Conventional bitumen pavement is no longer suitable for handling increasing loads and weather variations, which cause road deterioration, Thus, the modification of bitumen has been suggested to counter this issue. This study provides a detailed assessment of various additives for modifying natural rubber-modified bitumen used in road construction. This work will focus on the use of additives with cup lump natural rubber (CLNR), which has recently started to gain attention among researchers, especially in rubber-producing countries such as Malaysia, Thailand and Indonesia. Furthermore, this paper aims to briefly review how the addition of additives or modifiers helps elevate the performance of bitumen by highlighting the significant properties of modified bitumen after the addition of modifiers. Moreover, the amount and method of application of each additive are discussed further to obtain the optimum value for future implementation. On the basis of past studies, this paper will review the utilisation of several types of additives, including polyphosphoric acid, Evotherm, mangosteen powder, trimethyl-quinoline and sulphur, and the application of xylene and toluene to ensure the homogeneity of the rubberised bitumen. Numerous studies were conducted to verify the performance of various types and compositions of additives, particularly in terms of physical and rheological properties. Rubber is a traded commodity in the international market with considerable potential. The rubber industry is very essential in driving the economic activities of ASEAN-3 countries, namely Malaysia, Thailand and Indonesia. The close ties between the natural rubber (NR) markets in ASEAN-3 have led to the process of risk dissemination known as volatility spillover. In this regard, the paper aimed to investigate the spillover effect and dynamic correlation of NR price in ASEAN-3 using the Multivariate Generalized Autoregressive Conditional Heteroscedasticity (MGARCH) model with Baba, Engle, Kraft and Kroner (BEKK) formulation. The empirical result shows that there is a significant bidirectional volatility spillover between the volatility of Malaysian and Thailand NR, while there is only a unidirectional volatility spillover found from Malaysia to Indonesia. However, no volatility spillover was detected either from Thailand to Indonesia or vice-versa. Moreover, results from constant conditional correlation (CCC) found that the dependency on NR among ASEAN-3 was highly significant and positive, indicating the return relationship was moving in the same direction throughout the sample period. However, the result from dynamic conditional correlation (DCC) shows that although the degree of correlation is high among the region, there is a period whereby the level of correlation is low due to crises and unprecedented events like earthquakes and tsunamis. The results also found that the current period of NR volatility depends on its past volatility and any news or information greatly influences and affects the NR volatility in all ASEAN-3 countries. Globalization comes with law and law comes with actors. The manner in which law travels is rarely a matter of straightforward reception, but involves processes of translation, adjustment, and capturing by a diverse range of actors. This paper looks at some systemic features of legal pluralism to pursue two aims. One is to show that Southeast Asia has centuries long histories in which religious and secular laws have become entangled with local legal orders. These histories show a multitude of trajectories depending on specific political constellations from the time of introduction onwards. The trajectories are also a result of degrees to which introduced law was (in)compatible with locally existing laws. A second aim is to highlight how intensified globalization has brought new actors on the stage. The dynamic negotiation and translating processes that occur generate shifting legal landscapes with new entanglements. Introduction: This paper presents the case studies of the green, open spaces and transport issues in three cities of the Asian region based on the work of participants from the Workshop of Health in Urban Planning. Methods: Three case studies were collected from the participants of Thailand, India, and Indonesia, and compiled under the theme. Results: The first case study presents findings from the Thailand’s Survey on Physical Activity (SPA), and various strategies taken by the Thai government to improve physical activity levels among the Thai population and children, including improved accessibility, walkability; and reconstruction of school curricula. The second case study is an empirical study of the geographical extent and type of green spaces accessible to the urban population, and their usage in the city of Varanasi, India, in the wake of Yoga practice popularity. The third case study discusses the insufficient transport infrastructures, along with the influx of visitors from outside the city as the cause of severe traffic congestions and emissions in Bandung city, Indonesia. The governments’ action plans and recommendations for improvements of the city environment are discussed. Conclusion: Integrating health into urban and transport planning