This paper presents the editorial for the Renewable and Sustainable Energy Reviews joint special issue devoted to the research work discussed and presented at the 11th Conference on Sustainable Development of Energy, Water and Environment Systems (SDEWES), held from the 4th September to the 9th September 2016 in Lisbon, Portugal and the 2nd South East European (SEE) SDEWES Conference held from June 15th to June 18th, 2016 in Piran, Slovenia. This special issue is in line with the journal's aim of publishing research from across the ever-broadening field of renewable and sustainable energy with a strong review element. Previous SDEWES conference special issues have gathered a significant knowledge base in the field of sustainable development that reflects the continuous research efforts of the SDEWES research community. Therefore, this editorial provides not only an overview of the papers published in this particular special issue, but also a wider overview of the current trends in the domain of sustainable and renewable energy. This year's special issue focuses particularly on the benefits of the bio-based economy, energy security issues, fossil fuel thermal plant alternatives and environmental constraints, district heating and cooling together with cross sector energy efficiency and energy conservation issues. Sustainable transport systems, the issue of fuel poverty in urban neighbourhoods and renewable energy to support development of peripheral rural areas, optimising passive building design for hot climates and solar-powered heating and cooling are further topics featured in this special issue. In the process of selecting papers for this special issue, the guest editors invited in total 23 extended manuscripts for consideration for publication. Energy efficiency is recognised as a key strategy to tackle three energy-related challenges – climate change, energy security and economic development – at the least cost to the society. In the recent years of the economic downturn, it gained even more relevance in the developed countries as there is more than ever the need to decouple economic recovery and growth from energy consumption. However, despite this formal recognition, energy efficiency remains the least understood and the most neglected feature of overall energy policy. Despite the substantial efforts made to develop sound energy efficiency policies, the desired effects in terms of achieved energy savings are lacking. The phenomenon is known as energy efficiency gap and its persistence was the main driver of this research. The aim of the research was to examine the causes and propose solutions for bridging the gap. Therefore, ideal policy making cycle is defined connecting design, implementation and multiple criteria evaluation of policy instruments’ impacts in closed, repetitive loop. Concept of energy efficiency market was introduced as a basis for policy making, enabling better understanding of the overall environment where policy needs to be implemented. Paper deals with the concept of energy efficiency market. It discusses the fundamental aim of energy efficiency policy – to achieve market transformation towards more efficient products and services. It presents market barriers that call for policy interventions, but upgrades the list of usually addressed barriers with behavioural and societal aspects of energy efficiency related decisions. Established methodology for energy efficiency market assessment includes upgraded model of barriers to energy efficiency. Focus of this paper is how to establish a model of energy efficiency market and to upgrade exisitng model of barriers to energy efficiencies to describe the reality better as to be a basis for policy instruments design. Renewable Energy (RE) has been identified as a key tool to counter climate change and enhance energy security. Countries across the globe have been promoting this sector by several policy measures. However, limited research has been undertaken on the economic and environmental efficacy of RE policy instruments, especially in context of emerging economies like India, which have witnessed substantial capacity addition and have set ambitious targets to de-carbonize their economy. This paper identifies 25 innovative practices followed in India which have enabled accelerated RE capacity addition with minimal financial obligations. These include energy entrepreneurship, energy democratization, private sector participation, hedging and apportioning RE procurement, use of auctions with stringent participatory norms, creditworthy counter-party, leverage of risk capital by developmental institutions, regular revision of tariffs, environmental cess on polluting industries, long-term RE purchase trajectory and incentivizing green power output. Results indicate high financial impact of instruments (support of US$ 3–5/MW h over applicable tariff) which gets neutralized when tax inflow is considered. Lower carbon abatement cost (US$ 3–6/tCO2eq) depicts high environmental efficacy. The paper shares best practices from India in terms of efficient use of RE policy enablers, which may be contextualized in other emerging economies as per the local requirements. Water and electricity are fundamentally linked. At a basic level electricity generation requires water, and water treatment and transportation use electricity. Historically, there has been little reason to understand the nature of these links, due largely to the presumption that water was not a threat to energy security, nor electricity a threat to water security. This presumption is now being challenged. Industry reforms, increasing demand, and more recently climate change – are bringing into sharp focus the links between water and electricity in unprecedented ways. General awareness