Policies targeting energy efficiency and renewable energy are sometimes viewed as more politically feasible than carbon pricing in pursuit of emission reduction goals. This paper assesses underlying drivers of energy policy development. These factors include economic, social, environmental, and institutional variables. The between estimator for panel data is an appropriate method for our focus on some exogenous variables that vary more across countries than over time. We find that larger oil reserves per capita have a negative relationship with renewable energy policy development. Education and political globalisation have strong positive relationships with both energy-efficiency and renewable-energy policy development. These results suggest that greater participation in global political groups can be an indirect approach toward energy policy development, in cases where direct and immediate policies are hard to implement. OECD countries have higher policy scores by 33 and 25 points in energy efficiency and renewable energy respectively. Blinder-Oaxaca decomposition analysis shows that these higher scores are primarily due to social and political institution predictors rather than economics and physical endowments. • Large-n cross country international sample on continuous policy score measurement. • Political globalisation is positively linked with renewables and energy efficiency policies. • Education is positively linked to energy policy development, especially for efficiency. • Higher OECD countries' policy scores are primarily due to social and political predictors. • Higher incomes are unlikely to lead to automatic improvements in energy policies. Global climate change mitigation action is hampered by systematic under-assessment of national ‘fair shares’, largely on the basis of perceived national interests. This paper aims to inform discussions centred on South Africa’s nationally determined contribution (NDC) by estimating (1) emissions reduction pathways for the country using the Climate Equity Reference Calculator (CERC) assuming a maximum 2°C aggregate warming target and (2) the likely economy-wide net mitigation costs or savings associated with reaching these pathways if known lower-cost mitigation measures, identified through the national mitigation potential analysis, are prioritised. The cumulative net savings associated with achieving the CERC ‘fair share’ emissions pathway, assuming the moderate use of low carbon power generation measures, would reach $5.3 billion by 2030. Net savings could be substantially greater reaching $46.8 billion by 2030 assuming power generation focuses on moving towards full decarbonisation. An unconditional commitment to the mitigation action implied by the ‘fair share’ emissions pathway therefore seems reasonable and prudent purely from the point of view of net country-wide savings. Only if power generation moves towards full decarbonisation would there be a reasonable chance of achieving the more ambitious CERC domestic emissions pathway. However, the significant additional cost associated with achieving the domestic emissions pathway should be conditional on international assistance. Key policy insights South Africa can only achieve its ‘fair share’ of the global mitigation effort if greater use is made of renewable energy options, and can realise significant net savings if it does so. Further emissions reductions would incur costs and require significant upscaling of the share of renewable energy and full implementation of all non-power generation mitigation measures available. Committing to this further mitigation action contingent on international finance would both strengthen the nation’s position in climate negotiations and support the provision of finance for those vulnerable developing nations that bear little or no responsibility for climate change. Abstract: The goal of this paper is to estimate the perspectives of the Baltic States: Estonia, Latvia and Lithuania on meeting the new European Union climate commitments, i.e., to reduce greenhouse gas emissions by 20% to the year 2020 in comparison with 1990. This ambitious target could be reached based on other EU climate and energy package commitments: increase of the share of renewables and improvement of energy efficiency as tools for fulfilling the GHG emissions reduction target. The paper gives an overview on the current situation and future plans of the Baltic States in the field of energy efficiency, consumption of renewables and reduction of GHG emissions. Scientific, technological, ethical, and religious issues confronting the human prospect are emerging as we encounter the inevitable shift from fossil to renewable fuels. In particular, we are entering a period of monumental transition with respect to both the forms and use of energy. As for any technological transition of this magnitude, ultimate success will require good ethics and religion, as well as good science and technology. Economic and political issues associated with energy conservation and renewable energies are arising in the context of climate change, sustainability, and human purpose. Specifically, we must consider (1) ethical and religious perspectives which might guide future energy choices and (2) energy choices which, in turn, might challenge ethical and religious perspectives. In this paper, I set the stage for subsequent articles by introducing thermodynamic and theological considerations relevant to our energy future. Scientific and technological aspects are covered within the context of the first and second laws of thermodynamics. Ethical and religious aspects are covered within the context of basic philosophical and theological motifs within our secular culture. My intention is to provide the necessary background, motivation, and perspectives for a fuller discussion of pertinent issues in the remainder of the conference papers. [ABSTRACT FROM AUTHOR]

