Seemingly mundane bureaucratic papers – such as birth and marriage certificates – are official proof of legal identities and relations to kin, usually issued by the state of origin. For Syrians who have sought asylum in Germany, these documents are necessary during the asylum procedure and beyond, for certain bureaucratic procedures and the recording of crucial life events. Retracing the crafting of these documents in Syria, and their encounter with German bureaucracy, captures the depth of the entanglement between the Syrian and German citizenship regimes, as well as their discrepancies in relation to paperwork and legality. Drawing on ethnographic research with Syrians in Lebanon and in Germany, this article argues that the legal production of legality in Germany can only be achieved through legally ambiguous, if not so-called illegal, practices in Syria. In France and Germany, significant networks of local initiatives have developed around energy issues. This article brings practitioners' viewpoints into discussion. It presents the way in which two of these networks – the CLER-network for the energy transition (France) and the 100% – Regions network (Germany) – each identifies itself, describes its action and build-up process in relation to government action, and conceives of justice issues in the field of climate energy policy. The analysis shows that these two networks share a lot, including political ends (localisation of energy production, empowerment of rural territories), but practice quite differently as intermediaries for local initiatives. This suggests overcoming the transition management vs grassroots divide present in the literature and paying more attention to hybrids. It also brings emphasis on a type of intermediary's work, which has not been covered by the academic literature, namely that of tinkering with multiple supports and embedding action in local-national-supranational networking in order to maintain continuity. In discussing justice dimensions, we emphasize that motives or ends of action are only reflectively related to ideas of justice: justice issues seem bound up with a politics of assembling, either as a marker of federative action (all fighting for justice) or as a potentially divisive issue. This paper examines new forms of study-abroad expertise on social media and their role in mediating Indian student mobility to Germany. Firstly, it explores how mutual-support Facebook and WhatsApp groups—used by prospective international students in India to support each other through the process of applying to German universities—have contributed to the emergence of new forms of education consultancy, offered by Indian students or graduates of German universities, whom I call 'Student Guides'. In addition, it shows how some Indians studying in Germany have started 'Study in Germany' YouTube channels, aimed at aspirant student migrants, and have become important 'study-abroad influencers'. The paper analyses how these new forms of study-abroad expertise offer prospective international students social and cultural capital important for successful student migration, apart from shaping their imaginative geographies of Germany, and embedding them in cultures of mobility. Furthermore, the paper highlights how these new forms of study-abroad expertise intersect with, and critique, a more 'traditional' study-abroad expert: the professional education consultant. The 5th International Conference on Behavioral Addictions was held in Cologne, Germany, April 23–25, 2018. It featured one of the largest concentrations of papers on pornography and sexual research presented in a single venue to date. Several key themes emerged from the conference. The theoretical basis for developing pornography and sexuality studies as components within the behavioral addiction research landscape is beginning to mature. Core components are the I-PACE theory and the development, validation, and employment in field studies of a steadily growing set of assessment tools including the Problematic Pornography Use Scale, the Brief Pornography Screener, and the Hypersexual Behavior Inventory. The field also benefitted from a keynote speech and a formal pro/con debate. The other principal debate was around the imminent release of ICD-11 by the World Health Organization and the way that Compulsive Sexual Behavior Disorder (CSBD) would be handled. There was a selection of papers looking at the debate from a variety of theoretical and practical points of view. Fieldwork from Poland suggested that well over 80% of people seeking treatment for CSBD had a problem with pornography use, rather than issues from acting out with real sexual partners. For the career development of postdocs in academia, universities in Germany are offering mentoring programs to postdocs. They aim to encourage, support and mentor the postdocs toward professorship via face-to-face mentoring, workshops, and networking support. The mentoring programs are carefully designed; however, their success is dependent on multiple factors. The study explores the communication patterns in mentoring between professors and postdocs, and its impact on their professional development. Data was collected and analyzed using Grounded Theory. The data was collected from twenty-five semi-structured in-depth interviews with professors and postdocs across Germany. Classicand Constructivist Grounded Theory was used for data analysis. The paper presents a Communication in Mentoring Model for the professional development of postdocs. The model can be used as a tool to ensure successful communication for better professional relationships in mentoring as well as in professional environments. The history of the Hilfsschule (special school) is contested and multifaceted. For the German context, most research to date has focused on institutions or professional pioneers in special education. This paper, through a "New Historicism" perspective, asks how a group of pupils, described as "retarded", could become a new pedagogical object within a discourse among teachers, psychiatrists, school doctors and local administrations at the end of the nineteenth century. Linking national and local discourses, this paper analyses the emergence of the special school pupil (Hilfsschulkind) in Germany within a broader discourse of educability as well as through knowledge practices, namely record-keeping systems. How do far-right actors and issues structure public debates and become mainstream over time? Previous research has shown that far-right actors are central actors in political conflicts in Western Europe, partly due to their dominance in struggles on cultural issues. The entrenchment of the far right substantially depends on their networks and public visibility. However, we still lack a long-term understanding of public debates about far-right actors and their discursive interconnections across issues. In this paper, we deliver the first longitudinal analysis of the evolution and structure of far-right discourse networks and the diffusion of far-right ideas in public debates since the 1990s. Methodologically, this paper innovates by combining discourse network analysis with automated text analysis to investigate how the relations between far-right actors and