The Paris Agreement solidified the participation of subnational governments in global mitigation efforts, continuing the shift towards a polycentric landscape of climate action. Many scholars have suggested that the success of this emergent regime will depend, at least in part, on its ability to integrate climate action from non-state and subnational entities. Vertical alignment, the linking and coordination of policies between different levels of government, and horizontal alignment, the connection of peer cities and regions through networks of transnational climate governance, can help facilitate needed coherence. But, how do multiple actors link or interact at multiple scales and domains? In this article, we develop an analytical framework for examining different modes of vertical and horizontal alignment that subnational actors have employed to address climate change mitigation. We identify key elements in nine case studies of subnational climate action to examine the intersectionalities of alignment mechanisms that catalyze subnational climate actions. The article offers the authors' insight on the paper "Are bird populations in tropical and subtropical forests of South America affected by climate change?," by M. Nores that was published in a 2009 issue of "Climatic Change." The authors say that the bird data underestimates the current number of birds in South American forests. They add that the methods used are unacceptable in the field of modern ornithology and the paper lacks insight on the possible climate change effects on birds in the forests.

This paper examines the potential role of forest set-asides in global carbon sequestration policy. While set asides that protect forests from timber harvests and land-use conversion may alleviate concerns with permanence, and they may provide large ancillary environmental benefits, they may also lead to large leakage. This paper uses a global land use and forestry model to examine the efficiency of three crediting schemes for set-asides. The results show that if set-asides are integrated into a global forestry carbon sequestration program that includes a wide range of other management options, then 300 million hectares of land would be set-aside, and up to 128 Pg C could be sequestered in global forests by 2105. Under alternative policies that focus exclusively on set-asides, more forestland can be set-asides, up to 3.2 billion hectare, but these policies invite large leakage in the near-term, and in the long-run, they less net carbon is removed from the atmosphere. Specifically, leakage is estimated to be 47–52%, depending on the policy, and by the end of the century, up to 17% less carbon will be sequestered in all forests. [ABSTRACT FROM AUTHOR]

Climate change is likely to present new and substantially unpredictable challenges to human societies. The prospect is of particular concern at the local and regional levels, since vulnerability and adaptive capacity are location-specific and many decisions regarding climate-induced risks are made at those levels. In this light, one is compelled to survey stakeholders' understandings of their situation and perceived problems. Assessments should also include the context of other ongoing changes, such as globalisation, that will impact communities and exacerbate their vulnerabilities. This paper presents an assessment of vulnerability and adaptive capacity in the forestry sector in the Pite River basin in northern Sweden. The study was carried out using a multi-method design encompassing literature surveys, interviews with stakeholders, and stakeholder meetings. The paper concludes that while climate change will have an impact on the region, its effect will be superseded by that of broader socio-economic changes. Abstract This paper addresses the use of radar remote sensing to map forest above-ground biomass, and discusses the use of biomass maps to test a dynamic vegetation model that identifies carbon sources and sinks and predicts their variation over time. For current radar satellite data, only the biomass of young/sparse forests or regrowth after disturbances can be recovered. An example from central Siberia illustrates that biomass can be measured by radar at a continental scale, and that a significant proportion of the Siberian forests have biomass values less than 50 tonnes/ha. Comparison between the radar map and calculations by the Sheffield Dynamic Global Vegetation Model (SDGVM) indicates that the model considerably overestimates biomass; under-representation of managed areas, disturbed areas and areas of low site quality in the model are suggested reasons for this effect. A case study carried out at the Büdingen plantation forest in Germany supports the argument that inadequate representations of site quality and forest management may cause model overestimates of biomass. Comparison of the calculated biomass of stands planted after 1990 with biomass estimates by radar allows identification of forest stands where the growth conditions assumed by the model are not valid. This allows a quality check on model