This paper explores the changing terrain of disability support policy in Australia. Drawing on a critical disability framework of policy sociology, the paper considers the policy problem of access to education for people with disabilities under recent reform by means of the National Disability Insurance Scheme (NDIS), which commenced full roll-out across the country from July 2016. The paper reviews NDIS reports, legislation and associated literature to consider how eligibility to scheme participation and education services are shaped, and how education is positioned in the development and implementation of the NDIS. The analysis highlights tensions that exist for people with disabilities and their families who both access the scheme and who might draw on its provision to support their education, because of the way the policy is oriented towards pathological categorisation, standardised outcomes and service delineation rather than integrated support and informed involvement. The paper concludes by arguing that despite the policy priority across Organisation for Economic Co-operation and Development countries of increasing lifelong learning opportunities, fragmented NDIS policy in Australia prevents people with disabilities from achieving this ideal. This paper investigates the commercialisation of Social and Emotional Learning (SEL) in Australian schools. Specifically, it focuses on understanding why teachers value commercial resources, and how they enact these in their classrooms. Theorising around teacher agency suggests teachers are now choosing to use a range of commercial resources and view these as important additions to their pedagogical toolbox. Teachers want high quality resources, and they prefer resources that are easy to import, scaffold and modify according to their specific needs. Teachers did not readily see the benefit of a prescriptive SEL program. Instead, they wanted multiple resources that they could pick and choose the best bits from. Our data suggests that teachers are not being seduced by commercialisation and the ‘easy fix’ it promises, but are in fact presenting as agentic professionals who care deeply about students’ social and emotional wellbeing and are working to tailor bespoke learning experiences to meet the needs of their students within their specific school contexts. We argue that it is worth nuancing the critique about commercialisation offered in the literature to date, and suggest that commercialisation is not inherently bad, rather it is the ‘intensity’ of commercialisation that needs to be regulated and further investigated. During the latter half of the twentieth century, Australia, like many countries in the Organisation for Economic Cooperation and Development, experienced rapid expansion in participation in higher education which was supported by government through increases in the number of publicly funded university places. However, in spite of this expansion, a disproportionately large share of the undergraduate student population is still drawn from higher socio-economic backgrounds. This paper seeks to understand the persistence of inequality in higher education by examining changes in patterns of participation in Australian universities since the 1970s. Using logistic regressions to analyse data collected by three Australian surveys conducted between 1987 and 2005, the authors examine the influence of having a university-educated parent on an individual’s chances of obtaining a higher education degree. They find that although the expansion of higher education has had some impact in terms of reducing inequality, having a university-educated parent continues to exert a direct effect on an individual’s propensity to graduate from university. The paper draws on the theories of maximally maintained inequality and relative risk aversion to interpret institutional and student behaviour. This paper explores the repositioning of state curriculum agencies in response to the establishment of the Australian Curriculum and the key national policy organisation responsible for its development: the Australian Curriculum, Assessment and Reporting Authority (ACARA). I begin with an analysis of the federal Labor government's role in the early years of the Australian Curriculum reform, arguing that Labor was afforded a rare window of political opportunity that enabled the fundamental restructuring of curriculum policy at the national level, and which has significantly altered intergovernmental and inter-agency relationships. Following this, I engage with research literature that has sought to theorise the changing nature of Australian federalism in relation to schooling reform. I then present an empirical analysis based on interviews with policy-makers in ACARA and curriculum agencies in four Australian states (Western Australia, New South Wales, Queensland and Victoria). My analysis draws attention to three dominant trends: powerful new roles for ACARA in driving national reform and inter-agency collaboration; increased policy overlap and blurred lines of responsibility; and an uneven playing field of intergovernmental and interagency relationships and powers. I conclude by considering the implications of emerging reform trends for conceptualising the shifting dynamics of federalism in Australia and beyond. [ABSTRACT FROM AUTHOR]

