AbstractThis article offers a historical inquiry into behaviorism and its impact on standard of judgement concerning education policies. Drawing from Aldous Huxley’s reservation towards behaviorism as a scientific movement that naturalizes the role of control in human affairs, the paper maps the impact of behaviorism on economics of education. By tracing the influence of behaviorism in both rational (human capital theory) and quasi-rational (behavioral insight) economics, we draw attention to the activity of knowledge-making that describes and prescribes agency. The paper demonstrates how policy instruments and outcomes are intimately linked to assumptions about personhood, and in the case of behavioral insight, they contribute to the scope of decision-making entrusted to government and business. The literature on 'academic capitalism' and the 'entrepreneurial university' has paid little attention to the role and function of bureaucracy or has considered it something different from the New Public Management (NPM) that has accompanied neoliberal reforms in higher education over the last decades. Following a brief account of the theory and history of bureaucracy, the article examines the institutional, intellectual, pedagogic, and psychic repercussions of the NPM that was introduced in Danish universities in 2003, and turned them into what has been often called 'knowledge companies' (vidensvirksomheder). As a result of these reforms, the paper shows, academicians have been transformed into competitive entrepreneurial clerks, striving for assignments and resources, bound by contracts, thoroughly surveilled for their productivity and performance through special software, and entangled in a web of bureaucratic relations which has removed all spaces of logos that distinguish a university, according to its European tradition. This paper interrogates the fundamental logic of data-driven decision-making (DDDM) as it has taken hold in education and argues for a critical analysis of data-driven education via an attitude of historical ontology. Though influenced by Foucault's understanding of this concept, I center Colin Koopman's recent analysis of the 'informational person' to point attention to the ways in which the very formatting of data may be understood as historically contingent and, thus, more contestable. After examining the background of DDDM and relevant critiques of it, I suggest that investigating the socio-historical formations of data itself are important for indicating its potential dangers within education. Such a critical analysis identifies the doubled politics of data formatting, with its ability to tether subjectivity to data, while potentially baking modes of power into a variety of technological data apparatuses. This paper analyses how the discursive construction, valuation and subjective experience of human capital is evolving in parallel with crises of capital as a world-system. Ideology critique provides tools for analysing policy ‘fictions’ that aim to sustain investment in human capital through education. Foucauldian analytical tools enable analysis of how human capital has become a project of self-appreciation and cultivation of positive psychological traits. We argue that the work of Lauren Berlant provides an important complement to these approaches and enables us to analyse how crises of capital are being lived as the cruelling of optimism about social mobility through investment in oneself as human capital. Responding to the structural and discursive changes that have (re)shaped the area of higher education in Europe over the last decades, the paper presents an analysis of how and with what educational consequences the purpose and value of higher education governance has shifted towards market-relevance and impact as the primary legitimizing factors in institutional quality assessments. The style will be asyndetic: rather than focus on single policy-documents, I purport to avail the justifications of the recent decades' higher education policy through highlighting the use of specific words and certain arguments across a range of documents from the most prominent transnational actors and educational policy-makers in the field. Applying Theodor Adorno's theory of Halbbildung (half-education), I go on to present the notion of Halbbildung as a conceptual lens for unveiling some of the teleological issues at stake in the current proposed purposes and modes of higher education governance. Paraphrasing Adorno's call for commitment to educational authorities, I question the possibility of establishing commitment amongst students to something beyond the logics of applicable competence-building and productivity. This paper approaches the question of Spinoza and education via the work of Louis Althusser. One important aim is to show how Spinoza’s description of the imagination underpins Althusser’s description of the ideological ‘infrastructure’ of educational practices and institutions. To achieve this, I begin by addressing Spinoza’s treatment of the physiological foundation of the imagination: by showing that the realm of ‘individual consciousness’ is more like the effect of an anonymous field, or