Fair access and widening participation currently occupy a prominent position in the UK higher education agenda, but these terms remain ambiguous. In this paper we identify two prominent strands of policy in the government's approach to access and the widening of participation and contrast these with a third, more progressive perspective. The academic strand seeks to attract 'gifted and talented' young people into an unreformed higher education system. The second strand, which we term the utilitarian approach, posits a need for reform. However, this is undertaken largely to meet the requirements of employers and the economy. In contrast, a transformative approach values diversity and focuses on creating a system of higher education that does not place the burden of change upon potential entrants. This framework is used to explore some of the implications of the government's White Paper The future of higher education. First, the purpose of higher education is discussed, with particular reference to the distinction between economic and social objectives. Second, the government's view of the structure of the higher education sector is examined, by scrutinizing the notion of institutional differentiation and the role of the access regulator. We conclude that within a more differentiated higher education sector different aspects of the access discourse will become dominant in different types of institutions. [ABSTRACT FROM AUTHOR]

This article considers questions of ‘employability’, a notion foregrounded in the Green and White Papers on the Teaching Excellence Framework (TEF). The paper first questions government imperatives concerning employability and suggests a series of mismatches that are evident in the rhetorics in this area. This summary opens up elements of what I am calling the first ‘folly’ in the field. The second section of the paper considers recent research with individual academics engaged in employability activity. This research suggests another series of mismatches in the aims and outcomes of ‘employability initiatives’ and opens up a further series of ‘follies’ in the day-to-day practices of academics and students’ responses to them. The third section of the paper turns to academics’ reports of student behaviour in relation to the outcomes of their degree. This section develops an argument that relates to the final ‘folly’ associated with the current focus on employability. I argue that students’ focus on outcomes (which at face value suggests they have internalized the importance of employment) is contributing to the production of graduates who do not have the dispositions that employers – when interviewed – say that they want. The highly performative culture of higher education, encouraged by the same metrics that will be extended through the TEF, is implicated then innotpreparing students for the workplace. In the United Kingdom (UK), Higher Education Institutions share with other educational providers the duty to provide reasonable adjustments for students who disclose disabilities. The role of academic administrators in the operationalisation of legislation-driven policy related to disability within the university context is overlooked within empirical and theoretical literature, and explicit recognition of the administrative role is often reduced to descriptions of bureaucratic processes and training requirements. This paper makes an empirical and theoretical contribution by explicitly recognising the unique operational and personal practices of educational administrators as they undertake disability-related work. Drawing upon a larger ethnographic study that employed observation, in-depth qualitative interviews and discourse analysis, the findings start to reveal the subtle interactional practices that administrators undertake during their everyday work with people disclosing of a disability; these revelations offer indicators for future staff training and development. This paper explores constructions of the 'new' university student in the context of UK government policy to widen participation in higher education. New Labour discourse stresses the benefits of widening participation for both individuals and society, although increasing the levels of participation of students from groups who have not traditionally entered university has been accompanied by a discourse of 'dumbing down' and lowering standards. The paper draws on an ongoing longitudinal study of undergraduate students in a post-1992 inner-city university in the UK to examine students' constructions of their experiences and identities in the context of public discourses of the 'new' higher education student. Many of the participants in this study would be regarded as 'non-traditional' students, i.e. those students who are the focus of widening participation policy initiatives. As Reay et al. (2002) discovered, for many 'non-traditional' students studying in higher education is characterized by 'struggle', something that also emerged as an important theme in this research. The paper examines the ways in which these new student identities both echo the New Labour dream of widening participation and yet continue to reflect and re-construct classed and other identities and inequalities. The recent UK government Green Paper proposes reform for the supply side of 14-19 education, establishing four key goals. This article focuses on the first of these goals: meeting needs and improving choice. The article draws on research on sixth form colleges, general further education colleges and schools. It argues that employers, one of the two groups highlighted in the Green Paper, are a relatively weak force in shaping provision. The second group, young people, are more powerful due to current funding incentives, it presents evidence which suggests that colleges and schools perceive both practical and attitudinal difficulties in collaborating to