of the links between water and electricity is increasing daily, as the ramifications of the links are being felt the world over: Society's ability to deal with the challenges and uncertainties arising from the links between water and electricity is being hindered by limited understanding of the nature of the links, and seeming lack of policy tools to effectively analyze them. This paper reviews comprehensively the links between water and electricity. Presents a classification system for identifying links. Using the classification system, this study further discusses these links by drawing upon examples from literature and follows with a synopsis of the nature of these links. With this background, the paper reviews and compares water-energy studies in terms of scope, objectives, methodologies and key findings, discusses major limitations of these studies and identifies important areas that would benefit from more in-depth research. This research contends that this type of approach is unsuitable in the longer term, particularly when examining complex and multidimensional issues like the water-energy nexus. This work suggests that the nature of the nexus should and can be explored from a wider perspective, by developing a suitable integrated methodological framework to serve as a platform for such exploration. Drop-in biofuels that are compatible with the existing vehicle and retail infrastructure continue to receive great attention due to their promise in addressing climate change and energy security concerns stemming from use of petroleum-based fuels. In this paper we discuss current drop-in biofuel production technologies and assess relevant biofuel policies in the U.S., particularly those impacting forest biomass in Maine and the Northeast. In this context, we examine the Renewable Fuel Standard (RFS) policy and its definition of biomass which favors biomass from plantations regardless of actual ecological impacts on biodiversity, soil and water quality. We argue that the Environmental Protection Agency (EPA) should consider revising the definition of biomass eligible for renewable fuel credits to include sustainably managed natural forests. Reconciling economic growth and energy supply with the reduction of greenhouse gas emissions and other goals for environmental protection is a major challenge for emerging economies such as Brazil. Establishing energy security standards consistent with realistic economic growth projections while considering climate change requires complex calculations and relies upon risky assumptions. Yet, such calculations and decisions must be made to avoid future energy shortages and economic crises. This paper discusses the current dilemma concerning planning and decision-making for the Brazilian electric sector considering the construction of hydroelectric power plants in the Amazon region, energy security requirements, projected economic growth and climate change feedbacks. The availability and reliability of renewable energy sources are highly dependent on climate conditions, which may vary due to possible global climatic changes. Long-term energy planning, however, does not normally take into account future threats of climate change on energy security. This paper shows the impacts of drought, as one of the main features of climate change, on the technology of electricity generation and on CO 2 emissions in the Association of Southeast Asian Nations-6 (ASEAN-6). We provide insights into the extent of the vulnerability of electricity generation options to drought. The findings increase awareness for future planning of the energy generation mix and emphasizes on an integrated and collaborative management plan based on drought planning initiatives and measures. Triggered by debates on climate change and energy security, renewable energy sources are presently high on the political agenda in many countries. In this regard Russia seems to stand aside worldwide developments. Until recently Russia׳s enormous potential in renewable energy sources remained poorly utilised. However, Russia׳s formal commitment to the global climate change regime, its new Energy Strategy 2030, and an increase in wood pellet production suggest a discontinuity. This paper investigates and explains the (limited) progress in the solid bioenergy sector in Northwest Russia. With little Russian experience in this sector, poor technological knowledge on renewables, and inadequate domestic market structures, the development of a domestic solid bioenergy sector is far from easy. Hence, Northwest Russian wood pellet developments cannot be traced back to new federal policies, only partly to local demand and stimulation, and significantly to foreign drivers. Major EU demand for wood pellets and intensified collaboration with foreign companies and organisations leading in the field of solid bioenergy research, technology and trade have triggered these developments. Solar photovoltaic (PV) rooftops have significant potentials for reducing reliance on conventional energy source and enhancing energy security in response to emergency situations or in remote areas. Widespread adaptation of solar PV rooftops can also help address climate change issue via lower overall emission of Greenhouse Gases. This paper reviewed the latest situation of solar PV rooftop implementation, expansion and execution strategies in Thailand. The review examined factors impacting adoption rate of solar PV rooftops. Supporting factors include optimum solar radiation intensity, active renewable energy development policy and Feed-In Tariff (FIT). Increasing urbanization rate also resulted in an increase in potential space suitable for solar panel installation. Barriers of solar PV rooftop implementation in Thailand were carefully analyzed. Limitation