process, Spinoza, we see, becomes a kind of immanent cause for the Althusserian claim that ‘ideology has a material existence’. I go on to examine, in detail, Althusser’s description of ‘educational apparatuses’, locating these as the expressions of a Spinozistic ontology. However, Althusserian anti-humanism can also appear to negate transformative agency; and in the specific context of the classroom, Althusser suggests, apparently ‘heroic’ teachers seem almost doomed. Hence a ‘return’ to Spinoza, enacted, here—that is, an examination of Spinozistic potentialities, mainly adumbrated in the unfinished Political Treatise. My article concludes by suggesting that, in light of these, the foundational unit of pedagogical practice—the group, the class—might still be reconfigured as a collective subject, rather than the mere object of ideology. The recent expansion of the English academies programme has initiated a period of significant change within the state education system. As established administration has been disrupted, new providers from business and philanthropy have entered the sector with a range of approaches to transform schools. This paper examines the development of co-operative schools, which are positioned as an ‘ethical alternative’ within the system and have proved popular with teachers and parents. Using a theory of co-operative power drawn from the philosophy of Spinoza (1632-1677), the author explores how co-operative schools have emerged, with and against the reforming agenda, using narratives of hope and resistance. In Chapter VIII of Democracy and Education, Dewey objects to all three of the following propositions: (1) education serves predefined aims; (2) Education serves aims that are external to the process of education; and (3) Education serves aims that are imposed by authority. From the vantage point of policymakers and authors of curriculum guides, these three propositions seem plausible, even self-evident. In this paper, I set forth a critical interpretation and evaluation of Dewey's objections to them and argue that he saw the aims of education from another point of view, that of a learner. From a learner's point of view, propositions 2 and 3 are only half-true because external aims that are not shared by the students cannot successfully guide educative activities. As regards proposition 1, Dewey's philosophy does not accommodate the birds-eye view required to make it literally true. As learners, we cannot have an external view of our entire progress. Some of our aims are, therefore, not predefined but discovered on the way. Dewey's stance on the role of aims in education is worth serious consideration, because the view of curriculum development and school administration that these three propositions engender is as deeply problematic today as it was when Dewey wrote against them a century ago. Originating from philosophy and science, many different ideas have made their way into educational policies. Educational policies often take such ideas completely out of context, and enforce them as general norms to every aspect of education; even opposing ideals make their way into school's curricula, teaching techniques, assignments, and procedures. Meanwhile, inside the actual classrooms, teachers and students are left in limbo, trying to comply with, techniques, evaluation forms and a growing technical educational vocabulary. Here I would like to propose an antidote to this absurdity by reminding us what teachers and students already know. Such an antidote can be found in J. L. Austin's speech act theory. In this paper, I propose we revisit speech act theory and treat it as an educational theory. That might help us dismantle false dichotomies troubling education for decades. The point is not that the discussion over educational policies and priorities should stop, but that it should be kept in appropriate perspective. Informed by the work of the work of Michel Foucault, Ian Hunter, and Ansgar Allen, this paper argues that I/MLEs are not the creation of a 'modern' or 'innovative' learning environment but rather the reclamation of an educational technique that was pioneered en masse almost two centuries ago (and based on practices many centuries older than that), where established pastoral methods were key to shaping particularly formed educated subjects. Drawing on work produced by the OECD, as well as UK and NZ education policies and school building design guidance, this argument couches two claims, the first of which is that whether or not education systems and school buildings are conforming to I/MLE models, the ubiquity of ideologically narrow conceptions of the learning subject are enforced regardless, through subtle or unsubtle means. However, the second claim is that, despite their overarching and unsurprising ideological homogeneity with other more outcome oriented forms of schooling, I/MLEs have the potential to offer a much more substantial formative experience than other schooling systems due to their implicit recovery of the traditional pastoral aspect of education. Higher education institutions are major concentrations of political, social, economic, intellectual and communicative resources. They