needs co-operations from multiple stakeholders including the government, private sectors, and the communities, especially from the early phase of development. Background: Fragmentation in health insurance system may lead to inequity in financial access to and utilization of health care services. One possible option to overcome this challenge is merging the existing health insurance funds together. This article aims to review and compare the experience of South Korea, Turkey, Thailand and Indonesia regarding merging their health insurance funds. Methods: This was a cross-country comparative study. The countries of the study were selected purposefully based on the availability of data to review their experience regarding merging health insurance funds. To find the most relevant documents about the subject, different sources of information including books, scientific papers, dissertations, reports, and policy documents were studied. Research databases including PubMed, Scopus, Google Scholar, Science Direct and ProQuest were used to find relevant articles. Documents released by international organizations such as WHO and World Bank were analyzed as well. The content of documents was analyzed using a data-driven conventional content analysis approach and all details regarding the subject were extracted. The extracted information was reviewed by all authors several times and nine themes emerged. Results: The findings show that improving equity in health financing and access to health care services among different groups of population was one of the main triggers to merge health insurance funds. Resistance by groups enjoying better benefit package and concerns of workers and employers about increasing the contribution rates were among challenges ahead of merging health insurance funds. Improving equity in the health care financing; reducing inequity in access to and utilization of health care services; boosting risk pooling; reducing administrative costs; higher chance to control total health care expenditures; and enhancing strategic purchasing were the main advantages of merging health insurance funds. The experience of these countries also emphasizes that political commitment and experiencing a reliable economic growth to enhance benefit package and support the single national insurance scheme financially after merging are required to facilitate implementation of merging health insurance funds. Conclusions: Other contributing health reforms should be implemented simultaneously or sequentially in both supply side and demand side of the health system if merging is going to pave the way reaching universal health coverage. Interpretive nutrition labels provide simplified nutrient-specific text and/or symbols on the front of pre-packaged foods, to encourage and enable consumers to make healthier choices. This type of labelling has been proposed as part of a comprehensive policy response to the global epidemic of non-communicable diseases. However, regulation of nutrition labelling falls under the remit of not just the health sector but also trade. Specific Trade Concerns have been raised at the World Trade Organization's Technical Barriers to Trade Committee regarding interpretive nutrition labelling initiatives in Thailand, Chile, Indonesia, Peru and Ecuador. This paper presents an analysis of the discussions of these concerns. Although nutrition labelling was identified as a legitimate policy objective, queries were raised regarding the justification of the specific labelling measures proposed, and the scientific evidence for effectiveness of such measures. Concerns were also raised regarding the consistency of the measures with international standards. Drawing on policy learning theory, we identified four lessons for public health policy makers, including: strategic framing of nutrition labelling policy objectives; pro-active policy engagement between trade and health to identify potential trade issues; identifying ways to minimize potential 'practical' trade concerns; and engagement with the Codex Alimentarius Commission to develop international guidance on interpretative labelling. This analysis indicates that while there is potential for trade sector concerns to stifle innovation in nutrition labelling policy, care in how interpretive nutrition labelling measures are crafted in light of trade commitments can minimize such a risk and help ensure that trade policy is coherent with nutrition action. Background: Southeast Asia is known for its rich linguistic, cultural and biological diversity. While ethnobiology in the west has benefitted greatly from intellectual and methodological advances over the last decades, the status of Southeast Asian ethnobiology is largely unknown. This study aims to provide an analysis of the current status of ethnobiology in Southeast Asia and outlines possibilities for future advancements. Methods: We accessed papers cited in the Scopus and Web of Science databases for the period of 1960 to 2014 using the current as well as previous names of the 11 Southeast Asian countries and various disciplines of ethnobiology as key words. We juxtaposed the number of publications from each country against its number of indigenous groups and languages, to see