In this paper we present novel evidence about heterogeneity in climate beliefs using a large-scale survey of farmers, foresters, growers, and lifestyle block owners in New Zealand. Using a flexible, conditional-moments approach, we estimate the interpersonal dispersion in climate change beliefs conditional on individual characteristics, which provides a direct measure of the heterogeneity in beliefs about climate change. Our results show that women, younger respondents, farmers with less family farming history, higher educated respondents, and those respondents who are less trusting in social media are more likely to believe in climate change. Further, beliefs are more heterogeneous among males (young and old), the less educated, and those who trust social media. Our results offer new insights allowing governments and NGOs to design and communicate policies to reduce the heterogeneity in climate change beliefs, which should support the uptake of climate change actions. Recent years have seen a proliferation of studies that use archetype analysis to better understand and to foster transitions toward sustainability. This growing literature reveals a common methodological ground, as well as a variety of perspectives and practices. In this paper, we provide an historical overview of the roots of archetype analysis from ancient philosophy to recent sustainability science. We thereby derive core features of the archetype approach, which we frame by eight propositions. We then introduce the Special Feature, "Archetype Analysis in Sustainability Research," which offers a consolidated understanding of the approach, a portfolio of methods, and quality criteria, as well as cutting-edge applications. By reflecting on the Special Feature's empirical and methodological contributions, we hope that the showcased advances, exemplary applications, and conceptual clarifications will help to design future research that contributes to collaborative learning on archetypical patterns leading toward sustainability. Several intergovernmental agreements highlight the need for resilience in the face of environmental and societal challenges. Coastal systems are particularly complex and susceptible to global climate change, and building human resilience to future changes is of high priority. While the concept of resilience has historically been associated with stability to perturbations, the notion of transformation within the social-ecological resilience (SER) approach has recently gained importance in ecosystem management. In order to operationalize resilience in the context of coastal governance in a changing climate, a better understanding of the concept is required. This paper provides an overview of different approaches to resilience, including stability and transformation, in order to understand resilience as a concept in a coastal governance context. Subsequently, we propose five steps and three types of knowledge (system, target, transformative) with which to embed SER in coastal governance. In addition, we consider scale and system boundaries; identify (un)desirable system characteristics and the role of normative goals and common visions in resilience management. Finally, we highlight the central role that local actors and information services play in fostering a two-way exchange between science and society and tailoring solutions for establishing or enhancing SER to the needs of local actors. We conclude that the navigation between stability and transformation within the concept of resilience is central to finding sustainable future pathways in the face of climate change. Public engagement on climate change is a vital concern for both science and society. Despite more people engaging with climate change science today, there remains a high-level contestation in the public sphere regarding scientific credibility and identifying information needs, interests, and concerns of the non-technical public. In this paper, we present our response to these challenges by describing the use of a novel "public-powered" approach to engaging the public through submitting questions of interest about climate change to climate researchers before a planned engagement activity. Employing thematic content analysis on the submitted questions, we describe how those people we engaged with are curious about understanding climate change science, including mitigating related risks and threats by adopting specific actions. We assert that by inviting the public to submit their questions of interest to researchers before an engagement activity, this step can inform why and transform how actors engage in reflexive dialogue. As large migratory caribou herds decline globally and regional climate trends point to a warmer future, there is a need and a legislative requirement to ensure impacts of industrial development are fully assessed, particularly with respect to cumulative effects. In this paper we use a current proposal, the potential leasing of the 1002 lands on the Alaskan Arctic coastal plain of the Arctic National Wildlife Refuge for hydrocarbon development, to project the potential cumulative effects on the international Porcupine Caribou Herd. Using the caribou cumulative effects model, an existing decision support tool, we evaluate six alternative development scenarios for the 1002 lands, ranging from no leasing to full leasing with standard mitigation conditions. Compared to the no leasing option, at the current population size (218,000 caribou), our analysis projected that the likelihood of a herd decline over a 10-year period would increase from 3% to 19% depending on the leasing scenarios analyzed. This compares to an increased probability of decline from 11% to 26% if the starting population was 100,000, indicative of population estimates in the early 1970s. Our approach accomplishes one of the main steps in a comprehensive cumulative effects assessment, namely the quantification of past, present, and foreseeable future projects on a valued ecosystem component, the Porcupine Caribou Herd. We suggest the testing of underlining assumptions and refinements of the model required to more fully estimate the impacts of development. The use of transparent, quantitative decision support tools in assessing industrial development impacts on Arctic wildlife becomes more critical as climatic changes to Arctic landscapes accelerate. Climate change is affecting physical and biological components and processes of marine ecosystems in many ways. Resulting changes in abundance and distribution of commercially valuable species are anticipated to create or exacerbate challenges for fisheries management across national boundaries by raising questions around catch allocation, membership in the management organizations, and forms of cooperation between the organizations. In this paper we assess eight transboundary fisheries arrangements in the Northwest Atlantic and North Pacific on their preparedness to respond to climate-change driven changes. For each arrangement a three-part analysis is provided. A general introduction to fisheries management responsibilities, including species and geographic scope, is first followed by a review of how climate-related science is being supported and a discussion of how climate change is being addressed directly or indirectly in management. The review shows that none of the examined treaties