reach freely across populations and cultures and connect to government, professions, industry and the arts. The neoliberal logic of markets has entered the realm of (higher) education. This leads to discourse on the benefits of education being positioned almost exclusively in terms of their effect on income. The perspective taken in the paper is the development of a happiness motive that asks education to challenge what it is to be a member of society: What moral and ontological stance one will seek to take in developing one’s future? The satisfied student perpetuates the current lifeworld in which they find themselves, seeking to improve the quality of the services provided. It is proposed that an overly emphasised desire satisfaction culture inhibits the edifying mission of universities. This is not to argue against high-quality service provision but to differentiate it from the edifying role of personal challenge, determination and social responsibility, conceptualised here as profound happiness or contentment, and the university’s role in its development. Semiotics is the study of signs addressing their action, usage, communication and signification (meaning). Edusemiotics—educational semiotics—is a recently developed direction in educational theory that takes semiotics as its foundational philosophy and explores the philosophical specifics of semiotics in educational contexts. As a novel theoretical field of inquiry, it is complemented by research known under the banner ‘semiotics in education’, which is largely an applied enterprise. In this respect edusemiotics is a new conceptual framework for both theoretical and empirical studies. Edusemiotics has also been given the status of being a new branch of theoretical semiotics and it was launched as such at the 12th World Congress of the International Association for Semiotic Studies in September 2014 at the New Bulgarian University in Sofia. The article presents ‘semiosis’ as the action of signs across culture AND nature and posits ‘learning’ in terms of developing semiotic consciousness and semiotic competence. Semiosis is a process and as such it defies the Cartesian philosophy of substance-dualism that still informs the culture of education. The paper focuses specifically on university education permeated by disciplinary boundaries and the fragmentation of knowledge grounded in objective science inherited from modernity. Where is semiotics as the science of signs (or relations) in the context of academic culture? The authors conclude by affirming the transdisciplinary character of semiotics and edusemiotics and specify the distinctive focal points of transdisciplinary knowledge afforded by edusemiotics. The article describes the usefulness of a realist methodology in linking sociological theory to empirically obtained data through the development of a methodological device. Three layers of analysis were integrated: 1. the findings from a case study about M?ori language education in New Zealand; 2. the identification and analysis of contradictions and vagueness in language education policy; and, 3. the explanation of these contradictions in terms deeper ideological forces underpinning bicultural politics in New Zealand. The paper makes two contributions to the literature. It demonstrates how a realist methodology can link theory and data, specifically in the discussion of the methodological device. The purpose of this paper is to show that genuine dialogue is a refined human achievement and probably the most valid criterion on the basis of which we can evaluate educational or social policy and practice. The paper explores the prerequisites of dialogue in the language games, the common certainties, the rules of logic and the variety of common virtues; defends dialogue as a normative concept and interprets the principles of dialogue as extensions of its prerequisite virtues. Recent developments in critical policy analysis have occurred alongside the new materialisms in qualitative research. These lines of scholarship have unfolded along two separate, but related, tracks. In particular, the new materialist method ofdiffractionaligns with many elements of critical policy analysis. Both involve critical theory, complexity and multiple analyses. To examine diffraction as a potential method of critical policy analysis, this paper enacts Karen Barad’s method of diffraction through the theoretical writings of Jane Bennett and Gloria Anzaldúa. Using the example of teacher leaders who are involved in educational policy, Bennett’s vibrant ecologies illustrate ecosystems of teacher leadership and Anzaldúa’s borderlands demonstrate how teacher leaders bridge their roles within multiple layers of community, governance and identity. Through the method of diffraction, critical policy analyses may produce broader perspectives regarding the ways in which differing stakeholders, groups, technologies and even theories collectively shape policy. For Kant, education was understood as the ‘means’ to become human—and that is to say, rational. For Rousseau by contrast, and the many child-centred educators that followed him, the adult world, far from representing reason, is essentially corrupt