This paper explores the impact of place loss due to the loss of a beach from coastal erosion in the community of Courtown, Co. Wexford, Ireland. Using in-depth walking interviews and photo-elicitation, we investigate (i) the experiences and emotional challenges of place loss; (ii) the impacts of place loss and adaptive actions on people–place relationships and; (iii) how individuals re-imagine the future of place following loss. We find that place loss results in emotional responses consistent with solastalgia for many interviewees. Adaptation actions in the form of installation of rock armour to deal with coastal erosion were seen by many as undesirable and amplified the sense of loss experienced. For most, the lack of community engagement in decision-making has created a sense of powerlessness and anxiety around the future of place. Moreover, this sense of powerlessness is amplified for many by concurrent but unrelated policies that incentivised rapid residential development in the area, contributing to changing place identity and community cohesion. Our findings highlight that impacts of environmental change and adaptation on individuals, while significant on their own, unfold within and can be amplified by the context of on-going development issues and decision-making processes. Despite their sense of powerlessness, there is evidence that residents see rich opportunities to re-imagine place if decision-makers can create opportunities to incorporate the voice of local communities. Coastal agriculture and livelihoods worldwide are highly vulnerable to changing climates, and Bangladesh is no exception due to its geophysical location. This paper examines rice farmers' vulnerability, adaptation strategies, and adaptation barriers to managing climate change impacts in the coastal region of Bangladesh. Survey data were collected from 220 randomly selected rice farmers located across two coastal districts of Bangladesh. A multinomial logit model was applied to analyze determinants of adaptation strategies of rice farmers. The results reveal that flood is the main risk to vulnerability, followed by cyclones and storms surges and saline intrusion. The main adaptation strategies are cultivating flood and salinity tolerant rice varieties, direct seeding of rice, supplementary irrigation, cultivation of non-rice crops that have shorter growth duration, and rearing of livestock, poultry, and duck. The econometric analysis shows that factors such as household head's education, household income, farm size, access to information, and extension services significantly influence the choice of adaptation strategies of the rice farmers. We recommend to increase investment in research, training of farmers, and targeted extension services to disseminate climate-smart technologies and information for minimising vulnerability of the farmers. Institutions are influential in mediating the impact of adaptation initiatives at the local level, yet there are disconnects between the goals of multi-scale planning initiatives and community priorities. Research to address this challenge primarily focuses on reform to formal institutions in environmental governance. Meanwhile, knowledge of the specific role informal institutions play in governance processes remains limited. This study increases understanding of the interactions between informal institutions and adaptation using a case study of the Native Village of Wainwright on Alaska's North Slope. Qualitative contextual analysis was employed to identify patterns of informal institution and adaptation associations in historic and contemporary situations in Wainwright. The Adaptation Institutional Analysis Framework developed in this paper extends Elinor Ostrom's Institutional Analysis and Development Framework and is used as a tool to analyse and describe these dynamics. Four primary findings resulted from this analysis (1) identification of informal institutions that have a bearing on adaptation to environmental change and adaptive capacity in Wainwright, (2) insight into how the identified institutions relate to each other and to different aspects of local adaptation, (3) identification of changes in informal institutions that have occurred over time and the potential implications of these changes for local adaptive capacity, and (4) potential opportunities to leverage knowledge of informal institution and adaptation relationships in targeted formal initiatives. The outcomes of this study contribute to an improved understanding of the function and potential of informal institutions in adaptation processes, the benefits of which extend beyond the local context of Wainwright. Across the Global South, community-based adaptation (CBA) projects are increasingly being implemented in an effort to respond effectively and sustainably to the impacts of climate change, with a particular focus on people's livelihoods. Despite an increase in the number of CBA projects being implemented, detailed analysis and evaluation of their efficacy and the barriers faced in achieving successful outcomes is lacking. This study draws on an analysis of grey literature (i.e. project and donor reports) to explore the barriers faced in achieving effective CBA. An extensive global search of online project evaluations yielded 25 documents comprising 69 projects from which this analysis is based. This paper first presents an overview of the 69 projects and highlights any