In 2004, California became the first state to require that employers provide paid family leave (PFL) to their employees. This paper examines the effect of California's PFL law on time spent caregiving to parents and to grandchildren by older adults aged 50–79. To identify the effect of the law, the paper uses the 1998–2016 waves of the Health and Retirement Study and a difference-in-differences approach comparing outcomes in California to other states before and after the implementation of the law. Results suggest that the law induced a switch in caregiving behavior with older adults spending less time caring for grandchildren and more time helping parents. Focusing on women, results further suggest that PFL affected older adults both through their own leave-taking and through reallocations of their caregiving time in response to leave-taking by new parents. The findings motivate thinking more broadly when calculating the costs and benefits of PFL policies; to the extent that California's PFL law enabled older adults to provide more care for their parents they otherwise would not have received, such an outcome represents an indirect benefit of the policy. Revisiting the citizenship regimes of Myanmar and India through a comparative lens, this article argues that a specter of the "potential foreigner" is decisive in the adjudication of citizenship in both countries. Citizenship is conceptualized not only on the basis of who is a citizen, but a perennial suspicion towards those who may not be. We frame this argument in the context of increasingly restrictive atmospheres in both countries, epitomized by violence towards the Rohingya in Myanmar and the Citizenship Amendment Act in India. This paper employs an historical perspective, tracing the evolution of citizenship since the partitions of Burma and Pakistan from India. It interrogates the very notion of foreignness that is embedded in these discourses, through a detailed description of the religious, ethnic, racial, and administrative "other" etched in the legislative and socio-political fabric of both countries. In order to develop the idea of potential foreigner as a key element of national identity and citizenship policy, the paper examines crucial legislation over the last three-quarters of a century, and the consequences of linking narrowing definitions of ethno-national belonging to citizenship status. Based on data from qualitative interviews and participant observation with those involved in artistic production in New Orleans, this paper considers the effect of crises such as the COVID-19 pandemic on cities and artists. It investigates the supports available to artists before and during the pandemic and the relationship between cultural workers and tourism in New Orleans. This relationship creates a paradox: New Orleans is unique because it is the site of enduring local cultural traditions and emerging creative production, and yet the city must sell its culture to tourists to remain economically solvent. Left to fend for themselves by larger institutions, arts communities and nonprofit organizations came together to mutually support each other. The paper concludes that what we can learn from this case is how people 'make do' and survive during an extended period of crisis – especially when the lessons of survival have been taught and tested through preceding crises. In this theoretical paper, we respond to the Triple Day Thesis (TDT) by positioning it within the context of the neoclassical labour supply literature and existing public policy. The TDT applies a theoretical lens to the practical experiences of mothers as they distribute time between self-reproductive, reproductive, and waged work. Self-reproductive work refers to self-care, self-investment, and self-realizable activities, including time for good sleep, schooling, and intellectual and social engagements that promote mothers' human development and well-being. The TDT identifies the Triple Day Problem (TDP) as the lack of freedom or inability of mothers to engage in self-reproductive work as they balance the increasing demands of reproductive work with waged work and proposes Motherhood Compensation as a social policy solution. In this paper, we demonstrate that the existence of the TDP can be used to explain persistent gender differences in labour force participation. We envision the TDT as a novel theoretical approach to promoting mothers' labour force participation and social mobility through self-reproductive work. We suggest that Motherhood Compensation can be created from a mix of already existing family programs, including paid leave, parental allowance, and cash transfer programs. [ABSTRACT FROM AUTHOR]

This paper focuses on recent governmental initiatives in Washington, D.C. to bolster the long-term physical and financial viability of its limited-equity cooperative housing stock. Drawing on in-depth interviews with members of the DC Limited Equity Cooperative Taskforce, it interrogates the relationship between recent municipal housing policy and the growing asset-based racial wealth gap. The findings indicate that limited-equity cooperatives provide myriad benefits to their residents, yet ultimately fail to curb systemic limitations on black wealth in the property market and rectify historical patterns of racial disparity in the distribution of governmental resources. This paper argues that policy makers must proactively assess how new models of shared equity homeownership affect or even perpetuate racial disparities in wealth and continuously interrogate the structural impacts of affordable housing policy on the (re)distribution of resources in urban centers. This paper reviews 100 peer-reviewed