if ethnobiology research has addressed this full spectrum of ethnical diversity. The available data for the last ten years was analysed according to the five phases concept to understand the nature of studies dominating Southeast Asian ethnobiology. Results and conclusions: A total number of 312 publications were recorded in the databases for the period 1960-2014. Indonesia ranks highest (93 studies), followed by Thailand (68), Malaysia (58) Philippines (42), Vietnam (31), Laos (29), and other Southeast Asian countries (44). A strong correlation was found between the number of publications for each country, the number of indigenous groups, and the number of endangered languages. Comparing the data available for the period 2005-2009 with 2010-2014, we found a strong increase in the number of phase 5 publications. However, papers with bioprospecting focus were also on the rise, especially in Malaysia. Our study indicates that ethnobiologists still need to realise the full potential of the Biocultural Diversity of Southeast Asia, and that there is a strong need to focus more on socially relevant research. Background and Objectives: Current practices and available resources for nutrition therapy in paediatric intensive care units (PICUs) in the Asia Pacific-Middle East region are expected to differ from western countries. Existing guidelines for nutrition management in critically ill children may not be directly applicable in this region. This paper outlines consensus statements developed by the Asia Pacific-Middle East Consensus Working Group on Nutrition Therapy in the Paediatric Critical Care Environment. Challenges and recommendations unique to the region are described.Methods and Study Design: Following a systematic literature search from 2004-2014, consensus statements were developed for key areas of nutrient delivery in the PICU. This review focused on evidence applicable to the Asia Pacific-Middle East region. Quality of evidence and strength of recommendations were rated according to the Grading of Recommendation Assessment, Development and Evaluation approach.Results: Enteral nutrition (EN) is the preferred mode of nutritional support. Feeding algorithms that optimize EN should be encouraged and must include: assessment and monitoring of nutritional status, selection of feeding route, time to initiate and advance EN, management strategies for EN intolerance and indications for using parenteral nutrition (PN). Despite heterogeneity in nutritional status of patients, availability of resources and diversity of cultures, PICUs in the region should consider involvement of dieticians and/or nutritional support teams.Conclusions: Robust evidence for several aspects of optimal nutrition therapy in PICUs is lacking. Nutritional assessment must be implemented to document prevalence and impact of malnutrition. Background: Rare diseases, also referred to as orphan diseases, are characterised by their low prevalence with majority of them are chronically debilitating and life threatening. Given the low prevalence and the widely dispersed but very small patient base for each disease, there may often be a disproportion in the availability of treatments and resources to manage patients, spur research and train experts. This is especially true in Southeast Asian countries that are currently in the process of implementing or revising their universal health coverage schemes. This paper aims to examine the status of rare disease management in Southeast Asian countries. It will serve as the basis for a more active discussion on how countries in the region can address an under-recognised rare disease burden and enhance national and regional capacities.Methods: The study consists of literature reviews and key stakeholders interviews in six focus countries, including the Philippines, Singapore, Malaysia, Indonesia, Vietnam, and Thailand and five countries as best practice, comprising of France, Canada, Australia, Taiwan, and South Korea. Rare disease management initiatives across each country were examined based on the World Health Organization's framework for action in strengthening health systems.Results: The results suggest rare disease management remains challenging across Southeast Asia, as many of the focus countries face fundamental issues from basic healthcare systems to funding. Nonetheless, there are substantial improvement opportunities, including leveraging best practices from around the world and organising a multi-stakeholder and regional approach and strategy.Conclusions: Southeast Asian countries have made significant progress in the management of rare disease, but there remain key areas for substantial development opportunities. This paper compares health policy trends in Indonesia, Malaysia, the Philippines and Thailand with the purpose of drawing usable lessons in reform. The study finds that governments in the region are rapidly privatizing the provision of healthcare at the same time as they are expanding the government's role in financing. The paper argues that expansion of public financing at the same time as private provision is misconceived as the combination would aggravate instances and severity of market failures peculiar to the sector. The dysfunctional trend is