trends. Second, this paper describes the barriers to CBA according to three broad themes: socio-political, resource, and physical systems and processes. Following this is a discussion of the most prevalent barriers: cognitive and behavioural, financial, and human resources. Third, this paper discusses the key findings elucidated from this review. This includes the need for greater sharing of project reports and findings so lessons can be learned across spatial and temporal scales, and the disparity between critical academic literature on CBA and what is implemented in practice. Cities, with their increasing populations, are host to a range of issues including non-climatic factors due to the prevailing development paradigm, discriminatory urbanisation patterns, and weak governance structures. Climate change poses an additional challenge and exacerbates existing vulnerabilities affecting cities and its people, especially the urban poor. This paper highlights the barriers and enablers to climate change-related adaptation experienced in some of Bengaluru's informal settlements. The barriers described in the paper include economic, social, governance and information related issues that impede local actions and increase vulnerabilities. Enabling factors such as improving social and human capital, gaining formal recognition and most importantly support from agencies (e.g. local government, civil societies, and community leaders), help overcome some of the barriers or challenges. Hence, local level adaptation measures mainstreamed with local developmental agendas help address some of the structural causes of vulnerability. Sea level rise (SLR) caused by climate change presents challenges for public planners all over the world. In this study, practical challenges and ethical factors in adaptation to SLR were identified based on interviews with planners in Sweden. Six challenges were identified: lack of knowledge and human resources, lacking integration and coordination, lacking or insufficient frameworks for dealing with long-time-horizons, responsibility for implementation and financing, and goal conflicts in the process of implementing adaptation policy. These challenges are then developed into a typology of ethical factors that are of particular importance for adaptation to SLR, categorised as input-oriented, process-oriented and outcome-oriented ethical factors. The challenges and ethical factors identified in this paper are the first step taken towards answering the question of what a sustainable and ethical adaptation to SLR in the context of local and regional policy-making could look like. Solomon Islands is vulnerable to negative impacts from climate change, where people’s livelihoods and their well-being are threatened, especially the viability of isolated communities. Realising the increasing risks from climate change on communities, government, in partnership with aid-donor partners, has invested millions of dollars in climate change projects, through mitigation and adaptation strategies. As a form of adaptation, the government invests in programmes aimed at increasing the adaptive capacity of the vulnerable communities through landscape and seascape projects across the rural communities. Focusing on the “transformation concept” as a long-term adaptation strategy and enlargement of climate engineering and ecological resilience concepts, the paper discusses why building resilience from transformation of rural communities, as well as from landscape and seascape projects, would benefit communities and relevant authorities. This paper describes the findings of a study on two rural villages, Keigold and Mondo, from Ranogha Islands, Western Province, in Solomon Islands, where 80% of households decided to relocate from their old village “Mondo” to their new home “Keigold” after an earthquake in 2007, as part of a self-initiative. The reallocation process can be seen as a case of pro-active community transformation that provides valuable lessons to other rural communities that may be forced to move due to impacts from natural catastrophes, including those explained by climate change risks. Lessons from this experience suggest that policy-makers and non-government organisations should consider and empower local transformation initiatives as a way to building long-term adaptation to climate change. Climate change loss and damage (L&D) presents an existential threat to the Pacific Island Countries. Having contributed least to total greenhouse gas emissions, the nations of the South Pacific are highly vulnerable to rising sea-levels, tropical cyclones and other climate-related risks. Through a narrative review of the academic and policy debate and recent media reports, this paper analyses the political nature of the L&D discussion under the United Nations Framework Convention on Climate Change. Through the analysis of the crucial roles of attribution, compensation and geopolitics in framing L&D, it becomes clear that developed Parties have provided little support to respond to the financial concerns of L&D and the policy framework remains under-developed. Efforts to address L&D in Pacific Island Countries are hindered by a lack of data for understanding, monitoring and evaluating adaptation limits. Beyond that however, developed countries have largely contested any notion of legal responsibility that would require obligatory payments to compensate L&D suffered by vulnerable