in domestic technology and technical experiences in manufacturing sector is one of the major barriers inhibiting progress in solar rooftop adoption. In addition, government subsidy and support are still needed for solar PV rooftops to be competitive with other forms of energy generation. Increasing public awareness and reforming of energy and related regulations are necessary to promote meaningful implementation of solar energy in Thailand. To enhance rate of solar PV rooftop installation in Thailand, a short-term strategy could be in a form of providing financial supports such as low interest rate loans, tax credits and development of renewable portfolio standards together with the current FIT scheme. In the longer-term, to achieve grid parity, the government and private sectors need to rely less on financial subsidies and focus on establishing R&D centers to develop and strengthen domestic solar energy industry and introduce cost-effective solar PV solutions. With effective policies and credible solutions with a viable market, public demand in solar rooftop implementation in urban areas will naturally increase and create sustainable progress in solar rooftop industry in Thailand. Energy security has been an actively studied area in recent years. Various facets have been covered in the literature. Based on a survey of 104 studies from 2001 to June 2014, this paper reports the findings on the following: energy security definitions, changes in the themes of these definitions, energy security indexes, specific focused areas and methodological issues in the construction of these indexes, and energy security in the wider context of national energy policy. It is found that the definition of energy security is contextual and dynamic in nature. The scope of energy security has also expanded, with a growing emphasis on dimensions such as environmental sustainability and energy efficiency. Significant differences among studies are observed in the way in which energy security indexes are framed and constructed. These variations introduce challenges in comparing the findings among studies. Renewable energy development is a major response to address the issues of climate change and energy security. The utilization of renewable resources, however, highly depends on the climate conditions, which may be impacted in the future due to global climate change. Based on literature analysis, this paper presents a general framework for renewable energy vulnerability assessment and applies grey cluster analysis method to demonstrate the features of vulnerability, and then employs the Simple Additive Weighting Approach to address the multiple-attribute decision problems of vulnerability assessment in China. The categorized results imply that the proposed index system is suitable for decision-making analysis and comparative analysis of renewable energy vulnerability to climate change in China. In terms of exposure part, the cluster results are complex and varied due to the unique combination of natural factors, social factors and the energy structure. In the sensitivity section, the results are presented on the distribution of areas rich in hydropower, wind power and solar energy potential. Moreover, the main results of this study are the higher renewable energy vulnerability of the poorer regions of China to climate change and the relative higher importance of adaptive capacity building in vulnerability management. Smart grid is a technology for reliable integration and intelligent control of multiple generation units where the loads spread across a non-uniform or a uniform distribution network. The basic frame work of a smart grid is made to ease the complexity of integration of Distributed Renewable Energy Sources (DRES) with greater grid penetration, reduction of transmission losses, optimized energy capacity expansion with better demand side management and hierarchical control for grid security. Smart grids consists of four unique features which can be given as Integration, Control, Communication and Metering (ICCM). Integration refers to connection of heterogeneous type of energy sources with AC or DC grid using appropriate converters. Power output of the DRES is dependent on climatic conditions like wind speed and solar irradiance. Controls in smart grids are made intelligent to extract the maximum power from the sources, operational scheduling of energy sources and overloads, control of transients, real and reactive power. For effective operation of the diverse smart grid, communication between various control nodes is necessary. Communication standards for smart grids usually are set by protocols, and most of them involve the interconnection of Secure Communication Line (SCL) to the main control unit by LAN (Local Area Network), HAN (Home Area Network), and WAN (Wide Area Network). The interconnection should be accompanied with a firewall at various levels for the cyber security of the smart grid. Smart metering employed in smart grids provides additional information of the electrical energy consumed compared to conventional energy meters. Smart metering can measure the energy parameters of the load remotely and transfer the data through the communication network. This paper presents different methods of ICCM in smart grid. Abstract: The improvement of energy efficiency is considered internationally as one of the ways to ensure energy security of supply, reduce greenhouse gas (GHG) emissions and mitigate the negative consequences of the climate change. In this paper, we propose a benchmark-and-trade system to improve the electricity intensity in South Africa in an effort towards the reduction of the country's emissions. This theoretical system is then used into a calculative application, as a simplistic example, with 2006 being the base year. The results show that the majority of the economic sectors will benefit by participating in the system. Also, the system has the ability to decrease the electricity intensity of the country without affecting its economic output. The findings indicate that, compared to the implementation of a carbon tax, this system gives the participants' stronger incentives to change their behaviour. [Copyright &y& Elsevier]

