En brossant le portrait de dix institutions culturelles jouant un rôle considérable dans la vie culturelle québécoise et montréalaise, il s'agit tout d'abord pour nous de comprendre comment de telles institutions peuvent répondre à des revendications contemporaines à la justice, notamment celles relevant des concepts d'accessibilité, d'inclusion ou d'équité. Il s'agit également d'une occasion d'aborder les modes d'actions culturelles alors qu'ils sont au plus près des publics, en saisissant certaines des transformations qui se sont opérées au sein de ces institutions, en termes organisationnels, esthétiques ou des formes d'intervention. Il s'agit finalement d'un levier pour outiller l'action des institutions, afin de mettre en lumière certaines pistes que cette action peut emprunter. Résultant d'un projet de recherche-action participative mené de 2016 à 2019 avec plus d'une vingtaine de partenaires, dont les dix institutions étudiées, ces portraits mettent en question le sens de l'action institutionnelle contemporaine et ses conditions de possibilité.

This timely and wide-ranging study covers both the economic and the political aspects of defense spending—first by providing a theoretical framework and then by explaining, in a political economy context, the results of decisions to allocate scarce resources to defense. In doing so, the authors provide a comprehensive picture of the interaction between defense spending and the economic and political structure of the United States, complementing their exploration of topical concerns such as SDI with analysis of long-term trends and issues of timeless importance in the defense debate. Because of the politicizing of defense planning and procurement, there have been few significant applications of optimization techniques to high-level defense issues over the past decade. As a result, there has been a rapid decline in the importance of those techniques—historically the focus of books on defense economics. Like its predecessors, this book presents optimization techniques applicable to a wide variety of defense problems, but it also illustrates what happens in actual practice and why defense decisions are often not economically efficient. The authors discuss alternatives for cases when political constraints make efficient solutions unlikely and explore changes in the defense establishment and political structures that would make economically efficient resource allocations a reality.

Born of the dream of fostering a new caste of writers from working-class ranks, the «Movement of Writing Workers» (Bewegung schreibender Arbeiter) offers a paradigmatic view of the successes and failures of attempts to implement a socialist cultural revolution in the German Democratic Republic (GDR). The abstract tenets of Marxist teleology and state-sponsored programmes ascribed to «writing workers» a central position in the efforts to overcome class divisions, educational privilege and, ultimately, the distinctions between workers and intellectuals, art and labour. This study, based largely on original archival research, traces the historical background and development of this major cultural initiative. It undermines the notion of servile obedience to Soviet direction in East German cultural affairs and displays the discrepancies between the official rhetoric of the ruling communist party and the realities of popular cultural participation. While there existed over 200 «Circles of Writing Workers» in the GDR – also known as «socialist literary salons» – the four case studies featured here highlight their diversity and stake out the broad parameters of state-sponsored literary production in East Germany.

American society has undergone a revolution within a revolution. Until the 1960s, America was a liberal country in the traditional sense of legislative and executive checks and balances. Since then, the Supreme Court has taken on the role of the protector of individual rights against the will of the majority by creating, in a series of decisions, new rights for criminal defendants, atheists, homosexuals, illegal aliens, and others. Repeatedly, on a variety of cases, the Court has overturned the actions of local police or state laws under which local officials are acting. The result, according to Quirk and Birdwell, is freedom for the lawless and oppression for the law abiding.'Judicial Dictatorship'challenges the status quo, arguing that in many respects the Supreme Court has assumed authority far beyond the original intent of the Founding Fathers. In order to avoid abuse of power, the three branches of the American government were designed to operate under a system of checks and balances. However, this balance has been upset. The Supreme Court has become the ultimate arbiter in the legal system through exercise of the doctrine of judicial review, which allows the court to invalidate any state or federal law it considers inconsistent with the constitution. Supporters of judicial review believe that there has to be a final arbiter of constitutional interpretation, and the Judiciary is the most suitable choice. Opponents, Thomas Jefferson and Abraham Lincoln among them, believed that judicial review assumes the judicial branch is above the other branches, a result the Constitution did not intend. The democratic paradox is that the majority in America agreed to limit its own power. Jefferson believed that the will of the majority must always prevail. His faith in the common man led him to advocate a weak national government, one that derived its power from the people. Alexander Hamilton, often Jefferson's adversary, lacking such faith, feared'the amazing violence and turbulence of the democratic spirit.'This led him to believe in a strong national government, a social and economic aristocracy, and finally, judicial review. This conflict has yet to be resolved.'Judicial Dictatorship'discusses the issue of who will decide if government has gone beyond its proper powers. That issue, in turn, depends on whether the Jeffersonian or Hamiltonian view of the nature of the person prevails. In challenging customary ideological alignments of conservative and liberal doctrine,'Judicial Dictatorship'will be of interest to students and professionals in law, political scientists, and those interested in U.S. history.