and founding documents mention climate change or direct parties to include climate change in their research programs and management measures. Nevertheless, climate change is on the radar screen of all eight arrangements although adopting management approaches that do not rely on single stock assessments remains politically difficult. The seaworthiness of the eight arrangements to address climate change varies considerably. Three arrangements were categorized as the most seaworthy for investing significant resources in ecosystem-based management and climate science. Three were assessed to be moderately seaworthy for recognizing precautionary and ecosystem approaches in their treaties, or for taking steps toward this objective, as well as supporting climate science. However, they are relying on single-stock management and, at times, struggle with making decisions based on scientific evidence. Two arrangements appear to be least seaworthy because they are largely ignoring climate change and the need for an ecosystem approach in their management or have inadequate legal tools to address these needs effectively. Increasing weather risks threaten agricultural production systems and food security across the world. Maintaining agricultural growth while minimizing climate shocks is crucial to building a resilient food production system and meeting developmental goals in vulnerable countries. Experts have proposed several technological, institutional and policy interventions to help farmers adapt to current and future weather variability and to mitigate greenhouse gas (GHG) emissions. This paper presents the climate-smart village (CSV) approach as a means of performing agricultural research for development that robustly tests technological and institutional options for dealing with climatic variability and climate change in agriculture using participatory methods. It aims to scale up and scale out the appropriate options and draw out lessons for policy makers from local to global levels. The approach incorporates evaluation of climate-smart technologies, practices, services and processes relevant to local climatic risk management and identifies opportunities for maximizing adaptation gains from synergies across different interventions and recognizing potential maladaptation and trade-offs. It ensures that these are aligned with local knowledge and link into development plans. This paper describes early results in Asia, Africa and Latin America to illustrate different examples of the CSV approach in diverse agroecological settings. Results from initial studies indicate that the CSV approach has a high potential for scaling out promising climate-smart agricultural technologies, practices and services. Climate analog studies indicate that the lessons learned at the CSV sites would be relevant to adaptation planning in a large part of global agricultural land even under scenarios of climate change. This special feature provides an overview on how the ecosystem service concept has been and can be incorporated into the science, practice, and policies of ecological restoration (ER) and evidence-based land-use. It includes an edited selection of eleven invited and peer-reviewed papers based on presentations given during the 9th European Conference on Ecological Restoration in 2014. The focus is on Europe, but many contributors also make appraisals and recommendations at the global scale. Based on the contributors' papers, and our own overview of the promise of ecological restoration in the existing international treaties, coalitions, and conventions, we propose that the following actions could contribute to the positive impacts of ER on biodiversity maintenance, ecosystem functioning, progressive mainstreaming the concepts of both ER and ecosystem services, significant mitigation and offsetting of anthropogenic climate change, and lasting enhancement of both ecosystem and human health: ! ER should be incorporated into land use planning, wherever needed, and the synergies and trade-offs of different land use scenarios should be assessed in terms of their impacts on ecosystem services. ! The discourse of ER should be enlarged, wherever it is needed, to include multifunctional land use that simultaneously supports sustainable production systems, built environments, and the quality and quantity of diverse ecosystem services. This approach will generate ecological, social, and economic benefits in the long run. ! Monitoring and evaluation of ER projects should be a continuous process involving careful selection of indicators chosen with the full range of stakeholders in mind, and a sufficiently long-term perspective to catch the progress of long-term or highly dynamic ecosystem processes. ! Scientists should actively participate in policy and land management discussions in order to give their views on the potential outcomes of decisions. ! Greater cooperation and exchanges are needed within the EU and globally in order to accelerate the upscaling, improvement, and mainstreaming of both large-scale ER and the science and application of the ecosystem services concept. Countries all over the world face increasing flood risks because of urbanization and the effects of climate change. In Europe, flooding is the most common of all natural disasters and accounts for the largest number of casualties and highest amount of economic damage. The current scientific debate on how urban agglomerations can be made more resilient to these flood risks includes a discussion on how a diversification, coordination, and alignment of flood risk management strategies (FRMSs), including flood risk prevention through proactive spatial planning, flood defense, flood risk mitigation, flood preparation, and flood recovery, can contribute to flood resilience. Although effective implementation of FRMSs can be considered a necessary precondition for resilience, efficient and legitimate flood risk governance can enhance this societal resilience to flooding. Governance and legal research has the potential to provide crucial insights into the debate on how to improve resilience. Yet the social sciences have only looked into this issue in a fragmented manner, often without a comparative scope. This special feature addresses this knowledge gap by focusing on the scope and workings of FRMSs, but also on cross-cutting topics such as uncertainties, distributional effects, solidarity, knowledge management, and citizen participation. The papers included in this feature are written by both policy analysts and legal scholars. The above-mentioned issues are thus approached via a multidisciplinary perspective. All papers convincingly show that one-size-fits-all solutions for appropriate and resilient flood risk governance arrangements do not exist. Governance arrangements should be tailored to the existing physical, socio-cultural, and institutional context. This requires an open and transparent debate between scientists and practitioners on the normative starting point of flood risk governance, a clear division of responsibilities, the establishment of connectivity between actors, levels, and sectors through bridging mechanisms, and adequate knowledge infrastructures, both nationally and internationally. Faced with increasing climate extremes and climate change impacts, local governments in California are eager to advance their