The Bay Area of California and surrounding region receives much of its annual precipitation during the October–March wet season, when atmospheric river events bring periods of heavy rain that challenge water managers and may exceed the capacity of storm sewer systems. The complex terrain of this region further complicates the situation, with terrain interactions that are not currently captured in most operational forecast models and inadequate precipitation measurements to capture the large variability throughout the area. To improve monitoring and prediction of these events at spatial and temporal resolutions of interest to area water managers, the Bay Area Advanced Quantitative Precipitation Information project was developed. To quantify improvements in forecast precipitation, model validation studies require a reference dataset to compare against. In this paper we examine 10 gridded, high-resolution (≤10 km, hourly) precipitation estimates to assess the uncertainty of high-resolution quantitative precipitation estimates (QPE) in areas of complex terrain. The products were linearly interpolated to 3-km grid spacing, which is the resolution of the operational forecast model to be validated. Substantial differences exist between the various products at accumulation periods ranging from hourly to annual, with standard deviations among the products exceeding 100% of the mean. While the products seem to agree fairly well on the timing of precipitation, intensity estimates differ, sometimes by an order of magnitude. The results highlight both the need for additional observations and the need to account for uncertainty in the reference dataset when validating forecasts in this area. [ABSTRACT FROM AUTHOR]

Numerous circulation indices have been applied in practical climate services focused on regional precipitation. It is beneficial to identify the most influential or decisive indices, but this is difficult with conventional correlation analyses because of the underlying nonlinear mechanisms for precipitation. This paper demonstrates a set of the most influential indices for July–August precipitation in North China, based on the recursive random forest (RRF) method. These decisive circulation indices include the Polar–Eurasia teleconnection, North African subtropical high ridge position, India–Burma trough, Antarctic Oscillation, Northern Hemisphere polar vortex central latitude, North Atlantic Oscillation, and western Pacific subtropical high northern boundary position. Some of these factors have been recognized as directly influential to the regional precipitation, for example, those of the northwestern Pacific subtropical high; however, some are not easily understood. Decision tree (DT) models using these indices were developed to facilitate composite analyses to explain the RRF results. Taking one of the most interesting DT rules as an example, when the North African subtropical high ridge position is sufficiently far south, an anomalous anticyclone occurs in the upstream and an anomalous cyclone in the downstream of North China. This is unfavorable for northward moisture transport in eastern China and hence causes less precipitation in North China than climatology. The present results are not only helpful for improving diagnostic models of regional precipitation, but also enlightening for exploring how global climate change could impact a region by modulating large-scale circulation patterns. Compared to traditional single-polarization radar, dual-polarization radar has a number of advantages for quantitative precipitation estimation because more information about the drop size distribution and hydrometeor type can be gleaned. In this paper, an improved dual-polarization rainfall methodology is proposed, which is driven by a region-based hydrometeor classification mechanism. The objective of this study is to incorporate the spatial coherence and self-aggregation of dual-polarization observables in hydrometeor classification and to produce robust rainfall estimates for operational applications. The S-band dual-polarization data collected from the NASA Polarimetric (NPOL) radar during the GPM Iowa Flood Studies (IFloodS) ground validation field campaign are used to demonstrate and evaluate the proposed rainfall algorithm. Results show that the improved rainfall method provides better performance than a few single- and dual-polarization algorithms in previous studies. This paper also investigates the impact of radar beam broadening on various rainfall algorithms. This paper evaluates several daily precipitation products over western and central Europe, identifies and documents their respective strengths and shortcomings, and relates these to uncertainties associated with each of the products. We analyze one gauge-based, three satellite-based, and two reanalysis-based products using high-density rain gauge observations as reference. First, we assess spatial patterns and frequency distributions using aggregated statistics. Then, we determine the skill of precipitation event detection from these products with a focus on extremes, using temporally and spatially matched pairs of precipitation estimates. The results show that the quality of the datasets largely depends on the region, season, and precipitation characteristic addressed. The satellite and the reanalysis precipitation products are found to have difficulties in accurately representing precipitation frequency with local overestimations of more than 40%, which occur mostly in dry regions (all products) as well as along coastlines and over cold/frozen surfaces (satellite-based products). The frequency distributions of wet-day intensities are generally well reproduced by all products. Concerning the frequency distributions of wet-spell durations, the satellite-based products are found to have clear deficiencies for maritime-influenced precipitation regimes. Moreover, the analysis of the detection of extreme precipitation events reveals that none of the non-station-based datasets shows skill at the shortest temporal and spatial scales (1 day, 0.25°), but at and above the 3-day and 1.25° scale the products start to exhibit skill over large parts of the domain. A prototype quantitative precipitation estimate (QPE) algorithm that utilizes specific attenuation A and specific differential phase KDP was developed for inclusion into the Multi-Radar Multi-Sensor (MRMS) system and the Weather Surveillance Radar-1988 Doppler (WSR-88D) network. Special attention is given to the optimization of the factor α used for computation of a path-integrated attenuation from a total span of differential phase along the propagation path in rain. It is suggested to estimate α from a slope of the ZDR dependence on Z in rain. The use of real-time adjusted α allows us to capture the variations of the drop size distributions, and therefore improve the QPE accuracy. It is demonstrated that the factor α is generally higher for tropical rain type compared to continental rain. Since the R(A) approach is only valid for pure rainfall, the R(KDP) relation is suggested as a complement in areas of hail contamination. This paper examines the synoptic conditions that yield extreme precipitation in two regions with different orographic features, the Olympic Mountains and Puget Sound. To capture orographic extreme precipitation, a dynamical downscaling is performed, driven by the NCEP–NCAR reanalysis and evaluated for cool-season months from 1970 to 2010. Clustering techniques are applied to the regional climate simulation, which reveals the Olympic Mountains and Puget Sound as regions with distinct temporal variability in precipitation. Results show that approximately one-third of the extreme precipitation events in each region occur without a similarly extreme event in the other, in spite of the fact that the two areas are very closely located and one is downstream of the other. Composites of synoptic conditions for extreme precipitation events show differences in integrated vapor transport (IVT) due to its dynamical component (winds at 850 hPa) and its thermodynamical component [integrated water vapor (IWV)]. For Puget Sound events, IVT is lower compared to Olympic Mountain events because of lower wind speeds. Olympic Mountain events have lower IVT compared to events with extreme precipitation in both regions, but in this case, the difference is due to lower IWV and more southerly winds. These differences in the large-scale conditions promote differences in the mesoscale mechanisms that enhance precipitation in each location. For Puget Sound events, static stability is higher, and there is a weak rain shadow. For Olympic Mountain events, static stability is lower, and a strong rain shadow is present. Accurate precipitation data are fundamental for understanding and mitigating the disastrous effects of many natural hazards in mountainous areas. Floods and landslides, in particular, are potentially deadly events that can be mitigated with advanced warning, but accurate forecasts require timely estimation of precipitation, which is problematic in regions such as tropical Africa with limited gauge