The US global leadership in science and technology has greatly benefitted from immigrants from other countries, most notably from China in the recent decades. However, feeling the pressure of potential federal investigations since the 2018 launch of the China Initiative, scientists of Chinese descent in the United States now face higher incentives to leave the United States and lower incentives to apply for federal grants. Analyzing data pertaining to institutional affiliations of more than 200 million scientific papers, we find a steady increase in the return migration of scientists of Chinese descent from the United States to China. We also conducted a survey of scientists of Chinese descent employed by US universities in tenured or tenure- track positions (n = 1,304), with results revealing general feelings of fear and anxiety that lead them to consider leaving the United States and/or stop applying for federal grants. China and the United States are both major countries in the world in the production of and trade in wind energy products, and they are also important trading partners. Therefore, it is of great practical significance to analyze and evaluate the Sino-US bilateral wind power complementarity for re-examining their respective comparative advantages and re-understanding the benefits that trade liberalization brings to both countries, in an attempt to strengthen the trade relations between China and the United States and enhance trade complementarities in wind energy products under the global circumstances of fierce competition. In this paper, based on the trade data from the UN Comtrade database in 2007-2016, a quantitative analysis was conducted on the complementarity of Sino-US wind energy products, by adopting the quantitative research methods of trade combination degree index (TCD), export similarity index (SI) and trade complementarity index (TCI). The results shows that: i) the total trade volume of wind energy products between China and the United States has increased rapidly, and the trade surplus between China and the United States has been expanding year by year; ii) the overall trade balance of wind energy products trade between the two countries is generally stable, and the dependence of China's wind energy products on the United States is much higher than that of the U.S wind energy products on China; iii) the Sino-US wind energy products between China and the United States are highly competitive in the international market; iv) Sino-US wind energy products have different degrees of complementarity in bilateral trade. Purpose – The purpose of this paper is to survey the growth of solar energy worldwide, analyze US-China trade dispute in the solar industry, and evaluate the merits of US trade tariffs. Design/methodology/approach – The study surveyed archival data, publications by international organizations, government agencies, industry groups, and some academic research papers. Findings – Global demand for solar energy has been rising steadily and is projected to generate growing source of electric power. There is worldwide consensus that public support for solar industry in the development stages is necessary. The US Government provides generous support programs and subsidies to US solar industry. Accordingly, US punitive tariffs against China's solar industry on grounds of government subsidies are of questionable merit. Originality/value – This paper presents a concise profile of global solar energy and evaluates US trade policy toward China. This paper examines the impact of the technological measures that copyright holders employ to lock their works and discusses why users are disadvantaged. It compares the anticircumvention rules in the Digital Millenium Copyright Act in the US and the Copyright, Patents and Designs Act in the UK; the latest exemptions to circumventing activities released by the US Library of Congress are included. It reviews the evolution of Chinese anti-circumvention rules, starting with a well-known case preceding the promulgation of the anti-circumvention rules, then it examines the anti-circumvention provisions in the Copyright Act 1990, the Software Regulation 2001 and the ISP Interpretation 2004. It also critically analyzes the latest Network Regulation 2006 by comparing it with the DMCA and the CDPA. The paper suggests that the Chinese anticircumvention rules need to be constructed with more legal certainties. Recommendations are also made for additional redrafting to make China's anti-circumvention rules more adaptive to a digital environment. [ABSTRACT FROM AUTHOR]

Abstract: Can we construct transnational or international public service advertising to counterbalance the proliferation of transnational commercial advertising? As an important first step in exploring the possibility of such an application of shared media public diplomacy among nations, this paper describes a complete survey of commercial and public service advertisements collected from the public spaces of subway systems in American and Chinese cities in 2010 – New York, Washington, DC, Shanghai and Beijing – to reveal the range of themes of commercial and public service ads in these spaces. The study reveals first that analogous commercial and public service ads are ubiquitous in the public spaces of both Chinese and American cities. Second, many of the themes that might appear in international or transnational public service ads are already being portrayed in ads created by local or national governments or NGOs, although these themes are portrayed in ads created by different sets of actors in China and in the US: government actors and a few international NGOs in Chinese cities, and governments, corporations and non-profit organizations in the case of American cities. Finally, the survey reveals that in all four cities there are many commercial advertisements that appeal to the identity of a transnational consumer, but that there are almost no public service ads that appeal to the identity of a transnational citizen: merely local or national ones who can solve such public problems as global warming, education, and health issues. The concept of the smart grid has been gaining more and more attention worldwide since it was proposed by the U.S. Electric Power Research Institute in 2001. Recently, it has been propelled again by the promotion of low carbon economies in developing countries. To satisfy the exponential increase in electricity demand and alleviate environmental degradation caused by fossil fuel-based power generation, China has made great efforts in constructing a smart grid as a substitution of traditional energyintensive power grid. In the 12th Five-Year Plan in particular, it was stated that emphasis should be placed on the development of renewable energy and smart grids. The objective of this paper is to provide an insight into the current research on smart grids, and shed light on the development of smart grids in China, based on the analysis