calculations of carbon fluxes: only calculations for stands where there is good agreement between the data and the model predictions should be accepted. Although the paper only uses the SDGVM model, similar effects are likely in other dynamic vegetation models, and the results show that model calculations attempting to quantify the role of forests as carbon sources or sinks could be qualified and potentially improved by exploiting remotely sensed measurements of biomass. In order to properly assess the climate impact of temporary carbon sequestration and storage projects through land-use, land-use change and forestry (LULUCF), it is important to consider their temporal aspect. Dynamic life cycle assessment (dynamic LCA) was developed to account for time while assessing the potential impact of life cycle greenhouse gases (GHG) emissions. In this paper, the dynamic LCA approach is applied to a temporary carbon sequestration project through afforestation, and the results are compared with those of the two principal ton-year approaches: the Moura-Costa and the Lashof methods. The dynamic LCA covers different scenarios, which are distinguished by the assumptions regarding what happens at the end of the sequestration period. In order to ascertain the degree of compensation of an emission through a LULUCF project, the ratio of the cumulative impact of the project to the cumulative impact of a baseline GHG emission is calculated over time. This ratio tends to 1 when assuming that, after the end of the sequestration project period, the forest is maintained indefinitely. Conversely, the ratio tends to much lower values in scenarios where part of the carbon is released back to the atmosphere due to e.g. fire or forest exploitation. The comparison of dynamic LCA with the ton-year approaches shows that it is a more flexible approach as it allows the consideration of every life cycle stage of the project and it gives decision makers the opportunity to test the sensitivity of the results to the choice of different time horizons. Annex I Parties may receive credits or debits from Land Use, Land Use Change and Forestry (LULUCF) activities, contributing to achieving individual emission reduction targets. In the Durban climate negotiations, Parties agreed new LULUCF accounting rules for the second commitment period of the Kyoto Protocol (CP2). By using these new rules, this paper presents key differences among Parties at the minimum (assuming no additional action) and potential (assuming additional actions) contribution of the forest-related LULUCF activities in achieving the pledges for 2020. Overall, the potential contribution of LULUCF is relatively modest (up to about 2 % of 1990 emissions) for the EU, the Annex I Parties likely joining the CP2, and for the Annex I Parties that joined the CP1 as a whole. However, for specific Parties, LULUCF can make a substantial contribution to achieving the pledges. For New Zealand, for instance, the potential contribution of future LULUCF credits may equal 33 % of its 1990 emission level. For Australia, the pledges are expressed relative to 2000 emission levels including LULUCF emissions. Given that LULUCF emissions have strongly declined between 1990 and 2000, and a further decline in foreseen by 2020 (based on Australia's projections), the minimum contribution of LULUCF to meet the Australian pledges appears to be about 19 % and 7 % relative to its 1990 and 2000 emission level, respectively. This paper derives a notional future carbon budget for UK agriculture, land use, land use change and forestry sectors (ALULUCF). The budget is based on a bottom-up marginal abatement cost curve (MACC) derived for a range of mitigation measures for specified adoption scenarios for the years 2012, 2017 and 2022. The results indicate that in 2022 around 6.36 MtCOe could be abated at negative or zero cost. Furthermore, in the same year, over 17% of agricultural GHG emissions (7.85 MtCOe) could be abated at a cost of less than the 2022 Shadow Price of Carbon (£34 (tCOe)). The development of robust MACCs faces a range of methodological hurdles that complicate cost-effectiveness appraisal in ALULUCF relative to other sectors. With the implementation of the Chinese Natural Forest Conservation Program (NFCP) in 1998, over millions of hectares of forest in northeastern China have been protected through natural restoration (closure of hills). The impact of this program on the carbon budget of soil has not been evaluated until now. This paper presents results from a 6-year study of total CO2 efflux from both soil and litter ( Rtotal), CO2 flux from soil ( Rsoil), soil organic matter (SOM), soil microbe density, and litter input and root biomass at an uncut larch ( Larix gmelinii) forest and at a natural restoration site. The natural restoration area is a clear-cut site that was formerly part of a continuous portion of the uncut larch forest. Our objectives were to: (1) quantify the magnitude of CO2 efflux from typical sites in northeastern China; (2) explore the changes in thermal conditions, SOM, and annual