measurements. Satellite rainfall estimates (SREs) are of great value in such areas, but rigorous validation is required to identify the uncertainties linked to SREs for hazard applications. This paper presents results of an unprecedented record of gauge data in the western branch of the East African Rift, with temporal resolutions ranging from 30 min to 24 h and records from 1998 to 2018. These data were used to validate the Tropical Rainfall Measuring Mission (TRMM) Multisatellite Precipitation Analysis (TMPA) research version and near-real-time products for 3-hourly, daily, and monthly rainfall accumulations, over multiple spatial scales. Results indicate that there are at least two factors that led to the underestimation of TMPA at the regional level: complex topography and high rainfall intensities. The TMPA near-real-time product shows overall stronger rainfall underestimations but lower absolute errors and a better performance at higher rainfall intensities compared to the research version. We found area-averaged TMPA rainfall estimates relatively more suitable in order to move toward regional hazard assessment, compared to data from scarcely distributed gauges with limited representativeness in the context of high rainfall variability. Precipitation displays a remarkable variability in space and time. An important yet poorly documented aspect of this variability is intermittency. In this paper, a new way of quantifying intermittency based on the burstiness B and memory M of interamount times is proposed. The method is applied to a unique dataset of 325 high-resolution rain gauges in the United States and Europe. Results show that the M- B diagram provides useful insight into local precipitation patterns and can be used to study intermittency over a wide range of temporal scales. It is found that precipitation tends to be more intermittent in warm and dry climates with the largest observed values in the southwest of the United States (i.e., California, Nevada, Arizona, and Texas). Low-to-moderate values are reported for the northeastern United States, the United Kingdom, the Netherlands, and Germany. In the second half of the paper, the new metrics are applied to daily rainfall data for 1954-2013 to investigate regional trends in intermittency due to climate variability and global warming. No evidence is found of a global shift in intermittency but a weak trend toward burstier precipitation patterns and longer dry spells in the south of Europe (i.e., Portugal, Spain, and Italy) and an opposite trend toward steadier and more correlated precipitation patterns in Norway, Sweden, and Finland is observed. In a series of two papers, rain-rate retrievals based on specific attenuation A at radar X-band wavelength using the R( A) method presented by Ryzhkov et al. are thoroughly investigated. Continuous time series of overlapping measurements from two polarimetric X-band weather radars in Germany during the summers of 2011-13 are used to analyze various aspects of the method, like miscalibration correction, ground clutter contamination, partial beam blockage (PBB), sensitivity to precipitation characteristics, and sensitivity to temperature assumptions in the retrievals. In Part I of the series, the relations inherent to the R( A) method were used to calculate radar reflectivity Z from specific attenuation and it was compared with measured reflectivity to estimate PBB and calibration errors for both radars. In this paper, R( A) rain estimates are compared to R( Z) and R( KDP) retrievals using specific phase shift KDP. PBB and calibration corrections derived in Part I made the R( Z) rainfall estimates almost perfectly consistent. Accumulated over five summer months, rainfall maps showed strong effects of clutter contamination if R( KDP) is used and weaker impact on R( A). These effects could be reduced by processing the phase shift measurements with more resilience toward ground clutter contamination and by substituting problematic R( KDP) or R( A) estimates with R( Z). Hourly and daily accumulations from rain estimators are compared with rain gauge measurements; the results show that R( A) complemented by R( Z) in segments with low total differential phase shift correlates best with gauges and has the lowest bias and RMSE, followed by R( KDP) substituted with R( Z) at rain rates below 8 mm h−1. The release of seasonal (and longer) predictions of various climatological quantities is now routine. While undoubtedly devastating to lives and livelihoods, it is unclear whether seasonal extremes in precipitation-for example, extreme dry spells leading to droughts or heavy precipitation events leading to flooding-represent a feasible target for these predictions, that is, whether they are potentially predictable or are instead inherently unpredictable more than a few days to weeks in advance. This paper assesses the potential for predicting seasonal extremes in observed precipitation as a function of region and time of year by decomposing the station-based variance into that attributable to short-memory behavior of typical meteorological events-as generated from station-specific, seasonally varying, daily time-scale stationary stochastic weather models (SSWMs)-and that attributable to longer-time-scale, potentially predictable changes in precipitation-producing processes. Findings suggest the potential for making skillful predictions of seasonal precipitation extremes over the United States is enhanced (reduced) during the cool (warm) season, particularly for heavy precipitation event accumulations. Further, this potential is accentuated along the West Coast, around the Great Lakes, and over the central plains and Ohio River valley but is diminished over the Northeast and northern Great Plains. However, findings also suggest the potential for producing seasonal (and longer) predictions of seasonal precipitation extremes is spatially and seasonally dependent. As such, this paper includes supplemental material for the potentially predictable variance of seasonal extreme dry spell lengths, heavy event accumulations, and total accumulations at 774 stations across all 365 days so readers can evaluate the potential predictability for the location, timing, and metric of most relevance to them. In a two-part paper, radar rain-rate retrievals using specific attenuation A suggested by Ryzhkov et al. are thoroughly investigated. Continuous time series of overlapping measurements from two twin polarimetric X-band weather radars in Germany during the summers of 2011-13 are used to analyze various aspects of rain-rate retrieval, including miscalibration correction, mitigation of ground clutter contamination and partial beam blockage (PBB), sensitivity to precipitation characteristics, and the temperature assumptions of the R( A) technique. In this paper, the relations inherent to the R( A) method are used to estimate radar reflectivity Z from A and compare it to the measured Z in order to estimate PBB and calibration offsets for both radars. The fields of Z estimated from A for both radars are consistent, and the differences between Z( A) and measured Z are in good agreement with the ones calculated using either consistency relations between reflectivity at horizontal polarization Z H, differential reflectivity ZDR, and specific differential phase KDP in rain or a digital elevation model in the presence of PBB. In the analysis, the dependence of A on temperature appears to have minimal effects on the overall performance of the method. As expected, the difference between Z( A) and attenuation-corrected measured Z observations varies with rain type and exhibits a weak systematic dependency on rainfall intensity; thus, averaging over several rain events is required to obtain reliable estimates of the Z biases caused by radar miscalibration and PBB. Global monthly rainfall estimates and other hydrological products have been produced from 1987 to the present using measurements from the Defense Meteorological Satellite Program (DMSP) series of the Special Sensor Microwave Imager (SSM/I). The aim of this paper is twofold: to present the recent efforts to improve the quality control (QC) of historical antenna temperature of the SSM/I sensor (1987-2008) and how this improvement impacts the different hydrological products that are generated at NOAA/National Environmental Satellite, Data, and Information Service (NESDIS). Beginning in 2005, the DMSP Special Sensor Microwave Imager/Sounder (SSMI/S) has been successfully operating on the F-16, F-17, and F-18 satellites. The second objective of this paper is focused on the application of SSMI/S channels to evaluate the performance of several hydrological products using the heritage of existing SSM/I algorithms and to develop an improved strategy to extend the SSM/I time series into the SSMI/S era, starting with data in 2009 for F-17. The continuity of hydrological products from SSM/I to SSMI/S has shown to be a valuable contribution for the precipitation and climate monitoring community but several sensor issues must be accounted for to meet this objective. Middle and eastern routes of the