meet needs by offering flexible routes and a distinctive range of choices. A long history of intervention in the supply side has not achieved widening participation nor equity amongst the choices offered. A more radical approach to influencing the demand side may be needed. This paper begins by providing an overview of the UK's national key skills agenda, with a view to placing in context the subsequent description of the formulation and implementation of a skills policy by a traditional, research led university, namely Queen's University Belfast. The paper is written from the perspective of two members of academic staff who spent two years on part-time secondment as Skills Development Officers. We outline how a number of small-scale investigative projects informed our thoughts and decisions, how aspects of management and internal politics influenced the formulation or a university skills policy, and how a series of initiatives evolved that were aimed at supporting staff and students in implementation of that policy. We conclude that while external pressures to explicitly develop students' key skills within higher education are intense, restitutions need to reflect more on the implications of any policies and strategies for implementation they impose upon their staff. Within traditional institutions progress can be slow, with the pace of change influenced not only by the level off support and drive from senior management, but also dependent upon the knowledge, experience, energy and enthusiasm of academic 'champions' who have a balanced view' of the skills agenda. This paper investigates the history of US influence on higher education policy and practice in the UK during the second half of the 20th century. The analysis is located in a broader context of cultural and policy encounters between the two nations during these years and considers the relevance of the contested concept of 'Americanization' to understanding the history of transatlantic influence. It argues for an interdisciplinary approach to understanding the UK's orientation towards the US academy and draws on a range of relevant concepts from social science to illustrate the key themes and questions involved. Policy transfer and lesson drawing are considered as conceptual tools with which to identify the often complex and overlapping elements involved in the development of policy. Unpacking these concepts requires detailed historical investigation of who, why and what is involved in policy transfer and needs to be firmly located within the specific nature of educational policy making and politics in the UK. The empirical evidence suggests that the translation of US policy ideas and practices was far from straightforward and was invariably conditioned by a range of structural, cultural and political barriers. This paper examines some of the issues surrounding student retention in higher education. It is based on the case study of a modern university in England that has good performance indicators of both widening participation (i.e. increasing the diversity of the student intake) and student retention. The two-fold nature of this success is significant, as it has been asserted that greater diversity will necessarily lead to an increase in student withdrawal. Furthermore, changes to student funding in the UK put greater financial pressures and stress on students, especially those from low-income groups. Nevertheless, many students cope with poverty, high levels of debt and significant burdens of paid work to successfully complete their courses of study. Drawing on the work of Reay et al. (2001), this paper adopts and explores the term 'institutional habitus', and attempts to provide a conceptual and empirical understanding of the ways in which the values and practices of a higher education institution impact on student retention. As governments worldwide articulate the rhetoric of a 'knowledge economy' traditional cultures of education management and leadership are found to be wanting. At the same time, growing recognition that market and managerial reforms have not improved levels of educational performance has increased government interest in the transformative powers of business and charismatic leadership. This paper considers this phenomenon with reference to the changing conditions of corporate leadership taking place in the further education (FE) sector. Whilst ostensibly a 'very English' case study, the paper draws attention to the wider implications of managing and socializing others in the self surveillance rules of corporate education culture. Drawing on data from an Economic and Social Research Council (ESRC) funded project the paper analyses the shifting discourse of leadership as it is experienced by principals and senior managers involved in the study. In so doing the paper seeks to examine how principals and senior managers mediate changing education policy agendas in a sector recovering from an intense period of financial crisis, industrial action and low staff morale. This paper focuses on, and helps to explain, the growing importance of higher level qualifications for adults in the UK. It highlights statistical trends in their take up of qualifications, particularly, as the result of taking part-time courses in higher education. Recent figures indicate that most part-time students at undergraduate level fund their own tuition fees: I interpret this finding as an indicator of individual demand. The article goes on to draw on a qualitative study of mature students to identify some of the issues which lie behind the statistics. I suggest that insights into the rising take up of HE can be gained from considering the backgrounds and perspectives of mature students themselves, their changing relationship to qualifying and how their return-to-study decisions relate to the contemporary socio-economic context. The paper concludes by reminding