The lingering COVID-19 pandemic and ongoing war between Russia and Ukraine have wreaked havoc on the global oil supply chain. The current disruption of the oil supply chain and the rapidly growing energy demand created unprecedented oil shortages and raised the oil price beyond the affordable level. As worldwide oil price hikes continue, there is an urgent need for developing alternative energy sources, such as smart rural energy. Despite its enormous potential as a viable alternative to traditional fossil fuel-based energy sources, smart rural energy has never been fully utilized in society. The limited use of smart rural energy may be related to its lack of commercialization, which could have created more eco-friendly and cost-efficient alternative energy sources. This paper assesses the eco-friendliness and cost-efficiency of smart rural energy sources such as solar, wind, biomass, and hydropower for the first time. This paper is also one of the first studies that intends to develop viable strategic plans for commercializing smart rural energy using strategy maps, which subsequently helps increase public awareness of renewable energy by creating visual communication tools that convey the benefits of smart rural energy commercialization to multiple stakeholders, including government entities, business communities, and energy consumers. This paper deals with improving the feed-in tariff policy for green energy advancement in Ukraine's households based on assessing the economic efficiency of investment project implementation under the current state support mechanisms. This study was conducted for solar and wind power plants with different installed capacities. The Levelized Cost of Electricity and the payback period for such power plants were calculated considering the ongoing feed-in tariffs and discount rates determined by various equity and debt capital ratios. The results showed that the state support provides attractive payback periods for solar and wind power plants with an installed capacity of ≥30 kW. In comparison, 5 kW solar power plants and wind power plants with a capacity of up to 10 kW are not paid off during the power plants' lifecycle. It confirmed that the ongoing energy policy in Ukraine's residential sector is still designed to obtain profits by the owners of generating facilities by selling the excess electricity. In the meantime, its main goal—providing households energy independence—has been levelled. To resolve the issues caused by such a state support model, a methodical approach to improve the feed-in tariff calculation is proposed. The Ukrainian renewable energy sector has demonstrated a significant increase in its renewable power capacity, especially for solar and wind power plants. Decommissioning the end-of-life equipment in Ukraine has not yet taken place, but it is only a matter of time. With this in mind, this paper assesses the quantities and the market values of the materials that could potentially be recovered from used solar and wind power plants, and it estimates the impact of their decommissioning on employment in Ukraine. It has been estimated that approximately 8.9 GW of solar power plants, and 3.6 GW of wind power plants, will be decommissioned from 2044 to 2059, and that the cost of the raw materials recovered could reach EUR 421.4 million and EUR 124.6 million in 2021 prices, respectively, compared to the decommissioning costs of EUR 240.1 million and EUR 49.1 million, respectively. Decommissioning renewable power plants will require the creation of new jobs, including 11.6 thousand in the solar industry, and 2.8 thousand in the wind sector. It is essential to amend the legislation in Ukraine, particularly Directive 2012/19/EU, to introduce the principle of the extended producer responsibility to ensure the efficient recycling of renewable power plant end-of-life equipment in Ukraine in the future. In August 2020, Germany and Ukraine launched an energy partnership that includes the development of a hydrogen economy. Ukraine has vast renewable energy resources for "green" hydrogen production and a gas transmission system for transportation instead of Russian natural gas. Based on estimates by Hydrogen Europe, Ukraine can install 8000 MW of total electrolyser capacity by 2030. For these reasons, Ukraine is among the EU's priority partners concerning clean hydrogen, according to the EU Hydrogen strategy. Germany plans to reach climate neutrality by 2045, and "green" hydrogen plays an important role in achieving this target. However, according to the National Hydrogen Strategy of Germany, local production of "green" hydrogen will not cover all internal demand in Germany. For this reason, Germany considers importing hydrogen from Ukraine. To govern the production and import of "green" hydrogen, Germany and Ukraine shall introduce legal regulations, the initial analysis of which is covered in this study. Based on observation and comparison, this paper presents and compares approaches while exploring the current stage and further perspectives for legal regulation of hydrogen in Germany and Ukraine. This research identifies opportunities in hydrogen production to improve the flexibility of the Ukrainian power system. This is an important issue for Ukrainian energy security. In the meantime, hydrogen can be a driver for decarbonisation according to the initial plans of Germany, and it may also have positive impact on the operation of Germany's energy system with a high share of renewables. This paper proposes methodological approaches to assessing the impact of renewable energy and energy efficiency development on emerging economies' energy security. It is suggested to supplement the current methodology for assessing energy security with the decoupling index of the renewable energy financial burden on the state budget, the energy efficiency decoupling index, the households' energy poverty indicator, the index of capacity development for balancing electricity generation volumes, and the energy fluctuations indicator. These indices provide a comprehensive assessment of energy security under the latest challenges. Thus, the COVID-19 pandemic in the Ukrainian energy sector led to the "green and coal paradox", when the government decided to keep green electricity generation but limit nuclear generation. It required increased flexible capacities (thermal generation) and led to a rise in electricity prices and environmental pollution. Forecasting energy fluctuations with Butterworth filters allows minimizing the risks of maximum peak loads on the grid and timely prevention of emergencies. The energy fluctuations within the 20% range guarantee energy security and optimal energy companies' operation. It is proposed to smooth out energy consumption fluctuations through green energy development, smart grids formation, energy efficiency improvements, and energy capacities balancing to ensure energy and economic sustainability. The paper investigates the relationships between economic, social, and environmental dimensions of sustainable development. GDP growth represents the main economic dimension, greenhouse gas (GHG) emissions and renewable energy consumption the environmental dimension, and corruption the social dimension of sustainable development. The investigation of these relationships is based on the concept of the Environmental Kuznets Curve hypothesis about the non-linear relationship between economic growth and environmental pollution. The authors used the panel data of EU countries and Ukraine for 2000–2016 years from the Eurostat database. The obtained results confirmed the Environmental Kuznets curve hypothesis for the EU and Ukraine. All the indicators were statistically significant at 1% and 5% levels. The findings proved that increasing renewable energy (RE) by 1% led to a decline of GHG in the interval (0.166103, 0.220551), and аn increase of the Control of Corruption Index by 1% provoked a decline of GHG by 0.88%. The conducted study enabled the authors to conclude that Ukraine needs to increase the GDP level per capita given the economy diversification and via the introduction of more effective and "clean" production technologies.
