In this lively and provocative book, Erica De Bruin looks at the threats that rulers face from their own armed forces. Can they make their regimes impervious to coups?How to Prevent Coups d'État shows that how leaders organize their coercive institutions has a profound effect on the survival of their regimes. When rulers use presidential guards, militarized police, and militia to counterbalance the regular military, efforts to oust them from power via coups d'état are less likely to succeed. Even as counterbalancing helps to prevent successful interventions, however, the resentment that it generates within the regular military can provoke new coup attempts. And because counterbalancing changes how soldiers and police perceive the costs and benefits of a successful overthrow, it can create incentives for protracted fighting that result in the escalation of a coup into full-blown civil war.Drawing on an original dataset of state security forces in 110 countries over a span of fifty years, as well as case studies of coup attempts in Asia, Africa, Latin America, and the Middle East, De Bruin sheds light on how counterbalancing affects regime survival. Understanding the dynamics of counterbalancing, she shows, can help analysts predict when coups will occur, whether they will succeed, and how violent they are likely to be. The arguments and evidence in this book suggest that while counterbalancing may prevent successful coups, it is a risky strategy to pursue—and one that may weaken regimes in the long term.

The Australian National University's Strategic & Defence Studies Centre (SDSC) is Australia's premier university-based strategic studies think tank. The Routledge Handbook of Defence Studies provides a comprehensive collection of essays on contemporary defence studies by leading international scholars.Defence studies is a multi-disciplinary study of how agents, predominantly states, prepare for and go to war. Whereas security studies has been broadened and stretched to cover at times the near totality of international and domestic affairs, and war studies has come to mean not just operations and tactics but also experiences and outcomes, defence studies remains a coherent area of study primarily aimed at how defence policy changes over time and in relation to stimulating factors such as alterations in power, strategy and technology. This new Handbook offers a complete landscape of this area of study and contributes to a review of defence studies in terms of policy, security and war, but also looks forward to new challenges to existing conceptions of defence and how this is changing as states and their militaries also change. The National Defense Authorization Act of 2016 mandates a review of missile defeat policy, strategy, and capability to be completed by January 2018. This upcoming Missile Defeat Review (MDR) represents an opportunity for the Trump administration to articulate a vision for the future of air and missile defense. This collection of expert essays explores how the strategic environment for missile defense and defeat has evolved since 2010 and offers recommendations to help guide and inform the MDR's development.

The U.S. Army currently faces a difficult truth: without changes to its modernization strategy, the Army risks losing qualitative tactical overmatch. A lost procurement decade and recent, significant modernization funding declines have resulted in an Army inventory that remains heavily leveraged on the “Big Five” programs, originally procured in the 1970s and 1980s. Meanwhile, technology proliferation has made potential state and nonstate adversaries increasingly capable; shrinking the U.S. overmatch advantage and in some cases surpassing it. While current and projected future Army modernization funding is below historical averages, necessitating increased modernization funding to ensure continued U.S. qualitative tactical overmatch, the Army's modernization problem cannot be fixed only by increasing modernization funding. Additional funds also need to be accompanied by an updated Army modernization strategy that presents a compelling case for modernization funding and sets clear priorities for fulfilling future operational requirements.

These are turbulent times for American foreign policy. Nowhere are the challenges facing the United States more evident than in U.S. policy toward Russia. Drawing on scholars across several disciplines and perspectives, CSIS conducted a year-long study that sought to achieve two goals. First, to provide policymakers with a clearer understanding of Russia's strategic motivations and objectives, along with the tools it uses to advance its goals. Second, to lay out a comprehensive strategy to secure U.S. and transatlantic interests in the face of the complex Russia challenge set.

In 2015, Congress tasked the Department of Defense to commission an independent assessment of U.S. military strategy and force posture in the Asia-Pacific, as well as that of U.S. allies and partners, over the next decade. This CSIS study fulfills that congressional requirement. The authors assess U.S. progress to date and recommend initiatives necessary to protect U.S. interests in the Pacific Command area of responsibility through 2025. Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.

In recent years, it has become increasingly clear to many observers that the Department of Defense must better communicate to the officers at the tactical end of the nuclear mission a rationale for nuclear weapons and deterrence, the critical role that they play in the post–Cold War strategy of the United States, and the value of nuclear weapons to the security of the American people. Iran's rocket and missile forces serve a wide range of Iranian strategic objectives. These forces range from relatively short-range artillery rockets that support its ground forces and limit the need for close air support to long-range missiles that can reach any target in the region and the development of booster systems that might give Iran the ability to strike at targets throughout Europe and even in the United States. Iran's forces and systems are steadily evolving. While the lethality of most current systems is limited by a reliance on conventional warheads, poor accuracy, and uncertain reliability, Iran is developing steadily improved guidance systems, attempting to improve the lethality of its conventional warheads, and has at least studied arming its missiles with nuclear warheads.

Deterrence as a strategic concept evolved during the Cold War. During that period, deterrence strategy was aimed mainly at preventing aggression against the United States and its close allies by the hostile Communist power centers—the Union of Soviet Socialist Republics (USSR) and its allies, Communist China and North Korea. In particular, the strategy was devised to prevent aggression involving nuclear attack by the USSR or China. Since the end of the Cold War, the risk of war among the major powers has subsided to the lowest point in modern history. Still, the changing nature of the threats to American and allied security interests has stimulated a considerable broadening of the deterrence concept. Post-Cold War Conflict Deterrence examines the meaning of deterrence in this new environment and identifies key elements of a post-Cold War deterrence strategy and the critical issues in devising such a strategy. It further examines the significance of these findings for the U.S. Navy and Marine Corps. Quantitative and qualitative measures to support judgments about the potential success or failure of deterrence are identified.