South-North Water Diversion Project (SNWDP) of China, which are approximately located within the area 28°-42°N and 110°-122°E, are being constructed. This paper investigates the past climatic variations on various time scales using instrumental and proxy data. It is found that annual mean surface air temperature has increased significantly during the past 50-100 years, and winter and spring temperatures in the northern part of the region have undergone the most significant changes. A much more significant increase occurs for annual mean minimum temperature and extreme low temperature than for annual mean maximum temperature and extreme high temperature. No significant trend in annual precipitation is found for the region as a whole for the last 50 and 100 years, although obvious decadal and spatial variation is detectable. A seesaw pattern of annual and summer precipitation variability between the north and the south of the region is evident. Over the last 100 years, the Haihe River basin has witnessed a significant negative trend of annual precipitation, but no similar trend is detected for the Yangtze and Huaihe River basins. Pan evaporation has significantly decreased since the mid-1960s in the region in spite of the fact that the trend appears to have ended in the early 1990s. The negative trend of pan evaporation is very significant in the plain area between the Yangtze and Yellow Rivers. There was a notable series of dry intervals lasting decades in the north of the region. The northern drought of the past 30 years is not the most severe in view of the past 500 years; however, the southern drought during the period from the 1960s to the 1980s may have been unprecedented. The dryness-wetness index (DWI) shows significant oscillations with periodicities of 9.5 and 20 years in the south and 10.5 and 25 years in the north. Longer periodicities in the DWI series include 160-170- and 70-80-yr oscillations in the north, and 100-150-yr oscillations in the south. The observed climate change could have implications for the construction and management of the SNWDP. The official approval and start of the hydro project was catalyzed by the severe multiyear drought of 1997-2003 in the north, and the operation and management of the project in the future will also be influenced by climate change-in particular by precipitation variability. In a changing climate, there is an interest in predicting how extreme rainfall events may change. Using historical records, several recent papers have evaluated whether high-intensity precipitation scales with temperature in accordance with the Clausius--Clapeyron (C--C) relationship. For varying locations in Europe, these papers have identified both super C--C relationships as well as a breakdown of the C--C relationship under dry conditions. In this paper, a similar analysis is carried out for the United States using data from 14 weather stations clustered in four different hydroclimatic regions: the coastal northeast, interior New York, the central plains, and the western plains. In all regions except interior New York state, 99th percentile 1-h precipitation generally followed the C--C relation. In interior New York, there was evidence that intensity scaled with a super C--C relationship. For the 99.9th percentile precipitation, interior New York displayed some moderate evidence of a super C--C relationship, the western plains showed little relation between precipitation and temperature, and the remainder of sites generally scaled with the C--C relationship. Also, if only July, August, and September precipitation is considered, all stations except those in interior New York have little relation between temperature and precipitation, suggesting that precipitation intensity during summer months may not be well constrained by the C--C relationship. Overall, the C--C relationship (or a variation thereof) does not appear to constrain extreme precipitation in all regions and in all seasons, and its ability to aid in constraining future predictions of extreme precipitation may only be relevant to certain locales and time periods. The upper Sacramento River watershed is vital to California's water supply and is susceptible to major floods. Orographic precipitation in this complex terrain involves both atmospheric rivers (ARs) and the Sierra barrier jet (SBJ). The south-southeasterly SBJ induces orographic precipitation along south-facing slopes in the Mt. Shasta-Trinity Alps, whereas landfalling ARs ascend up and over the statically stable SBJ and induce orographic precipitation along west-facing slopes in the northern Sierra Nevada. This paper explores the occurrence of extreme daily precipitation (EDP) in this region in association with landfalling ARs and the SBJ. The 50 wettest days (i.e., days with EDP) for water years (WYs) 2002-11 based on the average of daily precipitation from eight rain gauges known as the Northern Sierra 8-Station Index (NS8I) are compared to dates from an SSM/I satellite-based landfalling AR-detection method and dates with SBJ events identified from nearby wind profiler data. These 50 days with EDP accounted for 20% of all precipitation during the 10-WY period, or 5 days with EDP per year on average account for one-fifth of WY precipitation. In summary, 46 of 50 (92%) days with EDP are associated with landfalling ARs on either the day before or the day of precipitation, whereas 45 of 50 (90%) days with EDP are associated with SBJ conditions on the day of EDP. Forty-one of 50 (82%) days with EDP are associated with both a landfalling AR and an SBJ. The top 10 days with EDP were all associated with both a landfalling AR and an SBJ. [ABSTRACT FROM AUTHOR]

The National Oceanic and Atmospheric Administration (NOAA) Geostationary Operational Environmental Satellite series R (GOES-R) will greatly expand the ability to observe the earth from geostationary orbit compared to the current-generation GOES, with more than 3 times as many spectral bands and a 75% reduction in footprint size. These enhanced capabilities are beneficial to rainfall rate estimation since they provide sensitivity to cloud-top properties such as phase and particle size that cannot be achieved using the limited channel selection of current GOES. The GOES-R rainfall rate algorithm, which is an infrared-based algorithm calibrated in real time against passive microwave rain rates, has been previously described in an algorithm theoretical basis document (ATBD); this paper describes modifications since the release of the ATBD, including a correction for evaporation of precipitation in dry regions and improved calibration updates. These improvements have been evaluated using a simplified version applicable to current-generation GOES to take advantage of the high-resolution ground validation data routinely available over the conterminous United States. Correcting for subcloud evaporation using relative humidity from a numerical model reduced false alarm rainfall by half and reduced the overall error by 35% for hourly accumulations validated against the National Centers for Environmental Prediction stage IV radar-gauge field; however, the number of missed events did increase slightly. Reducing the size of the calibration regions and increasing the training data requirements improved the consistency of the retrieved rates in time and space and reduced the overall error by an additional 4%. Using satellite measurements in microwave bands to retrieve precipitation over land requires proper discrimination of the weak rainfall signals from strong and highly variable background Earth surface emissions. Traditionally, land retrieval methods rely on a weak signal of rainfall scattering on high-frequency channels and make use of empirical thresholding and regression-based techniques. Because of the increased surface signal interference, retrievals over radiometrically complex land surfaces-snow-covered lands, deserts, and coastal areas-are particularly challenging for this class of retrieval techniques. This paper evaluates the results by the recently proposed Shrunken Locally Linear Embedding Algorithm for Retrieval of Precipitation (ShARP) using data from the Tropical Rainfall Measuring Mission (TRMM) satellite. The study focuses on a radiometrically complex region, partly covering the Tibetan highlands, Himalayas, and Ganges-Brahmaputra-Meghna River basins, which is unique in terms of its diverse land surface radiation regime and precipitation type, within the TRMM domain. Promising results are presented using ShARP over snow-covered land surfaces and in the vicinity of coastlines, in comparison with the land rainfall retrievals of the standard TRMM 2A12, version 7, product. The results show that ShARP can significantly reduce the rainfall overestimation due to the background snow contamination and markedly improve detection and retrieval of rainfall in the vicinity of coastlines. During the calendar year 2013, compared to TRMM 2A25, it is demonstrated that over the study domain the root-mean-square difference can be reduced up to 38% annually, while the improvement can reach up to 70% during the cold months of