particularly evident in Indonesia and the Philippines. In Thailand, in contrast, the expansion of public financing has occurred in the context of a health system dominated by public providers, which has had the effect of restraining healthcare costs. Malaysia occupies a mid position between Indonesia and the Philippines on the one hand and Thailand on the other. Background: As the Association of South East Asian Nations (ASEAN) gears toward full regional integration by 2015, the cross-border mobility of workers and citizens at large is expected to further intensify in the coming years. While ASEAN member countries have already signed the Declaration on the Protection and Promotion of the Rights of Migrant Workers, the health rights of migrants still need to be addressed, especially with ongoing universal health coverage (UHC) reforms in most ASEAN countries. This paper seeks to examine the inclusion of migrants in the UHC systems of five ASEAN countries which exhibit diverse migration profiles and are currently undergoing varying stages of UHC development. Design: A scoping review of current migration trends and policies as well as ongoing UHC developments and migrant inclusion in UHC in Indonesia, Malaysia, Philippines, Singapore, and Thailand was conducted. Results: In general, all five countries, whether receiving or sending, have schemes that cover migrants to varying extents. Thailand even allows undocumented migrants to opt into its Compulsory Migrant Health Insurance scheme, while Malaysia and Singapore are still yet to consider including migrants in their government-run UHC systems. In terms of predominantly sending countries, the Philippines's social health insurance provides outbound migrants with portable insurance yet with limited benefits, while Indonesia still needs to strengthen the implementation of its compulsory migrant insurance which has a health insurance component. Overall, the five ASEAN countries continue to face implementation challenges, and will need to improve on their UHC design in order to ensure genuine inclusion of migrants, including undocumented migrants. However, such reforms will require strong political decisions from agencies outside the health sector that govern migration and labor policies. Furthermore, countries must engage in multilateral and bilateral dialogue as they redefine UHC beyond the basis of citizenship and reimagine UHC systems that transcend national borders. Conclusions: By enhancing migrant coverage, ASEAN countries can make UHC systems truly 'universal'. Migrant inclusion in UHC is a human rights imperative, and it is in ASEAN's best interest to protect the health of migrants as it pursues the path toward collective social progress and regional economic prosperity. Many foreign aid agencies promote peacebuilding as a global policy objective. This paper considers how they have fared in practice in subnational, “peripheral” conflicts in Asia that have relatively low international profiles, using case material from Aceh in Indonesia, the Far South of Thailand, and Sri Lanka. Foreign aid has supported long-term economic growth in these countries but typically failed to address peacebuilding concerns or associated inequalities between ethnic groups. Many barriers limit the scope to promote peacebuilding, stemming from recipient governments’ reluctance to accept external involvement and from aid agencies’ own limitations. Those agencies that do address conflict concerns tend not to use technical peacebuilding tools or methodologies. Instead, they prioritize the root causes of conflicts, recognizing human rights protection and equality of opportunity as policy aims. They also devise responses locally, build good relationships with governments, and work incrementally from a strong knowledge base. Wider adoption of similar policy objectives and practice would enable further small-scale peacebuilding initiatives. [ABSTRACT FROM PUBLISHER]

The present paper provides a taxonomic revision of the genus Fecenia with emphasis on the characteristics of the pre-epigynes which are integrated for the first time into an identification key. As a result, one species is revalidated, F. protensa Thorell, 1891, stat. n., and two new junior synonyms for F. protensa are recognised: F. sumatrana Kulczyński, 1908, syn. n. and F. nicobarensis (Tikader, 1977), syn. n. New records are reported: F. ochracea (Doleschall, 1859) from Malaysian Borneo, F. macilenta (Simon, 1885) from Sumatra, Indonesia, F. protensa from Thailand and Malaysia, F. travancoria Pocock, 1899 from Sri Lanka and Thailand, and F. cylindrata Thorell, 1895 from Thailand and Laos. Several million children currently live in transnational families, yet little is known about impacts on their health. We investigated the psychological well-being of left-behind children in four Southeast Asian countries. Data were drawn from the CHAMPSEA study. Caregiver reports from the Strengths and Difficulties Questionnaire (SDQ) were used to examine differences among children under age 12 by the migration status of their household (N = 3,876). We found no general pattern across the four study countries: Indonesia, the Philippines, Thailand, and Vietnam. Multivariate models showed that children of