adaptation measures and build local resilience. However, as previous studies and day-to-day interactions with local leaders make clear, identifying ways to resource adaptation is one of the most significant barriers to progress. This paper draws on selected findings from a study that aimed to better describe the nature of the adaptation finance challenges local governments face so as to find ways to overcome them. Building on initial findings from an online survey and nine stakeholder workshops to deepen the understanding of the nature of funding and financing challenges for local governments, we use a methodological innovation in archetype analysis, grounded theory, to develop a suite of 15 archetypal adaptation finance challenges, i.e., repeatedly found patterns of interrelated causal factors, traits, and outcomes ranging from establishing a matter of concern worthy of attention (and funding) to acquiring, using, and managing adaptation finance. These archetypes are found across different types and sizes of local governments facing different climate change threats. The resulting deeper understanding of local adaptation funding challenges represents an important contribution to the literature and opens up new avenues for intervention beyond the prevailing focus on creating new funding vehicles. Transformations inherently involve systems change and because of the political nature of change, are subject to contestation. A potentially effective strategy to further transformative change that builds on interdisciplinary, multiactor, and multiscalepractices and values is the use of foresight. Foresight covers a wide range of methods to systematically investigate the future. Foresight exercises offer collaborative spaces and have the potential to conceptualize and even initiate transformative change. But there is no clear understanding of the possibilities and limitations of foresight in this regard. This explorative paper builds on foresight and sociology and interrogates the role of foresight in transformative change, building on four cases. These cases are embedded in different contexts and characterized by different organizational approaches and constellations of actors. Nevertheless, they share the common goal of transformative food systems change. By reflecting on the processes that play a role in foresight workshops, we analyze what created conditions for transformative change in these four empirical cases. We have operationalized these conditions by distinguishing layers in the structuring processes that influence the impact of the foresight process. Based on this analysis, we conclude that there are three roles, ranging from modest to more ambitious, that foresight can play in transformative change: preconceptualization of change; offering an avenue for the creation of new actor networks; and creation of concrete strategies with a high chance of implementation. Furthermore, contributing to future design of foresight processes for transformative change, we offer some crucial points to consider before designing foresight processes. These include the role of leading change makers (including researchers), the risk of co-option by more regime-driven actors, and the ability to attract stakeholders to participate. In this paper we analyze how new actors, interests, and resources become salient to food system governance and how the domain of food system governance transforms as a result. Specifically, we focus on how the boundaries of food systems are redefined and new institutions are developed through the explicit recognition of distal interactions and feedbacks--telecoupling--operating in the food system space. Telecoupling can stimulate new forms of governance, such as the development of codes of conduct and certification schemes, with positive impacts on food and livelihood security; when ignored, telecouplings can exacerbate undesirable social and ecological outcomes in linked systems. We present a typology of telecoupled food systems, highlighting three dimensions of distance that can be present in systems that become telecoupled: social, institutional, and physical. We use that typology to explore the evolution of telecoupling and governance change in two case studies. We associate the tendency for changes in governance that occur in each case with the nature of "distance" in the systems in question: whether the systems are distal in terms of social and/or institutional ties, or in the resource base, or some combination of all three dimensions of distance. The challenge of overcoming distance is not the only issue that affects the possibility of governance change; the cases illustrate that the cultural and economic conditions of the connected systems, the agency of actors involved, and their political and social relations and networks all come to play in enabling governance transformation in telecoupled systems. Our aim with this paper is to present a novel approach for developing story lines and scenarios by combining qualitative knowledge and quantitative data from different disciplines and discussing the results with relevant decision makers. This research strategy offers a solid foundation for perspectives into the future. The "laboratory" is the Brazilian Amazon, one of the hotspots of land-use change where local and global interests both collide and converge: local livelihoods are affected by regional and global climate change and by the loss of biodiversity caused by local and global economic interests in agro-industrial land use; such use contributes, in turn, to climate change. After decades of diverse policy interventions the question arises: What can we learn from past trajectories for a more sustainable development in the future? To answer this question, we combined qualitative story lines for the region, reviewed by local experts, with quantitative land-use scenarios, to study their regional and local manifestations in space. These results were then discussed again with local and national experts. Our findings suggest that in-depth knowledge of the diverging perspectives at a very local level is a fundamental prerequisite for downscaling global scenarios and upscaling local approaches to sustainable land-use management and thus, to producing communicable and applicable results. Minimizing the impact of climate change on farmer livelihoods is crucial, but adaptation efforts may have unintended consequences for ecosystems, with potential impacts on farmers' welfare. Unintended outcomes of climate adaptation strategies have been widely discussed, however, empirical exploration has been neglected. Grounded in scholarship on climate adaptation, environmental governance, social-ecological systems, and land-use change, this paper studies whether farmers' climate adaptation contributes to deforestation or forest conservation. The paper draws on interviews with 353 farmers from 46 communities in Calakmul Biosphere Reserve in Mexico and Maya Biosphere Reserve in Guatemala. Farmers in the area of study have implemented adaptation strategies that people around the world have used for centuries, including migration, diversification, savings, and pooling. The findings show that climate adaptation can increase deforestation or support forest conservation depending on the type of adaptation strategy farmers implement. Saving, based on cattle ranching, is a deforestation-driving