the year. The estimation of precipitation across the globe from satellite sensors provides a key resource in the observation and understanding of our climate system. Estimates from all pertinent satellite observations are critical in providing the necessary temporal sampling. However, consistency in these estimates from instruments with different frequencies and resolutions is critical. This paper details the physically based retrieval scheme to estimate precipitation from cross-track (XT) passive microwave (PM) sensors on board the constellation satellites of the Global Precipitation Measurement (GPM) mission. Here the Goddard profiling algorithm (GPROF), a physically based Bayesian scheme developed for conically scanning (CS) sensors, is adapted for use with XT PM sensors. The present XT GPROF scheme utilizes a model-generated database to overcome issues encountered with an observational database as used by the CS scheme. The model database ensures greater consistency across meteorological regimes and surface types by providing a more comprehensive set of precipitation profiles. The database is corrected for bias against the CS database to ensure consistency in the final product. Statistical comparisons over western Europe and the United States show that the XT GPROF estimates are comparable with those from the CS scheme. Indeed, the XT estimates have higher correlations against surface radar data, while maintaining similar root-mean-square errors. Latitudinal profiles of precipitation show the XT estimates are generally comparable with the CS estimates, although in the southern midlatitudes the peak precipitation is shifted equatorward while over the Arctic large differences are seen between the XT and the CS retrievals. This paper examines the synoptic control of precipitation contrasts across the Cascade Mountains of Washington State during the cool season. The average hourly precipitation for three stations on the western and eastern sides of the barrier is calculated, and composite synoptic conditions are determined for situations when precipitation is greater over the eastern slopes, similar precipitation falls on both sides, moderately greater precipitation falls on the western side, and substantially greater precipitation falls on the western side. Conditions prior to occluded/warm frontal passage are favorable for relatively equal precipitation amounts on both sides of the barrier, with extensive warm advection precipitation spreading over the region. Low-level winds are generally southerly during this period, resulting in less orographic modulation of precipitation on the north-south-oriented Cascades. In contrast, postfrontal conditions are associated with westerly flow, enhanced windward precipitation, and greater drying on the leeward (eastern) slopes. Postfrontal conditions also bring drying aloft and reduced stability at low levels, both of which contribute to the enhancement of precipitation on the western slopes. The variation of the cross-mountain precipitation ratio between El Niño and La Niña years can be explained by the associated synoptic configurations. El Niño years have weaker zonal winds and thus less orographic modulation. Furthermore, the lesser vertical stability of La Niña years enhances precipitation on the windward side of the barrier where shallow convection is released. [ABSTRACT FROM AUTHOR]

The South Asian monsoon is critically important for agricultural production in the region that includes the vast, fertile Indus and Ganges basins. However, the behavior of the South Asian monsoon is not well understood because of its complex nature, and existing instrumental climate records are insufficient for investigating the risks of the low-frequency but high-impact megadroughts that have historically occurred. This paper develops an inverse Palmer drought severity index (PDSI) model to retrieve paleoprecipitation for the region during the time period of 1300-1899, using available data of the water-holding capacity of soil, temperature, and reconstructed PDSI based on the tree-ring analysis of Cook et al.. Temperature data are reconstructed by a regression analysis utilizing an existing temperature reconstruction in an adjacent region and the Pacific decadal oscillation. Based on the retrieved paleoprecipitation, several megadroughts are identified during the reconstruction period. The drought frequency in the Indus basin is higher than that in the Ganges basin. The intensity, frequency, and spatial extent of severe droughts increased from 1300-1899 to 1900-2010. As a signal of climate change, increasing intensity and frequency of severe drought in the Indus and Ganges River basins needs adaptation strategies and drought preparedness measures to secure the food production in this area. The Tropical Rainfall Measuring Mission (TRMM) Precipitation Radar (PR) measures reflectivity downward from space and provides observations of the vertical distributions of precipitation over land as well as the ocean. It overpasses the southern part of the Korean Peninsula where (i) a dense network of operational S-band scanning radars is available and (ii) various types of precipitation occur. By utilizing a 3D reflectivity composite from the ground S-band radar (GR) observations, this paper shows a comparison of reflectivity profiles observed with both PR and GR focusing on their vertical structure. For four cases of widespread rain, visual and statistical analyses show that PR attenuation-corrected reflectivity agrees closely with reflectivity observed from the GR composite below the melting layer. Above and within the melting layer, PR is affected critically by its sensitivity while GR beam broadening at far ranges causes systematic differences in the PR-GR comparisons. For four cases of convective rain, PR underestimates the mean reflectivities by 1-3 dB compared with those from GR at low levels where precipitation attenuation is significant toward the ground. In these cases, the low sensitivity of PR results in a small number of matched points for weak echoes. Also, the PR-GR discrepancy for the convective case is more affected by time mismatching. This paper evaluates the seasonal (winter, premonsoon, monsoon, and postmonsoon) performance of seven precipitation products from three different sources: gridded station data, satellite-derived data, and reanalyses products over the Indian subcontinent for a period of 10 years (1997/98-2006/07). The evaluated precipitation products are the Asian Precipitation-Highly-Resolved Observational Data Integration Towards Evaluation of the Water Resources (APHRODITE), the Climate Prediction Center unified (CPC-uni), the Global Precipitation Climatology Project (GPCP), the Tropical Rainfall Measuring Mission (TRMM) post-real-time research products (3B42-V6 and 3B42-V7), the Climate Forecast System Reanalysis (CFSR), and the European Centre for Medium-Range Weather Forecasts (ECMWF) interim reanalysis (ERA-Interim). Several verification measures are employed to assess the accuracy of the data. All datasets capture the large-scale characteristics of the seasonal mean precipitation distribution, albeit with pronounced seasonal and/or regional differences. Compared to APHRODITE, the gauge-only (CPC-uni) and the satellite-derived precipitation products (GPCP, 3B42-V6, and 3B42-V7) capture the summer monsoon rainfall variability better than CFSR and ERA-Interim. Similar conclusions are drawn for the postmonsoon season, with the exception of 3B42-V7, which underestimates postmonsoon precipitation. Over mountainous regions, 3B42-V7 shows an appreciable improvement over 3B42-V6 and other gauge-based precipitation products. Significantly large biases/errors occur during the winter months, which are likely related to the uncertainty in observations that artificially inflate the existing error in reanalyses and satellite retrievals. In this paper, the Weather Research and Forecasting (WRF) Model is used to investigate the sensitivity of precipitation to soil moisture and urban areas in the Netherlands. The average output of a 4-day event during 10-13 May 1999 for which the individual days had similar synoptical forcing is analyzed. Four simulations are conducted to test the impact of soil moisture changes on precipitation. A positive soil moisture-precipitation feedback is found, that is, wet (dry) soils increase (decrease) the amount of precipitation. Three additional experiments are executed, two in which urban areas in the Netherlands are expanded and one where urban areas are completely removed. Expansion of urban areas results in an increase of the sensible heat flux and a deeper planetary boundary layer, similar to reducing soil moisture. Expanding urban areas reduces precipitation over the Netherlands as a whole, but the local response is not clear. Within existing urban areas, mean and maximum temperature increases of 0.4 and 2 K, respectively, are found under an urban coverage scenario for 2040. The ratio of evapotranspiration to precipitation (a measure of the soil moisture-precipitation feedback) in the urbanization experiments is only about one-third (23%) of that in the soil moisture experiments (67%). Triggering of precipitation, on the other hand, is relatively high in the urban expansion experiments. The effects of reduced moisture availability and enhanced triggering in the urban expansion experiments compensate each other, leading to the moderate reduction in precipitation. This paper investigates how atmospheric circulation and orography affect the spatial variability of extreme precipitation in terms of depth-duration-frequency (DDF) curve parameters. To this aim, the Italian territory was considered because it is characterized by a complex orography and different precipitation dynamics and regimes. A database of 1494 time series with more than 20 years of maximum annual precipitation data was collected for the durations of 1, 3, 6, 12, and 24 h. For each data series, the parameters of DDF curves were estimated using a statistical simple scale invariance model. Hence, the combined effect of orography and atmospheric fields on parameter variability was investigated considering the spatial distribution of the parameters and their relation with elevation. The vertically integrated atmospheric moisture flux J was used as a measurement of the principal direction of the vapor transport at a given location. The analysis highlights the variability of DDF parameters and quantiles according to orography and precipitation climatology. This is confirmed by the evaluation of J modal direction over the study area. The variability of DDF parameters with mere elevation shows that maxima at high elevations seem to be upper bounded and more variable than those at lower elevations. Moreover, the mean of maximum annual precipitation of unit duration decreases with elevation. Because of its extensive quality control procedures and uniform space-time grid, the NCEP Stage IV merged Weather Surveillance Radar-1988 Doppler (WSR-88D) radar and surface rain gauge dataset is often considered to be the best long-term gridded dataset of precipitation observations covering the contiguous United States. Stage IV accumulations are employed in a variety of applications, and while the WSR-88D systems are well suited for observing heavy rain events that are likely to affect flooding, limitations in surface radar and gauge measurements can result in missed precipitation, especially near topography and in the western United States. This paper compares hourly Stage IV observations of precipitation occurrence to collocated observations from the 94-GHz CloudSat Cloud Profiling Radar, which provides excellent sensitivity to light and frozen precipitation. Statistics from 4 yr of comparisons show that the CloudSat observes precipitation considerably more frequently than the Stage IV dataset, especially in northern states where frozen precipitation is prevalent in the cold season. The skill of Stage IV for precipitation detection is found to decline rapidly when the near-surface air temperature falls below 0°C. As a result, agreement between Stage IV and CloudSat tends to be best in the southeast, where radar coverage is good and moderate-to-heavy liquid precipitation dominates. Stage IV and CloudSat precipitation detection characteristics are documented for each of the individual river forecast centers that contribute to the Stage IV dataset to provide guidance regarding potential sampling biases that may impact hydrologic applications. In this paper, the authors estimate the uncertainty of the rainfall products from NASA and Japan Aerospace Exploration Agency's (JAXA) Tropical Rainfall Measurement Mission (TRMM) Precipitation Radar (PR) so that they may be used in a quantitative manner for applications like hydrologic modeling or merging with other rainfall products. The spatial error structure of TRMM PR surface rain rates and types was systematically studied by comparing them with NOAA/National Severe Storms Laboratory's (NSSL) next generation, high-resolution (1 km/5 min) National Mosaic and Multi-Sensor Quantitative Precipitation Estimation (QPE; NMQ/Q2) over the TRMM-covered continental United States (CONUS). Data pairs are first matched at the PR footprint scale (5 km/instantaneous) and then grouped into 0.25° grid cells to yield spatially distributed error maps and statistics using data from December 2009 through November 2010. Careful quality control steps (including bias correction with rain gauges and quality filtering) are applied to the ground radar measurements prior to considering them as reference data. The results show that PR captures well the spatial pattern of total rainfall amounts with a high correlation coefficient (CC; 0.91) with Q2, but this decreases to 0.56 for instantaneous rain rates. In terms of precipitation types, Q2 and PR convective echoes are spatially correlated with a CC of 0.63. Despite this correlation, PR's total annual precipitation from convection is 48.82% less than that by Q2, which points to potential issues in the PR algorithm's attenuation correction, nonuniform beam filling, and/or reflectivity-to-rainfall relation. Finally, the spatial analysis identifies regime-dependent errors, in particular in the mountainous west. The melting of aggregated snow/crystals often results in an enhancement of the reflectivity observed by weather radars, and this is commonly referenced as the bright band (BB). The locally high reflectivity often causes overestimation in radar quantitative precipitation estimates (QPE) if no appropriate correction is applied. When the melting layer is high, a complete BB layer profile (including top, peak, and bottom) can be observed by the ground radar, and a vertical profile of reflectivity (VPR) correction can be made to reduce the BB impact. When a melting layer is near the ground and the bottom part of the bright band cannot be observed by the ground radar, a VPR correction cannot be made directly from the Weather Surveillance Radar-1988 Doppler (WSR-88D) radar observations. This paper presents a new VPR correction method under this situation. From high-resolution precipitation profiler data, an empirical relationship between BB peak and BB bottom is developed. The empirical relationship is combined with the apparent BB peak observed by volume scan radars and the BB bottom is found. Radar QPEs are then corrected based on the estimated BB bottom. The new method was tested on 13 radars during seven low brightband events over different areas in the United States. Precipitation is an important component of the climate system, and the accurate representation of the diurnal rainfall cycle is a key test of model performance. Although the modeling of precipitation in the cooler midlatitudes has improved, in the tropics substantial errors still occur. Precipitation from the operational ECMWF forecast model is compared with satellite-derived products from the Tropical Rainfall Measuring Mission (TRMM) Multisatellite Precipitation Analysis (TMPA) and TRMM Precipitation Radar (PR) to assess the mean annual and seasonal diurnal rainfall cycles. The analysis encompasses the global tropics and subtropics (40°N-40°S) over a 7-yr period from 2004 to 2011. The primary aim of the paper is to evaluate the ability of an operational numerical model and satellite products to retrieve subdaily rainfall. It was found that during the first half of the analysis period the ECMWF model overestimated precipitation by up to 15% in the tropics, although after the implementation of a new convective parameterization in November 2007 this bias fell to about 4%. The ECMWF model poorly represented the diurnal cycle, simulating rainfall too early compared to the TMPA and TRMM PR products; the model simulation of precipitation was particularly poor over Indonesia. In addition, the model did not appear to simulate mountain-slope breezes well or adequately capture many of the characteristics of mesoscale convective systems. The work highlights areas for further study to improve the representation of subgrid-scale processes in parameterization schemes and improvements in model resolution. The relative contribution of topography and land use on precipitation is analyzed in this paper for a forested area in the Netherlands. This area has an average yearly precipitation sum that can be 75-100 mm higher than the rest of the country. To analyze this contribution, different configurations of land use and topography are fed into a mesoscale model. The authors use the Regional Atmospheric Modeling System (RAMS) coupled with a land surface scheme simulating water vapor, heat, and momentum fluxes [Soil-Water-Atmosphere Plant System-Carbon (SWAPS-C)]. The model simulations are executed for two periods that cover varying large-scale synoptic conditions of summer and winter periods. The output of the experiments leads to the conclusion that the precipitation maximum at the Veluwe is forced by topography and land use. The effect of the forested area on the processes that influence precipitation is smaller in summertime conditions when the precipitation has a convective character. In frontal conditions, the forest has a more pronounced effect on local precipitation through the