CO2 flux during the 6-year natural restoration, and (3) evaluate the impact of NFCP on soil carbon processes. The annual Rsoil at the clear-cut site (58.6–68.2 mol m − 2 year − 1) was 113.6–228.4% (mean 141.5%) higher than that at the uncut larch site (29.6–58.4 mol m − 2 year − 1). At the same time, annual CO2 from litter at the clear-cut site (2.0–14.2 mol m − 2 year − 1) was only 23.5–84.5% (mean 52.5%) of that at the uncut larch site (5.4–16.8 mol m − 2 year − 1). SOM at the surface layer of the clear-cut site was 75% of that at the uncut larch site, but the soil microbial biomass (carbon) at the clear-cut site was much higher than that at the larch site ( p < 0.05). The percentage of bacteria, fungi and actinomycetes also were largely different between both sites. Natural restoration at the clear-cut site strongly affected thermal conditions. Although the soil temperature ( Tsoil) and effective accumulated $T_{\rm soil} > 0^{\circ}$C at the clear-cut site was much higher, the temperature sensitivity ( Q10) was much lower than that at the uncut larch site, and their differences decreased linearly from 2001 to 2006 ( p < 0.05). Moreover, Q10 at the clear-cut site significantly increased with the progress of natural restoration, which diminished the Q10 difference between the two sites (slope = − 0.2792, r2 = 0.4744, p < 0.05). These data imply that the NFCP natural restoration process has positively recovered the thermal condition of the clear-cut site to the level of uncut larch forest during the 6-year period. However, linear regression analysis showed that the 6-year natural restoration only slightly affected the annual soil CO2 efflux and SOM at both sites, and also did not diminish the differences between the two sites ( p > 0.10), indicating that a much longer time is necessary to restore the soil carbon in the clear-cut site. The problem of forest fires is very important for Russia. In this paper we consider this problem in the connection with the projection of significant climate change. An approach to determine the magnitude of change in wildfire risk in Russia under the influence of climate warming is discussed. Observations for the European part of Russia and for Siberia have been used in this analysis. A statistical correlation between drought indices calculated by use of monthly sums of temperature and precipitation and the frequency of fire danger was obtained for the forest zone of Russia. The change in fire danger potential was evaluated using temperature and precipitation monthly means at the nodes of a regular spatial grid. Climate change scenarios were obtained from Global Climate Models (GCM) ensemble projections. The maximum increases (about 12-30%) of the number of days with fire danger conditions during the twenty-first century fire season were obtained for the southern forest zone boundary in both the European region of Russia and in Siberia. Uncertainty analysis facilitates identification of the most important categories affecting greenhouse gas (GHG) inventory uncertainty and helps in prioritisation of the efforts needed for development of the inventory. This paper presents an uncertainty analysis of GHG emissions of all Kyoto sectors and gases for Finland consolidated with estimates of emissions/removals from LULUCF categories. In Finland, net GHG emissions in 2003 were around 69 Tg (±15 Tg) CO2 equivalents. The uncertainties in forest carbon sink estimates in 2003 were larger than in most other emission categories, but of the same order of magnitude as in carbon stock change estimates in other land use, land-use change and forestry (LULUCF) categories, and in N2O emissions from agricultural soils. Uncertainties in sink estimates of 1990 were lower, due to better availability of data. Results of this study indicate that inclusion of the forest carbon sink to GHG inventories reported to the UNFCCC increases uncertainties in net emissions notably. However, the decrease in precision is accompanied by an increase in the accuracy of the overall net GHG emissions due to improved completeness of the inventory. The results of this study can be utilised when planning future GHG mitigation protocols and emission trading schemes and when analysing environmental benefits of climate conventions. Within the Kyoto Protocol, countries have significant latitude to define a forest. The most important parameter affecting area designated as forest is the minimum crown density which can be set between 10 and 30 percent. The choice will have implications for the amount of land available in a country for afforestation and reforestation (A/R) activities within the Clean Development Mechanism (CDM). In this paper, we used GIS analysis to look at four case studies from countries involved in the EU-funded ENCOFOR project: Bolivia, Ecuador, Uganda and Kenya. We also looked at the effects of other factors that would exclude land from eligibility for A/R projects. A low threshold of 10 percent crown cover resulted in exclusion of 70 to 90 percent of the land area of all countries except Kenya, which differed