strategy. The choice of this strategy is influenced by distance to the commercial and administrative center and cash benefits from the forest. Deforestation can have a negative impact on farmers' welfare, as well as harm biodiversity and contribute to increased climate change. Thus, deforestation-driving adaptation strategies may be ineffective. However, diversification, based on off-farm jobs and operating provision shops, is a conservation-driving strategy influenced by distance as well as by family size. Farmers who choose diversification to adapt may contribute to a virtuous circle in which livelihood improvement in the short term leads to enhanced social-ecological resilience in the longer term. To date, there are few regulations and policies relating to climate change in Australia. Uncertainty about the timing, structure, and potential impact of proposed legislation such as a national carbon abatement scheme, is leading to planning delays across the country. To assist with these policy uncertainties, organizations can embed themselves in multilevel governance frameworks that inform, structure, and facilitate strategic development, planning, and action. As part of these networks, organizational representatives also engage in formal and informal forums, a type of interorganizational relationship, which can include industry task forces, policy development committees, interagency groups, and specific climate change committees. Forums constitute an additional level of governance that influences decision making. The patterns of relationships within these multilevel governance frameworks are examined in this paper, with a focus on the forum level of organizational cooperation. Specifically, we investigate the type of forums operating and their role in supporting organizational responses to climate change. A series of interviews and focus groups were conducted in two study areas, the Swan Canning region of Western Australia and the Hunter / Central Coast region of New South Wales. The results indicate that organizations participate in a diverse range of forums. Further, forums appear to play a key role in the everyday business of organizations by enhancing their ability to plan and address a range of issues, including those associated with climate change. In addition the research highlights some of the barriers and drivers for the development and implementation of climate adaptation practices that emerge from forum discussions. For example, a lack of government guidance in interpreting climate change policy was described as a barrier yet access to the knowledge and expertise of participants was highlighted as a potential driver. The paper discusses how an ability to create new forums and utilize existing nonclimate related forums assists organizations in addressing climate change impacts. We contend that forums constitute a level of governance deeply embedded in organizational practice that influences both their capacity and motivation to undertake climate adaptation. Our findings suggest that research investigating the rules that govern forums and the structural properties of the networks in which they are embedded is required to further understand the role of multilevel governance in shaping organizational responses to climate change. This is the introduction to the Ecology and Society special feature on "Applying Landscape Science to Natural Resource Management". Primarily drawing upon examples from Australia, the nine papers in the feature illustrate how landscape science seeks to integrate information from diverse sources to generate management solutions for implementation by individual land managers, communities, and governments at different levels. This introduction refers to the genesis of the feature, briefly outlines the nature and content of landscape science, and then summarizes key features of the nine papers. These are organized into two sections: one deals with inputs from human agents in the landscape, and one with the development of models enabling different management scenarios and environmental changes to be envisaged, understood, and applied to policy development. When something unfamiliar emerges or when something familiar does something unexpected people need to make sense of what is emerging or going on in order to act. Social representations theory suggests how individuals and society make sense of the unfamiliar and hence how the resultant social representations (SRs) cognitively, emotionally, and actively orient people and enable communication. SRs are social constructions that emerge through individual and collective engagement with media and with everyday conversations among people. Recent developments in text analysis techniques, and in particular topic modeling, provide a potentially powerful analytical method to examine the structure and content of SRs using large samples of narrative or text. In this paper I describe the methods and results of applying topic modeling to 660 micronarratives collected from Australian academics / researchers, government employees, and members of the public in 2010-2011. The narrative fragments focused on adaptation to climate change (CC) and hence provide an example of Australian society making sense of an emerging and conflict ridden phenomena. The results of the topic modeling reflect elements of SRs of adaptation to CC that are consistent with findings in the literature as well as being reasonably robust predictors of classes of action in response to CC. Bayesian Network (BN) modeling was used to identify relationships among the topics (SR elements) and in particular to identify relationships among topics, sentiment, and action. Finally the resulting model and topic modeling results are used to highlight differences in the salience of SR elements among social groups. The approach of linking topic modeling and BN modeling offers a new and encouraging approach to analysis for ongoing research on SRs. [ABSTRACT FROM AUTHOR]

The governance of climate adaptation involves the collective efforts of multiple societal actors to address problems, or to reap the benefits, associated with impacts of climate change. Governing involves the creation of institutions, rules and organizations, and the selection of normative principles to guide problem solution and institution building. We argue that actors involved in governing climate change adaptation, as climate change governance regimes evolve, inevitably must engage in making choices, for instance on problem definitions, jurisdictional levels, on modes of governance and policy instruments, and on the timing of interventions. Yet little is known about how and why these choices are made in practice, and how such choices affect the outcomes of our efforts to govern adaptation. In this introduction we review the current state of evidence and the specific contribution of the articles published in this Special Feature, which are aimed at bringing greater clarity in these matters, and thereby informing both governance theory and practice. Collectively, the contributing papers suggest that the way issues are defined has important consequences for the support for governance interventions, and their effectiveness. The articles suggest that currently the emphasis in adaptation governance is on the local and regional levels, while underscoring the benefits of interventions