Two main theoretical points are underlying the experimentations carried out in the attempt to improve and foster the technological evolution of Social housing; on one hand the search for energy and bioclimatic efficiency, on the other hand the respect of economical feasibility matters in relation to the low construction cost required by such works. The chance to experiment such an approach, in the attempt to reach further than the mere respect of norm requirements, is represented by the experimentations in the Roman area discussed in the present paper: one has already been carried out and is currently undergoing supervision; the other one is currently being developed. Research today should focus on building a fairer and more sustainable longterm development model, compared to the present situation, capable of effectively meeting the political, economic, market and social demands. Social housing encompasses all these elements and is currently in a phase of applied experimentation. For some time now universities have been usefully contributing to furthering the issue of social housing and the time is now ripe to apply the results produced by the large number of researches in this field. The world economic crisis has further depressed the Italian production of social housing but it dramatically increased the demand of affordable rental dwellings. A refurbishment and retrofitting campaign of the social housing stock appears to be as a credible and effective strategy, able to be applied in the short term to bring this gap, at least partially. Some results of a research in progress on the topic are presented in this paper. The first one is a classification model of the main typology of retrofitting and densification of social housing projects, issued from an investigation on several European case-studies. On this base, the research established a set of design criteria, able to couple the improvement of energy, functionality and comfort performances with the increasing of the use intensity of the built stock. Since a few years there is an intensified debate in the Dutch social housing sector about measures to improve the energy efficiency of buildings and individual dwellings. It is generally acknowledged that it is cost-efficient to combine physical measures to improve the energy performance of dwellings with maintenance or improvement activities. Most of these activities take place during void repairs, planned preventive maintenance and renovations. Each can be regarded as an investment opportunity. The allocation of energy improvements between these investment types influences the energy performance of a housing stock in the long term. Il dibattito sulle misure necessarie per migliorare l'efficienza energetica degli edifici e delle singole abitazioni ha preso piede da alcuni anni nel settore del social housing olandese. In genere, viene riconosciuta la convenienza economica di combinare gli interventi di miglioramento energetico con le altre attività di manutenzione e restauro. La maggior parte di tali attività vengono realizzate nei periodi in cui un alloggio è sfitto, oppure in occasione di interventi di manutenzione programmati o straordinari. Ognuno di questi può essere visto come un'opportunità di investimento. La realizzazione di lavori di miglioramento dell'efficienza energetica in contemporanea a questi tipi di investimenti influenza il rendimento energetico dell'insieme edilizio nel lungo termine. Il paper testimonia l'attività di ricerca sperimentale che l'Unità di Ricerca CHED (Concept House and Enviromental Design) svolge da alcuni anni presso la Scuola di Architettura e Design "Eduardo Vittoria" di Ascoli Piceno intorno alla tematica del Social Housing. Il potenziamento degli interventi di housing sociale rappresenta la risposta alla crescente domanda abitativa dovuta alla vulnerabilità sociale causata dalla crisi economico-finanziaria in atto in Europa e risponde all'obiettivo di inclusive growth, definito dalla strategia di crescita di Europa 2020. Il paper affronta il tema partendo da un'analisi dei fenomeni sociali che causano in Europa il crescente disagio abitativo, aggravato dalle misure anti-crisi messe in atto dai Governi più colpiti, per arrivare ad evidenziare il ruolo chiave esercitato del gestore sociale, quale elemento di garanzia per la sostenibilità degli interventi. This paper examines emerging issues regarding Singapore public housing. With over 80 % of rapidly ageing population living in public housing the elderly perspective is of paramount importance for future development. Following a brief introduction of Housing and Development Board HDB model we are examining new ideas occurring in different scopes and scales, from apartment to urban environment level. Issues like ageing in place, dignity, salutogenesis, active and independent life, image and identification, and other themes pertinent to old age are revisited. Recent issues like high-rise/high-density, consumerism and branding suggest that the usual dogmatic approach to elderly in public housing could be converted to result in creative, affordable, profitable and integrative public housing design. The paper traces the regulatory evolution of the processes of exploitation, transfer and rationalization of public assets, highlighting the different philosophies underlying the numerous regulatory interventions over the years, the first characterized by an essentially business approach, which aimed to ensure the monetization of assets in order to deal with more immediate budgetary needs. The second, which was more reluctant to assert itself, gives greater consideration the welfare of the community with the consequent provision of processes which rather than aiming at the mere sale of assets seek to properly exploit them within integrated programs provided by the public proprietors (bodies). And it is in this context that the characteristics of securitization processes and their criticalities, as well as the new instruments such as the long lease for exploitation, have been analyzed. One component of the heritage of publicly funded property developments put up since the Second World War is residential districts designed by leading architects in which upgrading has to take into account considerations of safeguarding. The raising of the threshold from 50 to 70 years before safeguarding norms come into effect means that local authorities and management companies have sole responsibility for the modification and safeguarding of this heritage. This paper looks at some examples of 20th century housing estates designated for upgrading in order to highlight the specific strategies adopted, selected from a range of actions based on the need for accurate knowledge and collective agreement by all the parties involved right from the design phase. The enhancement of dismissed military barracks is a big problem in Friuli Venezia Giulia region. The changed geo-politic conditions caused the abandonment of the numerous structures and the transfer of their property from State to Region and then to local municipalities. The regional government has not defined guidelines for their re-use and the work for the Patussi barracks, done to produce a re-use program, became a case study to explore possible strategies of intervention and the right method to adopt in order to give technical support to local governments. This research develops various reflections on the role and repercussions of planned preventive maintenance activities in historic heritage sites as an opportunity for their valorisation. The first step is to define the terminology, underscoring reciprocal relationships and the need to organise structured activities and applications that outline contents, procedures and processes for interventions, with innovative strategies that promote the preservation and valorisation of cultural heritage sites. The sale and the granting of long-term licence to let private stakeholders use public buildings often lead to changes in the buildings' use, requiring compliance with new needs. Reuse choices are often taken without a large-scale enhancing strategy concerning physical, economic and social context. Therefore it is necessary to define evaluation patterns to support the choices of the operators involved in the privatization process, in order to preserve the values of the assets and to guarantee the land's development trends. This paper outlines the work being done by the Politecnico di Milano's SPACE (Experimental process for architecture and life cycle of building products) research unit on the theme of textile architecture. It describes the major research done by the unit, giving a glimpse of the strategies put in place by the university and the European Union for pure research, applied research and even experimental design. The essay also presents some thoughts on the impact of technological research on a project and on the ability of technologist to contribute to the design process with 'constructive imagination' and with 'non-routine skills', encouraging cooperation between specialized areas and the achievement of goals using non-conflicting methods. In the construction sector among the reasons that raise the idea of a crisis of the project, some related to technical information and its impacts on the construction's quality. The certainties of the rules of art, lapse in comparison with the new role taken on by production in the decision-making and construction processes and in particular in the relationship designer-enterprise. The present paper, dealing with the residential architecture sector in Europe, is aimed at outlining the authors' work upon the subject of the Social Housing, by means of some research hints carried out during the latest years in partnership with the Campania Region and the local IACP. The Forum carries out annual surveys through its CEOs, enabling it in order to draw up its projects efficaciously; this paper presents the results of the last two.