articles and 12 non-refereed papers on COVID-19 and cycling published from March 2020 to January 2023. Overall, the studies suggest more increases than decreases in cycling, with some cities reporting large increases. However, there has been much variation among countries, cities, and specific corridors within cities as well as variation by gender, age, ethnicity, income group, trip purpose, and time period of the pandemic. The largest increases in cycling in 2020 were for recreation, exercise, and stress relief on weekends and weekday afternoons. By comparison, cycling to work, university, schools, and shopping generally declined. Most studies reported expansions or improvements in bikeway networks, often specifically related to COVID or accelerated due to COVID, and with a particular emphasis on low-stress facilities such as protected bike lanes, slow streets, car-free streets, and traffic calmed neighbourhood streets. Most of the studies examining the social equity impacts of COVID-related cycling policies found them to be broadly equitable across income, ethnic, age, and gender dimensions. AGRA (formerly known as the Alliance for a Green Revolution in Africa) was founded in 2006 by the Rockefeller Foundation and the Gates Foundation to initiate agricultural transformation in Africa. Although critics have argued that AGRA’s approach insufficiently addresses the needs of African smallholder farmers, there has been little analysis of the broader politics and networks that shape AGRA, a gap this paper aims to fill. Using a network analysis and key informant interviews, we identify the actors that constitute AGRA’s network, and describe related power constellations. Our paper illustrates that AGRA’s network is dominated by foundations, intergovernmental organisations and corporations, with decision-making located within Global North institutions. We reveal that the alliance displays characteristics of an ideological advocacy network and conclude that it can be considered a neoliberal food regime. We suggest better control mechanisms to hold accountable organisations without a political mandate, and to increase the transparency of their activities. [ABSTRACT FROM AUTHOR]

The licensed serving of alcoholic beverages is an important institutional aspect of food culture. In Sweden, the Government's policies to battle the Covid-19 pandemic meant further restrictions, including a temporary law, to mitigate contagion at licensed restaurants, bars, producers' tasting events, etc. This paper inquiries into the "art" exercised by managers of such businesses, already used to strict governance, of "being governed" when faced with these new and sudden policies. The study draws on Swedish Covid-19 policy and interviews with managers of licensed premises and a municipal auditor during the three months of the most far-reaching restrictions. By analyzing these materials through anthropological theories of state governance, the paper shows how Covid-19 restrictions were enacted in practice, including their discontents. The study's findings contribute to further insights into the role of alcohol policy in food culture and opens up for further bridging of food studies, service studies, and alcohol research. Workplace sexual harassment (WSH) is a systemic problem in agricultural employment. In the United States, where most research on the topic has been conducted, studies have suggested the rate of WSH against women farmworkers may be as high as 95%. Women who are immigrants, younger, have precarious immigration status, and come from indigenous communities are particularly vulnerable to WSH. The purpose of this study was to identify and describe the factors that contribute to such high rates of WSH in waged employment in the agricultural sector. To achieve this, we completed a systematic review of the empirical literature on sexual harassment in agricultural workplaces. Our review includes 29 empirical studies on WSH in agriculture, including 13 studies conducted in countries within the Global North and 16 from the Global South. The paper presents a typology of WSH in agriculture, categorizing its emotional and physical forms and describing what the literature reveals about its impacts on those who experience it. We then present our analysis of the structural and cultural factors contributing to high WSH rates in waged agricultural employment. We found that migration policies, the organizational and physical characteristics of agricultural work, the informality of employment relationships, traditional masculinity norms, and weak enforcement of workplace regulations were the principal factors facilitating high rates of WSH in agriculture. However, the study has limitations: it primarily focuses on literature in English and Spanish, risking geographical bias towards the Americas and potentially overlooking significant research in other languages or published in less accessible databases, including grey literature and regional reports. With China's commitment to achieving a carbon peak and carbon neutralisation by 2030 and 2060, respectively, the government's requirements for enterprises to adopt green technology are becoming increasingly urgent. We established a tripartite evolutionary game model of an enterprise, government and bank. We analysed conditions for the existence of stable points and factors affecting the choice of stakeholder's strategy. The influence of the change in each parameter on the evolutionary stable strategy was further studied. We found that the government's reward, subsidy and taxes for enterprise's green technology innovation can increase the willingness of enterprises to implement green technology innovation, and the role of