issues are represented in mass media. We analyze more than 500,000 newspaper articles in six different mass media outlets in Germany. The results show that far-right actors have gained more public visibility since the 1990s. The study demonstrates that the mass media debates have introduced and amplified cultural issues "owned" by the far right. Far-right discourse networks in mass media have grown, discursive interactions have intensified and discourse networks have become more centralized. Our results indicate that the discursive mainstreaming of the far right evolved in the context of the "refugee crisis" in 2015, and was linked to the AfD's institutional access. Hemp is a primary substance for papermaking, having been used for 2,000 years in this capacity. In the 20th century wood pulp came to replace hemp and other long fibres, and this has been an environmental disaster. Recent efforts to re-introduce hemp fibres into paper pulp are under way, with a number of writing papers having been manufactured in Europe and North America. However, most of these were done in small batches. Most papermills in southeast Asia produce 500,000 tons or more annually, whilst mills in the West tend to be small, specialty paper mills. Hemp is used rather consistently for fine papers, including cigarette paper and cosmetic tissue paper, but writing paper may continue to be made from trees until we run out and are forced to use other material. One large papermill in Germany, Gmund (which is distributed in the UK by The Hemp Shop) is starting to catch up, with a number of different papers including writing paper now being made in increasingly larger batches. A number of other companies are also offering hemp papers, ranging from writing paper to wallpaper. In times of economic crisis, academics, policy-makers, and pundits often debate the correct level and best use of government debt. This paper argues structural political and economic factors grant core economies more fiscal space than peripheral economies. While the federal governments of the US, Germany, and other core economies may easily issue and sell debt in private markets, smaller economies, both municipalities within countries, and countries in the global periphery, are more vulnerable to demand fluctuations. All economies may benefit from explicit commitments by monetary authorities to resume their historic roles as governments' banks, especially during crises. By highlighting present political constraints, monetary structures, and market factors that may inhibit governments' successful placement of bonds, this paper deepens present debate about the potential feasibility of functional finance to facilitate fiscal activity, even in unprecedented times. The context for this paper is a shift in the way citizens engage in democratic processes which has received increasing attention in the literature. Building on previously conducted research, this paper contributes to the conceptualisation of citizenship activities in terms of young people below the voting age from rural communities. Based on reviewing current research, seven emerging contexts that can assist with exploring young people's citizenship activities are proposed, namely unofficial, individual, glocal, sporadic, online, issues-based, and justice-oriented. These contexts were translated into a framework which is introduced and explored in this paper. To explore this framework, focus groups (n = 26) and a qualitative questionnaire (n = 106) were conducted with young people aged 13–16 from a secondary school in Germany. The proposed framework extends previous conceptualisations of emerging citizenship contexts by looking beyond citizen types and taxonomies to explore the spaces, modes, goals, and the frequency of participants' citizenship activities. Results indicate that the proposed framework was useful in exploring multiple emerging citizenship contexts. Focus group and questionnaire participants were particularly engaged in glocal, unofficial, sporadic, and issues-based contexts and to a lower degree in individual, online, and justice-oriented contexts. This paper investigates the politics of refugee arrival and integration at urban level in Germany following the migration influx in summer 2015. How have cities redefined themselves? How have newcomers and residents with different subjectivities constructed their identity, social belonging, and justified their rights-claiming? What kind of changes can be observed in city's social spaces? Supported by critical geography, securitization, ethnographic approaches, the paper aims to identify the grey areas of the urban social spaces and presents two accounts centred on: (1) city as sites of bureaucratic politics, austerity urbanism and surveillance; (2) city as sites of sanctuary/solidarity practices. It argues that the refugees' arrival offers the chance for German cities to envision a social project through engaging a politics of 'bounding' which involves the re-framing of refugee displacement in relation to urban development by covering both the lived (camp) experiences of those on the move and local population's needs. The German government appointed an advisory committee to negotiate the design of a structural change prompted by energy and climate policy. The Coal Exit Commission was assigned with this complex mandate on how to end coal-fired power generation. Against many expectations, the Commission, comprised of stakeholders with competing interests, achieved a consensus outlining the coal exit in Germany by 2038. Considering that the result of this compromise serves as the basis for a major policy change, it is legitimate to ask if the final recommendations of the Coal Exit Commission were balanced, reliable and socially robust, and if the Commissions' advice satisfies the need for quality standards in negotiated multi-source policy advice? This paper investigates the Commission in that regard, while testing a framework for hybrid multi-source stakeholder advisory committees. The research shows broad compatibility with the framework. Simultaneously, this paper argues for additional factors such as the careful reflection of the composition of a hybrid advisory group, a precise, clear-cut mandate, development of trust between group members, independence of the adviser from the appointing authority. This paper introduces a theoretical perspective for the comparative analysis of the advocacy behavior of political parties and interest groups in legislative policy-making. It conceptualizes the policy-centered and group-centered statements of political actors as policy frames and constituency frames, respectively. In order to gauge the analytical leverage provided by policy and constituency frames, I will theorize the extent to which political parties and interest groups rely on these two types of frames respectively. The empirical relevance of both types of frames is assessed in two cases of legislative policy-making in Germany. Drawing on parliamentary debates, position papers presented in committee hearings, and press statements released by interest groups, I show, amongst others, that constituency frames play a significant role in these actors' advocacy. While the use of policy and constituency frames varies between radical and moderate parties, there are hardly any differences in their use between parties and interest groups. [ABSTRACT FROM AUTHOR]