countries. The review of current narratives on L&D suggest there is a consistent unwillingness by developed countries to formalise approaches to attribute climate change impacts, related governance regimes, or compensatory mechanisms. The call from developing nations for compensation and rehabilitation is partly based on the argument that developed countries have both legal and moral obligations to assist poor and vulnerable countries address the issue. This paper explores how Australia's Indigenous peoples understand and respond to climate change impacts on their traditional land and seas. Our results show that: (i) Indigenous peoples are observing modifications to their country due to climate change, and are doing so in both ancient and colonial time scales; (ii) the ways that climate change terminology is discursively understood and used is fundamental to achieving deep engagement and effective adaptive governance; (iii) Indigenous peoples in Australia exhibit a high level of agency via diverse approaches to climate adaptation; and (iv) humour is perceived as an important cultural component of engagement about climate change and adaptation. However, wider governance regimes consistently attempt to "upscale" Indigenous initiatives into their own culturally governed frameworks - or ignore them totally as they "don't fit" within neoliberal policy regimes. We argue that an opportunity exists to acknowledge the ways in which Indigenous peoples are agents of their own change, and to support the strategic localism of Indigenous adaptation approaches through tailored and place-based adaptation for traditional country. This paper situates livelihood adaptations in two coastal villages within the broader context of Belize's colonial and post-colonial history and environmental processes of change. Through observations, qualitative interviews, and archival reviews, we explore the dynamics of livelihood change and analyse the diverse factors that have been influencing options and adaptation over time. The results reveal that both villages have undergone profound changes in livelihoods and productive activities on several occasions. While the villages' histories, geographies, and cultures are different, similarities in long-term trends include the transition from land-based to marine resources and the decline of small-scale agriculture. Our analysis illuminates the deep connections between local livelihoods and national as well as global political–economic processes, which favour extraction and export of natural resources throughout the period investigated, whereby resource access and market mechanisms create and constrict adaptation options for the villagers. Gradual environmental changes, such as erosion, and episodic events, such as hurricanes, have also influenced livelihood shifts and adaptations in combination with a wide range of political–economic factors. Despite the demonstrated importance of the influence of history and dimensions of political economy on contemporary adaptation options in the communities studied, the literature on climate change adaptation inadequately accounts for these factors. This paper adds new perspectives to current debates in climate change research by emphasising that longer temporal dimensions of livelihood change are important for understanding the current context for adaptation. Changes in a range of interlinked factors, in social, economic, environmental and climatic conditions, require adaptation in many communities. This paper explores how place attachment affects adaptive responses to a changing social context through analysing adaptation in two coastal municipalities in Northern Norway. The main challenge in these municipalities is declining populations and the consequences accompanying this trend, including livelihood uncertainties and decreased provision of public services. This paper discusses the role of place attachment in motivating adaptation to these changes to contribute to a growing body of literature within climate change adaptation on “subjective” (values, culture and place) dimensions. The findings suggest that people are motivated to act based on their emotional connection with place, and the paper argues that place attachment may offer a better starting point for climate change adaptation than an emphasis on climate change impacts. Climate change processes pose significant challenges to development in cities across West Africa. These processes shape and mediate urban vulnerability across urban areas and hinder wider development efforts across these cities. This paper reviews these emerging perspectives within the context of UN-Habitat's work in Bobo-Dioulasso, Burkina Faso and Saint-Louis, Senegal. It argues that policy-makers and researchers need to engage with issues of climate change and development at an urban scale and across “ordinary cities” through exploring the range of vulnerabilities inherent in each city. Specifically, the paper illustrates the diversities and similarities of climate change processes that exist across these two medium sized, or ordinary West African cities, the intersections with existing economic profiles and potential impacts and the emerging urban governance responses to these issues. It demonstrates the need to move beyond constructions of an archetypal “West African” city, and illustrates the emerging work by UN-Habitat and local partners in developing localised knowledges about