and given over to the superficialities of worldly vanity. On this view, the child, as a product of nature, is essentially good and will learn all she needs to know from experience. Both positions have their own problems, but beyond this ‘internal debate’, the change in the content of education (i.e. child-rearing and schooling) is now furthermore due to a radical pluralism that has swept the world. Moreover, there may be differences in value between individual parents and between values held within the family and those held in society at large. Among other reasons this has put more generally children's (and parents’) ‘rights’ on the agenda, which differs from thinking of education in terms of a ‘practice’. The paper develops this latter concept and the criticisms to which it has been subject and argues that there is no necessary incompatibility between initiation into an existing practice and transforming that practice in some way, if it is emphasized how practices are learned and enacted. It then turns to the tendency in education and child-rearing, as in other spheres of human interaction, for more laws and codes of conduct and to call upon experts for all kind of matters. It argues that performativity rules on the level of the practitioner, of the experts, and even on the level of educational research. It argues that many governments have adopted in matters of schooling the language of output and school effectiveness and that something similar is now bound to happen in the sphere of child-rearing (with talk of parenting skills and courses). This is made credible due to a particular model of educational research, i.e. an empiricist quasi-causal model of explaining human behaviour. The paper then discusses the problems with this stance and argues that we should part company from the entrepreneurial manipulative educator to open up a sphere of responsiveness for the child and that for these reasons, the concept of the ‘practice of child-rearing’ should be revisited. Insisting on the complexities that have to be taken into account and thus surpassing a discourse of effectiveness and output as well as of codes of conduct and rulings of courts of law, may help us to focus on what is really at stake: to lead a meaningful life, to be initiated into what is ‘real for us’ and what we value. This paper brings a critical focus to difference and the creative arts in education with specific attention to art as a site of knowledge in New Zealand conditions. The 1990s and early 2000s are marked by a paucity of critically engaged literature on the arts in education and a conspicuous absence of discussions on the politics of difference. Alongside the global return to empirical research in education where quantifiable data-based projects tend to attract attention ahead of fundamentally crucial questions of philosophical and critical registers, there has been an apparent reinvention of liberal humanistic concepts of creative practice. These tendencies are coupled with strategic political alignments of creativity with industry. The outcome appears to be a withering of attention to the politics of difference on the vine of educational philosophy, policy and practice in art education. The paper suggests that if the creative arts are to hold or gain any purchase in the stakes of education in a global world this vine must be tended and revitalised through a rigorous application of critically framed questions so that discourses of difference can be recognised as a social and political responsibility in the art educational encounter. This paper critically engages with the theme of ‘process over product’—a theme that is argued to be increasingly problematised as an influential narrative in the construction and transmission of a philosophy of early education. The importance of producing children of ‘competence’ through appropriate educational processes is associated with assumptions regarding what counts as an appropriate educational journey for children before they reach school age. Drawing upon the work of Michel Foucault, and Jean-François Lyotard, this paper considers the purpose and tensions of articulating process as more important than product in early childhood. It is argued that the articulation of the child as a particular kind of process-oriented player leads to an uncritical acceptance of technologies of governing the child. Furthermore, discourse asserting the importance of processes of play reveals a crisis in understanding what it means to be a player, and what the purpose of the process of play might be. Process contributes to a narrow understanding of a performative purpose of play as a processing of information. The following paper outlines the historical and philosophical development of, ‘community of inquiry’ in educational discourse. The origins of community of inquiry can be found in the philosophical work of C. S. Peirce. From Peirce the notion of community of inquiry is adopted and developed by educational theorists of different orientations. Community of inquiry denotes an approach to teaching that alters the structure of the classroom in fundamental ways. With particular consideration given to the unique philosophical