This captivating volume brings together case studies drawn from four post-Soviet states—Russia, Ukraine, Belarus, and Moldova. The collected papers illustrate how the events that started in 1985 and brought down the USSR six years later led to the rise of fifteen successor states, with their own historicized collective memories. The volume's analyses juxtapose history textbooks for secondary schools and universities, and how they aim to create understandings as well as identities that are politically usable, within their different contexts. From this emerges a picture of multiple perestroika(s) and diverging development paths. Only in Ukraine—a country that recently experienced two popular uprisings, the Orange Revolution and the Revolution of Dignity—the people themselves are ascribed agency and the power to change their country. In the other three states, elites are, instead, presented as prime movers of society, as is historical determinism. Herbert Rowen has always insisted that historians don't need biographers. Outside'a small circle of family, friends and students,'what matters most is not the individual but his or her work.'Thus the main purpose of the present volume is to highlight Professor Rowen's contributions to the political history of early modem Europe. Part I includes assessment of his work by others, while Parts ll-V contain examples of his best articles, papers, and reviews, some published here for the first time, most previously hard-to-get. These essays not only add substantively to our understanding of early modem politics, but treat both implicitly and explicitly the historian's task per se. Hence, this is not biography, much less'innocuous laudation'or hagiography, which Herb would not forgive. Yet it is only fitting that someone who lays so much stress on the human side of History should by way of introduction have something said about his person as well as his work.

This book examines several epistemological regimes in studies of numerical data over the last four centuries. It distinguishes these regimes and mobilises questions present in the philosophy of science, sociology and historical works throughout the 20th century. Attention is given to the skills of scholars and their methods, their assumptions, and the socio-historical conditions that made calculations and their interpretations possible. In doing so, questions posed as early as Émile Durkheim's and Ernst Cassirer's ones are revisited and the concept of symbolic form is put to the test in this particular survey, conducted over long period of time. Although distinct from a methodological and epistemological point of view, today these regimes may be found together in the toolbox of statisticians and those who comment on their conclusions. As such, the book is addressed to social scientists and historians and all those who are interested in numerical productions.

South Africa is under-capitalising on its rich ways of doing business. One such way, the focus of this book, is collaboration. The collaboration approach should be promoted to the same extent that the Japanese have entrenched and exported their ‘small incremental improvement'Kaizen approach. There are many such underexplored indigenous ways of doing business in Africa. Where improvement is required in relation to development and organisational performance, the need is not so much building new capacities as discovering and implementing more strategic and effective utilisation of existing indigenous ones. And there is no need to cringe when African culture is used to inform science. This book uses history, interviews and documentary evidence from South Africa to weave together a story, arguments and lessons about collaboration.

This collection explores the evolution of the commercial space industry from the beginning of the space age through the early twenty-first century. Today, the space industry is taking on an increased leadership and innovation role in both space access and exploration. The growth of commercial space over the past decades offers a potential new paradigm for space exploration – one in which industry transitions from supplier to partner. However, many questions remain. This book seeks to bring to light these questions, which span from the most seemingly consequential: how will humanity explore the Moon and Mars? - to the most basic: what is commercial space? To further develop the historical context of commercial space, and thereby better inform decision-making at NASA in the future, this volume examines a broad range of questions related to the history of commercial space operations, including but not limited to: how has the concept of ‘commercial space'evolved in different fields and disciplines? This book is based on an institutional evolutionary theoretical view to the Göta kanal. Canals were the major transport infrastructure system besides roads and maritime transport until railroads were introduced. The canal studied is the Swedish Göta kanal project during the preparation and construction phase from 1800–1832. Thus, the Göta kanal, and the canal-era, is seen from a technological, an economic and a political perspective. Comparisons are made with two contemporary major canal-projects; the Erie Canal in the USA (1817–1825) and the Caledonian Canal in Britain (1804–1822). It is argued that the Göta kanal project, as Sweden's Mega Project of its time, represented an important development step in Sweden as regards learning and innovation and became a starting point for Swedish transport infrastructure projects in the time to come, primarily the railways.

