This book investigates the challenges related to civil-military cooperation (CIMIC) and offers a new perspective by examining the social role of NATO CIMIC soldiers.The intertwining of the civilian and military spheres has become a significant part of the contemporary security environment. However, the relationship between the military and civilian actors is often troubled, filled with misunderstandings and rivalry. In their duty to provide a link between the military and diverse civilian environment, soldiers involved in CIMIC are exposed to varied, often-conflicted expectations that make up their social role and put stress on their performance and the effectiveness of CIMIC. By drawing on analysis of NATO CIMIC documents and a series of interviews with CIMIC soldiers, the author is able to, first, identify the elements of the CIMIC role and, second, diagnose the inherent role conflict and describe methods of dealing with it. Looking at civil-military cooperation through this lens reveals new layers of challenges that impact its effectiveness and a better way to understand the complexity of civil-military interaction.This book will be of much interest to students of military studies, military sociology, peacekeeping, security studies, and international relations, as well as military practitioners.

This book examines military and civilian actors in international interventions and offers a new analytical framework to apply on such interventions.While it is frequently claimed that success in international interventions hinges largely on military–civilian coherence, cooperation has proven challenging to achieve in practice. This book examines why this is the case, by analysing various approaches employed by military and civilian actors and discussing the different relationships between the intervening actors and those upon whom they have intervened. The work analyses different military concepts, such as peacekeeping and counterinsurgency, and the often-troubled relationship between the humanitarian and military intervening actors. It presents a new analytical framework to examine these relationships based on identification theory, which illuminates how the interveners represent those they have been deployed to engage, as well as their own identity and role. As such the book offers an enhanced understanding of the challenges related to civil-military cooperation in international interventions, as well as a theoretical contribution to the study of interventions, more generally.This book will be of much interest to students of international interventions, military studies, peacekeeping, security studies and International Relations.

War termination reflects a civil-military bargain and affects relevant decisions made by political leaders. For the leader embroiled in protracted war, this risk dictates whether he or she will commit more resources to the fight or else cut the state's losses and get out.

In the last decades, the United States Army has often been involved in missions other than conventional warfare. These include low-intensity conflicts, counterinsurgency operations, and nation-building efforts. Although non-conventional warfare represents the majority of missions executed in the past sixty years, the Army still primarily plans, organizes, and trains to fight conventional ground wars. Consequently, in the last ten years, there has been considerable criticism regarding the military's inability to accomplish tasks other than conventional war. Failed states and the threat they represent cannot be ignored or solved with conventional military might. In order to adapt to this new reality, the U.S. Army must innovate. This text examines the conditions that have allowed or prevented the U.S. Army to innovate for nation-building effectively. By doing so, it shows how military leadership and civil-military relations have changed. Nation-building refers to a type of military occupation where the goal is regime change or survival, a large number of ground troops are deployed, and both military and civilian personnel are used in the political administration of an occupied country, with the goals of establishing a productive economy and a stable government. Such tasks have always been a challenge for the U.S. military, which is not normally equipped or trained to undertake them. Using military effectiveness as the measurement of innovative success, the book analyzes several U.S. nation-building cases, including post World War II Germany, South Korea from 1945-1950, the Vietnam War, and Operation Iraqi Freedom. By doing so, it reveals the conditions that enabled military innovation in one unique case (Germany) while explaining what prevented it in the others. This variation of effectiveness leads to examine prevailing military innovation theories, threat-based accounts, quality of military organizations, and civil-military relations. This text comes at a critical time as the U.S. military faces dwindling resources and tough choices about its force structure and mission orientation. It will add to the growing debate about the role of civilians, military reformers, and institutional factors in military innovation and effectiveness.

Modern peace support operations are challenged by an array of issues that are not at all'military'in nature. Increasingly, military and civilian actors like non-governmental organisations, ministries and contractors have to learn how to work together. This book analyses civil-military cooperation processes in disciplines such as logistics, construction and security. The analysis is based on multiple holistic case studies in Kosovo (1999/2000), Kabul (2003/2004) and the Afghan province Baghlan (2004/2005). Taking a business alliance approach, the phases in a civil-military cooperation process are identified. Then the main factors influencing the process are highlighted. Finally, a framework is proposed for evaluating the quality of civil-military cooperation. The book concludes by recommending ways of improving the cooperation process.

The study of armed forces and conflict resolution has undergone important developments at the turn of the millennium, driven by emerging events. The fall of the Berlin Wall, the end of the Cold War, the resurgence of nationalism and religious wars, ethnic cleansing, September Eleven, the War on Terror, and asymmetric warfare, the United Nations'inability to manage and successfully conclude military operations, are so many flash points of how much things have changed since the Cold War. The action of militaries has become more important, more difficult, more controversial, and, at the same time, insufficient, without parallel methods and political actions for resolving conflicts. As scholars conceptions of conflicts have changed, so have their understanding of conflict resolution and peace. This latter scholarship now spans analyses of the role of governments, civil institutions, and organized groups. The studies of building and sustaining peace now span institutional, inter-actional, and interpersonal levels in order to conceptualize a more holistic, long-term vision of peace.This book brings together contributions from scholars of various social science disciplines on three themes that appeared significant for the study of the phenomenon of conflict and conflict resolution. The first theme is centered on the new aspects of war in the twenty-first century where asymmetric warfare has changed many rules of the game, imposing a profound transformation on the military, not only tactical, but also structural, preparatory, mental and ideological.The second theme regards the delicate relations between the armed forces and societies. The ever-greater technicality of military operations and their lower comprehensibility to the broad public as a result, together with increased sensitivity in many countries in regard to the use of violence and death, have created social situations and problems that deserve to be investigated. The third theme, building and sustaining peace, operationalizes different types and levels of violence and conflict. It assesses ongoing efforts, for instance, governments trying to contain or diffuse conflict, businesses and national service schemes building peaceful civil spheres, and the efforts of organized groups to claim, shape, and extend the spheres of life that are free of conflict.

Military and police forces play a crucial role in the long-term success of political, economic and cultural rebuilding efforts in post-confl ict societies. Yet, while charged with the long-term task of providing a security environment conducive to rebuilding war-torn societies, internal security structures tend to lack civilian and democratic control, internal cohesion and effectiveness, and public credibility.
