The paper examines the introduction and operation of a three-year maintainer agreement between 2008 and 2010 in the Hungarian higher education. In 2017, public higher education institutions concluded a three-year agreement with the Ministry of Education, under which they agreed to achieve indicator targets for stable financing. The main issue of the study is why institutions have signed an agreement that has exposed them to significant risks which were likely to occur. The question is answered with the help of the trust literature. In the paper the ministry's reliability will be analysed, that is, its competence, goodwill and integrity. [ABSTRACT FROM AUTHOR]