This book discusses the legacy of the conference series The International Conferences of Women Engineers and Scientists (ICWES), which spans the second half of the Twentieth Century and the beginning of the twenty-first. The book first discusses how, at a time when there were few women engineers and scientists, a group of women organized a conference, in June 1964 in New York, which attracted 486 women. They presented their scientific achievements and discussed how to attract more women in STEM. This effort was carried out by volunteers, continuing the ICWES conferences over a period of 59 years. The authors discuss the organizers, the hosting societies, the scientific content, the changes in issues over time, and how the continuity has endured. The authors also discuss the importance of global involvement, shown through past conferences inlocations such as USA, UK, Italy, Poland, France, India, Ivory Coast, Hungary, Japan, Canada, and Korea. The authors also outline how the efforts were aided by the development of a not for profit Canadian corporation, the International Conference of Women in Sciences and engineering (INWES), which ensures the continuation of the conference series. Claire Deschênes and Monique Frize ensured that the conference database was digitalized and is now available at the Canadian Archive of Women in STEM, University of Ottawa Library, with the hope that researchers will continue to explore this rich database. As an important part of the Women in Science and Engineering book series, the work hopes to inspire women and men, girls and boys to study and work in STEM fields. This book is important historically because it documents a unique adventure created by women in STEM through vision and leadership. Their efforts established modes of networking and sharing their contributions in science, technology, and on gender issues.

A response of the engineering profession to the challenges of security, poverty and under-development, and environmental sustainability is described. Ethical codes, which govern the behavior of engineers, are examined from a historical perspective linking the prevailing codes to models of the natural world.Anewethical code based on a recently introduced model of Nature as an integral community is provided and discussed. Applications of the new code are described using a case study approach. With the ethical code based on an integral community in place, a new design algorithm is developed and also explored using case studies. Implications of the proposed changes in ethics and design on engineering education are considered.

Today, decisions made by engineers often have serious implications for not only their clients but for society as a whole and the natural world. Such decisions may potentially influence cultures, ways of living, as well as alter ecosystems which are in delicate balance. In order to make appropriate decisions and to co-create ideas and innovations within and among the complex networks of communities which currently exist and are shaped by our decisions, we need to regain our place as professionals, to realise the significance of our work and to take responsibility in a much deeper sense. Engineers must develop the'ability to respond'to emerging needs of all people, across all cultures. To do this requires insights and knowledge which are at present largely within the domain of the social and political sciences but which need to be shared with our students in ways which are meaningful and relevant to engineering. This book attempts to do just that. In Part 1 Baillie introduces ideas associated with the ways in which engineers relate to the communities in which they work. Drawing on scholarship from science and technology studies, globalisation and development studies, as well as work in science communication and dialogue, this introductory text sets the scene for an engineering community which engages with the public. In this book we explore a sea change occurring in leadership for academic women in the sciences and engineering. Our approach is a two-pronged one: On the one hand, we outline the nature of the changes and their sources, both in various literatures and from program research results. On the other hand, we specify and provide detail about the persistent problems and obstacles that remain as barriers to women's full participation in academic science and engineering, their career advancement and success, and, most important, their role as leaders in making change. Sustainable development is one of the key challenges of the twenty-first century. The engineering profession is central to achieving sustainable development. To date, engineering contributions to sustainability have focused on reducing the environmental impacts of development and improving the efficiency of resource use. This approach is consistent with dominant policy responses to environmental problems, which have been characterised as ecological modernisation. Ecological modernisation assumes that sustainability can be addressed by reforming modern society and developing environmental technologies. Environmental philosophers have questioned these assumptions and call into question the very nature of modern society as underlying the destruction of nature and the persistence of social inequality. Central to the crises of ecology and human development are patterns of domination and the separation of nature and culture. Engineering has a clear role to play in ecological modernisation, but its role in more radical visions of sustainability is uncertain. Actor-network theory provides an analysis of socio-technical systems which does not require the separation of nature and culture, and it provides a way of thinking about how engineers are involved in shaping society and its relationship to the environment. It describes the world in terms of relationships between human and non-human actors. It shows that social relationships are mediated by technologies and non-human nature, and that assumptions about society and behaviour are''baked-in''to technological systems. Modern infrastructure systems are particularly important in shaping society and have significant environmental impacts. Modern infrastructure has allowed the consumption of resources far beyond basic human needs in developed countries. Failure to deliver infrastructure services has resulted in billions of the world's poorest people missing out on the benefits of modern development. Engineers have an important role to play in developing new infrastructure systems which acknowledge the relationships between technology and society in shaping demand for resources and environmental impacts, as well as alleviating poverty. Engineers have an important role in mediating between the values of society, clients, the environment and the possibilities of technology. Constructive Technology Assessment and Value Sensitive Design are two methodologies which engineers are using to better account for the social and ethical implications of their work. Understanding engineering as a hybrid, socio-technical profession can help develop new ways of working that acknowledge the importance of technology and infrastructure in shaping social relationships that are central to achieving sustainability. Water and energy are fundamental elements of community well-being and economic development, and a key focus of engineering efforts the world over. As such, they offer outstanding opportunities for the development of socially just engineering practices. This work examines the engineering of water and energy systems with a focus on issues of social justice and sustainability. A key theme running through the work is engaging community on water and energy engineering projects: How is this achieved in diverse contexts? And, what can we learn from past failures and successes in water and energy engineering? The book includes a detailed case study of issues involved in the provision of water and energy, among other needs, in a developing and newly independent nation, East Timor.