migrant fathers in Indonesia and Thailand are more likely to have poor psychological well-being, compared to children in nonmigrant households. This exploratory paper uses Giddens's paradigm of social change to examine the social relationships of never-married professional women in Bangkok, Jakarta and Manila. Based on in-depth interviews, two related questions are addressed: First, how do never-married women view their place in their family network? Second, what sources of social support are available to these women? The findings show that while social relationships are being reshaped by the powerful impact of modernity, the outcome of Giddens's modernity is not uniform in these three social settings. Custodial settings are high-risk environments for HIV. This paper examines publicly available data about the drug use and risk behaviours of Thai and Indonesian prisoners and outlines a process used to collect new data. In 2005, the Departments of Corrections in Thailand and Indonesia requested researchers examine HIV and drug use issues but the findings are too sensitive to publish. Is a higher degree of party and party system institutionalization positively correlated with the consolidation of democracy, defined here as the prevention of democratic breakdown? In order to answer this question, it is useful to compare different levels and types of institutionalization in three Southeast Asian electoral democracies. Institutionalized party systems are characterized, according to Mainwaring and Torcal, by 'stability of interparty competition.' Moreover, the distinction made by Levitsky ('value infusion' versus 'behavioural routinization') with reference to the institutionalization of individual parties will be employed. The empirical research of this paper finds that most Indonesian parties are better institutionalized than those in the Philippines and Thailand with reference to 'value infusion.' In addition, the interparty competition is more stable in Indonesia. Therefore, the probability of a collapse of the party system in the Philippines and Thailand is much higher. This, in turn, renders the democracies in these countries more fragile and prone to political crises or even sudden breakdowns. The early organizational consolidation of social cleavages, such as in Indonesia, enhances institutionalization. A few of the most important parties are socially rooted and have strong linkages to civil and/or religious organizations. Furthermore, the relationship between central and local elites appears to be essential: strong bosses or cliques undermine institutionalization in the Philippines and in Thailand, respectively. However, in recent years there has also been a tendency towards convergence. There are signs of regression in Indonesia, such that the future of the party system is open to question. This article calls for caution with respect to the stated causal relation between institutionalization and democratic consolidation, and it questions some aspects of the concept. This collection highlights some of the social, cultural, political and economic factors that must be considered in developing a biosocial approach to pandemic influenza control and prevention. To date, most discussions of the current spread of avian influenza and a predicted human influenza pandemic have lacked rigorous analysis of the local contexts in which flus arise and in which the effects of a pandemic would most strongly be felt. Such local engagement is necessary to the development of an effective and ethical programme of epidemic control. Purpose - The purpose of this paper is to empirically investigate the money demand function for five Southeast Asian countries, viz. Malaysia, Thailand, Singapore, the Philippines, and Indonesia. Design/methodology/approach - The ARDL modeling approach is employed because of its ability to incorporate both 1(0) and 1(1) regressors. Findings - The results reveal that real M2 aggregate, real expenditure components, exchange rate, and inflation rate are cointegrated for Malaysia, the Philippines, and Singapore. The statistical significance of real income components suggests the bias of using single real income variable in money demand (M2 aggregate) specification of both short- and long-run. The CUSUM and CUSUMSQ tests show that the estimated parameters are stable for the five Southeast Asian economies, except for Indonesia which is based on short-run specification. Practical implications - These findings are important for policy makers in formulating monetary policy. Originality/value - Besides conventional determinants of money demand such as exchange rate and interest rate variables, this study considers the major components of final expenditure (GDP) - final consumption expenditures (private and government sectors), expenditures on investment goods, and exports as scale variables. We report on the actions of the first daily revisit satellite, FORMOSAT-2, in the recent Indian Ocean tsunami disaster. Starting from the first images of Banda Aceh and Phuket taken on 28 December 2004, FORMOSAT-2 used its unique orbit and pointable sensor system to demonstrate the extent to which it is able to respond to emergencies. A total of 137 images throughout the Indian Ocean