Construct: In this study, we examine the differences in test performance between the paper-based and the computer-based version of the Berlin formative Progress Test. In this context it is the first study that allows controlling for students’ prior performance.Background: Computer-based tests make possible a more efficient examination procedure for test administration and review. Although university staff will benefit largely from computer-based tests, the question arises if computer-based tests influence students’ test performance.Approach: A total of 266 German students from the 9th and 10th semester of medicine (comparable with the 4th-year North American medical school schedule) participated in the study (paper = 132, computer = 134). The allocation of the test format was conducted as a randomized matched-pair design in which students were first sorted according to their prior test results. The organizational procedure, the examination conditions, the room, and seating arrangements, as well as the order of questions and answers, were identical in both groups.Results: The sociodemographic variables and pretest scores of both groups were comparable. The test results from the paper and computer versions did not differ. The groups remained within the allotted time, but students using the computer version (particularly the high performers) needed significantly less time to complete the test. In addition, we found significant differences in guessing behavior. Low performers using the computer version guess significantly more than low-performing students in the paper-pencil version.Conclusions: Participants in computer-based tests are not at a disadvantage in terms of their test results. The computer-based test required less processing time. The reason for the longer processing time when using the paper-pencil version might be due to the time needed to write the answer down, controlling for transferring the answer correctly. It is still not known why students using the computer version (particularly low-performing students) guess at a higher rate. Further studies are necessary to understand this finding. The global climate budget for 1.5°C necessitates distributing future CO2 emissions to individual countries. In Germany, this translates to 3.1 billion tons (January 2022). All sectors must engage to meet this target, particularly the lignite (i.e. low-grade brown coal) sector. This entails leaving significant reserves untapped. Also, economic factors are already driving a decline in coal consumption, aided by Germany's renewable expansion and rising CO2 prices. Forecasts suggest lignite phase-out by 2030, prompting reevaluation of mining plans without devastation of villages. While maker platforms, such as FabLabs and Makerspaces, are commonly perceived as drivers for transformative trajectories, little is known about how the dynamics of experimental collective agency are mobilizing transformative capacities that foster change on the local level. This paper contributes to the understanding of collective innovation dynamics of maker platforms that aim to support collective experimentation and translate novel practices to incumbent institutions on the local level. By drawing on the strategic niche management literature, a comparative case study of six maker platforms in Germany is conducted. Findings indicate three relevant modes of translation that could be identified: Firstly, translation by active shielding and institutionalized adaption emphasizes the role of harbouring universities in fencing off market pressures and offering events as well as workshops to regime actors. Secondly, translation by enabling learning mechanisms highlights the effect of implementing proper formats for assessment and learning on mutual translation. Thirdly, translation by sustained cooperation and coordination between maker platforms and local institutions stresses capacities for cooperation and a demand-oriented coordination between maker platforms and incumbent institutions. The outbreak of the COVID-19 pandemic in early 2020 not only put the public health system under considerable pressure, but it also posed a huge challenge for established routines of intergovernmental coordination in Germany. As the Länder are responsible for implementing infection prevention measures, the most senior intergovernmental council, the minister presidents' conference (MPK), became the central body for pandemic crisis management. In light of high uncertainty, time pressure and public attention, drastic actions were taken to contain the dissemination of the corona virus. Against this background, our paper investigates how party politics impacted on horizontal coordination in times of crisis. The analysis shows that indeed territorial party politics interferes with routines of intergovernmental coordination. While congruence between the federal and Länder governments promotes homogenous implementation of joint MPK resolutions, increasing coalition size and intense party competition make deviations more likely. Multiple conflicts of spatial planning are currently intensifying in the context of sustainability transformations. This paper aims to better understand the conflicts involved in planning inter-municipal commercial areas (IMCA) in city-regional constellations. Choosing an explicit conflict perspective integrating different strands of literature, a qualitative in-depth case study using cognitive-affective mapping (CAM) is carried out. The case study analyzes a region comprising a large urban center and multiple smaller surrounding communities in Southern Germany, where several attempts to cooperate have failed, ostensibly due to poor urban-rural relations. Our findings reveal that the situation is more complex: IMCA is hindered by vertical and horizontal governance conflicts and sectoral conflicts of interest. While land use conflicts on where to implement IMCA are hindering concrete projects, a deeper conflict potential lies in the question of whether to plan new commercial areas at all. Albeit IMCA are proposed as the solution for reducing land take and realizing economic growth, the planning of IMCA reflects this global tension on the regional and local level without being able to solve it per se. This paper explores how girls' education developed in Norway and Prussia (and later North Rhine-Westphalia, NRW) during the first and second wave of women's political mobilisation. It analyses how organisations and activists of the women's movement were included in different cross-interest coalitions in education politics. The cases are interpreted in light of Rokkanian cleavage theory. In Germany, the women's movement was split along class lines but also along denominational lines. The Catholic women's movement became a part of the Catholic and later the Christian democratic political alliance. In Norway, influential sections of the women's movement were linked first to the liberal movement and later to the social democratic movement. In both cases, women's rights activists left a mark on education policy, but Norwegian women's rights activists enjoyed successes earlier and more