The text addresses the impact of globalization within engineering, particularly on working practices and prospects for creativity. Humanitarian Engineering reviews the development of engineering as a distinct profession and of the humanitarian movement as a special socio-political practice. Having noted that the two developments were situated in the same geographical and historical space -- that is, in Europe and North America beginning in the 1700s -- the book argues for a mutual influence and synthesis that has previously been lacking. In this spirit, the first of two central chapters describes humanitarian engineering as the artful drawing on science to direct the resources of nature with active compassion to meet the basic needs of all -- especially the powerless, poor, or otherwise marginalized. A second central chapter then considers strategies for education in humanitarian engineering so conceived. Two final chapters consider challenges and implications. Engineers, Technology and Society presents topics intended to aid the practicing engineer in reflecting upon the nature and purpose of their own practice within the engineering profession and how that is related to and implicated in social, economic and political issues. The series will include external relations between engineering, economic systems and social and political practices, as well as power structures and working conditions within the organisation. In an increasingly competitive and hostile environment in which practicing engineers are forced to spend their lives fighting for higher profit margins, many engineers become despondent and often leave the profession just a few years after graduation. They do not feel they are engineering for those in need in the world but for a small minority who can pay. There are an increasing number of engineers in the workplace who feel dissatisfied with these issues but do not know where to begin to address them. It is hoped that these books will start a conversation in many parts of the world where diverse engineers are working. This introductory book of the series presents an overview of the key issues at stake. I consider how, as engineers, we might decide what is the right thing to do by exploring rights and notions of freedom and what these might mean in a world where we are, according to some, ‘training for compliance'. I consider engineering in the past and how it has been used to contribute to social contexts in the Western world as well as in developing countries. I look at our responsibility as engineers to learn from the past to enhance our understanding and take appropriate action related to contemporary industrial development and globalization. Finally, I present a case study of my own engineering for others to critique. Practicing what you preach is never easy and living as a just engineer presents many challenges. As Ursula Franklin states clearly in her Massey lectures which I discuss in chapter 1, engineers have choices; it is up to us to ensure that we are aware of the way in which our engineering practice contributes to global social, economic and political issues so that we are able to make response – able choices.

