Artificial intelligence (AI) is reconstructing the educational space and activity process, profoundly transforming the learning, living and thinking modes of teachers and students in the field of higher education. Higher education bears the mission of cultivating high-end talents for the country and society, and the Al-driven transformation of higher education is a global trend. The role and impact of artificial intelligence on higher education have attracted much attention. However, higher education institutions are still in the early stages of applying Al in education at this stage. and existing literature lacks a comprehensive analysis of how Al empowers higher education and its application scenarios. This paper explores the sustainable development and promotion path of higher education in the intelligent era through a holistic and coherent analysis of Al empowering higher education. First of all, based on the empowerment theory, along the line of "goal-means-agent-scenario", it clarifies the logical path of Al empowering higher education, and discusses trustworthy Al as a key engine empowering higher education, interacting continuously with educational scenarios to support the construction of a powerful country in higher education. Secondly, from the perspective of "students-teachers-campuses", it analyzes the typical scenarios of Al empowering higher education. Extra- curricular tutoring becomes more and more prevail among junior high school students. U - sing data from the China Education Panel Survey CCEPS) conducted by National Survey Research Center ( NSRC) at Renmin University of China, the extra-tutoring in key subjects such as English, literature and mathematics is analyzed in this paper. The research in this paper can provide insight into decision-making by the government, schools and parents. The study found that the only children are the main population entering extra-tutoring.From the perspective of school location, the central area has the highest proportion of tutoring students, while the rural area has the lowest proportion of tutoring students. The proportion of students with rural household registration is lower. The higher the education level, the higher the proportion of tutoring students. In terms of the effect of tutoring, tutoring has a positive influence on a ll three subjects, with mathematics being the most influential. Since the beginning of the 21st century, there has been a dramatic change of population structure in China. And the student resource crisis for higher education gradually appeared, which has forced higher education institutions to pay attention to connotative development. In this paper, the performance of higher education under population constraint form 1991 to 2012 is studied. With stoNED model and by introducing the birth rate of change and adding the research and social service indicators of connotative development, a multi - input and multi - output efficiency evaluation is made from the perspective of cost. It is concluded based on regional comparison that the overall efficiency of Chinese higher education is not high. As the rapid development of the higher education in China, it is very urgent to open the laboratories in full time. But it also cause some management problems, particularly in flow and large population. The staffs are hard to make the schedules clear enough to deal with check-in. It is an urgent demand to deploy an open laboratory management system which should be based on the identification. This paper designes an open laboratory management system based on fingerprint measurement identification and use minutia fingerprint matching algorithm to realize automatic fingerprint detection identification, which makes the algorithm more robust to nonlinear deformation between two images by changing a stable window into an alterable one. Finally, it stduies the whole software implemenation process. It adoptes the FVC fingerprint database and live stimulation to make experiments on the automatic fingerprint identification algorithm and verified the availability of the system. In order to better understand the college students' satisfaction with the services of the college, and improve the management, this paper took a college students' satisfaction survey data as the foundation, and used rough set theory in data analysis. First of all, according to the results of data analysis, it classified student satisfaction evaluation indicators, then reduced and weighted the grading index of each attribute subset to determine the evaluation of college students of the university each kinds of satisfaction. Finally through the summary all kinds of data, it got the student to the university of the satisfaction degree of the comprehensive evaluation, through years of implementation, this method can well reflect the student satisfaction of college education, has received good results. As to the optimization of the power exponent and background value in the GM(1,1) power model, this paper summarizes the modeling steps and disadvantages of the traditional method. Two non-linear optimization models are constructed with the objective of minimum average relative error, the constraints of relationships between parameters in order to optimize the power exponent and the background value. The results show that the optimized models make the absolute value of the average relative error smallest in theory. The new method has solved the problem of the inconsistency in grey model testing. Finally, we illustrated the superiority and effectiveness of the new methods with the example of simulating and forecasting the promotion rates from senior secondary schools to higher education in China. Since the signing of the mutual recognition of higher education qualifications between Hong Kong and China in 2004, the Hong Kong government has introduced several key corresponding initiatives to attract more nonlocal students to Hong Kong, especially Mainland Chinese. The findings in this paper indicate that the dramatic increase in the number of Mainland Chinese students studying in Hong Kong could be highly beneficial to the quality of higher education and human capital in Hong Kong. Since the majority of these Mainland Chinese students are among the best and the brightest--with a high concentration in high-technology and high-growth industries-- they will likely add much to the local workforce and the Hong Kong economy. Concerted efforts and more favourable policies are needed in order to attract, develop, and retain talent so that nonlocal graduates may join the local workforce and contribute to the Hong Kong economy. Since 2009, the Hong Kong senior secondary school curriculum has entered into a new stage as all secondary 4, 5, and 6 students will receive free education provided by the government. There will be no public examinations for secondary school students until they fully complete their secondary school education. With regard to curriculum design, it is necessary for the new senior secondary school curriculum to be designed in such a way that it is orientated towards general education. But how can this be done so that the new curriculum will be responsive to students' diverse needs? This paper explores how the new senior secondary school curriculum has been designed to cater for students' individual differences. This paper highlights the importance of vocational education and training (VET) in the successful implementation of the 334 Education Reform through the provision of multiple progression pathways. It also presents how the Vocational Training Council (VTC) has reformed the VET system to attune to changing economic and global trends and new developments, especially those brought about by education policies. It reveals the new face of the VET programmes driven by the VTC which provides value-added multiple progression pathways for the graduates from the new secondary education system, as well as in-service personnel. The government of Hong Kong implemented education reform (the new academic structure) in 2009 in the context of globalization and the international trend of education reforms. The reform has led to changes in the structure and curriculum of secondary schools, which, together with the effect of globalization, will also affect the development of tertiary education in Hong Kong. This paper examines the future development of tertiary education in the above situation. From a review of related literature and education developments in the past, it is envisaged that there may be a substantial increase in private universities in the near future that will lead to a significant increase in the provision of degree courses.
