In response to the need identified by its utility members, the Water Environment Research Foundation has funded a research program on Strategic Asset Management (SAM) Implementation and Communication for wastewater and water utilities. One objective of the research program included understanding the leading practices that contribute to a strategic asset management program. Leading practices in six key areas are documented in this report - Accounting and Costing, Strategic Asset Planning and Asset Management Plans, Maintenance, Organization and People, Secondary Data and Knowledge and Business Risk Management. Utility examples and lessons learned are included to guide a utility that desires to establish a strategic asset management program. An objective of the research program has been to improve economic life and realize cost savings in the provision of water and wastewater system services. In particular, the research documented in this report has focused on identifying and documenting leading strategic asset management practices used by utilities. Leading practices were identified, documented and validated through site visits and a leading practices research forum conducted in June 2010. Throughout this report, reference will made to strategic asset management practices. Strategic asset management practices focus on the inherently long life cycle of the vast majority of water and wastewater system assets. To achieve improved economic life and realize cost savings, utility managers must think holistically onhow capital and operations and maintenance investments are made. The intention of the research documented in this report is to assist utility managers with this process.

One of the main problems confronting the world of the 21st Century is a shortage of water. There is already severe scarcity in many regions of the world, causing tremendous problems for local populations and indeed entire societies. There is insufficient water available for the production of food to alleviate poverty and starvation; the lack of water hampers industrial, urban and tourism development, forcing restrictions on other sectors, especially agriculture; health problems arise as the deterioration of ground and surface waters favours water-borne diseases, which flourish in the absence of decent water distribution and sewerage systems. Water conflicts still arise in areas under stress, while water for nature has become a vanishing priority in such zones. This book is a guide to the establishment of regional and/or local guidelines for developing and implementing new ideas for coping with water scarcity. The basic premise underlying the book is that water scarcity will persist, so personal, human and society-wide skills will be needed to cope with it while living in harmony with the necessary environmental constraints. The size and number of water projects and other development activities which influence the hydrological cycle have reached such proportions that the majority of problems involved extend beyond the boundaries of the traditional disciplines of hydraulics, hydrochemistry, hydrology and hydrogeology.New scientific methods for the solution of the contemporary problems in water management include analogy, operation research, system analysis and cybernetics. The distinctive features of these methods are their emphasis on measurement and on the use of conceptual models described in quantitative terms, the verification of their theoretical predictions, and their awareness that concepts are conditional and subject to growth and continuous change. This new approach should be defined within the framework of water resources management, i.e. within a complex of activities whose objective is the optimum utilization of water resources with regard to their quality and availability and the requirements of society. These water management activities should at the same time also ensure an optimum living environment, above all through protection of water resources against deterioration and exhaustion as well as through the protection of society against the harmful effects of water. In the course of these activities water resources management should avail itself of the entire spectrum of explicit sciences, gradually coming to form the sphere of its own theory.This monograph deals with the fundamental interdisciplinary problems of this complex sphere, an understanding of which is indispensable for successful water resources management in the widest sense of its social functions and environmental consequences.