from the other countries by its large dryland areas. Much less area was excluded when higher thresholds were used. The spatial analyses showed not only the effects of the choice of the crown cover criterion, but also where the land was available for CDM activities within each country at different thresholds. This is the first time that the effect of the crown cover element of the Kyoto forest definition on land availability and distribution for CDM A/R activities has been quantified. While there are a number of reasons to choose different thresholds, this analysis suggests that countries that are considering using CDM finance for rural development might want to select the higher minimum threshold for crown cover in order to maximize their participation and flexibility. Activities to reduce net greenhouse gas emissions by biological soil or forest carbon sequestration predominantly utilize currently known, readily implementable technologies. Many other greenhouse gas emission reduction options require future technological development or must wait for turnover of capital stock. Carbon sequestration options in soils and forests, while ready to go now, generally have a finite life, allowing use until other strategies are developed. This paper reports on an investigation of the competitiveness of biological carbon sequestration from a dynamic and multiple strategy viewpoint. Key factors affecting the competitiveness of terrestrial mitigation options are land availability and cost effectiveness relative to other options including CO2 capture and storage, energy efficiency improvements, fuel switching, and non-CO2 greenhouse gas emission reductions. The analysis results show that, at lower CO2 prices and in the near term, soil carbon and other agricultural/forestry options can be important bridges to the future, initially providing a substantial portion of attainable reductions in net greenhouse gas emissions, but with a limited role in later years. At higher CO2 prices, afforestation and biofuels are more dominant among terrestrial options to offset greenhouse gas emissions. But in the longer run, allowing for capital stock turnover, options to reduce greenhouse gas emissions from the energy system and biofuels provide an increasing share of potential reductions in total US greenhouse gas emissions. This article reports on findings of a research project examining farmers' coping strategies in the Brazilian Amazon in response to El Niño related weather events. We examine the extent of vulnerability of small and large farmers to these events in a tropical rainforest environment. Little attention has been given to the impact of ENSO events in Amazônia, despite evidence for devastating fires during ENSOs. Although we found a range of locally developed forecasting techniques and coping mechanisms, farmers have sustained significant losses, and we suggest that increased access to scientific forecasts would greatly enhance the ability of the farmers in our study area to cope with El Niño related weather events. In Amazônia the El Niño phase of the El Niño-Southern Oscillation (ENSO) climate pattern leads to an extended period of reduced rainfall (Hobbs et al., 1998). This period of reduced rainfall can result in significant agricultural losses for farmers and ranchers in the area and in increased forest flammability. We have found that the majority of our study population uses several methods of forecasting, coping with, and adapting to drought events - and they recognize the economic losses they can experience and the loss of forests through the accidental spread of fire. The poorest farmers in our study area experience El Niño related drought events as a serious threat to their livelihoods. Their vulnerability is heightened during extreme climate events and our observations revealed that all of the farmers in our study would benefit from increased availability of improved forecast information relevant to their locality and their current farming strategies. This paper examines the availability and use of forecasts, the occurrence of accidental fires and techniques to prevent fire related losses, and the coping mechanisms for dealing with El Niño related drought in the agricultural regions surrounding the cities of Altamira and Santarém, in Pará State, Brazil. Distribution of an El Niño Prediction Kit at the end of the study and a series of workshops may lead to better local information on rainfall variability and create a farmer-maintained grid of collecting stations to sensitize farmers to the variability of precipitation in the region, and on their property. Mitigating the potential large negative impacts of a change in the earth''s climate will require strong and definite actions in the different economic sectors, particularly within agriculture and forestry. Specifically, soils deserve a close examination due to their large carbon mitigation potential. The Kyoto protocol establishes the possibility for crediting greenhouse gas emission reductions from forestry and agriculture activities. In most circumstances, particularly