urban vulnerabilities and the multiple and divergent ways in which these issues are beginning to be addressed. Sorsogon City is a rapidly urbanising coastal area in the Philippines. Its location, combined with a rapidly changing and growing urban fabric, leaves it vulnerable to both incremental climate change and associated extreme weather events. In this paper, UN-HABITAT data are used to draw out the climate change vulnerabilities and policy responses in Sorsogon City. Vulnerability “hotspots” highlight the spatial intersection of socio-economic justice concerns, particularly in terms of vulnerability to increased cyclone activity. We discuss vulnerabilities of Sorsogon City and its citizens to climate change and measures undertaken through various social, environmental and technical systems and interventions to increase resilience. The paper also attempts to unpick the relationship between the neat, concise reported city and the complexities of urban life using the Sorsogon experiment to consider the limitations of such approaches to governing climate change. We group these under four headings: social simplification in the absence of data; over-governance (and under-representation); quick wins versus strategic investment; and stretching the ecological and vulnerability footprints of the city. This paper introduces a special issue ofLocal Environmentthat has arisen through collaboration between academic researchers and the Urban Planning and Design Branch of UN-Habitat, focused on how we can understand and respond to the challenges of urban vulnerability, adaptation and resilience in the context of climate change. The paper establishes the existing state of the art in the field, and considers critical challenges that are emerging in the research-based literature. In this context, it introduces UN-Habitat's Cities and Climate Change Initiative and reflects on the lessons learnt and challenges ahead, drawing on insights from across the papers in the special issue. In conclusion, it identifies the role of international/transnational co-operation, the relation between adaptation and mitigation, issues of multi-level governance and the ways in which change in urban socio-technical systems might be achieved as critical issues across the science/policy interface where increased dialogue and the co-production of knowledge needs to focus in order to advance this agenda. This paper considers the Australian federal government's approach to climate adaptation policy for remote northern Indigenous communities through the close examination of a seminal Scoping Study. This approach is taken to illustrate the lag between adaptation theory and practice, and to highlight important considerations to enable the development of a just and effective policy. The analysis suggests that policy in this area would benefit from the further consideration of three factors, namely the role of uncertainty in climate policy, the need for meaningful consultation with communities, and the benefit of integrating contextual and bottom-up assessment of vulnerability with decision-making in an iterative manner. The paper concludes by suggesting that the current approach to vulnerability assessment is insufficiently nuanced to allow an adequate appreciation of factors that influence social vulnerability in remote communities, and consequently, policy developed from it is likely to be ineffective. This paper assesses the communication and the use of climate scenarios at the science–science and science–policy interface in Finland, Sweden and Norway. It is based on document analysis and stakeholder questionnaires. The questionnaires targeted three stakeholder groups, all engaged in the communication and the use of climate scenario information: climate scenario producers; impact, adaptation and vulnerability (IAV) experts; and policy-makers. The respondents were asked to identify issues associated with the communication of scenarios and other needs pertaining to the usefulness and availability of such information. Despite the relatively long history of climate change adaptation in the three countries, climate scenarios are not utilised to their full potential. Climate scenarios have been used in awareness raising, problem understanding and strategy development. However, far less examples can be found on adaptation actions, particularly on harnessing the benefits of climate change. The communication between climate scenario producers and IAV experts functions well; however, communication between climate researchers and policy-makers is less efficient. Each country has developed boundary services to enhance dissemination of the climate scenario information to policy-makers. They are cost-efficient but do not necessarily enhance the comprehension of the information and encourage the actual dialogue between scenario producers and the end-users. Further translation of scenario information to impact and vulnerability estimates together with established boundary work could improve the use of climate research information. As adaptation policy in these countries further progresses towards implementation, there are increasing expectations of support from research, further challenging the communication of climate scenarios. Urban regeneration policy and projects could facilitate the implementation of spatial policy responses to mitigate climate change and adapt to its consequences in cities. However, the potential