The disruption of fossil fuel supply chains due to the war in Ukraine has resulted in the need for an urgent reorganisation of the energy supply system, the cost of which has created a substantial increase in electricity prices in many markets. In light of the above, the need for the development of a renewable energy market has become stronger than ever; hence, the authors of this study have oriented their efforts towards investigating the development of the renewable energy market in countries bordering the line of armed conflict in Ukraine, i.e., Poland—strongly dependent on traditional forms of energy production—and Lithuania. The primary objective of the paper is to review the literature on wind energy, which is necessary to establish the current role of this energy dimension in the renewable energy market in the energy systems of Poland and Lithuania. Therefore, this review paper is oriented towards a review and evaluation of the available thematic literature and industry studies, as well as conclusions related to the number and direction of research topics in the area of the explored issues. The basic finding of this review is that the reviewed literature and studies are most strongly oriented towards a general assessment of the ongoing energy transition in the world, in which the thread of the assessment of the energy situation in Poland and Lithuania, including the thread of the analysis of wind energy, is part of broader assessments, most often regarding EU countries. The wind energy of the countries included in the scope of the review is not discussed comprehensively. The gap identified in this respect relates in particular to the aspect of wind energy development potential concerning solutions targeted at the individual consumer. In quantitative terms, studies addressing wind energy in Lithuania represent a lower percentage of the thematic literature acquired for the review. In the area of noted niches, the need for research and analysis is recommended to increase the information supply for developing the renewable energy market in Poland and Lithuania. In doing so, it is important to explore the technical and technological solutions (with a focus on the individual customer) and the economic aspects of wind installations from a micro and macro perspective. In addition, there is a lack of sufficient studies revealing the position of public opinion regarding the development of this dimension of the RES market and the direction of its changes. This is an important problem—particularly in Poland, where the so-called distance law constantly blocks the development of this dimension of RES and where the need to develop energy from renewable sources is particularly urgent. This paper offers an algorithm to account for potential actions on the efficient production of renewable energy. The algorithm consists of a substantiated choice of a certain type of renewable energy, the evaluation of its potential, and the regulation of the processes of obtaining that renewable energy. Also, potential resources for agricultural biofuel production have been analyzed and it has been determined that there is real biomass potential in Lithuania. It will thus be beneficial to make appropriate managerial decisions on the methods of biofuel processing and consumption, as well as on means of receiving the economic, energy and environmental effects. The total potential of by-product biomass of crop production was determined, and the thermal and electric potential of the crop by-products were calculated. Additionally, the potential for production of gas-like types of fuel (biomethane, biohydrogen, and syngas) from crop by-products was determined. The potential for the production of diesel biofuel from oil crop waste (bran) was also found, and the potential for livestock by-products for receiving gas-like types of fuel (biomethane, biohydrogen) was established. The corresponding thermal and electric equivalents of the potential were found and the potential volumes of the biomethane and biohydrogen production were calculated. The total energy equivalent equals, on average, 30.017 × 106 GJ of the thermal energy and 9.224 × 106 GJ of the electric energy in Lithuania. The total potential of biomethane production (taking into account crop production and animal husbandry wastes) on average equals 285.6 × 106 m3. The total potential of biohydrogen production on average equals 251.9 × 106 m3. The cost equivalents of the energy potential of agrarian biomass have been calculated. The average cost equivalent of the thermal energy could equal EUR 8.9 billion, electric energy—EUR 15.9 billion, biomethane—EUR 3.3 billion and biohydrogen—EUR 14.1 billion. The evaluation of the agricultural biomass potential as a source of renewable energy confirmed that Lithuania has a large biomass potential and satisfies the needs for the production of renewable energy. The penetration of renewable energy is one of the main challenges for sustainable energy development. Local governments across the European Union commit to development and implementation of the Sustainable Energy (and Climate) Action Plan. This paper focuses on the case of Lithuania—a Central and Eastern European country. Almost one-third of Lithuanian municipalities have joined the Covenant of Mayors and prepared the plans that include SWOT analysis. However, there is a lack of information on how those plans contribute to climate change mitigation and sustainable energy development. This study identifies the links between key policy financial instruments, increasing energy efficiency. The Strategic Action Plans aimed at reducing GHG emissions and energy consumption in Lithuanian municipalities are analyzed. The challenges in promoting the renewable energy generation in Lithuanian rural regions are discussed. Moreover, the importance of strengths, weaknesses, opportunities, and threats identified is elicited at the local level. The study uses a combination of methods, such as expert surveys and SWOT analysis, that complements the tools used for regional energy climate planning and allows for overarching analysis. The expert survey shows that priority is given for renovation of buildings and modernization of energy infrastructure, making them more sustainable and more energy efficient. The results also show that, in the case of Lithuania (and possibly elsewhere in the post-Soviet countries), conditions and opportunities should be created beforehand to increase energy efficiency. Following a new climate and energy plan, the European Union (EU) gives big attention to energy savings. The overall assessment of energy saving measures is very important. Thus, it is crucial to estimate in a proper way the primary energy factor, which is used in calculations of primary energy consumption from renewable energy (RE) sources in a Nearly Zero Energy Building (NZEB). The conduced studies of the literature and national regulations showed that different methods to determine energy from photovoltaic (PV) systems are used. The aim of this paper is to evaluate the primary energy factors of energy from photovoltaics and determine the average value. To achieve this aim, the data of 30 photovoltaic systems from Lithuania were analyzed. The results show a 35% diversification in the values of non-renewable primary energy factor, depending on the PV systems' capacities, with the average on a level of 1.038. [ABSTRACT FROM AUTHOR]

This paper aims at developing the theoretical framework for linking the CSR of energy utilities with sustainable energy development achievements and at applying this framework in selected countries. The main issues of CSR relevant to the energy sector are discussed, and a comparative analysis of CSR reports of energy utilities and sustainable energy development trends in the Baltic States (Lithuania, Latvia, and Estonia) is performed based on the developed framework. There are three main interlinked sustainable energy development targets: increase in energy efficiency, the use of renewable energy sources, and GHG emission reduction. The significance of CSR in the energy sector is underlined based on the literature review, and the state policies to promote CSR in the energy sector are discussed and critically assessed based on the case studies of three Baltic States. The CSR practices of energy utilities of the Baltic States were assessed and compared with sustainable energy development achievements in these countries, based on the analysis of sustainable energy development trends. Estonia achieved the best results in approaching all sustainable energy development targets and was ranked with the highest scores in CSR ranking among the Baltic States, followed by Lithuania. The results of the case studies demonstrate that the Baltic countries have achieved different results in sustainable energy development progress, and the role of energy utilities and their corporate sustainability practices may have huge impacts on the achievement of sustainable energy development targets. In order to fulfill the European Energy Performance of Buildings Directive (EPBD) requirements regarding the reduction of energy consumption in buildings, great attention is paid to primary energy consumption. Wind energy is considered a type of primary energy. The analysis of the literature has revealed that wind energy is evaluated by different methods. Therefore, the aim of this article is to calculate the effect of the parameters of wind sources and wind speed on the primary energy factor of wind turbines. In order to achieve this aim, the primary energy factor of investigated 100 wind turbines and 11 wind farms operating in Lithuania was calculated. The results of the investigation show that the difference in the non-renewable primary energy factors between wind turbines with regard to their capacity is 35%. In addition, primary energy factor (PEF) values depend on geographic location and climate conditions. This paper provides a recommendation that the EU energy efficiency and renewable energy directives and regulations of all EU member states should use the same or, at least, a very similar methodology for the calculation of the primary energy factors of renewable and non-renewable energy sources.