those regarding developing countries, greenhouse gas mitigation activities will be carried out through projects. These projects will have to meet a series of criteria, for the carbon benefits to be measurable, transparent, verifiable and certified. These criteria include: establishing credible baselines (without-project or reference scenario), additionality, permanence, quantifying and reducing potential leakage of greenhouse gases across project borders, coping with natural or human induced risks, accurately measuring changes in carbon stocks using carbon accounting techniques, and – in the case of the Clean Development Mechanism – resulting in sustainable development benefits. In this paper we describe the methods and approaches that have been developed to cope with the different criteria and discuss their implications for carbon sequestration in soils. Soil carbon represents the largest carbon pool of terrestrial ecosystems, and has been estimated to have one of the largest potentials to sequester carbon worldwide. However, getting credits from soil carbon sequestration through project activities presents several challenges: the need to monitor small incremental changes in soil carbon content relative to large carbon pools, long-time periods to accrue the full carbon benefits, high local variability of soil carbon content, and relatively costly soil carbon measurement procedures. Also, the responses of soil C stocks to forestry and agriculture activities are complex and need careful attention. Specifically, the time dynamics of soil C responses to land use changes, the diversity of soil types, soil-plant interactions, and the availability of accurate soil C inventories, should be considered to successfully implement LULUCF projects. This paper is concerned with climate change in the region of the Canary Islands and the potential implications for the laurel forests of Tenerife. Frequent orographic cloud formation during the dry season is of vital importance to the altitudinal distribution of the laurel forests, because it maintains a semi-humid environment in the otherwise semi-arid climate of the Canary Islands. The distinctive environmental conditions in conjunction with the location of the Canary Islands on the Northern poleward edge of the Hadley Circulation make these ecosystems potentially highly sensitive to regional changes in climatic conditions. To explore this sensitivity, we first quantify observed trends in humidity and temperature across an altitudinal transect at the base of the Anaga peninsular, and second, analyse the results of three GCM experiments (CGCM1, ECHAM4 and CSIRO) to develop alternative climate change scenarios, and third, use these data to assess likely shifts in the elevational distribution of the laurel forest climate envelope. We report a significant increase in relative humidity and decreases in the diurnal temperature range on Tenerife at altitudes below the trade wind inversion within the last 30 years during the thy season, which suggests an increased occurrence of low-level clouds. There is also partial evidence for a drying trend across the trade wind inversion, which may be linked to an increased subsidence. Overall, the models suggest a downward shift of the area climatically suitable for laurel forests, which may be driven by changes in temperature and moisture supply in the region as well as by larger-scale changes in the atmospheric circulation. Our findings contrast with previously published findings for a tropical montane cloud region, which predict an upward shift of the cloud base. This suggests, following the assumptions inherent in the models applied, that the ecological consequences of climate change for cloud forests may be linked to their relative location in the Hadley Circulation. The paper quantifies the role of Indian forests as source or sink of carbon. The model used in the study takes into account the growing stock, additional tree organs, dead biomass, litter layer and soil organic matter, harvesting and harvesting losses, effects of pests, fire etc., allocation of timber to wood products, life span of products including recycling and allocation to landfills. The net carbon balance calculated as the net source or sink of the forest sector was assessed for the year 1993–94. The study is important in view of the obligation placed by the United Nations Framework Convention on Climate Change (UNFCCC) on the signatory nations to provide a periodic update of carbon budget in the atmosphere. For the available data and the underlying assumptions, the results of the carbon budget model indicated that the Indian forest sector acted as a source of 12.8 TgC (including accumulation of carbon in the dead biomass) for the year 1994. The results obtained reinforced the notion that an integrated approach is required in order to evaluate the forest sector's influence on the global atmospheric carbon levels. The model used in this study has the advantage that all the factors determining the carbon budget can be integrated and altered to determine their influence.