and governance at higher jurisdictional levels in terms of visioning and scaling-up effective approaches. The articles suggest that there is a central role of government agencies in leading governance interventions to address spillover effects, to provide public goods, and to promote the long-term perspectives for planning. They highlight the issue of justice in the governance of adaptation showing how governance measures have wide distributional consequences, including the potential to amplify existing inequalities, access to resources, or generating new injustices through distribution of risks. Resilience and vulnerability represent two related yet different approaches to understanding the response of systems and actors to change; to shocks and surprises, as well as slow creeping changes. Their respective origins in ecological and social theory largely explain the continuing differences in approach to social-ecological dimensions of change. However, there are many areas of strong convergence. This paper explores the emerging linkages and complementarities between the concepts of resilience and vulnerability to identify areas of synergy. We do this with regard to theory, methodology, and application. The paper seeks to go beyond just recognizing the complementarities between the two approaches to demonstrate how researchers are actively engaging with each field to coproduce new knowledge, and to suggest promising areas of complementarity that are likely to further research and action in the field. This paper examines the possibilities for transformation of a climate-change hot spot--the coal-producing Hunter Region of New South Wales, Australia--using complex adaptive systems (CAS) theory. It uses CAS theory to understand the role of coal in the region's history and efforts to strengthen the ecological, economic, and social resilience of the region's coal industry in the face of demands for a shift from fossil fuel dependency to clean, renewable energy and genuine resilience and sustainability. It uses CAS theory to understand ways in which the resilience of two alternative futures, labeled "Carbon Valley" and "Post-Carbon Society" (Heinberg 2004), might evolve. The paper discusses ways in which changes implemented through the efforts of local communities at local, smaller scales of the nested systems seek to influence the evolution of adaptive cycles of the system at the local, national, and global scales. It identifies the influences of "attractors," defined as factors driving the evolution of the system, that are influential across the panarchy. These include climate change threats, markets, regulatory regimes, political alliances, and local concerns about the environmental and social impacts of the Hunter's coal dependency. These factors are weakening the apparent resilience of the coal industry, which is being propped up by the coal industry corporations, labor unions, and governments to maintain coal dependency in the Carbon Valley. Moreover, they are creating an alternative basin of attraction in which a Post-Carbon Society might emerge from the system's evolutionary processes. [ABSTRACT FROM AUTHOR]

The problem of fit is about the interplay between the human and ecosystem dimensions in social-ecological systems that are not just linked but truly integrated. This interplay takes place across temporal and spatial scales and institutional and organizational levels in systems that are increasingly being interpreted as complex adaptive systems. In 1997, we were invited to produce one of three background papers related to a, at that time, new initiative called Institutional Dimensions of Global Environmental Change (IDEG), a research activity of the International Human Dimensions Program of Global Environmental Change (IHDP). The paper, which exists as a discussion paper of the IHDP, has generated considerable interest. Here we publish the original paper 10 years later with an extended introduction and with reflections on some of the issues raised in the original paper concerning problems of fit. This paper provides an overview of what the Millennium Ecosystem Assessment (MA) calls "indirect and direct drivers" of change in ecosystem services at a global level. The MA definition of a driver is any natural or human-induced factor that directly or indirectly causes a change in an ecosystem. A direct driver unequivocally influences ecosystem processes. An indirect driver operates more diffusely by altering one or more direct drivers. Global driving forces are categorized as demographic, economic, sociopolitical, cultural and religious, scientific and technological, and physical and biological. Drivers in all categories other than physical and biological are considered indirect. In the context of accelerated global change, the concept of resilience, with its roots in ecological theory and complex adaptive systems, has emerged as the favored framework for understanding and responding to the dynamics of change. Its transfer from ecological to social contexts, however, has led to the concept being interpreted in multiple ways across numerous disciplines causing significant challenges for its practical application. The aim of this paper is to improve conceptual clarity within resilience thinking so that resilience can be interpreted and articulated in ways that enhance its utility and explanatory power, not only theoretically but also operationally. We argue that the current confusion and ambiguity within resilience thinking is problematic for operationalizing the concept within policy making. To achieve our aim, we interrogate resilience interpretations used within a number of academic and practice domains in the forefront of contending with the disruptive and sometimes catastrophic effects of global change (primarily due to climate change) on ecological and human-nature systems. We demonstrate evolution and convergence among disciplines in the interpretations and theoretical underpinnings of resilience and in engagement with cross-scale considerations. From our analysis, we identify core conceptual elements to be considered in policy responses if resilience is to fulfill its potential in improving decision making for change. We offer an original classification of resilience definitions in current use and a typology of resilience interpretations. We conclude that resilience thinking must be open to alternative traditions and interpretations if it is to become a theoretically and operationally powerful paradigm. [ABSTRACT FROM AUTHOR]

