This paper investigates the impact of heat waves on the productivity of the Italian food industry. Using daily weather and firm‐level data for the 2004–2019 period, we show that a heat wave causes, on average, a reduction in Total Factor Productivity (TFP) of about 3.2%. Smaller firms are more severely affected, with a reduction of approximately 7%, revealing unequal impacts within the same country and sector. The reduction in TFP can be partially attributed to lower workers' productivity, with labour input increased in order to compensate for productivity loss. The estimated effect is heterogeneous across subsectors, with some well‐known Italian products (e.g., wine production) more severely affected by heat waves. These findings have significant policy implications due to the expected increase in the frequency of heat waves caused by climate change, and are particularly important in the case of the Italian food industry, which is mainly composed of small firms. In this paper we examine whether there are significant gender differences in the adoption of climate‐smart agricultural (CSA) practices in sub‐Saharan Africa. Using individual‐level data from four sites in Kenya, Uganda and Senegal, our empirical analysis provides robust evidence that men have a higher likelihood of adopting high‐return CSA practices including modern chemical fertiliser, improved high‐yielding varieties and drought/pest tolerant livestock practices. In contrast, women tend to have a higher likelihood of adopting low‐risk and low‐return traditional CSA practices such as water harvesting, crop covering, rangeland management and pest management. Our subsample analysis shows significant heterogeneity in the gender gap across countries. The results of the decomposition of the observed gender gap show that personal values and norms, access to weather and production information and farm characteristics are important factors that explain the gender differential in the likelihood of CSA adoption. Our findings imply that equalising access to key resources such as plots of land, information and decision making power will be crucial to close the gender gap in the adoption of CSA practices. This Address considers a range of issues relating to the contribution of meat consumption and livestock production to global warming, given the need highlighted by the Committee on Climate Change ( CCC) to reduce global GHG emissions by over 50% by 2050. The IPCC Climate Change 2014 report recognised that demand oriented measures may also contribute to GHG mitigation. The paper reviews a number of studies which examine demand-led mitigation potentials, and concludes that such estimates ignore the market effects of changes in meat consumption habits or demand oriented policies. A simple partial equilibrium model of beef, poultry, pig and ovine meats is developed for the major regions of the world to explore the impact of a range of scenarios which might reduce meat consumption and GHG emissions. These include emissions taxation, long-term trends in reduction of red meat consumption in developed economy regions, and supply side improvements in livestock emissions intensities. The paper discusses problems associated with many published demand elasticities suitable for incorporation into a market model, problems of selection from widely varying published estimates and their appropriateness for longer-run projections. The dearth of published supply elasticity estimates is also highlighted. The modelling concludes that economic and population growth to 2050 without any mitigation measures will lead to a 21% increase in per capita meat consumption and a 63% increase in total consumption and GHG emissions by 2050. However, the mitigation projections from the scenarios explored only generate a 14% reduction in cumulative emissions from the baseline 2050 projections, insufficient to meet the CCC target. Unanticipated events can cause considerable economic hardship for poor rural households. Some types of negative shocks, for example weather-related agricultural losses and vector-borne diseases, are expected to occur more frequently as a result of climate change. In this paper we measure the role of household- and location-specific characteristics in conditioning behavioural responses to a wide range of idiosyncratic and covariate shocks. We use data from 8,000 rural households in 25 developing countries, compiled in the global database of the Poverty Environment Network. We employ a hierarchical multinomial logit model to identify the importance of characteristics observed at different levels of aggregation on a set of strategies aimed at coping with economic shocks. Results indicate that in response to idiosyncratic shocks, households tend to deplete financial and durable assets, whereas covariate and thus often climate-related shocks predominantly result in reduced consumption. Households in sites characterised by high asset wealth tend to cope with shocks in a more proactive way than those in sites with average or below average asset wealth, but the role of asset types in conditioning shock responses varies across regions. Financial insurance for extreme events can play an important role in hedging against the implications of climate change. This paper combines a comprehensive estimation strategy and a unique panel dataset to study the role of financial insurance in farmers' welfare under uncertainty. Data are drawn from a large Italian farm panel dataset. We find that (i) demand for insurance products is likely to increase in response to climatic conditions, and (ii) that the use of insurance reduces the extent of risk exposure. We also find that farms growing more crops are less likely to adopt the insurance scheme. This confirms what is found in the theoretical literature. Crop diversification can be a substitute for financial insurance in hedging against the impact of risk exposure on welfare. [ABSTRACT FROM AUTHOR]

The paper outlines EU policy on bioenergy, including biofuels, in the context of its policy initiatives to promote renewable energy to combat greenhouse gas emissions and climate change. The EU’s Member States are responsible for implementing EU policy: thus, the UK’s Renewables Obligation on electricity suppliers and its Renewable Transport Fuel Obligation and road-fuel tax rebates are examined. It is unlikely that EU policy is in conflict with the WTO Agreement on Agriculture or that on Subsidies and Countervailing Measures, but its provisions on environmental sustainability criteria could be problematic.