rim countries were taken within a month. The data were immediately analysed and turned into damage-assessment maps and other information resources for humanitarian aid. This paper focuses on the image-processing procedure followed for a fast response to the South Asia tsunami event. The imageodesy technique is used to coregister the level-2 product of FORMOSAT-2 image at high accuracy and speed. A novel approach for spectral reservation data fusion has also been proposed. With the advantages of accurate coregistration and reliable spectral property, the colour composites of FORMOSAT-2 imagery have been used as the principle source of information for our tsunami hazard assessment. The potential of FORMOSAT-2 for disaster monitoring is discussed. Using time series dam over the past four decades, the 1960s to I990s, this paper examines rive pricing policies in Thailand. Indonesia and the Philippines, IT analyses the determinants of the paths along which these policies have moved. While it confirms the findings of previous analyses, that price stabilization has been a major policy achievement it also reveals that stabilization was not necessarily sustained over the entire survey period. It finds that politico-economic factors—such as entry into the GATT. increase in per capita GDP and achievement of rice self-sufficiency—have been among the determinants of rice pricing policy, hut the ways in which these factors have affected policy vary among these countries. Such variation, which previous cross-country studies have not analysed, is a reflection of variations in the roles of rice and in the attitudes of policy-makers in these economies. Despite the large amount of academic attention that Southeast Asian shrimp farming has received since the 1980s, few attempts have been made to explain the remarkable variation in the industry's organization across countries and localities. This paper compares the development of shrimp farming in Indonesia, the Philippines and Thailand, arguing that differences can be traced to variations in the initial conditions under which shrimp farming was established, the different ways that national aquacultures are embedded in the regional political economy and the ways in which different countries have responded to the characteristic environmental problems the sector causes itself. The present paper deals with the morphology of the luminous organ of the squid Loligo duvauceli, caught in the sea off Indonesia and Thailand. Two luminous organs are situated on the ventral surface of the ink sac, near the anus. Each organ consists of a luminous sac divided into numerous discrete chambers containing bacteria. On the ventral side the organ is bordered by a lens-like structure, consisting of muscle cells. On the remaining sides the bacterial chambers are limited by a cup-shaped reflector layer with numerous parallel lamellae. The reflector separates the bacterial chamber from the ink sac. The use of multifractal approaches has been growing because of the capacity of these tools to analyze complex properties and possible nonlinear structures such as those in financial time series. This paper analyzes the presence of long-range dependence and multifractal parameters in the stock indices of nine MSCI emerging Asian economies. Multifractal Detrended Fluctuation Analysis (MFDFA) is used, with prior application of the Seasonal and Trend Decomposition using the Loess (STL) method for more reliable results, as STL separates different components of the time series and removes seasonal oscillations. We find a varying degree of multifractality in all the markets considered, implying that they exhibit long-range correlations, which could be related to verification of the fractal market hypothesis. The evidence of multifractality reveals symmetry in the variation trends of the multifractal spectrum parameters of financial time series, which could be useful to develop portfolio management. Based on the degree of multifractality, the Chinese and South Korean markets exhibit the least long-range dependence, followed by Pakistan, Indonesia, and Thailand. On the contrary, the Indian and Malaysian stock markets are found to have the highest level of dependence. This evidence could be related to possible market inefficiencies, implying the possibility of institutional investors using active trading strategies in order to make their portfolios more profitable. The main purpose of this paper is to explore the impact of institutional quality on growth-emissions nexus in a panel of three East Asian countries over the period from 1990 to 2016. We also incorporated energy consumption and trade openness as important indicators in the model to avoid variable bias. The results of unit root tests show that the variables are stationary at first difference. The panel cointegration test confirmed that all the variables are cointegrated. We employed Fully Modified Ordinary Least Squares and Dynamic Ordinary Least Squares methods to estimate the long-run effects of explanatory variables on economic growth. The main findings are: (i) a positive significant interaction variable between carbon emission and institutional quality indicates that efficient and impartial domestic institutions are very