of which, the obstacles and barriers in the development process are identified. Incidents of counterfeit products harming humans have been widely reported in the western press. Counterfeit handbags and jeans are easily obtainable at several well-known locations around the world, including many in the United States. The construction industry is not immune from the worldwide problems of counterfeiting. Research reported on by this paper identified the center of the problem as the People's Republic of China (PRC). In addition, the research concluded that there are significant differences in the attitudes toward counterfeiting exhibited by people living and working in North America and those living and working in the PRC. The research, based on almost 200 interviews, revealed that most Chinese manufacturers believe that 'close enough is good enough' and many Chinese have a hard time understanding why that is not acceptable to the U.S. market. Of course, many U.S. and Canadian companies have had great success procuring quality material and products from China, but most have achieved this success through extensive education and training of the Chinese manufacturer and supplier, and excruciating diligence in the oversight of their entire supply chain. Abstract: The rapid growth of energy consumption in conjunction with economic development during past decades in East Asia, especially China, caused severe air pollution problems at local and regional scales. Understanding of the meteorological conditions for air pollution is essential to the understanding of the formation mechanism of air pollutants and the development of effective emission control strategies to reduce air pollution. In this paper, the Fifth Generation National Center for Atmospheric Research (NCAR)/Pennsylvania State University (PSU) Mesoscale Model (MM5) modeling system is applied to simulate meteorological fields during selected six 1-month periods in 2007/2008 over a triple-nested modeling domain covering East Asia, the eastern China, and Shandong Province at horizontal grid resolutions of 36-, 12-, and 4-km, respectively. MM5 generally reproduces well the observations in the eastern China but performs worse in the western China and northeastern China. Largest biases occur in 2-m temperatures (T2) and wind speed and wind direction at 10-m in haze months (i.e., winter) and daily mean precipitation (Precip) in non-haze months (i.e., summer), due to limitations of the model in simulating snow cover and convective precipitation. Meteorological predictions agree more closely with observations at urban sites than those at the coastal and mountain sites where the model performance deteriorates because of complex terrains, influences of urban heat island effect and land/sea breezes, and higher elevations. Model results at 12-km in Shandong Province show an overall better performance than those at 4- or 36-km while the results at 4-km show worst performance due to inaccurate land use and the model’s incapability in simulating meteorological processes at a fine scale. Abstract: Formaldehyde, an economically important chemical, is classified as a human carcinogen that causes nasopharyngeal cancer and probably leukemia. As China is the largest producer and consumer of formaldehyde in the world, the Chinese population is potentially at increased risk for cancer and other associated health effects. In this paper we review formaldehyde production, consumption, exposure, and health effects in China. We collected and analyzed over 200 Chinese and English documents from scientific journals, selected newspapers, government publications, and websites pertaining to formaldehyde and its subsequent health effects. Over the last 20years, China''s formaldehyde industry has experienced unprecedented growth, and now produces and consumes one-third of the world''s formaldehyde. More than 65% of the Chinese formaldehyde output is used to produce resins mainly found in wood products — the major source of indoor pollution in China. Although the Chinese government has issued a series of standards to regulate formaldehyde exposure, concentrations in homes, office buildings, workshops, public places, and food often exceed the national standards. In addition, there have been numerous reports of formaldehyde-induced health problems, including poisoning and cancer. The lack of quality epidemiological studies and basic data on exposed populations emphasizes the need for more extensive studies on formaldehyde and its related health effects in China. The remarkable economic rise of China and the recent turmoil in US financial markets inevitably raises questions about the respective fortunes of both countries. This paper assess the relative standing of the US and China by placing their relationship in historical context. It is suggested that China's accession to the WTO marked the highpoint of US influence and ascendancy. Since then, China's position has been steadily improving, something that the recent emergence of its first sovereign wealth fund and its subsequent role in bailing out distressed US financial institutions has dramatically highlighted. If China's form of 'state capitalism' continues to become more influential it will have major consequences for not only the US, but for the extant geopolitical order more generally. Background: There has been tremendous change on neuropathic pain research in the past 20 years in China and around the world. We analyzed the global trend of neuropathic pain research and compared China’s quantity and quality of neuropathic pain-related publications with other developed countries.Methods: Using terms “neuropathic pain”, we retrieved related publications from the Web of Science (WOS) database and PubMed database. From different aspects, such as the number of papers, total citations, average citations per item, H-index, research types, orientation, institutions, journals and funding, global neuropathic pain publications were classified and analyzed.Results: From 1998 to 2017, 21,733 articles regarding neuropathic pain research were published worldwide. Of these, 9.394% were contributed by authors from Chinese institutions, which followed USA and ranked second. However, the quality indicators of publications, including total citations, average citations per item and H-index, were relatively low in China. High contribution journals and the 10 most-cited articles on neuropathic pain in world and China were also listed, which also can reflect the quality of neuropathic pain. Based on National Natural Science Foundation of China (NSFC), basic research was the main articles type, accounting for 32.91% of China’s neuropathic pain research.Conclusion: Global neuropathic pain research increased rapidly during the 1998 to 2017 period. The USA was still the leader of neuropathic research. Although China had made great achievements, there was a significant gap in the high-quality studies between China and other leading countries.