role of urban regeneration in creating climate-friendly urban environments is not sufficiently evaluated and understood. Considering this gap, the paper aims to explore the potential linkage between urban regeneration and climate change. The case study analysis focuses on two urban regeneration projects, representing two major approaches of regeneration practices in Japanese cities, namely “project-based” and “plan-based” approaches. Research findings demonstrate that urban regeneration could help in reorganising existing urban areas in a climate-friendly manner. As a cross-cutting field of urban policy, urban regeneration could also help in creating synergies between mitigation and adaptation goals. Yet, achievement of such outcomes via regeneration projects necessitates the existence of an overriding urban development vision, political commitment, and willingness to implement binding and structural measures. The impact of the extreme heat wave that affected Melbourne, Australia, in two distinct phases in January and February 2009 was severe, with 374 (heat) and 173 (bushfire) excess deaths. Whilst the human health issues have been covered in detail in policy and academic arenas, much less attention has been paid to the adverse impacts on urban infrastructure. Analysis of this event, underpinned by participatory actor-based research, has shown that the impacts were experienced disproportionately across different infrastructure types. For water, telecommunications and airports, the impacts were relatively minor and the impact on rail transport and roads (and to a lesser extent, seaports) was of moderate significance, whereas research findings indicate that the electricity sector was found to be the most vulnerable. This paper focuses on the sectors that were worst impacted: electricity, rail and road transport. Commentary identifies the direct and indirect impacts of the heat event, including associated cascading effects, as well as considering actual and potential adaptation responses both before and after the event. Concluding, the authors reflect on the implications of the heat wave for urban resilience, emphasising the crucial importance of understanding the urban environment as a complex and interconnected system. Adaptation to climate change has to various degrees been added to the political agenda in all industrialised countries. In most of these countries, adaptation measures are yet to be implemented in legislation and are, therefore, in practice voluntary undertakings. At the local level of the government, this means that adaptation has to compete with other non-mandatory issues. This raises the question as to what degree adaptation can and will be implemented. This paper examines how the implementation of climate adaptation measures has proceeded in eight Norwegian municipalities. These municipalities were among the first movers on adaptation to climate change in Norway. In order to measure the degree of implementation, a set of indicators has been developed and the eight case municipalities have been analysed according to these indicators. We found that seven of eight municipalities have implemented or have specific plans to implement adaptation measures. These findings show that municipalities are able to implement adaptation policies that are not initiated at the central level, but are contingent upon a number of factors: the efforts of individuals within the municipal organisation, municipal size, and the use of external expertise. This paper explores community perspectives of environmental change and the role development actors in the regional Nepali town of Nepalganj. Understanding these perceptions is crucial for planning future adaptation to climate change and ensuring that these measures are sustainable and in line with community priorities. Firstly, I contend that whilst the local community in Nepalganj may be experiencing the impacts of climate change, they are unfamiliar and disassociated with the concept. Secondly, I identify a number of risks and opportunities around the role of local government, international development organisations and local non-government organisations in future adaptation actions. Participant perceptions of these institutions in their community reinforce a number of established critiques of development around themes such as poor consultation and short project timelines. The long-term success of adaptation actions will be shaped by the ability and willingness of development actors to evolve their practices by listening to local communities. [ABSTRACT FROM AUTHOR]

The primary objective of this paper is to discuss the limitations of risk management as a strategy for Australian local government climate change adaptation and explore the advantages of complementary approaches, including a social-ecological resilience framework, adaptive and transition management, and vulnerability assessment. Some federal and local government initiatives addressing the limitations of risk-based approaches are introduced. We argue that conventional risk-based approaches to adaptation, largely focused on hazard identification and quantitative modelling, will be inadequate on their own for dealing with the challenges of climate change. We suggest that responses to climate change adaptation should move beyond conventional risk-based strategies to more realistically account for complex and dynamically evolving social-ecological systems.