consistently. The lines between journalism and public relations (PR) have become increasingly blurred with the rise of organizational media. Within this landscape, certain publications mimic journalistic formats while concurrently serving as PR instruments to promote organizational interests. These hybrid endeavors are commonly known as "brand journalism." This paper presents the findings of a quantitative survey conducted among brand journalists in Germany, focusing on the perceptions of their roles and ethical orientations. We compare their responses to those of German journalists surveyed as part of the Worlds of Journalism research project. The data suggests that brand journalists largely align with journalists in terms of their professional roles and ethical orientations, with only a few noteworthy distinctions. One such distinction is that brand journalists tend to perceive their role less as critical observers who scrutinize political leaders and businesses. In essence, our study underscores the remarkable resemblance in role concepts between brand journalists and journalists, offering insights into the convergence of organizational media with modern journalism. The COVID-19 pandemic was a major challenge for journalism. In the case of Germany, critics very early on voiced concerns over the quality of mainstream media coverage. Mainstream media were attacked for the intensity of their coverage, for reporting too much and unnecessarily frightening audiences, for not presenting a diversity of viewpoints on the pandemic and the measures taken to mitigate it, and for being one-sided and too close to the government. Against this background, this paper examines the intensity and viewpoint diversity of the coverage of 13 mainstream and two alternative media in Germany in 2020 and 2021. Based on a comprehensive manual content analysis of almost 9000 news stories, we conclude that the mainstream media did not cover the pandemic in a fundamentally exaggerated or one-sided way. However, they did not always report intensively when the pandemic was particularly severe, and they tended to warn against the pandemic rather than criticize the measures taken. This paper examines school management and policies in Germany and Australia during the Covid-19 pandemic. The study, which is comparative and qualitative, explores the interrelationship between different levels of governance and the responses of teacher unions. The inquiry is informed by the perspectives of historical institutionalism and path dependency, and the document analysis is conducted by utilising the justification categories of value, collective, and formal and procedural driven arguments. We argue the contestation which occurred between different levels of school governance and the teacher unions amidst the pandemic created the potential for changes in policy settings and influence over the administration of schooling. However, there is no indication of fundamental shifts in the organisation, policy direction or control over schooling in Germany or Australia. Instead, there is a conformity to established institutional arrangements and path dependencies, which secure and protect the vested interests of the different policy actors. [ABSTRACT FROM AUTHOR]

The focus of this paper is the affective dimension of far-right discourses which we consider challenges for teaching. The rise of the far-right in many parts of the world has led to a growing body of work in the social sciences. However, as the topic has become the subject of academic scrutiny its controversial nature also demands a debate on teaching strategies and principles. Drawing on two courses on the political geography of the far-right taught at two German universities, we propose paying special attention to the affective potentials of far-right discourses and taking a normative anti-fascist approach to facilitate critical thinking, solidarity, and empathy in the classroom. Additionally, we also urge educators to pay close attention to emotions students might experience when analysing and discussing the far-right. This paper situates the case studies within the context of far-right mobilisations in Germany and describes the challenges of developing the syllabus and the teaching strategies. It concludes with data from a survey amongst students who attended the courses on the perception and emotional reaction towards the far-right showing that students are affected and potentially frustrated given the current success of the far-right but also see the need for counter action. To investigate determinants of willingness to adopt telerehabilitation, willingness of technology use, core affect regarding using telerehabilitation, and digital competencies in rehabilitation professionals in Austria and Germany before and during the COVID-19 pandemic. A cross-sectional paper-based and online survey was conducted before and during COVID-19, respectively, with three cohorts of rehabilitation professionals. Outcomes were the willingness to adopt telerehabilitation evaluated using the extended Unified Theory of Acceptance and Use of Technology; willingness of technology use using the short scale for assessing the willingness of technology use; digital competencies and core affect using the Digital Competence Framework and semantic differential, respectively. Multivariate ordinal regression analysis was performed to determine predictors. Included were 603 rehabilitation professionals. Analysis revealed differences between Austria and Germany and before and during the pandemic for most outcomes. German residency, the pandemic, and a higher educational level were most important predictors of higher willingness to adopt telerehabilitation, willingness of technology use, digital competencies, and positive core affect. The pandemic increased most aspects of willingness to adopt telerehabilitation, willingness of technology use, digital competencies, and positive core affect. Results confirm that rehabilitation professionals with higher degrees are more prone to adopt innovations in healthcare.Registration: German Clinical Trials Register (DRKS00021464) The willingness to adopt telerehabilitation is associated with external factors increasing the need for alternative rehabilitation delivery, such as COVID-19, and with financial facilitators, such as reimbursement. As the willingness to adopt telerehabilitation is higher among speech and language therapists and dietitians, efforts are necessary to enhance its use in physiotherapists and occupational therapists. As a higher willingness to adopt telerehabilitation was observed in younger rehabilitation professionals and those with higher education, increasing the importance of telerehabilitation in education curricula and further knowledge transfer into practice for those already working in the field seems necessary. Twelve qualitative case studies in German and Canadian hospitals and IT companies were used in this mixed-methods study analysing the labour market outcomes of immigrants. The reported case studies investigate the immigrants' recognition, integration process and the usability of foreign qualifications, skills and work experiences in the labour market. Furthermore, the strategies and rationales of employers and employees