Abstract: Since the global warming and climate change are recognized as real concerns, attention of power system planners and operators, energy policy makers and regulators as well as developers around the world including Australia is focused on using alternative and low emission energy technologies for electric power production. Renewable energy and energy efficient technologies have many advantages including reducing climate change, increasing sustainability in power sector, and increasing security of power supply. This paper presents an overview on both current electricity grid and future grid. Experts believe that in future more distributed generation (DG) will be integrated into the low to medium electricity grid. This paper will also review the key drivers in relation to integration of increased DG technologies in general and the renewable energy-distributed generation (RE-DG) technologies in particular, into the electric power system and the opportunities and challenges linked to these technologies. Energy security has been an actively studied area in recent years. Various facets have been covered in the literature. Based on a survey of 104 studies from 2001 to June 2014, this paper reports the findings on the following: energy security definitions, changes in the themes of these definitions, energy security indexes, specific focused areas and methodological issues in the construction of these indexes, and energy security in the wider context of national energy policy. It is found that the definition of energy security is contextual and dynamic in nature. The scope of energy security has also expanded, with a growing emphasis on dimensions such as environmental sustainability and energy efficiency. Significant differences among studies are observed in the way in which energy security indexes are framed and constructed. These variations introduce challenges in comparing the findings among studies. The recent energy independence and climate change policies encourage development and utilization of renewable energy such as bioenergy. Biofuels in solid, liquid, and gaseous forms have been intensively researched, produced, and used over the past 15 years. This paper reviews the worldwide history, current status, and predictable future trend of bioenergy and biofuels. Bioenergy has been utilized for cooking, heating, and lighting since the dawn of humans. The energy stored in annually produced biomass by terrestrial plants is 3–4 times greater than the current global energy demand. Solid biofuels include firewood, wood chips, wood pellets, and wood charcoal. The global consumption of firewood and charcoal has been remaining relatively constant, but the use of wood chips and wood pellets for electricity (biopower) generation and residential heating doubled in the past decade and will increase steadily into the future. Liquid biofuels cover bioethanol, biodiesel, pyrolysis bio-oil, and drop-in transportation fuels. Commercial production of bioethanol from lignocellulosic materials has just started, supplementing the annual supply of 22 billion gallons predominantly from food crops. Biodiesel from oil seeds reached the 5670 million gallons/yr production capacity, with further increases depending on new feedstock development. Bio-oil and drop-in biofuels are still in the development stage, facing cost-effective conversion and upgrading challenges. Gaseous biofuels extend to biogas and syngas. Production of biogas from organic wastes by anaerobic digestion has been rapidly increasing in Europe and China, with the potential to displace 25% of the current natural gas consumption. In comparison, production of syngas from gasification of woody biomass is not cost-competitive and therefore, narrowly practiced. Overall, the global development and utilization of bioenergy and biofuels will continue to increase, particularly in the biopower, lignocellulosic bioethanol, and biogas sectors. Abstract: Renewable energy and energy efficiency (REEE) policies have far-reaching implications for energy security, climate change, economic competitiveness, pollution, and human livelihood. For these reasons, REEE has become a national priority for the Chinese government, particularly since 2005. This paper aims to critically review China's REEE policies in six sectors: electricity, industry, transportation, buildings, and local government. In addition to examining the progress China has made in the development and implementation of REEE policies, this review also identifies limitations and room for improvement. Energy efficiency is a central target for energy policy and a keystone to mitigate climate change and to achieve a sustainable development. Although great efforts have been carried out during the last four decades to investigate the issue, focusing into measuring energy efficiency, understanding its trends and impacts on energy consumption and to design effective energy efficiency policies, many energy efficiency-related concepts, some methodological problems for the construction of energy efficiency indicators (EEI) and even some of the energy efficiency potential gains are often ignored or misunderstood, causing no little confusion and controversy