NASCAR, Sturgis, and the New Economy of Spectacle maps the structure of economies of spectacle in stock car racing and large displacement motorcycle rallying. The book traces the historical development of economic spectacles and models the structural components and moving parts that sustain them. Economies of spectatorship emerge when activities and legends in the cultural commons are privatized or enclosed as immaterial property. Once privatized, a spectacular diegesis supports a triple-circuit of profit: spectatorship markets (payments to see), sponsorship markets (payments to be seen) and trophy markets (payments to be seen enjoying). The question of how the American state defines its power has become central to a range of historical topics, from the founding of the Republic and the role of the educational system to the functions of agencies and America's place in the world. Yet conventional histories of the state have not reckoned adequately with the roots of an ever-expanding governmental power, assuming instead that the American state was historically and exceptionally weak relative to its European peers. Here, James T. Sparrow, William J. Novak, and Stephen W. Sawyer assemble definitional essays that search for explanations to account for the extraordinary growth of US power without resorting to exceptionalist narratives. Turning away from abstract, metaphysical questions about what the state is, or schematic models of how it must work, these essays focus instead on the more pragmatic, historical question of what it does. By historicizing the construction of the boundaries dividing America and the world, civil society and the state, they are able to explain the dynamism and flexibility of a government whose powers appear so natural as to be given, invisible, inevitable, and exceptional.

Origins We call this book on theoretical orientations and methodological strategies in family studies a sourcebook because it details the social and personal roots (i.e., sources) from which these orientations and strategies flow. Thus, an appropriate way to preface this book is to talk first of its roots, its beginnings. In the mid 1980s there emerged in some quarters the sense that it was time for family studies to take stock of itself. A goal was thus set to write a book that, like Janus, would face both backward and forward a book that would give readers both a perspec tive on the past and a map for the future. There were precedents for such a project: The Handbook of Marriage and the Family edited by Harold Christensen and published in 1964; the two Contemporary Theories about theFamily volumes edited by Wesley Burr, Reuben Hill, F. Ivan Nye, and Ira Reiss, published in 1979; and the Handbook of Marriage and the Family edited by Marvin Sussman and Suzanne Steinmetz, then in production.

There are a number of reasons why this book is important. First, there is no one source that summarizes what we know about the prevention of substance abuse from the research field, so the book serves as a repository of accumulated knowledge on prevention theory, intervention design, and development and prevention research methodology. Second, as an evolving field, prevention science has only begun to assert itself in both the arenas of practice and policy. The formation of the Society for Prevention Research in 1991 was the first recognition that a science of prevention existed and required a separate forum to present the rapidly growing content of the field for dis­ cussion and review. Finally, there is a need to establish a baseline, a reference point against which progress in the field of prevention science can be assessed. This book serves all of these purposes. The idea for this book grew from the observation in the early 1990s that after decades of attempts to develop effectiveinterventions to prevent drug use among children and adolescents in the United States that we were finally having success, particularly in addressing the initiation of use. These successes are the result of research that has provided a better understanding of the factors and processes associated with the onset of substance use.

This is the official account of the experiments carried out at the Hawthorne Works of the Eastern Electric Company in Chicago. These were divided into test room studies, interviewing studies and observational studies. The test room studies were experiments into what variables in a workplace environment might affect worker fatigue. The findings of these tests led to extensive interviewing on the attitudes of the workers. The final phase of the Hawthorne experiment focused on social factors, using techniques of cultural anthropology to observe small working groups. The results of these experiments profoundly influenced the Human Relations movement.