This paper examines conservation objectives in Australian law in the context of climate change. The rate of climate change and the scale and extent of its impacts on natural systems drive the need to re-evaluate current conservation objectives, from basic concept definitions, to overarching goals and values, to the way they are operationalized at all levels. We outline the case for reform of objectives in the legal framework for conservation and discuss three key strategies that would facilitate this transition: (1) acknowledgment in conservation law of system dynamism; (2) focus on ecosystem function, stability, and resilience; and (3) an explicit recognition that systems operate across multiple scales. Law reform is a slow process, but the potential of climate change to drive transformational changes means that urgent action is needed to overcome the limitations of current objectives and in the legal framework itself. Concerned decision makers increasingly pose questions as to whether current management practices are able to cope with climate change and increased climate variability. This signifies a shift in the framing of climate change from asking what its potential impacts are to asking whether it induces policy failure and unacceptable change. In this paper, we explore the background, feasibility, and consequences of this new framing. We focus on the specific situation in which a social-political threshold of concern is likely to be exceeded as a result of climate change, requiring consideration of alternative strategies. Action is imperative when such a situation is conceivable, and at this point climate change becomes particularly relevant to decision makers. We call this situation an "adaptation turning point." The assessment of adaptation turning points converts uncertainty surrounding the extent of a climate impact into a time range over which it is likely that specific thresholds will be exceeded. This can then be used to take adaptive action. Despite the difficulty in identifying adaptation turning points and the relative newness of the approach, experience so far suggests that the assessment generates a meaningful dialogue between stakeholders and scientists. Discussion revolves around the amount of change that is acceptable; how likely it is that unacceptable, or more favorable, conditions will be reached; and the adaptation pathways that need to be considered under these circumstances. Given current and projected warming trends in the Arctic and the important role played by subsistence hunting and fishing in the life of northern rural communities, it is increasingly important to document local observations of climate change and its impacts on livelihood practices. We describe ethnographic research exploring local observations of climate changes and related impacts on subsistence fisheries in three Iñupiat communities in northwest Alaska and six Athabascan communities in the Yukon River drainage. We found consistent agreement among perceptions concerning a broad range of environmental changes affecting subsistence practices in these communities. These observations of environmental changes are not experienced in isolation but within the context of accompanying social changes that are continually reshaping rural Alaskan communities and subsistence economies. In this paper we reflect on our research approach combining multiple methods of inquiry. Participant observation and semidirected interviews provided the conceptual framework for broadening our focus from climate and environmental change to community residents' understanding of climate change in the context of their holistic human-environment worldview. Cultural consensus analysis allowed us to assess the extent to which perceptions of change are shared among hunters and fishers within and between villages and regions and to identify those phenomena occurring or experienced at smaller scales. Reflecting on this multimethods approach, we highlight important questions that have emerged about how we understand, synthesize, and represent local knowledge, especially as it is used in regulatory or management arenas. Interest in ecological restoration has recently intensified as scientists, policymakers, and stakeholders use restoration in management strategies to address and mitigate global climate change and biodiversity loss. Northern ecosystems offer special challenges to restoration managers because of their short growing seasons and long recovery periods. This special feature of Ecology and Society on ecological restoration in northern regions draws together 11 papers based on presentations from the conference "Restoring the North", convened in October 2011 in Selfoss, Iceland. We summarize two themes of this conference: (1) setting objectives and evaluating success in restoration, and (2) legislation, policy, and implementation of restoration. We conclude that northern countries altogether comprise a significant knowledge base and suggest five actions to enhance restoration practices within them: (1) improved documentation of restoration actions, including objectives, measures and results, (2) regular evaluation of restoration progress and outcome, (3) coordination of conservation actions among northern countries, including location of restoration actions to sites where they are most useful in a global context, (4) formation of a common platform to strengthen development of research about ecological, political, social, and technical aspects of ecological restoration, and (5) education of new generations of restoration actors who can work in diverse biogeographic settings and cultures. In the context of still uncertain specific effects of climate change in specific locations, this paper examines whether education significantly increases coping capacity with regard to particular climatic changes, and whether it improves the resilience of people to climate risks in general. Our hypothesis is that investment in universal primary and secondary education around the world is the most effective strategy for preparing to cope with the still uncertain dangers associated with future climate. The empirical evidence presented for a cross-country time series of factors associated with past natural disaster fatalities since 1980 in 125 countries confirms this overriding importance of education in reducing impacts. We also present new projections of populations by age, sex, and level of educational attainment to 2050, thus providing an appropriate tool for anticipating societies' future adaptive capacities based on alternative education scenarios associated with different policies. Adaptation is a key feature of sustainable social--ecological systems. As societies traverse various temporal and spatial scales, they are exposed to differing contexts and precursors for adaptation. A cursory view of the response to these differing contexts and precursors suggests the particular ability of persistent societies to adapt to changing circumstances. Yet a closer examination into the meaning of adaptation and its relationship to concepts of resilience, vulnerability, and sustainability illustrates that, in many cases, societies actually manipulate their social--ecological contexts rather than adapt to them. It could be argued that manipulative behaviors are a subset of a broader suite of adaptive behaviors; however, this paper suggests that manipulative behaviors have fundamentally different intentions and outcomes. Specifically, adaptive behaviors are respectful of the intrinsic integrity of social--ecological systems and change is directed toward internal or self-regulating modification. By way of contrast, manipulative behaviors tend to disregard the integrity of social--ecological systems and focus on external change or manipulating the broader system with the aim of making self-regulation unnecessary. It is argued that adaptive behaviors represent long-term strategies for building resilience, whereas manipulative behaviors represent short-term strategies with uncertain consequences for resilience, vulnerability, and the sustainability of social--ecological systems. Of greatest significance; however, is that manipulative strategies have the potential to