The profession of engineering in the United States has historically served the status quo, feeding an ever-expanding materialistic and militaristic culture, remaining relatively unresponsive to public concerns, and without significant pressure for change from within. This book calls upon engineers to cultivate a passion for social justice and peace and to develop the skill and knowledge set needed to take practical action for change within the profession. Because many engineers do not receive education and training that support the kinds of critical thinking, reflective decision-making, and effective action necessary to achieve social change, engineers concerned with social justice can feel powerless and isolated as they remain complicit. Needs and Feasibility: A Guide for Engineers in Community Projects -- The Case of Waste for Life is the story of Waste for Life (WFL). WFL is a not-for-profit organization that works to promote poverty-reducing solutions to environmental problems, and its educational branch is an international consortium of universities in six countries, involving students in support of community development projects. WFL currently works in Lesotho and Argentina. We present the story of the development of WFL in each country as a case-based guide to engineers, professors and students interested in community development work, particularly in contexts very different from their own. We focus mainly on the set-up stages, framing the projects to ensure that community needs are adequately articulated and acted upon. We begin with needs assessment, what is it that needs to be done -- for whom and why? How feasible is this, technically, economically, and can we guarantee sustainability? Before we can decide any of this, we need to understand and map the territory -- who are the key players, who have the most influence, and who will be most impacted by what we are doing? What is the role of the local government? If the groups are working as cooperatives, what does this mean, and what are these groups looking for? What is the technical solution going to look like? If it is a product, how will it be marketed? What other social, environmental, and economic impacts will it have and on whom? Once these have all been negotiated, and it is clear that all parties are working towards a mutually acceptable goal, how do we move forward so that any dependence on external partners is removed? When do we bring students into the work? What role can they play? Should they stay at home and support the project from there or is it better to do work in the field? This guide will be useful for the student engineer or the experienced engineer or professor who is interested in moving towards socially just engineering development work but has no idea where to begin. The real difficulties and on the ground issues encountered by the Waste for Life team are presented honestly and with the knowledge that we must learn from our mistakes. Only then can we hope to gain a better understanding of our potential role in supporting community development and move towards a better future. Mining has been entangled with the development of communities in all continents since the beginning of large-scale resource extraction. It has brought great wealth and prosperity, as well as great misery and environmental destruction. Today, there is a greater awareness of the urgent need for engineers to meet the challenge of extracting declining mineral resources more efficiently, with positive and equitable social impact and minimal environmental impact. Many engineering disciplines—from software to civil engineering—play a role in the life of a mine, from its inception and planning to its operation and final closure. The companies that employ these engineers are expected to uphold human rights, address community needs, and be socially responsible. While many believe it is possible for mines to make a profit and achieve these goals simultaneously, others believe that these are contradictory aims. A response of the engineering profession to the challenges of security, poverty and underdevelopment, environmental sustainability, and native cultures is described. Ethical codes, which govern the behavior of engineers, are examined from a historical perspective linking the prevailing codes to models of the natural world. A new ethical code based on a recently introduced model of Nature as an integral community is provided and discussed. Applications of the new code are described using a case study approach. With the ethical code based on an integral community in place, new design algorithms are developed and also explored using case studies. Implications of the proposed changes in ethics and design on engineering education are considered. This book will focus on'Waste Management,'a serious global issue and engineers'responsibility towards finding better solutions for its sustainable management. Solid waste management is one of the major environmental burdens in both developed and developing countries alike. An alarming rate of solid waste generation trends can be seen as a result of globalization, industrialization, and rapid economic development. However, low-income and marginalized sectors in society suffer most from the unfavorable conditions deriving from poor waste management. Solid waste management is not a mere technical challenge. The environmental impact, socio-economic, cultural, institutional, legal, and political aspects are fundamental in planning, designing, and maintaining a sustainable waste management system in any country. Engineers have a major role to play in designing proper systems that integrate stakeholders, waste system elements, and sustainability aspects of waste management. In this book we consider ways in which mining companies do and can/should respect the human rights of communities affected by mining operations. We examine what'can and should'means and to whom, in a variety of mostly Peruvian contexts, and how engineers engage in'normative'practices that may interfere with the communities'best interests. We hope to raise awareness of the complexity of issues at stake and begin the necessary process of critique—of self and of the industry in which an engineer chooses to work. This book aims to alert engineering students to the price paid not only by vulnerable communities but also by the natural environment when mining companies engage in irresponsible and, often, illegal mining practices. If mining is to be in our future, and if we are to have a future which is sustainable, engineering students must learn to mine and support mining, in new ways—ways which are fairer, more equitable, and cleaner than today.

Was aber geschieht, wenn diese Konfigurationen auseinanderbrechen? Friedrich Cain untersucht dies anhand der Forschungen, die polnische Wissenschaftler im Verborgenen durchführten, als das Land im Zweiten Weltkrieg unter deutscher Besatzung stand. Alle polnischen Bildungseinrichtungen und Forschungsstätten wie Schulen, Akademien und Universitäten, aber auch Bibliotheken und Labore wurden geschlossen und blieben'nur für Deutsche'zugängig, denn ein'Arbeitervolk', so die Rassentheorien der Besatzungsmacht, brauche keine höheren Kultureinrichtungen. Viele polnische Wissenschaftler wandten sich jedoch gegen die Verbote und versuchten weiter wissenschaftlich zu arbeiten. Neben der Organisation geheimer Seminare im Rahmen sogenannter Untergrunduniversitäten gelang es in nahezu allen Disziplinen klandestin zu forschen. Die Studie folgt soziologischen Untersuchungen einer Gesellschaft unter Besatzungsbedingungen, medizinischen Forschungen zur Hungerkrankheit und zum Fleckfieber sowie der Einrichtung physikalischer Experimentalzusammenhänge in Warschau, Krakau, Lemberg und anderswo. Versteckt in Privatwohnungen, getarnt als offizielle Unternehmen oder an der Schwelle zwischen deutscher Administration und polnischem Untergrund wurden gewohnte Infrastrukturen, also das Arsenal von Geräten, Büchern, Techniken und Tugenden neu organisiert. All dies hatte spezifische epistemologische Auswirkungen, etwa wenn Projekte abgebrochen, neu eingerichtet oder in der'Laborsituation des Krieges'dynamisiert wurden. Häufig führte dies zur politischen Aufladung wissenschaftlicher Neutralitätsgebote und musste mit den politischen und moralischen Narrativen des polnischen Widerstands in Einklang gebracht werden.