important to increase economic growth and decrease carbon emissions, simultaneously. (ii) Institutional quality, energy use and trade openness stimulate economic growth. (iii) The VECM granger causality test results show that there is a one-way causality runs from institutional quality to economic growth, carbon emission and energy consumption, from trade openness to carbon emissions in both short-run and long-run, from energy use to trade openness, from energy use to carbon emission in both short-run and long-run. Moreover, feedback effect is present between economic growth and carbon emission, and between economic growth and energy use in both short-run and long-run. It is therefore, necessary to regulate and strengthen the role and effectiveness of local institutions with the aim of lowering carbon emissions in the course of economic development. The International Code of Marketing of Breast‐milk Substitutes (the Code) adopted by the World Health Assembly (WHA) in 1981 and regularly updated through subsequent WHA resolutions, represents the international policy framework for protecting breastfeeding against inappropriate marketing practices. By March 2016, at least 135 countries had some measures covering provisions of the Code in their legislation. The translation of the International Code into national measures was investigated in the context of the advocacy efforts undertaken by the Alive & Thrive (A&T) initiative with UNICEF and partners. A real‐time evaluation was carried out over 22 months in seven Southeast Asian countries (Cambodia, Indonesia, Lao People's Democratic Republic [Lao PDR], Myanmar, Thailand, Vietnam, and Timor‐Leste) and two African countries (Burkina Faso and Ethiopia). Drivers of policy change and progress were examined. Two theory‐based approaches were used: developmental evaluation and contribution analysis. Data collection methods included participant observation, key informant meetings, in‐depth interviews, reflective practice, and desk review. Overall, countries made significant progress in translating the International Code into national measures and in moving forward throughout the policy cycle. The main driver of policy change was the creation of a strategic group, which engaged key relevant actors and supported the government in the performance of 15 critical tasks, which the analysis reveals is a second driver. Those critical tasks are described in this paper and could help public health advocates to anticipate the stages and challenges of policy change and develop more effective strategies to translate the Code into their legal framework. As the Association of South East Asian Nations (ASEAN) gears toward full regional integration by 2015, the cross-border mobility of workers and citizens at large is expected to further intensify in the coming years. While ASEAN member countries have already signed the Declaration on the Protection and Promotion of the Rights of Migrant Workers, the health rights of migrants still need to be addressed, especially with ongoing universal health coverage (UHC) reforms in most ASEAN countries. This paper seeks to examine the inclusion of migrants in the UHC systems of five ASEAN countries which exhibit diverse migration profiles and are currently undergoing varying stages of UHC development. A scoping review of current migration trends and policies as well as ongoing UHC developments and migrant inclusion in UHC in Indonesia, Malaysia, Philippines, Singapore, and Thailand was conducted. In general, all five countries, whether receiving or sending, have schemes that cover migrants to varying extents. Thailand even allows undocumented migrants to opt into its Compulsory Migrant Health Insurance scheme, while Malaysia and Singapore are still yet to consider including migrants in their government-run UHC systems. In terms of predominantly sending countries, the Philippines's social health insurance provides outbound migrants with portable insurance yet with limited benefits, while Indonesia still needs to strengthen the implementation of its compulsory migrant insurance which has a health insurance component. Overall, the five ASEAN countries continue to face implementation challenges, and will need to improve on their UHC design in order to ensure genuine inclusion of migrants, including undocumented migrants. However, such reforms will require strong political decisions from agencies outside the health sector that govern migration and labor policies. Furthermore, countries must engage in multilateral and bilateral dialogue as they redefine UHC beyond the basis of citizenship and reimagine UHC systems that transcend national borders. By enhancing migrant coverage, ASEAN countries can make UHC systems truly 'universal'. Migrant inclusion in UHC is a human rights imperative, and it is in ASEAN's best interest to protect the health of migrants as it pursues the path toward collective social progress and regional economic prosperity. Abstract: Asia’s largest biofuels producers are currently Indonesia, Malaysia, the Philippines, Thailand, China and India. This paper first examines the current status of biofuels in these countries, including the national development targets, strategies, incentives and policies.