avoid authentic experiences of system dynamics, obscure valuable learning opportunities, create adverse path dependencies, and lessen the likelihood of effective adaptation in future contexts. With a worldwide increase in disasters, the effects of climate change are already being felt, and it is the urban poor in developing countries who are most at risk. There is an urgent need to better understand the factors that determine people's capacity to cope with and adapt to adverse climate conditions. This paper examines the influence of formal education in determining the adaptive capacity of the residents of two low-income settlements: Los Manantiales in San Salvador (El Salvador) and Rocinha in Rio de Janeiro (Brazil), where climate-related disasters are recurrent. In both case study areas, it was found that the average levels of education were lower for households living at high risk, as opposed to residents of lower risk areas. In this context, the influence of people's level of education was identified to be twofold due to (a) its direct effect on aspects that reduce risk, and (b) its mitigating effect on aspects that increase risk. The results further suggest that education plays a more determinant role for women than for men in relation to their capacity to adapt. In light of these results, the limited effectiveness of institutional support identified by this study might also relate to the fact that the role of formal education has so far not been sufficiently explored. Promoting (improved access to and quality of) formal education as a way to increase people's adaptive capacity is further supported with respect to the negative effects of disasters on people's level of education, which in turn reduce their adaptive capacity, resulting in a vicious circle of increasing risk. Arctic ecosystems are undergoing rapid changes as a result of global climate change, with significant implications for the livelihoods of Arctic peoples. In this paper, based on ethnographic research conducted with the Iñupiaq communities of Noatak and Selawik in northwestern Alaska, we detail prominent environmental changes observed over the past twenty to thirty years and their impacts on subsistence-based lifestyles. However, we suggest that it is ultimately insufficient to try to understand how Arctic communities are experiencing and responding to climate change in isolation from other stressors. During interviews and participant observation documenting local observations of climatic and related environmental shifts and impacts to subsistence fishing practices, we find the inseparability of environmental, social, economic, cultural, and political realms for community residents. Many of our informants, who live in a mixed economy based on various forms of income and widespread subsistence harvesting of fish and game, perceive and experience climate change as embedded among numerous other factors affecting subsistence patterns and practices. Changing lifestyles, decreasing interest by younger generations in pursuing subsistence livelihoods, and economic challenges are greatly affecting contemporary subsistence patterns and practices in rural Alaska. Observations of climate change are perceived, experienced, and articulated to researchers through a broader lens of these linked lifestyle and cultural shifts. Therefore, we argue that to properly assess and understand the impacts of climate change on the subsistence practices in Arctic communities, we must also consider the total environment of change that is dramatically shaping the relationship between people, communities, and their surrounding environments. Biofuels are receiving growing negative attention. Direct and/or indirect land-use changes that result from their cultivation can cause emissions due to carbon losses in soils and biomass and could negate any eventual greenhouse gas (GHG) reduction benefit. This paper evaluates the implications of land-use change emission on the climate-change mitigation potential of different biofuel production systems in 12 case studies in six countries. We calculated carbon debts created by conversion of different land-use types, ranging from annual cropland to primary forest. We evaluated case studies using three different biofuel crops: oil palm, Jatropha, and soybean. The time needed for each biofuel production system to pay back its carbon debt was calculated based on a life-cycle assessment of the GHG reduction potentials of the system. Carbon debts range from 39 to 1743.7 Mg CO2 ha-1. The oil palm case studies created the largest carbon debts (472.8-1743.7 t CO2 ha-1) because most of the area expansion came at the expense of dense tropical forest. The highest debt was associated with plantation on peatland. For all cases evaluated, only soybean in Guarantã do Norte and Alta Floresta, Brazil needed less than one human generation (30 years) to repay the initial carbon debt. Highest repayment times were found for Jatropha (76-310 years) and oil palm (59-220 years) case studies. Oil palm established in peatlands had the greatest repayment times (206-220 years). High repayment times for Jatropha resulted from the combined effects of land-cover change and low CO2 emission reduction rate. These outcomes raise serious questions about the sustainability of biofuel production. The carbon implications of conversion of (semi-)natural systems with medium to high biomass indicate that, in order to generate climate benefits, cultivation of biofuel feedstocks should be restricted to areas that already have low carbon content. In this paper, we aim to investigate how local communities cope with and adapt to multiple stresses in rural semiarid South Africa. In semiarid regions water scarcity is one of a number of stresses that shape livelihood vulnerability. With climate change, it is predicted that rainfall in South Africa will become more uncertain and variable in the future, exposing more people to water insecurity. At the same time, the impacts of disease, a lack of institutional capacity, and limited livelihood opportunities can combine to limit adaptive capacity. Therefore, adaptation to changing climate should not be viewed in isolation but instead in the context of social, economic, and political conditions, all of which shape local community vulnerability and people's ability to cope with and adapt to change. This study uses a qualitative-quantitative-qualitative framework, including the use of a stated preference survey, to identify the drivers of agroecosystem change, to understand the capacity of households to cope with droughts, and to determine the ability of local institutions to respond to crises. The analysis suggests that the capacity of the agroecosystem to remain productive during droughts is decreasing, individual/household adaptive capacity remains low, and institutional capacity faces considerable barriers that prevent it from supporting households to adapt to multiple stresses. This research adds weight to the claim that vulnerability reflects multiple forces and processes, and that multiple stresses, that are agroecological, socioeconomic, and institutional in nature, need to be examined to understand vulnerability and to prevent maladaptation. Even in the absence of climate change, freshwater ecosystems and the resources they provide for people are under great pressure because of increasing