The carbon emission reduction potential of photothermal utilization of solar energy is outstanding, but the breakthrough of technology is closely related to the management of innovation and research in higher educational institutions. What factors affect such relationship is discussed in this paper. Based on the photothermal technology project data released by the National Natural Science Foundation of China (NSFC) and China education yearbook, this paper analyzes the variable relationship between the output of solar thermal technology innovation and industrial demand. Specifically, the negative binomial regression was constructed based on the technological project approval data. The results show that the input of scientific research resources has a key influence on the development of solar thermal technology, the establishment of technological projects or the subsequent patent application derived from technological projects. With the rapidly increasing number of patent applications in China, each applicant tends to accumulate the quantity of patent, but not the improvement of patent quality. Therefore, the State Intellectual Property Office (SIPO) has recently issued a package of notification, which aims to reverse the status quo. However, existing methods of regional patent evaluation still emphasize on quantity rather than quality indices, which leads to biased evaluation results. In this paper, we establish a comprehensive index system for regional patent evaluation. The indicators of the system consist of four dimensions, including quantity, quality, structure, and coordination. This aims to provide a path of high-quality development for regional patent work. Based on the patent data of each city in Sichuan Province in 2020, this paper validated the effectiveness of the comprehensive evaluation system and put forward countermeasures and suggestions. The advanced nonferrous metal industry is a national strategic emerging industry, and its innovation ability is crucial to the transformation and development of downstream industries such as aerospace, rail transit, electronic information, and automobiles to the high end of the industrial value chain. The research on the evolution characteristics of its cooperative network is beneficial to the research on the mechanism of improving the innovation capability of the industry. Based on the cooperative invention patent application data in 2002–2020, using the social network analysis method and Gephi 0.9.2 visualization to construct a patent cooperation network and knowledge network, this paper analyzes the overall characteristics and evolution law of the patent cooperation network in the advanced nonferrous metal industry. It is found that, first, the structure of the innovation network in China's advanced nonferrous metals industry is becoming more and more complex. The scale of the cooperation network and knowledge network is increasing, and the small world is obvious. Second, some innovation subjects, as key nodes, play the role of "bridge" and grasp the general direction of technology. The structure of the key nodes in the network has changed, and the cooperative innovation network of industry-university-research has gradually evolved from enterprise-led to university-led. Third, the number of technical categories has increased and the depth of technology has been enhanced in China's advanced nonferrous metal field. Hot technical fields are characterized by high intensity, wide range, and stable advancement. Based on the data of the listed companies in strategic emerging industries in China, this paper uses GMM panel estimation method to measure the impact of government intervention on the performance of independent innovation and analyzes the impact of financial support on the effect of government intervention. The conclusions are as follows: Firstly, there is a lag effect in the performance of independent innovation, and there is also a lag effect in the patent application and main business income. In addition, there is an inverted U-shaped relationship between the patent application of one period lag and the current patent application, while there is no inverted U-shaped relationship between the main business income of one period lag and the current main business income. Secondly, government subsidies, additional deduction of R&D expenses, and value-added tax incentives have a significant effect on the number of patent applications, and the reduction of income tax burden can improve the main business income. Thirdly, after adding the financial support adjustment variables, we find that the influence direction of government intervention on the independent innovation performance has not changed, but the influence degree is weaker. Fourthly, the capital investment and labor input can significantly improve the performance of enterprise independent innovation. [ABSTRACT FROM AUTHOR]