within the recruiting process are analysed. Here, the focus lies on the transferability and obstacles of cultural and social capital across country borders as well as the relevant framework conditions. This paper refers to Bourdieu's approach towards different types of capital as well as the rational choice theory. The results demonstrate that immigrants in both countries face more obstacles accessing the labour market within the health sector than within the IT sector. The context of the recruiting situation strongly affects the strategies and behaviour of the employers or the recruiters. Within these sector- and country-specific confines, individual factors determine the immigrants' labour market success. This paper presents an example of transformative learning afforded to social work students participating in an international study program between United States and Germany focusing on Genocide and the Holocaust. Using epistemic justice as a frame, it foregrounds the experience of a Black female social work student who was the target of microaggressions while abroad and highlights the critical theories, such as critical consciousness, critical realism, and intersectionality, used to help students reflect on and make meaning of their experiences. Through self-reflection and sustained dialogue, the experience offers examples of how students were engaged in a learning process that enabled them to become critically aware of the various individual and social forces that impact the lived experience of others. This paper studies the determinants of support for future generations, using novel survey data for the case of Germany. I find significant, but not overwhelming support for prioritizing the needs of future generations vs. the acute needs of present-day citizens. Moreover, individual-level and contextual factors matter too. High-income and highly educated citizens are on average more supportive of the needs of future generations, the elderly and women less so. Left-wing supporters are equally more supportive of future generations, especially supporters of the Greens and those subscribing to 'green-alternative-liberal' values. Supporters of the right-wing populist AfD are most strongly opposed. General political trust boosts support for future generations, and economically thriving local economies are associated with higher levels of support for future generations as well. Refugees are perceived as a category of people that are 'vulnerable' per se. However, once they have arrived in (high-income) hosting countries and are supported by a welfare state, vulnerability needs to be rethought, as they face new challenges and potential sources of inequality. In this paper, we have measured vulnerability as the probability of experiencing jointly three interdependent risks: social isolation, financial worries and poor health. For this purpose, we estimated a trivariate logit model to evaluate how individual and household characteristics are associated with vulnerability and also made inferences regarding the residual association between pairs of risks, conditionally to a set of selected covariates. Using the 2016 wave of the IAB-BAMF-SOEP survey of refugees in Germany, we demonstrated the significant correlations between the risks experienced by refugees and assessed a 'propagation effect' that affects vulnerability when the three risks come together. Taking this result into account may be useful in preventing vulnerability among refugees when they are faced with even one of these risks. [ABSTRACT FROM AUTHOR]

The aim of this paper is to examine the relationship between education and technological rationality from the perspective of the philosophy of education, and to show that while education is deeply related to technique, skills, or technology, it can never be reduced to technical knowledge, and that there are things in education that overflow technical knowledge. I will here ask why there is something in education that overflows technical knowledge — I will define it as knowledge of pathos — and why it is necessary to redefine the meaning of education in terms of knowledge of pathos. In order to address this issue, I will first examine the relationship between technology and transcendence in the world of education in Kei Hachiya's Education and Transcendence. Second, I will show that recent outstanding theoretical achievements of Japanese philosophers of education — Satoji Yano's Education from the Perspectives of Gift and Exchange, Yasuo Imai's Medial Perspective on Education, and Tsunemi Tanaka's Clinical Theory of Human Becoming — are all located within the problematic area of 'technology-pathos-education'. Finally, I would like to propose a 'philosophy of education built on fragile parts', with a view to redefining education through the knowledge of pathos, paying attention to the experience of pathei mathos and the opportunity of weakness in the philosophy of education. This paper attempts to reinterpret asylum theory (1954) propounded by Ortwin Henssler (1923–2017) as a free-space theory of education, as a way of grasping the problematic nature of 'pedagogical protection.' The theoretical potential of Henssler's thought has been more appreciated, accepted, and developed in Japan than in his native Germany. First, I outline Henssler's theory of asylum and show how his theory has been received and developed in Japan, especially in the fields of historical researches. Secondly, I discuss the possibility of reading Henssler's thought of asylum as a theory of 'pedagogical protection.' Thirdly, I consider whether it is possible to interpret 'free space' in education based on the model of asylum. In the face of climate and ecological crises, it is vital that car use be reduced, while simultaneously shifting towards different powertrains and reducing the size, weight and energy demand of vehicles. This poses a challenge to the global car industry, as its business model historically centres on selling more and larger cars. In this context, the purpose of this paper is to examine the social-ecological limits of industrial restructuring in Germany. A narrative literature review through the lens of Marxian political economy sheds light on intertwined system-immanent barriers to achieving social and ecological sustainability at the sectoral level. Consequently, powertrain electrification is structured by technological dynamism, which fuels appropriation in the quest for metals and rare earths, with significant social and ecological disadvantages. This generates an impasse for the industry's transition strategies. Understanding how capitalist tendencies generate interlaced and mutually re-enforcing barriers to achieving social-ecological sustainability is key to understanding why industrial transitions are insufficient from a social-ecological perspective. The Syrian refugee crisis posed enormous challenges for the child welfare system and immigration authorities in Germany. Based on qualitative interviews and publicly available data, this paper explores the responses of frontline workers to the surge in unaccompanied refugee minors (UAMs) during the crisis and how their actions were experienced by UAMs. Results illustrate how frontline coping strategies created effective barriers