This book focuses on how the population crisis as a governing apparatus was assembled as a particular form of Malthusian rationality. A central argument is that U.S. leadership in governing the population crisis required both a global and local appreciation of population dynamics.

يتناول هذا الكتاب بالشرح قضية الانفجار السكاني كتعبير ورد من الغرب، يوحي بأن كثرة النسل خطر على الدول الإسلامية، وأنه قنبلة تنفجر فتدمر كل شيء، ملقيا الضوء على إحصاءات الغرب عن تضاعف عدد السكان وخطره على البشرية كلها، لأنه لا يوجد ما يكفي هذه الزيادة، والنتيجة ستكون كارثة كبرى لا بد من العمل على وقفها، ويرصد الكتاب خطط الغرب لتحديد النسل في البلاد الإسلامية بكل الطرق الممكنة حتى يصل إلى ما يريد، ولذلك فقد موّل الغرب بالمنح والقروض مشاريع تحديد النسل في البلاد الإسلامية، بحجة أن كثرة النسل تؤدي إلى كارثة تعم العالم كله، ويعكس الكتاب التضارب بين أفعال العرب وأقواله، حيث يدعون شعوبهم إلى زيادة النسل لا إلى تحديده، ذلك أنهم أحسوا بأن تحديد النسل ما هو إلا كارثة بالنسبة لهم، وإنجلترا بعد الحرب العالمية الثانية سنت قانونا يمنع تحديد النسل، إلى جانب العلاوة المادية لكل طفل يولد، والاتحاد السوفيتي وضع برنامجا يعطي إعانات مالية كبيرة لكل طفل يولد، إلى جانب سن قوانين تحرم الإجهاض واستخدام موانع الحمل، إلى جانب مكافآت وأوسمة وميداليات تعطى لمن تنجب أكثر من خمسة أطفال، ووسام للأم البطلة التي تنجب عشرة أطفال، علاوة على شهادة من رئيس الدولة بالتقدير الكامل للأم التي تنجب أكثر عددا في الاتحاد السوفيتي.