taxes is greater than that of subsidies. The preferential interest rate for green innovation is conducive to stimulating enterprises to engage in green innovation, but the increase in the cost of green credit will reduce the willingness of banks to provide green credit. With the increase in the subsidy, incentives and the cost of environmental regulation, the policy burden of the government will gradually increase, thus reducing the willingness of the government to implement environmental regulation policy. A growing body of public policy and governance scholars recognise the importance of learning in supporting adaptive and responsive governance systems. Fostering learning within policy processes and governance systems, however, can be challenging. Collectively, we often ignore or misinterpret relevant policy information, or we may be incapable of translating new information into policy. Despite significant scholarly attention to learning, knowledge of the barriers to learning remains underdeveloped. To advance theoretical insights, this article integrates research on individual cognitive biases with literature on learning to identify barriers that can block learning or lead to non-learning in policy and governance processes. It also explores how these barriers can be mitigated or exacerbated by different governance contexts. Peronism deployed, especially since the 1950s, a set of devices for the attention and care of children in Argentina, not only through schools but also through other institutions, such as development societies, cooperatives, the Eva Perón Foundation, sports clubs, among others. The new social order was central to the rhetoric of the government, and it gave children a preeminent role, as is visible in the phrase "in the New Argentina the only privileged are the children". This paper focuses on Vacaciones útiles, a film made in 1948 that shows how educational cinema reflects a view of childhood and also how public policies aimed at it. This short film was part of a larger project called Cine Escuela Argentino, a Commission of the National Council of Education for the production of film material to be shown in schools and other public institutions. What particular view did Peronism have on childhood in it? To what extent can this film be thought of as an educational cinema or as a school cinema? Teacher shortages are a significant global problem disproportionally affecting "hardest-to-staff" schools and subjects. To better understand (inter)national policy responses to teacher shortages, this paper uses a Bacchian-inspired approach to critically examine proposals suggested as solutions in policy documents from England and Australia, and thus how the problem is being thought about especially in relation to hardest-to-staff contexts. We contend that the problem representations in the policy documents are narrowly conceived and need to be considered differently through the lenses of (re)professionalisation and social justice. This paper reflects on the influences and outcomes of He Kāinga Oranga/Housing and Health Research Programme over 25 years, and their impact on housing and health policy in Aotearoa and internationally. Working in partnership particularly with Māori and Pasifika communities, we have conducted randomised control trials which have shown the health and broad co-benefits of retrofitted insulation, heating and remediation of home hazards, which have underpinned government policy in the Warm Up NZ-Heat Smart programme and the Healthy Homes Standards for rental housing. These trials have been included as evidence in the WHO Housing and Health Guidelines and led to our designation as a WHO Collaborating Centre on Housing and Wellbeing. The paper unpacks the multi-level efforts to establish, promote and implement China standards in overseas contexts through an examination of corporate social responsibility (CSR) activities of Chinese state-owned enterprises (SOEs) in Africa. Drawing upon document analysis of government policies, institutional guidelines and corporate reports from four case companies, as well as field research in Ethiopia, it identifies ways that Chinese corporate actors interpret, incorporate and initiate CSR standards through strategic planning and during overseas business activities. Analysis of both first-hand and secondary data shows the development of Chinese CSR standards is a co-production of international, national and local standards, which involves diverse actors and institutions and is driven by multiple considerations to fulfill commercial, political, social and diplomatic objectives for overseas companies and Chinese government. This paper studies the sharing mode selection and optimal pricing for an electric vehicle manufacturer (EVM). We evaluate three sharing modes, i.e. Mode N, car sales business only, Mode S, car sales business and car-sharing service provided by a self-built sharing platform, and Mode T, car sales business and car-sharing service provided by a third-party sharing platform. Further, we consider two types of government subsidy policies: purchase and production subsidies. We find that for purchase subsidies, the EVM should select Mode S if the transaction cost per sharing service is low, and select Mode T otherwise; for production subsidies, the EVM should select Mode S. Regardless of the subsidy policy, the optimal sales prices of EVs under Mode N and Mode S are the same, but both are lower than that under Mode T. Background: During the past two decades of cannabis legalization, the prevalence of medical cannabis (MC) use has increased and there has also been an upward trend in alcohol consumption. As less restricted cannabis laws generate more adult