This study compared three local cluster detection methods to identify local hotspots of human cutaneous anthrax (HCA) transmission in the country of Georgia where cases have been steadily increasing since the dissolution of the Soviet Union. Recent reports have indicated that the disease has reached historical levels in 2012 highlighting the need for better informed policy recommendations and targeted control measures. The purpose of this paper was to identify spatial clusters of HCA to aid in the implementation of targeted public health interventions. At the same time, we compared the utility of different statistical tests in identifying hotspots. We used the Getis-Ord ( G i ∗ ( d ) ) , a multidirectional optimal ecotope-based algorithm (AMOEBA) – a cluster morphology statistic, and the spatial scan statistic in SaTScan™. Data on HCA cases from 2000 to 2012 at the community level were aggregated to an 8 × 8 km grid surface and population data from the Global Rural and Urban Mapping Project (GRUMP) were used to calculate local incidence. In general, there was agreement between tests in the locations of HCA hotspots. Significant local clusters of high HCA incidence were identified in the southern, eastern and western regions of Georgia. The G i ∗ ( d ) and spatial scan statistics appeared more sensitive but less specific than the AMOEBA algorithm. The scan statistic identified larger geographic areas as hotspots of transmission. In general, the spatial scan statistic and G i ∗ ( d ) performed well for spatial clusters with lower incidence rates, whereas AMOEBA was well suited for defining local spatial clusters of higher HCA incidence. In resource constrained areas, efficient allocation of public health interventions is crucial. Our findings identified hotspots of HCA that can be used to target public health interventions such as livestock vaccination and training on proper outbreak management. This paper illustrates the benefits of evaluating statistical approaches for defining disease hotspots and highlights differences in these clustering approaches applicable beyond public health studies. Background: Over the past half century the global tendency for improvements in longevity has been uneven across countries. This has resulted in widening of inter-country disparities in life expectancy. Moreover, the pattern of divergence appears to be driven in part by processes at the level of country groupings defined in geopolitical terms. A systematic quantitative analysis of this phenomenon has not been possible using demographic decomposition approaches as these have not been suitably adapted for this purpose. In this paper we present an elaboration of conventional decomposition techniques to provide a toolkit for analysis of the inter-country variance, and illustrate its use by analyzing trends in life expectancy in developed countries over a 40-year period. Methods: We analyze trends in the population-weighted variance of life expectancy at birth across 36 developed countries and three country groups over the period 1970-2010. We have modified existing decomposition approaches using the stepwise replacement algorithm to compute age components of changes in the total variance as well as variance between and within groups of Established Market Economies (EME), Central and Eastern Europe (CEE), and the Former Soviet Union (FSU). The method is generally applicable to the decomposition of temporal changes in any aggregate index based on a set of populations. Results: The divergence in life expectancy between developed countries has generally increased over the study period. This tendency dominated from the beginning of 1970s to the early 2000s, and reversed only after 2005. From 1970 to 2010, the total standard deviation of life expectancy increased from 2.0 to 5.6 years among men and from 1.0 to 3.6 years among women. This was determined by the between-group effects due to polarization between the EME and the FSU. The latter contrast was largely fueled by the long-term health crisis in Russia. With respect to age, the increase in the overall divergence was attributable to between-country differences in mortality changes at ages 15-64 years compared to those aged 65 and older. The within-group variance increased, especially among women. This change was mostly produced by growing mortality differences at ages 65 and older. Conclusions: From the early 1970s to the mid-2000s, the strong divergence in life expectancy across developed countries was largely determined by the between-group variance and mortality polarization linked to the East--West geopolitical division. Abstract: The onboard space navigation system “Alpha” for the USSR Project “L-1” of the manned fly by the Moon is described in the Paper. The system was developed by the Institute of Applied Mathematics of USSR Academy of Sciences and by the Central Design Bureau for Experimental Machine-Building in the years 1966–1968. A sextant was used to obtain the onboard measuring information; it allowed cosmonauts manual receiving the optical measurements of the angular elevations of the known stars above the horizons of Earth and Moon. The principal properties of the ballistic navigation algorithm are presented. This algorithm provided determination of the spacecraft orbit and correction velocity impulses for all the flight stages to ensure the safe spacecraft re-entry into Earth''s atmosphere. The problems that were connected with implementing the algorithm in the onboard computer are shown. This autonomous navigation system was successfully tested at the ground test complex for the flyby of the Moon with the unmanned variant of flight (spacecrafts “Zond 5–Zond 8”) from 1968 till 1970. The tests have shown that this onboard navigation system has met all the time and accuracy conditions in determination of the orbit parameters and correction velocity impulses.