Abstract: Renewable energy and energy efficiency (REEE) policies have far-reaching implications for energy security, climate change, economic competitiveness, pollution, and human livelihood. For these reasons, REEE has become a national priority for the Chinese government, particularly since 2005. This paper aims to critically review China's REEE policies in six sectors: electricity, industry, transportation, buildings, and local government. In addition to examining the progress China has made in the development and implementation of REEE policies, this review also identifies limitations and room for improvement. Abstract: Offshore wind has the potential of becoming an important pillar of the future European energy system. It can contribute to policy objectives on climate change, energy security, green growth and social progress. However, the large potential of offshore wind does not automatically lead to a large share in future energy systems; neither does the emergent stage of development of the technology. Recent insights in innovation studies suggest that the success chances of technological innovations are, to a large extent, determined by how the surrounding system—the innovation system—is built up and how it functions. In this paper we assess the offshore wind innovation systems of four countries: Denmark, the UK, the Netherlands and Germany with the objective to provide recommendations for strengthening the overall European offshore wind innovation system. We use the Technological Innovation System (TIS) approach to analyse the system in 2011. Based on the analysis we identify a number of challenges that the European offshore wind sector faces. Some of them include: a serious deficiency of engineers; fragmented policies and poor alignment of national regulatory frameworks; cost of the technology and limited grid infrastructure. Since the problems hinder the entire system development we call for a systemic policy instrument that would support the innovation system around this technology and contribute to its wider diffusion in Europe. Abstract: As concerns about rising fossil fuel prices, energy security, and climate change increase, renewable energy can play a key role in producing local, clean, and inexhaustible energy to supply Australia’s growing demand for electricity, heat, and transportation fuel. Renewable energy is an essential part of Australia’s low emissions energy mix and this energy is important to its energy security. Australia has some of the best renewable energy resources in the world. This paper will focus on the impact of these renewable energies in Australia. Abstract: Solar energy is increasing essentially to fortify energy security and mitigate CO2 emission. Although solar energy utilization on the Qinghai–Tibetan Plateau (QTP) contributes little to the energy conservation and reduction of CO2 emission at present, it plays an important environmental role throughout Asia. Based on the solar energy applications mainly centralized on the solar cooker, the solar water heater, the solar greenhouse, and the photovoltaic devices in rural household, we analyze the sensitivity of climate change on the QTP, the potential capacity of solar resource on the QTP, the effect of solar energy utilization on CO2 abatement, the growth demand of solar energy on the QTP, and the roadmap of solar energy development on the QTP. From different scales, we summarize the adaptation instruments related to solar energy exploitation. Finally, the closely linkage technology, cost, knowledge training with supporting policies related to solar energy have been emphasized in this paper. [Copyright &y& Elsevier]

Abstract: The benefits of promoting renewable energy are regularly claimed to be energy security, climate change mitigation and job creation. While the first two benefits are generally accepted, the impact of renewable energy on employment is still disputed. This paper presents a discussion of the various factors that influence the analysis of renewable energy and its impact on employment. The advantages and disadvantages of input–output methods and analysis methods are discussed as well as the issues surrounding the measurement of job creation. A critical evaluation of the literature reveals factors that should be considered when completing a study about renewable energy and employment: labour intensity of renewables; cost increases and availability of investments; counting job losses; job quality and skills, model assumptions and sources of information. Analytical studies using extensive surveys were found to be more appropriate for regional studies while input–output methods were better suited to national and international studies. Abstract: Industrialization, development and social transformation has brought together issues of over exploitation of limited energy resource base (e.g. fossil fuel), accelerated threats of energy insecurity, and liberation of greenhouse gas emissions across the continents. The global challenge for the 21st century and way ahead is to find other means of satisfying energy needs, diversifying the energy supply, up-scaling the make-up of renewable energy to a greater extent, optimization of energy consumption and supply system. Denmark has been continuously moving towards optimization of energy production, usage and its overall management, during