policy makers of the challenge of widening access to HE for disadvantaged groups and briefly focuses on the potential of the new foundation degree to address this issue. Despite profound changes to the higher education sector in the UK over recent years, which have tended to emphasise the role of prospective students as active choosers within a marketplace and encourage higher education institutions (HEIs) to place more emphasis on student engagement and representation as a means of improving the quality of the learning experience, the role of students’ unions has remained largely unexplored. To start to redress this gap, this paper draws on a UK-wide survey of students’ union officers and a series of focus groups with 86 students and higher education staff in 10 case study institutions. It outlines the ways in which students’ unions are believed, by those closely involved with them, to have changed over recent years, focusing on: the shift towards a much greater emphasis on representation in the role and function of the students’ union; the increasing importance of non-elected officers; and the emergence of more cooperative relationships between the students’ union and senior institutional management. The article then discusses the implications of these findings for both our understanding of the political engagement of students, and theorising student involvement in the governance of HEIs. During its time in office, the UK’s Labour government gave a strong message that having caring responsibilities for a young child should not be seen as a barrier to engaging in education and training. Its widening participation strategy included a specific commitment to increasing the number of mature students in higher education (HE) – students who are more likely than their younger peers to have caring responsibilities for dependent children. Furthermore, considerable resources were devoted to encouraging teenage mothers to return to education and training soon after the birth of their child. Nevertheless, despite this policy focus, there have been relatively few studies of the experiences of ‘student-parents’ within HE. This paper draws on findings from a cross-national study (funded by the Nuffield Foundation) to explore the support currently offered by UK universities to students who have parental responsibilities for one or more children under the age of 16. It compares this support to that offered by Danish institutions, to assess whether differences in ‘welfare regime’, the structure of the HE system and pervasive assumptions about gender relations have any discernible impact on the way in which student-parents are both constructed within institutional cultures and assisted by institutional practices. What constitutes graduate employability is discursively framed. In this paper we argue that whilst universities in the UK have long had an involvement in producing useful and productive citizens, the ongoing neoliberalisation of higher education has engendered a discursive shift in definitions of employability. Traditionally, universities regarded graduate employment as an aspect of institutions' relationship with the labour market, and one where they enjoyed a significant degree of discretion. Now, employability is a performative function of universities, shaped and directed by the state, which is seeking to supplant labour markets. We argue that this has three profound implications. First, state intervention in labour markets adjusts power balances in favour of employers. Second, contrary to the legitimising rationale of enhancing social justice, pursuit of employability agendas may well be creating two tiers of universities - those that produce docile employees and those that produce employers/leaders. And third, employability discourses may be adversely affecting pedagogies and curricula, to the disbenefit of students, institutions, employers, social justice and civil society. The drive to expand access to higher education (HE) in the UK assumes that it is a desirable option that will benefit both the individual and his or her wider community. There is also an assumption that low aspirations and low achievements present a barrier to increasing participation rates. Based upon a recent qualitative study of young people in the east of England who left school with little or no desire to enter HE, and drawing on the capability approach of Amartya Sen, our paper questions this assumption and posits that there is an alternative reading of low aspirations as different aspirations that lead young people away from HE and towards other valued lives and lifestyles. The life histories of 10 young people are used here to illustrate their aspirations and achievements, as well as their perspectives of HE, and to argue for the need to reconsider the practical and moral challenges confronting the current widening participation agenda. Both feminism and quality assurance movements have attempted to deconstruct and reconstruct the academy. Both have called for more transparency in procedures, accountability from elite professional groups and the privileging of the student experience. Both are globalized systems calling for transformation. However, it is questionable as to whether these two forces for change can form strategic alliances, or whether indeed they are in oppositional relationship. As a dominant regime of power in the UK academy today, quality assurance both exposes the micropolitics of gendered power in organizations and creates its own structures and systems of power. Quality assurance is part of the modernization process of the public services. However, gender equity is not a performance indicator in UK quality audits. In this paper, I interrogate the gendered implications of quality assurance, with particular reference to the assessment of teaching and learning in the UK (the Quality Assurance Agency's Subject Review).