origins of this approach, this paper outlines and discusses how community of inquiry is situated in today's educational landscape. This paper will focus on Young's theories of heterogeneity, as they have developed from the essays in Throwing Like a Girl (1990) to those in Inclusion and Democracy (2000). Reading her theories of heterogeneity together with recent developments in political theory which seek to reclaim the agonistic and frictional aspects of polity and political democracy, the paper will argue that attempts to promote ‘citizenship education’ are less pressing than attempts to develop and promote political education. The aim of this paper is to examine the current state of development of Mäori science curriculum policy, and the roles that various discourses have played in shaping these developments. These discussions provide a background for suggestions about a possible future direction, and the presentation of a new concept for Mäori science education (note that in this paper this phrase refers to science that incorporates Mäori language and/or knowledge, rather than Mäori participation in science education). This project reflects on the way in which students in a situation of social risk construct their identity. Based on the reflections and theories originating from research conducted on individuals and collective groups in a situation of social exclusion due to disability, social class or ethnicity, this paper will analyse the conflicts these students have to deal with when constructing their identity. It also examines the challenge that education has to face to turn those conflicts into opportunities that will help to build life projects with which they can freely identify. For this reason, from a critical perspective, the school’s role in constructing identity will be analysed, as will the way in which it affects children and adolescents from minority groups. In the same way, we will study and put forward some different channels aimed at providing more equal educational attention to those identities that are depreciated in neoliberal society. New Zealand has received world-wide accolades for its Early Childhood Education (ECE) curriculum, Te Whāriki. This paper explores the tension between economic imperialism, and a curriculum acknowledged as visionary. The foundational ideas of Te Whāriki emanate from sociocultural and anti-racist pedagogies. However, its implementation is hampered by the overarching policy discourse of Human Capital Theory (HCT), with its instrumental emphasis on economic outcomes. While Te Whāriki offers local cultural and educational possibilities, HCT is presented by those espousing economic disciplines, as having universal application. These tensions, largely unacknowledged and unexplored, place ECE teachers in positions of difficulty. While trying to meet aspirational curriculum goals in their daily practices, teachers’ attempts are constrained by supranational economic discourses. I ask how Edward Said’s (1999, Out of place: A memoir, New York, Knopf) concept of contrapuntal readings can offer spaces for resistance to the dominance of economics. [ABSTRACT FROM PUBLISHER]

The OECD's Programme for International Student Assessment (PISA) is increasingly depended upon by education policy makers to provide reliable measures of their country's education system against international benchmarks. PISA attempts to provide efficient, scientific and technical means to develop educational policies which achieve optimal outcomes (, p. 31). This kind of scientific evidence is seen by policy makers as being free of prejudice and ideology. Science is expected to represent the truth, state universal facts and make predictions. Thus PISA seeks to rank countries' performances, work out future scenarios and offer policy direction. By what means does PISA gain knowledge and speak with confidence about diverse cultures and distant nations? How does it acquire a 'voice from nowhere' (; ), and become a modern-day Oracle that countries might consult for policy advice? Modelled on early actor-network accounts of laboratory life, this ethnography traces how PISA knowledge comes to be made, guided by interview data with two 'insiders' in the 'PISA laboratory'. It traces the translations and the circulating reference that turn PISA into a 'centre of calculation'. It highlights how human and non-human entities are imbricated in the assembling of scientific facts and argues for a suspension of the divide between 'science' and 'politics'. In the process, the paper offers an empirical instantiation of how some concepts from actor-network theory may be applied in the field of education policy, and ponders the implications of such an understanding for evidence based policy making. This paper argues for the utility of ANT as a philosophical and methodological approach to policy analysis. It introduces the key features of a recent educational policy reform initiative, Skills for Life and illustrates the argument by looking at three 'moments' (in terminology) in the life of this initiative, applying the theoretical tools of ANT to these. The analysis shows that even (and perhaps especially) within a strongly framed