convergence of moisture. The effect of topography on monthly domain-averaged precipitation around the Veluwe is a 17% increase in the winter and a 10% increase in the summer, which is quite remarkable for topography with a maximum elevation of just above 100 m and moderate steepness. From this study, it appears that the version of RAMS using Mellor-Yamada turbulence parameterization simulates precipitation better in wintertime, but the configuration with the medium-range forecast (MRF) turbulence parameterization improves the simulation of precipitation in convective circumstances. This paper assesses the accuracy of satellite quantitative precipitation estimates (QPEs) from two versions of the Self-Calibrating Multivariate Precipitation Retrieval (SCaMPR) algorithm relative to that of gridded gauge-only QPEs. The second version of SCaMPR uses the QPEs from Tropical Rainfall Measuring Mission (TRMM) Precipitation Radar and Microwave Imager as predictands whereas the first version does not. The assessments were conducted for 22 catchments in Texas and Louisiana against National Weather Service operational multisensor QPE. Particular attention was given to the density below which SCaMPR QPEs outperform gauge-only QPEs and effects of TRMM ingest. Analyses indicate that SCaMPR QPEs can be competitive in terms of correlation and CSI against sparse gauge networks (with less than one gauge per 3200-12 000 km2) and over 1-3-h scale, but their relative strengths diminish with temporal aggregation. In addition, the major advantage of SCaMPR QPEs is its relatively low false alarm rates, whereas gauge-only QPEs exhibit better skill in detecting rainfall-though the detection skill of SCaMPR QPEs tends to improve at higher rainfall thresholds. Moreover, it was found that ingesting TRMM QPEs help mitigate the positive overall bias in SCaMPR QPEs, and improve the detection of moderate-heavy and particularly wintertime precipitation. Yet, it also tends to elevate the false alarm rate, and its impacts on detection rates can be slightly negative for summertime storms. The paper presents the incremental improvement of the prediction of the Great Lakes net basin supply (NBS) with the hydrometeorological model Modélisation Environmentale-Surface et Hydrologie (MESH) by increasing the accuracy of the simulated NBS components (overlake precipitation, lake evaporation, and runoff into the lake). This was achieved through a series of experiments with MESH and its parent numerical weather prediction model [the Canadian Global Environmental Multiscale model in its regional configuration (GEM Regional)]. With forcing extracted from operational GEM Regional forecasts, MESH underestimated the NBS in fall and winter. The underestimation increased when the GEM precipitation was replaced with its corrected version provided by the Canadian Precipitation Analysis. This pointed to overestimated lake evaporation and prompted the revision of the parameterization of the surface turbulent fluxes over water used both in MESH and GEM. The revised parameterization was validated against turbulent fluxes measured at a point on Lake Superior. Its use in MESH reduced the lake evaporation and largely corrected the NBS underestimation. However, the Lake Superior NBS became overestimated, signaling an inconsistency between the reduced lake evaporation and the prescribed precipitation. To remove the inconsistency, a new forcing dataset (including precipitation) was generated with the GEM model using the revised flux parameterization. A major NBS simulation improvement was obtained with the new atmospheric forcing reflecting the atmospheric response to the modified surface fluxes over the lakes. Additional improvements resulted by correcting the runoff with a modified snowmelt rate and by insertion of observed streamflows. The accuracy of retrieving the two drop size distribution (DSD) parameters, median volume diameter ( D0), and normalized intercept parameter ( NW), as well as rain rate ( R), from polarimetric C-band radar data obtained during a cool-season, long-duration precipitation event in Huntsville, Alabama, is examined. The radar was operated in a special 'near-dwelling' mode over two video disdrometers (2DVD) located 15 km away. The polarimetric radar-based retrieval algorithms for the DSD parameters and rain rate were obtained from simulations using the 2DVD measurements of the DSD. A unique feature of this paper is the radar-based estimation of the spatial correlation functions of the two DSD parameters and rain rate that are used to estimate the 'point-to-area' variance. A detailed error variance separation is performed, including the aforementioned point-to-area variance, along with variance components due to the retrieval algorithm error, radar measurement error, and disdrometer sampling error. The spatial decorrelation distance was found to be smallest for the R (4.5 km) and largest for D0 (8.24 km). For log10( NW), it was 7.22 km. The proportion of the variance of the difference between radar-based estimates and 2DVD measurements that could be explained by the aforementioned errors was 100%, 57%, and 73% for D0, log10( NW), and R, respectively. The overall accuracy of the radar-based retrievals for the particular precipitation event quantified in terms of the fractional standard deviation were estimated to be 6.8%, 6%, and 21% for D0, log10( NW), and R, respectively. Satellite-derived high-resolution precipitation products (HRPP) have been developed to address the needs of the user community and are now available with 0.25° × 0.25° (or less) subdaily resolutions. This paper evaluates a number of commonly available satellite-derived HRPPs covering northwest Europe over a 6-yr period. Precipitation products include the Tropical Rainfall Measuring Mission (TRMM) Multisatellite Precipitation Analysis (TMPA), the Climate Prediction Center (CPC) morphing (CMORPH) technique, the CPC merged microwave technique, the Naval Research Laboratory (NRL) blended technique, and the Precipitation Estimation from Remotely Sensed Information using Artificial Neural Networks (PERSIANN) technique. In addition, the Geosynchronous Operational Environmental Satellite (GOES) precipitation index (GPI) and the European Centre for Medium-Range Weather Forecasting (ECMWF) operational forecast model products are included for comparison. Surface reference data from the European radar network is used as ground truth, supported by the Global Precipitation Climatology Centre (GPCC) precipitation gauge analysis and gauge data over the United Kingdom. Measures of correlation, bias ratio, probability of detection, and false alarm ratio are used to evaluate the products. Results show that satellite products generally exhibit a seasonal cycle in correlation, bias ratio, probability of detection, and false alarm ratio, with poorer statistics during the winter. The ECMWF model also shows a seasonal cycle in the correlation, although the results are poorer during the summer, while the bias ratio, probability of detection, and false alarm ratio are consistent through all seasons. Precipitation has a high spatial variability, and thus some modeling applications require high-resolution data (<10 km). Unfortunately, in some cases, such as meteorological forecasts and future regional climate projections, only spatial averages over large areas are available. While some attention has been given to the disaggregation of mean areal precipitation estimates, the computation of a disaggregated field with a realistic spatial structure remains a difficult task. This paper describes the development of a statistical disaggregation model based on Gibbs sampling. The model disaggregates 45.6-km-resolution rainfall fields to grids with pixel sizes ranging from 3.8 to 22.8 km. The model is conceptually simple, as the algorithm is straightforward to compute with only a few parameters to estimate. The rainfall depth at each grid pixel is related to the depths of the neighboring pixels, while the spatial variability is related to the convective available potential energy (CAPE) field. The model is developed using daily rainfall data over a 40 000-km2 area located in the southeastern United States. Four-kilometer-resolution rainfall estimates obtained from NCEP's stage IV analysis were used to estimate the model parameters (2002-04) and as a reference to validate the disaggregated fields (2005/06). Results show that the model accurately simulates rainfall depths and the spatial structure of the observed field. Winter orographic precipitation over the Andes between 30° and 37°S is examined using precipitation gauges in the mountains and adjacent lowlands. Because of the limited number of precipitation gauges, this paper focuses on the large-scale variation in cross-barrier precipitation and does not take into account the fine ridge-valley scale. The maximum amount of precipitation was observed on the windward slope of the mountain range below the crest, which was twice that observed on the low-windward side between 32.5° and 34°S. Toward the east of the crest, precipitation amounts drop sharply, generating