When it comes to explaining the origins of electoral populism in the United States, we often look to the characteristics and conditions of voters, overlooking the reasons why populist candidates emerge in the first place. In The Making of the Populist Movement, Adam Slez argues that the rise of electoral populism in the American West was a strategic response to a political environment in which the configuration of positions was literally locked in place, precluding the success of new contenders or otherwise marginal competitors. Combining traditional forms of historical inquiry with innovations in network analysis and spatial statistics, he shows how the expansion of state and market drove the push for market regulation in southern Dakota, where an insurgent farmers'movement looked to third-party alternatives as a means of affecting change. In the context of western settlement, the struggle for political power was synonymous with the struggle for position in an emerging urban hierarchy. As inequities in the spatial distribution of resources became more pronounced, appeals to agrarian populism became a powerful political tool with which to wage partisan war. Offering a fresh take on the origins of electoral populism in the United States, The Making of the Populist Movement contributes to our understanding of political action by explicitly linking the evolution of the political field to the transformation of physical space through concerted action on the part of elites.

In 1712, the Society for the Propagation of the Gospel in Foreign Parts opened its mission near present-day Albany, New York, and began baptizing residents of the nearby Mohawk village Tiononderoge, the easternmost nation of the Haudenosaunee (Iroquois) Confederacy. Within three years, about one-fifth of the Mohawks in the area began attending services. They even adapted versions of the service for use in private spaces, which potentially opened a door to an imagined faith community with the Protestants. Using the lens of performance theory to explain the ways in which the Mohawks considered converting and participating in Christian rituals, historian William B. Hart contends that Mohawks who prayed, sang hymns, submitted to baptism, took communion, and acquired literacy did so to protect their nation's sovereignty, fulfill their responsibility of reciprocity, serve their communities, and reinvent themselves. Performing Christianity was a means of'survivance,'a strategy for sustaining Mohawk life and culture on their terms in a changing world.

Professionalizing the Police is a timely reassessment of the development of British police training and its contribution to the furtherance of the police professionalism agenda. The police have long struggled with the concept of professionalism. The Victorians veered from regarding police as servants to sanctifying policing as a special calling, while the supposed Golden Age of Policing was riven by divisions of class as sharp as those of the social diversity that poses one of contemporary policing's harshest tests. Police training has reflected these ambiguities and uncertainties. The ground its curriculum covers, pedagogy it employs, and structures through which it operates have been contested, troublesome to manage, and blamed for policing's failures. Behind these frictions lie large issues of governance, policing's place in society and what it means to be professional. Late modernity is marked by uncertainty and scepticism. Sectarian Order in Bahrain connects the rise of colonial criminal justice in Bahrain and sectarianism, making detailed use of an archival cache of colonial criminal court cases in the British Library, and offering a critical analysis. Using primary and secondary historical documents, including ethnographic and anthropological accounts, the book links major themes in critical and cultural criminology, southern criminology, historical sociology, post-colonialism, and Gulf studies which have not been adequately examined together. It drills down on an important group of surviving criminal court case files, and shows how they can describe the problem of and inform solutions to sectarian discrimination in Bahrain. There are two major shifts in notions of the social order and order maintenance that characterize the 20th century, highlighting a sectarianism modus operandi within the colonial criminal justice system. The shifts are the criminalization of inter-tribal competition and honor-based modes of behavior in order to prevent intra-Sunni contestation and to unite Sunnis under Al-Khalifah and colonial authority; and the invention of indigenous Shi'a and Persian Bahrainis as a criminal class as an extension of the sectarianism long practiced by the Al Khalifah (and other Sunni tribes). Together these two shifts birth a modern criminal justice system that institutionalizes Sunni chauvinism and Shi'a discrimination, problems evident in the Bahraini criminal justice system today.

In Down on Mahans Creek, Benjamin Rader provides a fascinating look at a neighborhood in the Missouri Ozarks from the early nineteenth to the mid-twentieth century. He explores the many ways in which Mahans Creek, though remote, was never completely isolated or self-sufficient. The residents were deeply affected by the Civil War, and the arrival of the railroad and the timber boom in the 1890s propelled the community into modern times, creating a more fast-paced and consumer-oriented way of life and a new moral sensibility. During the Great Depression the creek's residents returned to some of the older values for survival. After World War II, modern technology changed their lives again, causing a movement away from the countryside and to the nearby small towns.
