This book is focused on militarization as the nucleus of EU space policy and the interrelatedness of European security, industrial competitiveness, and military capabilities in the shaping of this policy. The EU and key member states have increasingly joined the US, China and Russia, among others, in regarding space assets as critical military, as well as economic, industrial, and technological, enablers. This book tackles this issue by, first, shedding light on the military aspects of EU space policy, with special emphasis on the security and defence dimensions of projects such as Galileo, Copernicus, Space Situational Awareness, and Satellite Communication. In this context, contributors confront the empirical aspect of developments, including the role of different institutional actors and the involvement of specific member states. Further, the volume analyses the discursive, ideological, normative, and theoretical foundations of the use of space by the EU for strategic purposes, drawing on the broad spectrum of European integration/International Relations theory. Last, but not least, the volume discusses initiatives outside the EU by key global space players, with an emphasis on the US and transatlantic space relations. All chapters maintain a solid empirical foundation, in the form of geographical or issue-related focus, with an area-specific emphasis on the EU as a whole, transatlantic relations, the policies of key member states (such as France and Italy), and core space powers such as the US, China and India. This volume addresses developments in European space policy and its significance for European integration, using discourse theory as a framework.It seeks to address the developments in European space policy by examining several sensitive security questions linked in general with space activities, on the one hand, and the interplay between space policy and security policy in the European Union (EU) on the other. The book argues that defence and security matters should be studied for a better understanding of space projects in their historical, political, economic, legal and social context. This book examines the drivers behind great power security competition in space to determine whether realistic strategic alternatives exist to further militarization. Space is an area of increasing economic and military competition. This book offers an analysis of actions and events indicative of a growing security dilemma in space, which is generating an intensifying arms race between the US, China, and Russia. It explores the dynamics behind a potential future war in space and investigates methods of preventing an arms race from an international relations theory and military-strategy standpoint. The book is divided into three parts: the first section offers a broad discussion of the applicability of international relations theory to current conditions in space; the second is a direct application of theory to the space environment to determine whether competition or cooperation is the optimal strategic choice; the third section focuses on testing the hypotheses against reality, by analyzing novel alternatives to three major categories of space systems. The volume concludes with a study of the practical limitations of applying a strategy centered on commercialization as a method of defusing the orbital security dilemma.This book will be of interest to students of space power, strategic studies, and international relations.

This book examines the recent shift in US space policy and the forces that continually draw the US back into a space-technology security dilemma. The dual-use nature of the vast majority of space technology, meaning of value to both civilian and military communities and being unable to differentiate offensive from defensive intent of military hardware, makes space an area particularly ripe for a security dilemma. In contrast to previous administrations, the Obama Administration has pursued a less militaristic space policy, instead employing a strategic restraint approach that stressed multilateral diplomacy to space challenges. The latter required international solutions and the United States, subsequently, even voiced support for an International Code of Conduct for Space. That policy held until the Chinese anti-satellite (ASAT) test in 2013, which demonstrated expanded Chinese capabilities. This volume explores the issues arising from evolving space capabilities across the world and the security challenges this poses. It subsequently discusses the complexity of the space environment and argues that all tools of national power must be used, with some degree of balance, toward addressing space challenges and achieving space goals.This book will be of much interest to students of space policy, defence studies, foreign policy, security studies and IR.

This book offers an overview of space strategy in the 21st century.The purpose of space strategy is to coordinate, integrate, and prioritize space activities across security, commercial, and civil sectors. Without strategy, space activities continue to provide value, but it becomes difficult to identify and execute long-term programs and projects and to optimize the use of space for security, economic, civil, and environmental ends. Strategy is essential for all these ends since dependence on, and use of, space is accelerating globally and space is integrated in the fabric of activities across all sectors and uses. This volume identifies a number of areas of concern pertinent to the development of national space strategy, including: intellectual foundations; political challenges; international cooperation and space governance; space assurance and political, organizational, and management aspects specific to security space strategy.