a strong cross-barrier gradient. The rain shadow effect is greater in the north (32°-34.5°S) than in the south (35°-36.5°S) of the low-lee side, which is probably due to more baroclinic activity in southernmost latitudes and a southward decrease in the height of the Andes enabling more spillover precipitation. The effect of the Andes on winter precipitation is so marked that it modifies the precipitation regimes in the adjacent windward and leeward lowlands north of 35°S. Based on the fact that ~75%% of the wintertime precipitation accumulated in the fourth quartile, through four or five heavy events on average, the synoptic-scale patterns of the heavy (into fourth quartile) orographic precipitation events were identified. Heavy events are strongly related to strong water vapor transport from the Pacific Ocean in the pre-cold-front environment of extratropical cyclones, which would have the form of atmospheric rivers as depicted in the reanalysis and rawinsonde data. The composite fields revealed a marked difference between two subgroups of heavy precipitation events. The extreme (100th-95th percentiles) events are associated with deeper cyclones than those for intense (95th-75th percentiles) events. These deeper cyclones lead to much stronger plumes of water vapor content and cross-barrier moisture flux against the high Andes, resulting in heavier orographic precipitation for extreme events. In addition, regional airflow characteristics suggest that the low-level flow is typically blocked and diverted poleward in the form of an along-barrier jet. On the lee side, downslope flow dominates during heavy events, producing prominent rain shadow effects as denoted by the domain of downslope winds extending to low-leeward side (i.e., zonda wind). This paper presents methodologies for mitigating temporally inconsistent biases in National Weather Service (NWS) real-time multisensor quantitative precipitation estimates (MQPEs) through rain gauge--based readjustments, and examines their effects on streamflow simulations. In this study, archived MQPEs over 1997--2006 for the Middle Atlantic River Forecast Center (MARFC) area of responsibility were readjusted at monthly and daily scales using two gridded gauge products. The original and readjusted MQPEs were applied as forcing to the NWS Distributed Hydrologic Model for 12 catchments in the domain of MARFC. The resultant hourly streamflow simulations were compared for two subperiods divided along November 2003, when a software error that gave rise to a low bias in MQPEs was fixed. It was found that readjustment at either time scale improved the consistency in the bias in streamflow simulations. For the earlier period, independent monthly and daily readjustments considerably improved the streamflow simulations for most basins as judged by bias and correlation. By contrast, for the later period the effects were mixed across basins. It was also found that 1) readjustments tended to be more effective in the cool rather than warm season, 2) refining the readjustment resolution to daily had mixed effects on streamflow simulations, and 3) at the daily scale, redistributing gauge rainfall is beneficial for periods with substantial missing MQPEs. Heavy precipitation and the resulting flooding are the most serious weather-related hazards over the west coast of North America. This paper analyzes the trends in heavy precipitation for the period 1950--2009 by examining the decadal distributions of the top 60, 40, and 20 two-day precipitation events for a collection of stations along the coastal zone of the United States and British Columbia, as well as the decadal distribution of maximum daily discharge for unregulated rivers from northern California to Washington State. During the past 60 years there has been a modest increase in heavy precipitation events over southern and central coastal California, a decline in heavy events from northern California through the central Oregon coast, a substantial increase in major events over Washington, and a modest increase over coastal British Columbia. Most of these trends are not significantly different from zero at the 95%% level. The trends in maximum daily discharge of unregulated rivers are consistent with the above pattern, with increasing discharges over the past three decades over Washington and northern Oregon and declines over the remainder of Oregon and northern California. Finally, the above trends in heavy rainfall and daily discharge are compared to the future patterns indicated by general circulation models under various global warming scenarios. Recently, a single-site stochastic precipitation model called ''the mixture of generalized chain-dependent processes conditioned on a climate variable'' was developed. The model can effectively eliminate overdispersion--that is, underestimation in variance of seasonal precipitation total. In this paper, the single-site model is further developed into a multisite stochastic precipitation model by driving a collection of individual single-site models, but with spatial dependence following a method proposed by D. S. Wilks. Specifically, a computationally effective algorithm for estimating the spatial dependence of precipitation occurrence is developed to replace the construction of the empirical curves in the Wilks method. An effective and straightforward approach for correcting the bias of the spatial correlation of precipitation intensity is also proposed. Convective precipitation is the main cause of extreme rainfall events in small areas. Its primary characteristics are both large spatial and temporal variability. For this reason, the monitoring of accumulated precipitation fields (liquid and solid components) at the surface is difficult to carry out through the use of rain gauge networks or remote sensing observations. Alternatively, numerical models may be a useful tool to simulate convective precipitation for various analyses and predictions. This paper focuses on improving quantitative convective precipitation estimates that are obtained with a cloud-resolving model. This aim is attained by using the appropriate cloud drop size distribution and modified single sounding data. The authors perform comparisons between observations and three model samples of the areal-accumulated convective precipitation for a 15-yr period over mountainous and flat land areas with 45 and 29 convective events, respectively. They compare the results from a numerical cloud model that uses 2 different microphysical schemes--the unified Khrgian--Mazin size distribution of cloud drops--and an alternative scheme that is a combination of a monodispersed cloud droplet spectrum and the Marshall--Palmer size distribution for raindrops. The authors'' statistical analysis shows that the model version with the Khrgian--Mazin size distribution and the new initial conditions better simulates the observed areal-accumulated convective precipitation than the alternative microphysical approach for both study areas. The model simulations with the Khrgian--Mazin size distribution most closely match observations for the flat land area with a correlation coefficient of 0.94, while it is somewhat lower (0.89) for the mountainous area. Use of the alternative microphysical approach, on the other hand, underestimates the observed precipitation, and has the lowest correlation coefficient among the methods, 0.82 for the mountainous area and 0.85 for the flat land. In the near future, the Global Precipitation Measurement (GPM) mission will provide precipitation observations with unprecedented accuracy and spatial/temporal coverage of the globe. For hydrological applications, the satellite observations need to be downscaled to the required finer-resolution precipitation fields. This paper explores a dynamic downscaling method using ensemble data assimilation techniques and cloud-resolving models. A prototype ensemble data assimilation system using the Weather Research and Forecasting Model (WRF) has been developed. A high-resolution regional WRF with multiple nesting grids is used to provide the first-guess and ensemble forecasts. An ensemble assimilation algorithm based on the maximum likelihood ensemble filter (MLEF) is used to perform the analysis. The forward observation operators from NOAA--NCEP''s gridpoint statistical interpolation (GSI) are incorporated for using NOAA--NCEP operational datastream, including conventional data and clear-sky satellite observations. Precipitation observation operators are developed with a combination of the cloud-resolving physics from NASA Goddard cumulus ensemble (GCE) model and the radiance transfer schemes from NASA Satellite Data Simulation Unit (SDSU). The prototype of the system is used as a test bed to optimally combine observations and model information to produce a dynamically downscaled precipitation analysis. A case study on Tropical Storm Erin (2007) is presented to investigate the ability of the prototype of the WRF Ensemble Data Assimilation System (WRF-EDAS) to ingest information from in situ and satellite observations including precipitation-affected radiance. The results show