not only for laymen but even for specialists. This paper aims to revisit, analyse and discuss some efficiency fundamental topics that could improve understanding and critical judgement of efficiency stakeholders and that could help in avoiding unfounded judgements and misleading statements. Firstly, we address the problem of measuring energy efficiency both in qualitative and quantitative terms. Secondly, main methodological problems standing in the way of the construction of EEI are discussed, and a sequence of actions is proposed to tackle them in an ordered fashion. Finally, two key topics are discussed in detail: the links between energy efficiency and energy savings, and the border between energy efficiency improvement and renewable sources promotion. Abstract: The aim of the article is to develop technique for climate change mitigation policies assessment based on priorities of sustainable energy development. There is a close relationship between energy policies and tools aiming at sustainable energy development targets, i.e. promotion of renewable energy sources and energy efficiency measures and climate change mitigation tools. Therefore ranking of climate change mitigation tools based on their impact sustainable energy development targets is necessary seeking to ensure harmonization of policies and their synergy effect. The main tasks of the article are: (i) to define EU sustainable energy development targets, (ii) to analyze EU energy and climate change mitigation policies and their interactions, (iii) to propose a multi-criteria framework for climate change mitigation policies assessment and ranking, and (iv) to apply multi-criteria decision making methodology for climate change mitigation policies ranking in Lithuania. The main findings of paper are related with proposed technique for climate change mitigation policies assessment and application of this technique for ranking of climate change mitigation policies in Lithuania. Abstract: Efforts towards decarbonizing the energy system have to focus on individual actors within the system. Their current and potential future stake in energy consumption and contribution to climate change has to be analyzed when formulating energy policies targeting system-wide reduction efforts. Focusing on firms, this paper develops a framework for the assessment of corporate carbon performance. We use this framework for an empirical assessment of the 100 largest US electricity producers within three different carbon scenarios. Our results show that in a scenario without changes in the US institutional environment electricity producers will not face a severe increase of their carbon exposure and only a small improvement regarding the carbon intensity of the electricity mix is achieved. In a scenario with more carbon-constrained US energy market conditions some companies face a financial risk from using and emitting carbon that more than triples compared to today. However, in a scenario with strong investments in renewable energy technologies the carbon dependency of electricity production can be significantly reduced. Abstract: This paper identifies the main features of CO2 emission from fossil energy combustion in China. Then it estimates China''s future energy requirements and projects its CO2 emission from 2010 to 2020 based on the scenario analysis approach. China''s rate of carbon productivity growth is estimated to be 5.4% in the period 2005–2020, while the CO2 intensity of GDP will reduce by about 50% but CO2 emission in 2020 will still be about 40% higher than prevailing in 2005 because of rapid growth of GDP. This estimation is based on the assumption that China will implement a sustainable development strategy in consideration of climate change issues. The main objectives of the strategy are to implement an “energy conservation first” strategy, to develop renewable energy and advanced nuclear technology actively, to readjust the country''s economic structure, and to formulate and legislate laws and regulations, and to build institutions for energy conservation and development of renewable energy. It concludes that international measures to mitigate CO2 emission will limit world fossil fuel consumption. China is not placed to replicate the modernization model adopted by developed countries and has to coordinate economic development and carbon dioxide emission control while still in the process of industrialization and modernization. China has to evolve a low carbon industrialization model. This is the key to the success of sustainable development initiatives in China. [Copyright &y& Elsevier]

This paper focuses on the status of policy studies on Global Climate Change and how renewable and high-efficiency generation technology can be part of the solution. It considers critical technologies and solutions toward realizing the targets set in the Kyoto treaty. Discussed is energy effi ciency in power generation, environmental benefits of high-effi ciency gas turbines in competitive energy markets which display less NOx and CO[sub 2] emissions per unit of power produced while providing power generators with the most competitive electricity, and experience in India in mitigating climate change with renewable energy as seen by the UN and an advisor to the Indian government in nonconventional energy sources. Also discussed is stabilization of greenhouse gas concentrations in the atmosphere that will present dangerous anthropogenic interference with the climate system as called for under the United Nations Framework Convention on Climate Change.