This paper will explore private sector participation in public sector education in the Australian context, focusing on case studies of Queensland and New South Wales, with reference to developments in other states and territories and internationally. In Australia, most states and territories have PPP policies and key projects include the Southbank redevelopment in Brisbane and the ‘New schools’ Project in Sydney. The case studies are both supported by Labor state governments and typify the state of affairs nationally, For Queensland, the Southbank TAFE Institute and Brisbane State High School have been brought into a new education precinct in order to ‘free up’ the system by outsourcing non-core services and ‘free up’ valuable inner-city land. In NSW, nine new public schools are being built by a private consortium, for a cost of $100 million as part of a program totaling $5 billion in areas under-serviced by government schools. Yet despite a concerted effort to sell the value of PPPs, Australians appear to be ambivalent about ‘privatization’ of public services. This paper will look at whether PPPs are robbing the public sector to pay the private sector, and where this strategy is taking Australia and the future of our education systems. Policy conceptualizations of the global knowledge economy have led to the channelling of much Higher Education and Research and Development funding into the priority areas of science and technology. Among other things, this diversion of funding calls into question the future of traditional humanities and creative arts faculties. How these faculties, and the disciplines within them, might reconfigure themselves for the knowledge economy is, therefore, a question of great importance, although one that as yet has not been adequately answered. This paper explores some of the reasons for this by looking at how innovation in the knowledge economy is typically theorized. It takes one policy trajectory informing Australia's key innovation statement as an example. It argues that, insofar as the formation of this knowledge economy policy has been informed by a techno-economic paradigm, it works to preclude many humanities and creative arts disciplines. Current national reforms in Australian higher education have prioritised efforts to reduce educational disadvantage within a vernacular expression of neoliberal education policy. Student-equity policy in universities is enmeshed in a set of competitive student recruitment relations. This raises practice-based tensions as universities strive to meet specific institutional targets for low-socio-economic status (SES) and Indigenous student participation, whilst broadening participation more generally within the sector. This paper seeks empirically to trace the activation and appropriation of federal policy through two sites of higher education policy practices: a state government-sponsored equity practitioner body and two differently positioned universities, Dawson and Mclllwraith, as they engage with low-SES schools. Working together Dorothy Smith's insights into the textually mediated activation of local practices, Levinson and colleagues' concept of the local appropriation of authorised policy, and Bourdieu's notion of the contested field, we demonstrate that the generation of state level and institutionally specific policies for student-equity practices not only articulates to federal policy, but also appropriates the ruling relations of mandated policy. Further, the scope of these creative local appropriations is organised within a hierarchical academic field through which particular institutional imperatives, as well as the needs of low-SES students, are negotiated. The analysis demonstrates the vernacularisation of policy in the national rearticulation of global discourses, in appropriation at the level of the state body and in the practices of equity workers. Increased accountability is at the centre of widespread educational reforms which feature the rhetoric of deregulation in many countries across the globe. Not only have educational systems, institutions and practitioners been required to be more accountable, but arguably the nature of accountability has also changed from professional and democratic to managerial and market forms. In particular, within the hegemonic discourses of the market ideology associated with globalization, market accountability to paying customers (both within a nation-state and internationally) has been foregrounded. However, the hegemony is not complete. Governments have often positioned themselves as 'market managers', creating a complex and often contradictory relationship between new forms of market and managerial accountability, layered on top of more traditional notions of professional and democratic accountability. This paper explores the changing nature of accountability in Australian and English higher education, and makes comparisons between them. As we enter the twenty-first century, central higher education authorities in both countries are conducting major reviews and revisionings of mechanisms to enhance the accountability of universities in the new global knowledge-based economy. While the analysis finds convergence of policy objectives and discourses, it also finds divergences in the particular structures and processes employed. Further, it finds a disjunction between macro-level policy intent and institutional-level reactions and practices in both countries. We argue that with globalization 'talk', it is important not to gloss over policy differences between individual nation-states, and to problematize potentially globalizing concepts such as accountability within policy debates at both national and global levels. In the last decade 'quality' has assumed the status of one of the meta-discourses across many domains of public policy, including education. This paper focuses on the specific example of quality policy in Australian higher education of the 1990s, and in particular, on the micro level of quality policy practice as experienced by academic practitioners in 6 universities. As such, it forms a follow-up to an article published earlier in the Journal of Education Policy (Vidovich and Porter 1997) which examined macro (national) and intermediate (the Committee for Quality Assurance in Higher Education) levels of a quality policy cycle consisting of contexts of influence, policy text production and practice, as articulated by Ball and colleagues (Bowe, Ball and Gold 1992, Ball 1994). The findings of in-depth interviews with key university personnel provide evidence of the 'messy' realities of the policy process and considerable variation in quality policy practices at local sites, particularly in terms of the different historical contexts of universities which were categorized as 'traditional', 'alternative' and 'former college' types. However, despite such variation, the 'bigger picture' effect of the quality policy under investigation was to enhance Australian national Government control of higher education, albeit at a 'distance', characteristic of the culture of performativity increasingly pervading higher education across many OECD countries.