cannabis users, there is concern that more individuals may be simultaneously using medical cannabis with alcohol. A few studies have examined simultaneous use of medical cannabis with alcohol, but none of those studies also assessed patients' current or previous non-medical cannabis use. This paper explores simultaneous alcohol and medical cannabis use among medical cannabis patients with a specific focus on previous history of cannabis use and current non-medical cannabis use. Methods: A retrospective cohort study of MC patients (N = 319) from four dispensaries located in New York. Bivariate chi-square tests and multivariable logistic regression are used to estimate the extent to which sociodemographic and other factors were associated with simultaneous use. Results: Approximately 29% of the sample engaged in simultaneous use and a large share of these users report previous (44%) or current (66%) use of cannabis for non-medical purposes. MC patients who either previously or currently use cannabis non-medicinally, men, and patients using MC to treat a pain-related condition, were significantly more likely to report simultaneous alcohol/MC use. Conclusions: Findings indicate that there may be differential risks related to alcohol/MC use, which should be considered by cannabis regulatory policies and prevention/treatment programs. This paper provides a political-economic analysis of policy evaluation. We focus on Randomized Controlled Trials (RCTs) as a subset of policy evaluations and argue that they are used instrumentally by decision-makers in order to improve perceptions of reforms and help secure policy legacy. We theorize that this 'credibility premium' is more valuable for incumbents in politically polarized societies, which we empirically examine using two methods. First, we provide a series of vignettes of prominent randomized evaluations embedded by governments in policy roll-outs and a detailed case study of the Liberian government's decision to commission a third-party RCT evaluation of a proposed primary school privatization reform. Second, we have compiled a unique cross-country panel data set on RCTs in development policy since 1996, with which we demonstrate that RCTs are more likely to occur in polarized societies, and that the effect is amplified by the degree of political competition. This paper examines the concept of green nationalism in the authoritarian context of China, where the ruling Chinese Communist Party (CCP) has adopted the rhetoric of ecological civilization as a means of promoting environmental protection and securing global legitimacy. The authors argue that the CCP's performance legitimacy is closely linked to its ability to address environmental concerns in the context of climate change, and that the development of green nationalism is a rational choice for leaders seeking to maintain this legitimacy. However, the authors also highlight the role of actors such as social entrepreneurs, academics, and environmental NGOs in promoting green nationalism from the bottom-up. Using constructivist political theory, the paper explores how the intersection of different green narratives at various levels can be used to rethink the nation and make claims to legitimacy. Overall, the paper contributes to theory-building by providing a framework for understanding the complex relationship between environmental protection, nationalism, and authoritarian politics in China. This paper examines Philippine foreign policy under the Duterte government (2016–2022). During this period, Philippine foreign policy is widely acknowledged to have undergone dramatic shifts, with the government making friendly overtures towards China at the cost of its traditional alliance with the US. From a foreign policy analysis perspective, this paper explicitly focuses on the role of political leadership in guiding national foreign policy. This paper argues that the Duterte government made strategic use of political marketing in promoting its populist foreign policy. Thus, political marketing is used as an analytical lens with which to examine much of the rhetoric and behaviour of the Duterte government, particularly in regard to its response to the US–China rivalry. By engaging in this supposedly diplomatic game, the Duterte government tried to sell its foreign policy promises and outcomes as products even when its rhetoric was at times disconnected from its actual performance. Overall, this paper develops an alternative perspective from which to add to our understanding of the role of populist foreign policy initiatives in a fragile democratic setting. The historical origins of the Tibet issue in Sino-Indian relations remain understudied. Most diplomatic histories on this subject focus on the highest levels of government, glossing over the immense role of domestic actors in shaping the Tibet question in the India-China relationship. This paper aims to address this gap by studying the domestic response to Dalai Lama's flight to India. Specifically, it analyses the domestic and international advocacy of the noted freedom fighter Jayaprakash Narayan. The paper highlights how Narayan's advocacy was critical in building global and public opinion on the Tibet question, culminating in the passage of Resolution 1723 at the United Nations. It argues that understanding his actions on Tibet is critical because of its negative impact on the Indian government's policy of preventing the issue from gaining international recognition – a gesture aimed at steadying the declining relationship with China. By hindering the government's efforts at damage control, the paper demonstrates how Jayaprakash Narayan's advocacy was a key factor explaining why