demand for water and declines in water quality. The imminent onset of climate change will exacerbate these impacts, placing even greater pressure on already stressed resources and regions. A plethora of national climate change policies have been adopted that emphasize structural adjustment in the energy sector and increasing carbon sinks. To date, most public debate on water has focused on the direct impacts of climate change on hydrology. However, there is growing evidence that climate change policies themselves may have substantial additional and negative impacts on freshwater resources and ecosystems and may thus result in maladaptation. To avoid such maladaptation, integrated, coordinated policy making is required. In this paper, national climate change policies from Australia, Brazil, China, the European Union (EU), India, Mexico, South Africa, Tanzania, and the United Kingdom are compared to: (i) identify where negative trade-offs exist between climate change policies and freshwater resources, (ii) analyze where institutions and structures exist to optimize integration among climate, water, and biodiversity policies, and (iii) provide a much needed overview from a broad selection of countries with a view to identifying further opportunities for theoretical exploration and testing. The synergies and conflicts among climate, energy, water, and environmental policies create additional challenges for governments to develop integrated policies to deliver multiple benefits. Success factors for better policy development identified in this assessment and synthesis include engagement of senior political leaders, cyclical policy development, multi-agency and stakeholder processes, and stronger accountability and enforcement measures. Ten case studies from seven major pastoral regions across six continents were studied in this paper by conceptualizing three factors (agro-ecosystem resilience, livelihood options, and institution capacity) as the axes of a three-dimensional vulnerability framework. This analysis highlights the vulnerability of agriculture-based livelihood systems to global changes and helps identify what institutions have the potential to mobilize effective relief in different pastoral regions. In terms of results, this vulnerability assessment shows that the vulnerability of pastoralism was very different in all the cases across the globe. As such, a further analysis, based on the pressure-state-response (PSR) model was undertaken to enhance our understanding of the ways that global changes put pressures on pastoral livelihoods worldwide. From this we conclude that climate change and climate variability are driving fragile pastoral ecosystems into more vulnerable conditions. Socioeconomic factors, such as changes in land tenure, agriculture, sedentarization, and institutions are fracturing large-scale pastoral ecosystems into spatially isolated systems. The implications of this analysis are that professionals, practitioners, and policy makers should jointly develop a coupled human and natural systems approach that focuses on enhancing the resilience of pastoral communities and their practices. This requires institutional developments to support asset building and good governance to enhance adaptive capability. In addition, pastoralists' adaptation strategies to global change need to be supported by public awareness and improved by institutional decisions at different scales and dimensions. This paper examines the success of small-scale farming livelihoods in adapting to climate variability and change. We represent adaptation actions as choices within a response space that includes coping but also longer-term adaptation actions, and define success as those actions which promote system resilience, promote legitimate institutional change, and hence generate and sustain collective action. We explore data on social responses from four regions across South Africa and Mozambique facing a variety of climate risks. The analysis suggests that some collective adaptation actions enhance livelihood resilience to climate change and variability but others have negative spillover effects to other scales. Any assessment of successful adaptation is, however, constrained by the scale of analysis in terms of the temporal and spatial boundaries on the system being investigated. In addition, the diversity of mechanisms by which rural communities in southern Africa adapt to risks suggests that external interventions to assist adaptation will need to be sensitive to the location-specific nature of adaptation. This paper is a methodological contribution to emerging debates on the role of learning, particularly forward-looking (anticipatory) learning, as a key element for adaptation and resilience in the context of climate change. First, we describe two major challenges: understanding adaptation as a process and recognizing the inadequacy of existing learning tools, with a specific focus on high poverty contexts and complex livelihood-vulnerability risks. Then, the article examines learning processes from a dynamic systems perspective, comparing theoretical aspects and conceptual advances in resilience thinking and action research/learning (AR/AL). Particular attention is paid to learning loops (cycles), critical reflection, spaces for learning, and power. Finally, we outline a methodological framework to facilitate iterative learning processes and adaptive decision making in practice. We stress memory, monitoring of key drivers of change, scenario planning, and measuring anticipatory capacity as crucial ingredients. Our aim is to identify opportunities and obstacles for forward-looking learning processes at the intersection of climatic uncertainty and development challenges in Africa, with the overarching objective to enhance adaptation and resilient livelihood pathways, rather than learning by shock. Climatic hazards such as floods and droughts have always been a primary matter of concern for human populations. Severe floods damage settlements, transport networks, and arable land. Although devastating droughts are harmful primarily for agriculture and terrestrial ecosystems, they can also lead to local water supply shortages. Despite significant achievements in science and technology and success stories in environmental management in the 20th century, people still continue to suffer the consequences of climate hazards worldwide. This paper provides an overview of existing practices for coping with floods and droughts, compares strategies in different river basins, and outlines the areas that need improvement. First, the existing protection measures and response strategies against floods and droughts are briefly described. An overview is given of expected climate change and existing coping strategies for floods and droughts in seven case study basins. Four of the basins, namely the Elbe, Guadiana, Rhine, and Tisza, are located in Europe the Nile and the Orange are in Africa; and the Amudarya is in Central Asia. Analysis of the coping strategies shows that structural measures exist in all seven river basins, but that nonstructural measures are generally not very extensive and/or advanced. Finally, the success stories in dealing with climatic hazards and lessons learned, taken partly from the seven case study basins and partly from literature, are summarized. [ABSTRACT FROM AUTHOR]
