerals. From these diverse case studies, the book examines how globalization and international politics affect local politics and conflicts, and vice versa. Even seemingly internal conflicts are shown to be significantly influenced by globalization forces and to create new dynamism in local politics. This book puts forward a new angle of understanding the society of states in the milieu of the contemporary world. The absence of a regulatory mechanism, i.e., anarchy, has been the fundamental issue of international relations. This book explains how the normative imperatives, information and communication technology (ICT) and nuclear deterrence generated ambiance have poised the states in a society where they are bound to follow certain normative imperatives that dilute the color and meaning of anarchy and obliges the states to act in a certain way. It develops a theoretical proposition with regard to state power defined in terms of the capability of determining the outcomes. The proposition first elaborates how international institutions foster normative imperatives; then, in line with this ontology, it narrows down the focus solely on the power of the states in the contemporary world. It explains how the power that can determine the outcome today is holistic in nature, comprisingboth materialistic and normative factors. In the next step, it tailors the proposition in a way so as to employ it for a specific empirical work. The book does not end just positing the theoretical proposition; the proposition is testified through some case studies with regard to climate negotiations under the UNFCCC. While large, multinational corporations have supported the removal of tariffs, behind the scenes these firms have fought for protection in the form of product regulations, including testing, labeling, and registration requirements. Unlike tariffs, these regulations can raise fixed costs, excluding smaller firms from the market and shifting profits toward global giants. This book offers new ways of thinking about corruption by examining the two distinct ways in which policy approaches and discourse on corruption developed in the UN and the OECD. One of these approaches extrapolated transnational bribery as the main form of corrupt practices and advocated a limited scope offense, while the other approach tackled the broader structure of the global economic system and advocated curbing the increasing power of multinational corporations. Developing nations, in particular Chile, initiated and contributed much to these early debates, but the US-sponsored issue of transnational bribery came to dominate the international agenda. In the process, the ‘corrupt corporation'was supplanted by the ‘corrupt politician', the ‘corrupt public official'and their international counterpart: the ‘corrupt country'. This book sheds light on these processes and the way in which they reconfigured our understanding of the state as an economic actor and the multinationalcorporation as a political actor.