Sino-Indian ties precipitously declined over the Tibet issue. Climate change is a key socioeconomic and environmental concern in South Africa. The South African government introduced several climate change initiatives to address the impacts of climate change, resulting in the proliferation of climate adaptation policies across spheres of government. This paper studies different climate change adaptation policies and climate policy paradigms (CPP) to understand the adaptation landscape; it explains and compares the changes in CPP in South Africa over time. We mapped 40 policy documents from 2004 to 2022, which shows 12 national policies, 12 provincial (sub-national) policy documents and 14 metropolitan city policy documents. We then used 12 national policy documents to illustrate and understand the CPP. The research shows that different stakeholders have shaped climate change adaptation policy, both private and public firms advised on climate change policy and there are a number of different funding partners supporting the adaptation policy like GEF, C40 and GIZ. The changing policy environment has introduced new frameworks, objectives and processes. Therefore, more efforts will be needed going forward to guide adaptation policy across national, provincial and local governments. We find that several CPPs have emerged, that is different paradigms encompassing a range of policy goals, framings and instruments. The present National CC Adaptation Strategy (NCCAS) mandates adaptation across all levels of government and allows all important stakeholders to address climate change consequences. This NCCAS increases the number and ambition of adaptation policy, encourages integrated approaches, policy coherence and clear direction on how to handle climate risks and impacts in varied South Africa and its global commitment. Changes in policy paradigm enable the use of new policy instruments, including funding and budget mechanisms. Finally, climate adaptation policy has become more ambitious and stringent, requiring all levels of government to plan for climate change. The climate change policy landscape in South Africa has grown over the past 18 years, with policy development across different spheres of government (national, sectoral, provincial and metros), New CPPs have emerged, supported by new policy frames, goals and instruments. The NCCAS provides a clear policy goal, which also provides new policy instruments to implement climate actions and acts to enhance integrated approaches, The lack of domestic budget allocation remains a challenge for national government, but external partnerships have begun to provide support for policy development. Minimum wage (MW) policies are widespread in the developing world and yet their effects are still unclear. In this paper we explore the effect of national MW policies in Latin America's six largest economies by exploiting the heterogeneity in the bite of the national minimum wage across local labor markets and over time. We find evidence that the MW has a compression effect on the wage distribution of formal workers. The effect was particularly large during the 2000s, a decade of sustained growth and strong labor markets. In contrast, the effect seems to vanish in the 2010s, a decade of much weaker labor markets. We also find suggestive evidence of a lighthouse effect: the MW seems to have an equalizing effect also on the wage distribution of informal workers. [ABSTRACT FROM AUTHOR]

Grace Tame's 2021 Australian of the Year (AOTY) award directed public attention towards sexual and gender-based violence (SGBV), as did Australia Day award recipients Donna Carson in 2004 and Rosie Battie in 2015. We use mixed-method textual analysis of a corpus of prime minister's Australia Day speeches between 1990 and 2021 to show how conservative Liberal Party prime ministers have narrated a discourse of idealised national identity to manage activist demands regarding SGBV policy. We quantitatively find that prime ministers promote masculine and heteronormative representations of Australian identity and then develop a qualitative typology of conservative SGBV frames employed by prime ministers that gloss over SGBV as a pressing and chronic policy issue and position idealised Australian femininity to condone and obscure SGBV. Museums have widely used digital technologies to expand their societal and cultural impact. In terms of their use of information technologies (IT), museums have evolved from initial experiments in the 1950s to a significant online presence today. In the process of digital transformation, museums have shaped their digital identity, aiming to expand their activities beyond museum walls with emerging new roles in the digital era. The concept of museums' digital identity is the focus of this paper. To articulate the concept, the theory of digital identity, the methodology of web history, the concept of virtual museums, and museum branding, are brought into consideration. The author articulates the concept of museums' digital identity and outlines a number of components at the collective and individual levels embodied in national strategies and policy documents relating to digital transformation, articulated in statements by museum associations, revealed in features of their online presence, and embedded in brand design. In the conclusion, the author raises questions about the driving force of museums in developing digital identity and the need to comprehensively analyse the multiplatform museum presence. Extant literature has not fully accounted for the changes underway in China's perspectives on the ethical risks of artificial intelligence (AI). This article develops a community-of-practice (CoP) approach