to UAMs being united with their families. The findings raise questions about the relationship between ambiguous policy goals, frontline practice and formal legislation in the context of the right to asylum and the best interests of the child. While some of the founders of American cultural anthropology and British social anthropology were part of the transregional Jewish and non-Jewish German speaking community, Jewish anthropology, and anthropology by or on Jews in German-speaking countries, was seriously impacted by the Shoah. Some sources in the area of historical anthropology engage with Jews, who were anthropologists, and who were murdered or who fled, others focus on the appropriation of Jewish cultural heritage and zoom in on discourses about Jews. Living Jews are oftentimes covered in dissertations, after which the nascent ethnologist/anthropologist vanishes from academia, or leaves the country: research on living Jews seems an unsustainable career move. This paper is a first attempt to sketch out the developments of Jewish anthropology – in the broadest sense – in Germany post-1945. It will pay due attention to structures, societal, social, and academic; the place of anthropology within these structures; and Jews, as an ethno-religious group being researched by anthropologists (and other ethnographers); and the anthropologists/ethnographers who research them. By paying close attention to the anthropologists and ethnographers themselves, it is possible to "map the margins" (Crenshaw 1991) of anthropological and ethnographic work in an emotionalized, ideologized, and politicized field, a field that is indicative of post-genocidal intergroup relations in situ. The socialist German Democratic Republic (GDR) in the east part of former divided Germany, which existed between 1949 and 1990, saw the emancipation of women as a national objective. In this paper we examine the gender ideologies of young people in the GDR in relation to state socialist ideas of gender equality. First, we outline the GDR's socialist state policy in favour of maternal full-time employment, even with young children, between the 1950s and the 1980s. We then present the results of our analysis of gender ideologies using survey data collected by the GDR's Central Institute of Youth Research in 1984. By applying latent class analysis, we identify two patterns of egalitarianism in the analytic sample, which we term 'all-inclusive-egalitarians' and 'not-in-my-backyard-egalitarians' ('nimby-egalitarians'). The former supported gender equality in both the public and familial spheres. The nimby-egalitarians, by contrast, had ambivalent attitudes, as they supported gender equality in the public sphere and at the same time held more traditional attitudes towards the private sphere. Our study demonstrates that after almost 40 years of propagating gender equality, state socialism in the GDR had some success in shaping societal gender ideologies. However, we reveal ambivalences which researchers have previously often overseen, especially in contrast to the Western part of Germany. The top-down shaped GDR patterns of egalitarianism also bear similarities to the stalled gender revolution in contemporary Western democratic societies. In this paper, the authors discuss their experiences with ungrading at a small public university in the U.S. and a large public university in Germany. The courses described are Calculus 1 and a content course for pre-service secondary teachers of mathematics. The professors teach differently: one with lecture, the other with inquiry-based learning, and choose to use elements of ungrading in different ways. In one case, the professor lets students self-evaluate their homework, while in the other the professor uses a mix of specifications grading and ungrading for the final grade. We outline and compare our assessment approaches and discuss student performance and feedback. We also present some patterns relating to gender: in both cases, we observed that women students chose lower self-evaluations than men students. The inclusion of the natural environment in the theory, education and practice of social work has increasingly become a matter of interest amongst scholars and social work educators. There is a large and increasing amount of literature on this topic. However, the inclusion of environmental issues in the curricula seems to be evolving very slowly to date. This paper examines 94 social work curricula in four European countries, and notes the presence of environmental issues in their content, by using term categories. Findings show that the natural environment is extremely under-represented in the education of social workers. The paper argues that social work curiccula need to undergo immediate reform on an international level. The discussion section includes suggestions on how the natural environment could be integrated into social work curricula. The first suggestion is to create new subjects with a direct reference to environmental issues and green social work. The second one is to include in existing subjects topics that will draw on environmental sociology and focus on the interconnections between social and environmental problems. [ABSTRACT FROM AUTHOR]

This paper analyses the socio-demographic attributes and political attitudes of protesters in Germany. In doing so, the paper studies participation at demonstrations, one of the key forms of non-electoral political participation in Germany and a central political arena in which to negotiate political and cultural conflicts. Methodologically, we draw on original data from nine protest surveys collected between 2003 and 2020. The demonstrations under scrutiny address a wide variety of issues such as peace, climate change, global justice, immigration, international trade and social policy. Analysing protesters' profiles, we focus on differences both within and across demonstrations. We show that demonstrators' socio-demographic and attitudinal characteristics diverge considerably across the surveyed demonstrations. In particular, we identify two clusters of demonstrations, differing most prominently regarding participants' political trust, satisfaction with democracy, and perceptions of self-efficacy – the 'disenchanted critics' and the 'confident critics'. Based on a regression analysis across all nine demonstrations, we further show that the distinction of these two demonstration clusters is not the result of the presence or absence of certain groups of demonstrators. The article focuses on the European Commission's guidance paper (GP) and the relevance and effectiveness of reforming Article 82 through a soft-law tool, and whether the GP demonstrates an effective means of compliance for Germany. The EU aspires to launch GP's features that will analyze concepts such as consumer welfare, anti-competitive foreclosure, and consumer harm. It discusses how the GP could be professed from the viewpoint of German competition law and policy, and the kind of transitional regime required for an effective completion of its main analytical concepts. It notes that it is therefore important to come up an overall balance between both the efficiencies and competitive-harm policy when enforcing Article 82 despite all the criticism.

