This paper proposes a conceptual framework to systematize the use of Nature-based solutions (NBS) by integrating their resilience potential into Natural Assurance Scheme (NAS), focusing on insurance value as corner stone for both awareness-raising and valuation. As such one of its core goal is to align research and pilot projects with infrastructure development constraints and priorities. Under NAS, the integrated contribution of natural infrastructure to Disaster Risk Reduction is valued in the context of an identified growing need for climate robust infrastructure. The potential of NAS benefits and trade-off are explored by through the alternative lens of Disaster Resilience Enhancement (DRE). Such a system requires a joint effort of specific knowledge transfer from research groups and stakeholders to potential future NAS developers and investors. We therefore match the knowledge gaps with operational stages of the development of NAS from a project designer perspective. We start by highlighting the key role of the insurance industry in incentivizing and assessing disaster and slow onset resilience enhancement strategies. In parallel we place the public sector as potential kick-starters in DRE initiatives through the existing initiatives and constraints of infrastructure procurement. Under this perspective the paper explores the required alignment of Integrated Water resources planning and Public investment systems. Ultimately this will provide the possibility for both planners and investors to design no regret NBS and mixed Grey-Green infrastructures systems. As resources and constraints are widely different between infrastructure development contexts, the framework does not provide explicit methodological choices but presents current limits of knowledge and know-how. In conclusion the paper underlines the potential of NAS to ease the infrastructure gap in water globally by stressing the advantages of investment in the protection, enhancement and restoration of natural capital as an effective climate change adaptation investment. The global consensus is to reduce greenhouse gas emissions and actively respond to climate change (CC). Global warming has irreversibly altered the Earth's ecosystems. Unpredictable extreme weather events caused by CC are posing new risks to urban infrastructure. Infrastructure is one of the primary guarantees to maintain the stable operation of the city. Therefore, it is imperative to strengthen the climate resilience of infrastructure to avoid the loss of life and property caused by climate risks. This paper uses CiteSpace to analyze data in the field of climate resilience infrastructure (CRI) over the past 25 years. We find that global CRI research has transitioned through three stages. According to the geographic spatial distribution map drawn by ArcGIS, it can be found that developed countries account for a relatively large number of documents. The research institution is dominated by institutions of higher learning, with limited cooperation between institutions and loose organizational collaboration. CRI is composed of multi-disciplinary collaborative development, from a single discipline of environmental ecology or water resources to a research field integrating engineering, meteorology, sustainability, and energy. Urban resilience and Nature-based solutions are research hotspots. Small Island Developing States are major objects in the future. The research emphasis has shifted from addressing the multiple problems caused by CC to increasing the climate resilience of infrastructure to enhance the resistance of urban systems. Renewable energy and climate models are applied to infrastructure construction. In general, CRI is a effective measure that can help reduce environmental pollution, carbon emissions, and global climate regulation. With the impacts of climate disruption becoming more evident there has been an increase in the uptake of climate change adaptation "toolkits" to assist local governments build community resilience and adapt to the impacts of climate change. There is increasing attention and call for practitioners to adopt proactive and participatory approaches to help in the adaptive response planning process. One such toolkit is the International Council for Local Environmental Initiatives (ICLEI) Asian Cities Climate Change Resilience Network (ACCRN) Process (IAP). This is a simple but rigorous toolkit developed to help local governments in Asian cities build resilience to the impacts of climate change. This paper outlines the application of the toolkit to determine its versatility in the rural context and was trialled in the Himalayan rural enclave of Ramgad in the Indian state of Uttarakhand. Given the differences between urban and rural environments, the outcomes highlighted the need for further investigation and analysis into the process to ensure that the methodology truly reflects the nature of rural systems and their level of vulnerability and adaptive capacity. Overall, the toolkit proved to be a simple but versatile toolkit to assess the vulnerability and adaptive capacity of communities in rural Himalaya.