to the study of Chinese policymaking in the field of AI. It shows that the Chinese approach to ethical AI emerges from the communication of practices of a relatively stable group of actors from three domains—the government, academia, and the private sector. This Chinese CoP is actively cultivated and led by government actors. The paper draws attention to CoP configurations during collective situated-learning and problem-solving among its members that inform the evolution of Chinese ethical concerns of AI. How does the Chinese government define cybersecurity? Security in the digital realm has gained increasing prominence in recent years, both within China's domestic policy landscape and in its participation with global digital governance. However, the Chinese conception of this term is different from the Western one, and is embedded within the country's distinctive political, economic and technological context. Drawing on Chinese government documents, this paper will trace the evolution of how successive generations of Chinese leaders have identified digital security concerns, and how they have deployed institutional, regulatory and policy tools to respond to them. In Ireland as elsewhere, the value of putting evidence and scientific advice at the centre of public policy-making, has rarely been more evident. The prominence of the science-policy interface has renewed interest in the prospects for evidence based policy (EBP) in education. Notwithstanding the political rhetoric around EBP in education, little is known about the nature and extent of research use in Irish education policy. This paper reports results from a survey of educational researchers in Ireland (n = 69) which involved them completing a survey based on a reliable measure of research utilisation. Results show a poor record in the reported uptake of educational research by policy-makers. Twenty-two independent variables were identified and tested for their association with reported levels of research use. Results indicate that eleven variables have a statistically significant correlation with research utilisation. Regression analysis indicates that four variables can significantly predict variance in the dependent variable (research utilisation) they are, researcher-policymaker collaboration; institutional affiliation of researcher; policy orientation of researcher; and researcher reputation (Adjusted R2 =.545, p <.001). This paper examines the conflict in South African government development policy and law between a people-centred participatory approach and a neoliberal growth-centred approach. In particular, we discuss how this conflict has played out in a series of related court cases from 2021 to 2022. Methodologically, the case study is based on three court judgments with individual fishers, community representatives, civil society organisations and legal entities connected to the Eastern Cape Wild Coast as plaintiffs. The defendants were the multinational company Shell and subsidiaries with two South African government ministers. Our analytical framework was informed by Jürgen Habermas' 'instrumental reasoning' which was operationalised through Sherry Arnstein's heuristic model of participation. Different interpretations and expectations of public participation found in government policy documents and law in South Africa are explored. The findings underscore the central importance of appropriate levels of inclusion in public participation, as protected by the South African Constitution, in the process of Exploration Right Applications by mining companies. Environmental sustainability has been a key policy goal of the European Union (EU), particularly under recent EU Cohesion Policy strategic frameworks. This paper contributes to the analysis of the relevance of EU Cohesion Policy-related environmental sustainability investments, by assessing the impacts of the Operational Programme for Sustainability and Use of Resources (POSEUR 2014–2020), in the Portuguese North NUTS II. In detail, the impact scores of the following five analytical dimensions related to this programme were obtained: (i) low-emissions economy, (ii) adaptation to climate change, (iii) risk prevention and management, (iv) environmental protection and (v) resource efficiency. The analysis was supported by a territorial impact assessment methodology (TARGET_TIA) which was complemented by an online analytic geographic information system (GIS) policy evaluation platform (Impact-WEB_GIS). The results showed that the POSEUR's regional implementation efficiency fell short of the stakeholders' expectations. This can be explained by factors such as the obstacles posed by the prior underdeveloped infrastructural conditions, coupled with the panorama created by the Covid-19 outbreak. Nonetheless, the risk prevention and management dimension had a solid positive impact score that reflected the efficacy of POSEUR in tackling environmental threats, mostly in rural ecosystems. How does urban migrant and refugee settlement occur in face of national inaction on immigration policy? This paper focuses on recent migration to Cairo, a Global South megacity that is home to migrants and refugees from across sub-Saharan Africa and the Middle East. Using in-depth fieldwork, it examines the informal policies that have developed in the absence of national legislation, and explores the impact these have on: (1) the ability for individual migrants and refugees to participate socially, politically and economically; (2) the ability for civil society organizations to organize, provide social services, or engage in activism; (3) occasions when the Egyptian state will forego its hands-off approach in favour of direct