that the analyses and forecasts produced by the WRF-EDAS system are comparable to or better than those obtained with the WRF-GSI analysis scheme using the same set of observations. An experiment was also performed to examine how the analyses and short-term forecasts of microphysical variables and dynamical fields are influenced by the assimilation of precipitation-affected radiances. The results highlight critical issues to be addressed in the next stage of development such as model-predicted hydrometeor control variables and associated background error covariance, bias estimation, and correction in radiance space, as well as the observation error statistics. While further work is needed to optimize the performance of WRF-EDAS, this study establishes the viability of developing a cloud-scale ensemble data assimilation system that has the potential to provide a useful vehicle for downscaling satellite precipitation information to finer scales suitable for hydrological applications. Overlying the challenge of managing within natural hydroclimatic variability is the likely modification of runoff variability along with average runoff due to anthropogenic enhancement of greenhouse gas concentrations. In this paper analytical models are developed in which runoff mean and variability, the latter defined by the variance (or standard deviation) of annual runoff, are related to the variances and the covariance of annual precipitation and potential evapotranspiration, and the aridity index (mean annual potential evapotranspiration divided by mean annual precipitation). The method was validated using observed runoff data for 699 worldwide catchments. It was concluded that combining the Schreiber function, which relates the ratio of annual actual evapotranspiration to annual precipitation, with the analytical models provided satisfactory estimates of observed annual runoff mean and interannual variability. It was also concluded that estimates of annual runoff variability based on the simplified model of Koster and Suarez were unsatisfactory. By way of illustrating the new methodology, the approach was applied to projected annual values of precipitation from the Hadley Centre Global Environment Model version 1 (HadGEM) and it showed that considerable changes in reservoir yield are likely to occur if climate change projections of precipitation from HadGEM are realistic. Finally, further simplifications of the equations, based on the Schreiber function, are developed to estimate the mean and standard deviation of annual runoff that allow climate analysts to estimate the impact of potential climate changes on annual runoff characteristics and reservoir yield performance without having to resort to the calibration and application of a rainfall-runoff model or rely on the runoff output from general circulation models to examine such characteristics. This paper analyzes the ability of the North American Regional Climate Change Assessment Program (NARCCAP) ensemble of regional climate models to simulate extreme monthly precipitation and its supporting circulation for regions of North America, comparing 18 years of simulations driven by the National Centers for Environmental Prediction (NCEP)--Department of Energy (DOE) reanalysis with observations. The analysis focuses on the wettest 10%% of months during the cold half of the year (October--March), when it is assumed that resolved synoptic circulation governs precipitation. For a coastal California region where the precipitation is largely topographic, the models individually and collectively replicate well the monthly frequency of extremes, the amount of extreme precipitation, and the 500-hPa circulation anomaly associated with the extremes. The models also replicate very well the statistics of the interannual variability of occurrences of extremes. For an interior region containing the upper Mississippi River basin, where precipitation is more dependent on internally generated storms, the models agree with observations in both monthly frequency and magnitude, although not as closely as for coastal California. In addition, simulated circulation anomalies for extreme months are similar to those in observations. Each region has important seasonally varying precipitation processes that govern the occurrence of extremes in the observations, and the models appear to replicate well those variations. Significant concern has been expressed regarding the ability of satellite-based precipitation products such as the National Aeronautics and Space Administration (NASA) Tropical Rainfall Measuring Mission (TRMM) Multisatellite Precipitation Analysis (TMPA) 3B42 products (version 6) and the U.S. National Oceanic and Atmospheric Administration (NOAA) Climate Prediction Center’s (CPC) morphing technique (CMORPH) to accurately capture rainfall values over land. Problems exist in terms of bias, false-alarm rate (FAR), and probability of detection (POD), which vary greatly worldwide and over the conterminous United States (CONUS). This paper directly addresses these concerns by developing a methodology that adjusts existing TMPA products utilizing ground-based precipitation data. The approach is not a simple bias adjustment but a three-step process that transforms a satellite precipitation product. Ground-based precipitation is used to develop a filter eliminating FAR in the authors’ adjusted product. The probability distribution function (PDF) of the satellite-based product is adjusted to the PDF of the ground-based product, minimizing bias. Failure of precipitation detection (POD) is addressed by utilizing a ground-based product during these periods in their adjusted product. This methodology has been successfully applied in the hydrological modeling of the San Pedro basin in Arizona for a 3-yr time series, yielding excellent streamflow simulations at a daily time scale. The approach can be applied to any satellite precipitation product (i.e., TRMM 3B42 version 7) and will provide a useful approach to quantifying precipitation in regions with limited ground-based precipitation monitoring. Temporally consistent high-quality, high-resolution multisensor precipitation reanalysis (MPR) products are needed for a wide range of quantitative climatological and hydroclimatological applications. Therefore, the authors have reengineered the multisensor precipitation estimator (MPE) algorithms of the NWS into the MPR package. Owing to the retrospective nature of the analysis, MPR allows for the utilization of additional rain gauge data, more rigorous automatic quality control, and post factum correction of radar quantitative precipitation estimation (QPE) and optimization of key parameters in multisensor estimation. To evaluate and demonstrate the value of MPR, the authors designed and carried out a set of cross-validation experiments in the pilot domain of North Carolina and South Carolina. The rain gauge data are from the reprocessed Hydrometeorological Automated Data System (HADS) and the daily Cooperative Observer Program (COOP). The radar QPE data are the operationally produced Weather Surveillance Radar-1988 Doppler digital precipitation array (DPA) products. To screen out bad rain gauge data, quality control steps were taken that use rain gauge and radar data. The resulting MPR products are compared with the stage IV product on a daily scale at the withheld COOP gauge locations. This paper tests whether seasonal mean precipitation is predictable using a new method that estimates and analyzes joint probabilities. The new estimation method is to partition the globe into boxes, pool all data within the box to estimate a single joint probability of precipitation for two consecutive seasons, and then apply the resulting joint probability to individual pixels in the box. Pooling data in this way allows joint probabilities to be estimated in relatively small sample sizes; however, the new method assumes that the transition probabilities of pixels in a box are homogeneous and stationary. Joint probabilities are estimated from the Global Precipitation Climatology Project dataset in 21 land boxes and 5 ocean boxes during the period 1979–2008. The state of precipitation is specified by dry, wet, or normal terciles of the local climatological distribution. Predictability is quantified by mutual information, which is a fundamental measure of predictability that allows for nonlinear dependencies, and is tested using bootstrap methods. Predictability was verified by constructing probabilistic and quantitative forecasts directly from the transition probabilities and showing that they have superior cross-validated skills than forecasts based on climatology, persistence, or random selection. Spring was found to be the most predictable season, whereas summer was the least predictable season. Analysis of joint probabilities reveals that although the probabilities are close to climatology, the predictability of precipitation arises from a slight tendency of the state to persist from one season to the next, or if a transition occurs, then it is more often from one extreme to normal than from one extreme to the other.
