FOR anyone who still puts pen to paper and, as such, possibly mourned the closing of Mrs. John L. Strong, there is Connor, a luxury stationer that has just opened at the Plaza Hotel. ''Most stationery houses have gone down-market,'' said Justin Felber, who founded the company with his fellow Strong alumnus, Henri Richter-Werner. ''We wanted to go up.'' Which means: an archive of hundreds of vintage and antique monograms, as well as die cuts hand-engraved into steel by master craftsmen in Paris and updated each season like a fashion collection; cards made of 100 percent cotton, which won't bleed when written on with a fountain pen; envelopes lined by hand with tissue paper; and cashmere carrying pouches made by Loro Piana -- all of it encased in Italian silk linen boxes wrapped with two ribbons like an old steamer trunk.
