Is residential care'inherently harmful'? This book argues that this conventional wisdom is wrong and is, itself, harmful to a significant number of children and youth. The presumptive view is based largely on overgeneralizations from research with infants and very young children raised in extremely deprived environments. A careful analysis of the available research supports the use of high-quality residential care as a treatment of choice with certain groups of needy children and youth, not a last resort intervention. The nature of high-quality care is explored through child development theory and research and two empirically supported models of care are described in detail. It will be of interest to all scholars and students of child development, child welfare, youth work, social work and education as well as professionals working within these fields.

This book presents a narrative approach to creating a supportive environment for health and human service practitioners who work with vulnerable children and their families—one of the most difficult and complex areas of practice.People working in these environments are routinely exposed to violence and trauma and commonly experience symptoms of traumatic stress as a result. During adolescence, young people are exposed to a range of risks beyond their family homes including sexual and criminal exploitation, peer-on-peer abuse and gang-related violence. However, it has only been over the past two decades that the critical safeguarding implications of these harms have started to be recognised. Social care organisations are increasingly experimenting with new approaches but continue to experience challenges in supporting affected young people and their families. This book analyses the results of the first rapid evidence assessment of social care organisations'responses to risks and harms outside the home across 10 countries. The authors highlight key areas for service development, give insights into how these risks and harms can be understood, and consider wider implications for policy and practice.

Unconditional Care in Context reclaims problems of ecological adversity --poverty, racism, housing instability, community disadvantage, food insecurity, and social disconnection -- as central to understanding and working with system-involved children and families. Child-serving systems typically define the struggles of these children and their families through a disorder lens of psychiatric diagnosis and family dysfunction. The interconnected burdens of financial stress, exclusion, disrupted parenting, and social isolation that regularly confront these families are often neglected or minimized. Without attention to these issues, intervention is limited to reactive strategies that require children and families to fail before they can receive support. Unconditional Care in Context reviews key sources of adversity and the efforts to undertake'macro level'intervention: system reform, program innovation and policy initiatives that address key sources of ecological adversity. It is concerned with three interconnected issues: the support which is or should be afforded to youth ageing out of state care to enable them to fulfil their academic potential; the interdependence of social aspects of ‘care'and educational attainment for children growing up in state care; and the conditions which are pre-requisite for transition to fully autonomous adulthood, together with the implications of these for the state's responsibilities to care leavers. These issues are addressed through a review of international literature based on the educational outcomes and life-chances of youth graduating from state care, analysis of the findings of a three-year qualitative study following the educational transitions of young people, and the use of theoretical frameworks to explore the complexities of children's experiences of the state care system. In doing so the book balances predominantly needs-based discourses with a children's right perspective, focusing on competence rather than vulnerability and promoting the development of the skills needed for autonomous adulthood.Reconceptualising Transitions from Care to Independence should be considered essential reading for researchers, practitioners and policy makers in the fields of education, childhood studies and adoption and fostering services. What stories do they tell us about coming into care, living in care, and relationships with foster-parents and social workers? This book presents the stories of youth in care, though not in splendid isolation, but as interactively produced, turn by turn in interviews, and in conversations with other youth.By using tools from conversation analysis (CA), the author examines interviews with youth in care and social workers, to unfold the essential and incorrigible reflexivity of story production. CA allows us to grasp the ways that a youth's story emerges turn by turn, and is an artefact of a social relation between a youth and an interviewer. People who grew up in care in previous decades may know little about their family nor understand why they were placed in care nor how decisions were made about their lives. Personal records can be a source of this information. Murray posits that it is crucial that those releasing these records understand their significance. Multiculturalism in Western countries continues to grow, but responsiveness to it with culturally sensitive research, policy and practice has been slower to develop. This lag could be accused of enabling institutional racism – that is, culturally insensitive practices and policies can cause or perpetuate harm to non-mainstream children and families, the very thing that child protection systems are set up to address.