intervention. This informs our understanding of the relationship between national policy, informal urban governance, and migrant and refugee settlement in the context of Global South cities, with potential applications to other urban environments. The Arab world faces serious challenges in the protection of human rights. Merely criticising government policies towards human rights has long meant risking one's freedom, if not life. Yet despite the myriad threats, there is a long and powerful history of efforts to address human rights from multiple perspectives that has largely been ignored outside the region (and even by many human rights scholars and practitioners within it), in good measure because most of it occurs in Arabic, which most international human rights scholars do not read. This paper critically reviews Arab human rights publications written in Arabic as a first attempt towards elucidating the diversity and depth of human rights literature in the Arab world for the broader field of human rights studies. Bringing this knowledge to the international human rights community is crucial to helping develop a human rights discourse in and for the Arab world that can positively impact research, advocacy and governance despite the broad environment of authoritarian retrenchment across the region. In so doing, our research offers new knowledge for developing human rights studies in trajectories that can have more direct impact on human rights struggles on the ground globally. Assistive technologies (ATs) promote participation and inclusion in society, and support access to health, social services, education, work and other important life experiences for persons with disabilities, older people and those with chronic conditions. The Global Report on Assistive Technology, launched in May 2022 by WHO and UNICEF, calls for concrete actions to improve access to AT globally, and recognizes AT as both a means to, and an end itself, in the achievement of rights of persons with disabilities. The UN Convention on the Rights of Persons with Disabilities (CRPD, 2006) is the most widely ratified human rights convention, affirming the right to participation in society on an equal basis with others. In this paper, we highlight examples of how AT may play a role in realizing each of the fundamental rights affirmed in the UNCRPD. We conducted an indicative literature search for relevant literature to each of the substantive articles of the CRPD. Assistive technology plays a critical role in achieving the rights affirmed by the Convention on the Rights of Persons with Disabilities. Ensuring adequate provision of AT by states parties is critical to the progressive realization of the rights of persons with disabilities and to fulfilling commitments made by states parties upon ratification of the CRPD. Assistive technology (AT) is critical to enable full participation of persons with disability in society and the achievement of rights affirmed by the Convention on the Rights of Persons with Disabilities. Governments and other key stakeholders should endeavour to improve access to AT through inclusive, evidence-informed programs and services. In many countries, the rapid evolution of digital platform technology has triggered significant shifts in competition law. Many have interpreted China's recent moves as signaling a broader crackdown on private entrepreneurship. In Russia, even before the invasion of Ukraine, government policy became increasingly restrictive toward foreign internet platforms. This paper analyzes the development and enforcement of competition law in Russia and China. We show that both technologically driven changes in the ability of digital platform firms to exercise market power and changes in the external political environment affect the relative strength and coalitions of interested bureaucratic actors and influence policy outcomes. This paper presents the current status of Indian smart cities and examines their preparedness and response to the COVID-19 outbreak. The study focuses on implemented & ongoing projects under the Smart City Mission of the Government of India, which have contributed significantly to controlling the pandemic along with other channels. The study finds that modern cities in both developed and developing countries were not well-prepared to deal with the emergency situations and struggled in providing a satisfactory response during the pandemic. The analysis of primary and secondary data has shown that digital surveillance and movement control through integrated control command centers (ICCC) were the most useful projects in monitoring the COVID-19 cases. However, the lack of technology integration in smart cities hinders the effective usage of implemented projects. Thus, the study recommends integrated network-based applications that include healthcare, essential services, mobility, and movement across smart cities in India. In Taiwan, where relations with China define the major political cleavage, voters have distinct preferences on the issue of independence. Do Taiwanese favor a symbolic or pragmatic approach to the Taiwan independence issue? What are the factors that account for their political preferences? We identify two types of voters, symbolic and pragmatic, according to whether their preferences on independence are conditional or unconditional on China's potential counter actions. Specifically, symbolic voters have unconditional preferences on independence, while pragmatic voters are more agreeable to independence under more favorable conditions. Using multiple wave data from the Taiwan National Security Surveys (TNSS 2002–2022), we investigate the individual- and macro-level factors and find that