This paper estimates the impact of the different proximity dimensions on the subsequent innovation performance of firms which received radical knowledge spillovers. The analysis for the case of biotechnology small- and medium-sized firms (SMEs) in Germany is based on a dataset covering the period from 1998 to 2017. Results indicate the positive impact of social and organizational proximity on the innovation performance of radical knowledge recipients. Geographical proximity has a negative impact, whereas for cognitive proximity a U-shaped relation is observed. The paper contributes to the innovation economics and economic geography literature by underlining the peculiarities of the effectiveness of radical knowledge spillovers. Assuming that policy design can impact gender equity in caretaking, this paper examines how expectant mothers and fathers understand and respond to specific parental leave policy elements when shaping their parenting practices. Taking Germany as a case study, this research draws on semi-structured interviews conducted between October 2019 and March 2020 with 18 couples, who were expecting their first child at the time of the interview. Germany's parental leave policy has shifted substantially since 2007, most notably with the establishment of non-transferable parental leave months for fathers. Exploring the link between policy design at the macro-level and parental involvement at the micro-level, this paper focuses on how mothers and fathers make sense of their leave entitlements when dividing leave, which (policy) aspects they consider as helping or hindering an equal leave division and how mothers and fathers anticipate using parental leave benefits. Results indicate that the current parental leave policy design enables greater equity in caretaking by normalizing some leave-taking by fathers. However, by providing an option for fathers' leaves to be split and to be taken concurrently with mothers the policy limits fathers' solo parenting responsibility and consequently prevents a transformation of gendered parenting practices. Based on satellite imagery in combination with ground data measurements and numerical modelling, the distribution patterns of water masses along the German Baltic Sea coast of the state of Mecklenburg-Vorpommern (M-V) were investigated. The dynamic processes forming these patterns are driven by the local wind. Distinct wind directions induce typical features in several regions of the M-V coast. The processes considered are the distribution of Oder river water in the Pomeranian Bight, the upwelling off Hiddensee and off the coast of the Mecklenburg Bight including the Warnow river outflow, and the special dynamic regime in Lübeck Bay. In the Pomeranian Bight, a strong relation was found between the wind and transport direction of river water which was also applied to interpret the distribution of inorganic and organic pollutants. During easterly winds, different upwelling cells arise with the highest intensity in the Hiddensee area. The cells merge by increasing wind velocity. Lübeck Bay is mainly excluded from water exchange during the dominant wind directions. The first results of this systematic remote sensing study along the entire coast of M-V are summarized and will be continued to support the coastal monitoring programme of regional authorities. The available skid resistance, or friction, in a pavement surface is a vital parameter for functional evaluations of roads due to its relation with crashes. Therefore, highway administrations must collect friction data on their road network to provide safe roads to users. Additionally, a prediction model that can forecast the available skid resistance in each road segment is necessary for an efficient pavement management system (PMS). The aim of this paper is to develop a skid resistance prediction model for the bituminous pavements of the motorway network of federal state of Bavaria, in Germany, with information that is typically available in a PMS: the Annual Average Daily Traffic , the Annual Average Daily Heavy Traffic , and the number of lanes in each segment. Despite its simplicity, with 6410 road segments of 2 and 3 lanes of the Bavarian motorway network, the model achieves a determination coefficient (R2) of 0.405. If information about the surface layer material is added, R2 increases to 0.480. Consequently, apart from predicting the minimum available friction in each lane in a motorway, the study underlines the necessity that a PMS should contain the recommended elements and additional surface layer material, because the quality of the prediction improves. When the Covid-19 pandemic hit internationally in March 2020, governments and political incumbents received exceptionally high approval ratings. Such a sudden spike of public support in times of crisis is often explained as the 'rally 'round the flag' effect. This paper has three goals: first, to examine whether a rally effect indeed occurred; second, to analyse whether and how much it is related to (i) affectedness, i.e. the occurrence of infections on individual and aggregate level, and (ii) fear of Covid-19; and third, to examine an assumed moderating effect of partisanship. We merged individual survey data from an online survey conducted in September 2020 as part of the German Longitudinal Election Study (GLES) with infection rates on the state level (Bundesländer) published by the Robert Koch Institute. We detect a striking rally effect in all partisan camps. Furthermore, we identify fear of Covid-19 as the driving mechanism while there is no evidence that affectedness is a major force behind the rally effect. While communication generally embodies an essential part of public leadership, this is even more true in times of crisis when uncertainty prevails, and the public expects the leader not only to take adequate measures to mitigate the crisis, but also to justify and explain these measures. In the COVID-19 pandemic, Angela Merkel's communication differed from other Western political leaders who strongly relied on a war narrative. This paper focuses on the framing by the German Chancellor during the first phase of the COVID-19 pandemic (March--July 2020). We examine Merkel's crisis communication in three different public arenas: her public speeches, her press conference appearances and her weekly podcasts. Based on a qualitative