and even after the first global oil crisis. The country has been delivering its priority in the development of renewable energy and standing the country an energy self sufficient from last three decades. Country''s overall consumption of energy has decreased than that of the decades of 1980 and 1990s, with wider range of energy mix and saving options. The Danish government has strategized to make the country fossil fuel free by 2050, where special attention and interventions is required to boost up its development of renewable energy in the country. The past efforts of the Danish government in the energy development has helped not only making the country ‘energy self sufficient’, but also lowering the level of carbon dioxide in the atmosphere. Danish energy policy and strategies have been found more conducive and reflective of the joint EU priorities on the matter of dealing with climate change and energy security. All the past progress and its allied policies seem to be quite supportive in fulfilling its strategies for greener future. This review paper will discuss on the past efforts of Danish government in energy management and highlights on some political initiatives, which have been realised to support the country moving towards clean and green energy future. Abstract: In this study, a large-scale integrated modeling system (IMS) was developed for supporting climate-change impact analysis and adaptation planning under multi-level uncertainties. A number of methodologies were seamlessly incorporated within IMS, including fuzzy-interval inference method (FIIM), inexact energy model (IEM), and uncertainty analysis. The system could (i) encompass multiple technologies, energy resources, and sub-sectors, and climate change impact analysis into a general modeling framework, (ii) address interactions of climate change impacts on multiple energy sub-sectors and resources within an EMS, (iii) identify optimal adaptation strategies of an EMS to climate change impact through a two-step procedure, (iv) deal with multiple levels of uncertain information associated with processes of climate change impact analysis and adaptation planning, and (v) seamlessly combine climate change impact analysis results with inexact adaptation planning. It could provide decision makers a comprehensive view on the EMS as well as the corresponding adaptation schemes under climate change, greatly improving the robustness and completeness of the decision-making processes. The generated solutions can provide desired energy resource/service allocation with a minimized system cost, a maximized system reliability and a maximized energy security under varied climate change impact levels, as well as multiple levels of uncertainties. Abstract: Electricity generation in different countries is based on a variety of fuel mixes compromising solid fossil fuels, oil, natural gas, nuclear and renewable energy sources. While in the past, national energy agendas have directed the optimal utilisation of domestic resources as a means to achieve supply security, today''s environmental debates are influencing the electricity fuel mix in new directions. In this paper we examine the electricity sectors of Germany, Greece, Poland and the UK in an attempt to identify the policy and technology choices implemented in each country. The country selection is deliberately made to facilitate an extended overview of national agendas, varying domestic energy resources and industrialisation levels but still within the common EU framework. The focus is placed on policies related to two objectives, climate change mitigation and improving electricity supply security. The theoretical framework developed provides the possibility to assess the electricity sector independence at a national level using a multi-parametric analysis of the fuel mix data. Through a comparative assessment of the knowledge gained in different countries the authors provide insights and suggestions that allow for an improved understanding of the trade-offs and synergies that various policy options may introduce. This paper examines a pathway for small islands to replace fossil fuels by renewable sources, such as wind and solar, up to 100% to economically achieve energy security and satisfy The Paris Agreement to limit temperature rise as close as possible to 1.5 °C, in an economically beneficial manner. Using Jamaica, as an example, it is shown that the introduction of intermittent renewable energy to an island grid, which is electrically isolated, relying totally on itself for backup, causes serious frequency fluctuations and load shedding. Simulations show that a Battery Energy Storage System (BESS) using Li-ion batteries can be employed to economically overcome these problems. It is also noted that the cost of batteries with longer discharge capacity is on the decline and their use is expected to be become economical in about 10 years. Looking at the reported pathway to satisfy The Paris Agreement, a 2-phase pathway is suggested. In the Phase 1 (2020–2030) 30% integration of intermittent renewables with BESS backup can be implemented in a manner that is not economically burdensome whilst the remaining fossil fuel system can provide the firm energy needed. In Phase 2 (2030–2055), more renewables can be implemented, provided sufficient long term storage, including batteries, can be added to provide firm energy. By 2030 the cost of such storage is expected to fall resulting in increased deployment without a financial burden to the islands. Ideally, during the period 2020 to 2055, there should be no new additions of fossil fuel plants and retiring plants should be replaced by renewable energy plants; although an account is necessary for plants already in the planning and development stages.