social policy initiative like the Skills for Life Strategy, things constantly escape; that differences held in tension within the 'successful' project sow the seeds of failure and dissolution. The building and maintaining of a tolerant society requires both a general policy of toleration on the behalf of the state, as well as a minimal number of acts of intolerance by individual citizens towards their fellow citizens. It is this second area of citizen-citizen relations that is of most interest for education policy. There are those who argue that the best way to achieve a tolerant society is by encouraging, or even requiring, the respect and appreciation of difference amongst a citizenry. In this paper I argue that using education to encourage the respect and appreciation of difference is deeply problematic for both adults and children. I argue that it is a poor servant of those whose differences it is meant to protect, and crucially that it cannot be justified on the key liberal premise of protecting the freedom of individuals to live their (non-harming) lives as they see fit. Discourses of public education reform, like that exemplified within the Queensland Government's future vision document, Queensland State Education-2010 (QSE-2010), position schooling as a panacea to pervasive social instability and a means to achieve a new consensus. However, in unravelling the many conflicting statements that conjoin to form education policy and inform related literature ( Ball, 1993 ), it becomes clear that education reform discourse is polyvalent ( Foucault, 1977 ). Alongside visionary statements that speak of public education as a vehicle for social justice are the (re)visionary or those reflecting neoliberal individualism and a conservative politics. In this paper, it is argued that the latter coagulate to form strategic discursive practices which work to (re)secure dominant relations of power. Further, discussion of the characteristics needed by the ‘ideal’ future citizen of Queensland reflect efforts to ‘tame change through the making of the child’ ( Popkewitz, 2004 , p. 201). The casualties of this (re)vision and the refusal to investigate the pathologies of ‘traditional’ schooling are the children who, for whatever reason, do not conform to the norm of the desired school child as an ‘ideal’ citizen-in-the-making and who become relegated to alternative educational settings. Offering a cautionary tale about the abuses of paradigm-shift rhetoric in secondary school reforms, the paper shows potential misuses and ethical effects of the relativistic language-game in post-compulsory education. Those initiating the shift often shelter their reform from the criticism of non-adepts, marginalizing expert teachers that adhere to ‘antiquated’ or ‘folk’ pedagogies. The rhetoric herds educators uncritically into the citadel of new discourses and policies that often lack practical foundations; consequently, teachers often dissimulate compliance to the reform in order to evade surveillance within such disciplinary apparatuses as teacher training and regimes of inspection. Turning to Foucault, the author views education reforms in terms of power relations within a form of governance: ‘games of truth’, or political and veridical discourses in which dividing practices for sorting out ‘sound’ and ‘unsound’ teaching practices become institutionalised. Wittgenstein's attention to initiate training in practices points to an alternative to naïve forms of relativism; educators must incorporate the new techniques they gradually master and adapt within a viable, shared form of life. Instead of teachers’ normalization and subjugation in what Foucault refers to as education ‘blocks’, new pedagogic practices are better adopted ‘freely’ as arts of self-transformation. With Hacking, Foucault and Wittgenstein's accounts of the true-and-false are blended into an ‘historical ontology’ of present and emergent paradigms: a critique of the limits set down within education reforms that sanction or legitimize certain conduct. Sympathetic to the journal call, this kind of philosophical investigation and genealogical critique of teaching practices gives us a perspicuous view of the local, contingent and at times arbitrary nature of change initiatives. Critical awareness of how our pictures (models) of education can captivate us heightens respect for professional eclecticism. Without ignoring the mandates and official scripts of public education reforms, experienced educators need to be able to conserve their tried and warranted ‘best practices’, while negotiating ranges of tolerance for alternative means. Over the last two decades the traditional conception of intelligence and other mental powers as stable individual assets has been challenged by approaches in psychology emphasising context and ‘situated cognition’. This paper argues that the debate should not be seen as an empirical dispute, and relates it to discussions in philosophy of mind between methodological solipsists and varieties of externalists. In the light of this I argue that attempts to conceptualise the identity over time of mental powers qua individual assets run into intractable difficulties.