content analysis, our study provides three relevant insights. First, it proves that the claim for solidarity -- national as well as European solidarity - represents the crucial element of Merkel's meaning-making narrative. Second, the study shows that both statements on the protection of public health and of economy strongly resonate in her communication, but that the prioritisation shifted over time. Finally, our analysis manifests how Merkel's framing differs in the three communicative arenas. Disrupted identities of inhabitants in old industrial and other less developed regions are seldom an issue of regional policies, even though people's attachment to their residential environment can influence territorial development. It is the aim of this paper to assess the reach of regional policy to strengthen place attachment and the place identity of inhabitants. We do so by analysing the development and implementation process of the novel participatory and place-sensitive policy programme #heimatruhr. The programme aimed to renew residents' attachment and emotional bonds with their neighbourhoods in the old industrial region Ruhr in Germany through arts and social innovation-based initiatives. It was designed in an experimental process and followed an open, co-creative, and transformative proceeding. The key to place-sensitivity was the integration of participants during the entire programme development and implementation from the early phases onwards. Our findings suggest that supporting people-centred place-making practices as part of regional policies can positively influence residents' place attachment. Given the push to strengthen European defence cooperation, the topic of whether a European strategic culture is emerging has become widely contested. Since convergence between member states is the key that would unlock the way to a European strategic culture, this paper examines how they perceive crucial aspects of strategic culture and in what aspects they have converged and diverged. This study selected Germany, Poland, and Ireland as cases of the EU-27 member states. It compared the three national strategic cultures in three aspects: strategic environment, cooperation patterns, and strategic goals and means, by conducting a computer-based content analysis of strategic documents and official speeches of high-level national policymakers between 2000 and 2020. This study found that despite the persistent divergence in strategic goals and means, the three countries have shown greater convergence in their perceptions of the strategic environment and that while their preferences on cooperation patterns are largely unchanged, they seem to be accepting the EU as a legitimate and favourable platform for security and defence cooperation. These findings suggest that the prospects for the emergence of a European strategic culture and further developments of the EU's Common Security and Defence Policy are both challenging and promising. The Covid-19 pandemic has created a widespread need for social support. Similar to previous crises, we can observe activation in society to meet these needs: citizens have offered practical, emotional, and financial support, often within their social networks, but also to strangers and civil society organizations. In this paper, we examine the role of social capital in receiving social support during the Covid-19 pandemic in Germany using unique micro-level survey data. We investigate the importance of three aspects of social capital – the size of one's support network, social trust, and organizational membership – for receiving (sufficient) social support. We focus on three types of support networks: family and friends, neighbors, and civil society actors. First, we find that while all three elements of social capital matter for receiving social support, a larger support network and organizational embeddedness matter primarily for receiving support beyond family and friendship networks. Second, civil society actors have been less likely to provide sufficient support in the pandemic, mainly acting in addition to strong ties and providing complementary support for individuals in particular need. Children and young people who come into conflict with the law tend to be disengaged with education and learning. This paper reports on research from an EU Erasmus+ project in Spain, Italy, Germany and the UK. The research focused on the impact of Authentic Inquiry (AI) on learners in custodial or youth justice settings and the impact on educators and their pedagogy. Quantitative data (from 82 educators and 73 young people), demonstrated the young people could be re-engaged with education and learning as evidenced in the change in Learning Power profiles. Qualitative data (from 16 educators and 14 young people) showed the greatest impact to be on the emotional component of engagement. The AI had an impact xon educators as learners by improved Learning Power profiles and on their pedagogical approach. The geopolitical situation created by Russia and China over Ukraine has made it difficult for businesses in Germany, mostly small and medium-sized enterprises, to manage their logistics and supply chain processes effectively. The objective of this paper was to examine the impact of the geopolitical situation on the supply chain of German family-owned SMEs in 2022, focusing on the Russia-Ukraine conflict and China. The researchers used a quantitative research study that sampled 50 participants drawn from four family-owned SMEs in Germany. Questionnaires were used to collect data from the participants. The path analysis results reveal a significant relationship between price changes and Germany's family-owned SMEs' supply chain processes (b = 0.716, t = 15.469, t < 0.05). The positive sign indicates that an increase in the independent variable results in an increase in the dependent variable. The positive sign indicates that an increase in organizational characteristics increases attitude towards green practices. The study concludes that supply inflation, price cost, and supply cost fundamentally affect the supply chain processes of Germany-owned SMEs. The German government and other stakeholders in the SME sectors should develop policies that aim to provide financial and regulatory assistance to small and medium-sized enterprises in Germany through public-private partnerships.