gender, age, education level, ethnicity, partisan strength, and economic growth rate shape the types of voters in Taiwan. Protecting health-care provider (HCP) well-being is imperative to preserve health-care workforce capital, performance, and patient care quality. Limited evidence exists for the long-term effectiveness of HCP well-being programs, with less known about physiotherapists specifically. To review and synthesize qualitative research describing experiences of HCP, generate lessons learned from the greater population of HCP participating in workplace well-being programs, and then to inform programs and policies for optimizing psychological well-being in an understudied population of physiotherapists. This qualitative meta-synthesis included a systematic literature search conducted in September 2020; critical appraisal of results; and data reduction, re-categorizing, and thematic extraction (reciprocal translation) with interpretive triangulation. Twenty-five papers met the inclusion criteria. Participants included physicians, nurses, and allied health providers. All programs targeted the individual provider and included psychoeducational offerings, supervision groups, coaching, and complementary therapies. Four themes were constructed: 1) beneficial outcomes across a range of programs; 2) facilitators of program success; 3) barriers to program success; and 4) unmet needs driving recommendations. The findings enhance our understanding of diverse individual-level programs to address HCP well-being. Beneficial outcomes were achieved across program types with system-level support proving critical; however, HCP described barriers to program success (HCP characteristics, off-site programs, institutional culture) and remaining needs (resources, ethical dissonance) left unaddressed. Organizations should offer individual-level programs to support physiotherapists in the short term while pursuing long-term, system-level change to address drivers of well-being. The objective of this paper is to estimate the impact of cloud computing on economic performance. The analysis relies on a multi-equation model in which cloud computing is complementary with broadband to maximize the economic contribution of digital technologies. The proposed model is estimated for a sample of OECD countries, depicting cloud penetration at the sector level. Our results suggest positive effects from cloud adoption on economic outcomes. However, the impact of cloud computing depends on broadband penetration and cloud adoption, which, as expected, vary by country and industry. The sector benefitting from the largest economic impact is information and communications, followed by manufacturing, while in contrast, no impact was detected for the transportation sector. This is one of the first empirical analysis estimating cloud economic spillovers on an aggregated basis, from which important public policy implications can be derived to stimulate the development and adoption of this technology. The adoption of the Global Compacts on Migration and Refugees in 2018 marked a turning point in international migration governance. According to objective 13 of the Global Compact for Migration, States Parties have committed to use immigration detention as a measure of last resort and work towards alternatives. As for the Global Compact on Refugees, States Parties and relevant stakeholders also pledged to contribute to the development of non-custodial and community-based alternatives to detention, particularly with respect to children. Five years later, the enhancement of human rights protection for migrants, refugees, and asylum seekers within national territories remains a challenge. We argue that two states of the Global North – Canada and France – are actually using the Global Compacts to push forward their own agenda on the international scene, as a tool to influence other states. Even if Canada and France have engaged in multilateral discussions on the regulation of migration and the protection of refugees through soft law instruments, we find that national practices have not been altered since 2018. As such, this paper will demonstrate that the implementation of the Global Compacts is, in fact, used to advance foreign national policy for both states. [ABSTRACT FROM AUTHOR]

Iran's football has been plagued by substantial safety and security problems. This paper argues that these problems represent to some extent the adverse effects of the repressive policies the government has adopted towards football. First, football matches have become focal points for social and political protests. Second, attempts to control football by limiting its commercialization have facilitated underinvestment in stadium safety. Third, the repressive policing of football crowds is likely to escalate football related riots. We provide support for these ideas on the base of a qualitative case study. This article focuses on the ethics of co-design and the involvement of communities in decision-making regarding the design of their neighborhoods. It emphasizes the importance of a shared sense of place in defining a community and highlights the desire of communities to be involved in shaping their neighborhoods. The article discusses different approaches to public participation in planning systems and introduces the concept of co-design, which involves collaborative methods of plan-making. The main paper in the article by Pablo Sendra explores the ethics of co-design and proposes six principles and a 10 commandment Charter for an ethical co-design process. The article also includes commentaries and experiences from community examples and US scholars, providing diverse perspectives on co-design.
