There have been several incidences of flood recently, which are believed to be aggravated by increased climatic variables as a result of perceived changes in climatic conditions (due to climate change) in the Cross River Basin. The basin is the most extensively developed and used river basin in the management of the water resources of the Cross River and Akwa Ibom States in Nigeria. In this paper, 30 years (from 1992 to 2021) of hydro-meteorological data (annual average rainfall, maximum and minimum temperatures, hu midity, duration of sunlight (sunshine hours), evaporation, wind speed, soil temperature, cloud cover, solar radiation, and atmospheric pressure) from four stations in the Cross River Basin were obtained from the Nigerian Meteorological Agency (NIMET), Abuja and subjected to trend detection analysis using the Mann–Kendall test to determine the trend in climatic parameters. The results indicate that there is a significant upward trend in annual rainfall in Ogoja but a downward trend in Calabar. The evaporation trend is significantly downward in Eket, whereas in Calabar, there is an upward trend in solar radiation. Generally, there is a significant rise in annual maximum temperature across the basin. Serial correlation and segmented regression analyses were performed to measure the impact of fluctuations in monthly and long-term Tahiti and Darwin's Sea level pressures on the climatic variables at the Cross River Basin catchment. These analyses were necessary to determine the extent of the influence of the El Nino Southern Oscillation climatic cycle. The analyses show no significant association between the El Niño Southern Oscillation (ENSO) and rainfall or between the ENSO and runoff in the catchment. This implies that the impact of the ENSO on rainfall and runoff in the Cross River Basin catchment is not considerable. The intercepts derived from the segmented regression in Eket and Ogoja show significant positive trends in both areas for rainfall and runoff. The trends in intercepts suggest that there are external factors influencing rainfall and runoff other than ENSO events, thus strengthening the assertion of climate change. Results from this study will facilitate the understanding of the variability in climatic parameters by stakeholders in the basin, researchers, policymakers, and water resource managers. The Iberian Peninsula is a climate change hotspot, where the temperature is increasing faster than the global annual mean surface temperature, with the largest reduction of precipitation. Consequently, freshwater availability is expected to decrease substantially. In this context, freshwater systems are especially vulnerable in terms of meeting the water demands and ecosystem requirements we know today. In this paper, we present an extension of the eco-engineering decision scaling (EEDS) method to explore trade-offs in agricultural and ecologic metrics at the catchment scale across a range of unknown future hydrological and climate states. The extended EEDS method evaluates current water resource management rules focusing on agricultural and ecologic objectives, identifies climate hazards that make the system fail and assesses climate risk in three time horizons for the design of adaptation measures. The subject of the research paper is the use of remote sensing in monitoring and analyzing the impact of climate change on the occurrence of extreme precipitation, and the causeand-effect occurrence of floods in the area of the Sana River Basin in Bosnia and Herzegovina. The goal is to process the "product" of remote sensing to identify the time intervals of occurrence of extreme precipitation, to assess their impact on water levels, and to map potential floods in space. Spatial identification of zones that are at risk of flooding is an integral part of the aforementioned goal. Precipitation monitoring was performed by processing Climate Hazards Group InfraRed Precipitation with Station Data through the Google Earth Engine platform. The observed 30-year period (1992-2022) was compared with the average precipitation for 2017, 2018 and 2019. The impact of extreme precipitation on the water level of the Sana River was analyzed. Flooding periods have been identified: February and December 2017, March 2018 and May 2019. Mapping of flooded areas was carried out by pre-processing and post-processing of Sentinel-1 radar satellite images. The total flooded area is: 710.38 ha (February 2017), 496.79 ha (December 2017), 417.86 ha (March 2018) and 422.42 ha (May 2019). Based on the identified flooded areas, a flood risk map was created on the main course of the Sana River. The research contributes to a better understanding of the changes that occur in the area under the influence of climate change, and the data presented are important for numerous practical issues in the field of water resource management and flood protection. Human activities have cumulatively altered natural thermal regimes, with impacts and occurrences of extreme events amplified and exacerbated by global climate change. This leads to cascading ecological impacts in river systems. This paper translates knowledge generated over more than ten years of thermal research in South Africa into a protocol for establishing environmental water temperature guidelines for perennial rivers in South Africa. Tools and protocols for generating thermal guidelines reflecting seasonal variation and daily ranges, setting ecologically relevant thermal targets, and approaches for incorporating water temperature into management plans are presented. Tools include a spatial (thermal) framework within which air-water temperature models are applied and reference thermographs are generated; national maps of system resilience and air-water temperature model accuracy; a database of variables likely to indicate system resilience and model accuracy; innovative tools for generating thermal metrics and thermographs; a screening process to assess thermal risk; and an evaluation process to assess thermal change based on deviation from reference or expected thermal conditions. The importance and value of thermal data was recognised by the freshwater community and collection of water temperature data strongly endorsed. Climate change led an increase in the frequency of severe droughts, the effects of which are exacerbated by a lack of water storage. Despite increasing research on global-scale total water storage (TWS) change and drought prediction, basin-scale long-term hydrological drought, TWS change, and El Nino–Southern Oscillation (ENSO) influence in East Africa (EA) remain unexplored. In this paper, we used multiple approaches, of ensemble machine learning (ML) and weighted averaging, to conduct a basin-scale exploratory analysis of future hydrological drought and TWS change for the period 2025–2099. Climate change will affect future hydrological conditions in the basins, with maximum severity values of −90.3, −726.6, and −2567.7 Gt in the Tana, Turkana, and Victoria basins, respectively, under RCP6.0. Similarly, we found maximum severities of −187.5 and −277.7 Gt in the Abaya-Chamo and Tanganyika basins, respectively, under RCP 2.6. The most severe El Nino drought and exceptional La Nina conditions in the basins were found under both RCP scenarios. To ensure future water security in EA, sustainable water resource management strategies that can mitigate the impacts of extreme climate events in the future are urgently needed. Characterizing the response of temperature variables to agricultural irrigation is expected to be an important challenge for understanding the full impact of water management on regional climate change. In this paper, the trend analysis and abrupt change test were applied to detect the global warming effect. Then, the quantitative irrigation-induced cooling effects on temperature variables between April and August from 1970 to 2010 in the Lhasa River basin were estimated using historical time series of gridded meteorological records and a map of the area equipped for irrigation. Trends in the maximum temperature (Tmax) were statistically positive, and a significant increasing trend for the minimum temperature (Tmin) was detected at the 0.01 and 0.05 confidence levels. No abrupt changing point of warming was detected in the time series for Tmax. The abrupt changes in Tmin in the irrigation concentration period took place in 1995, 5 years later than the corresponding change in April. Affected by global warming, the increase in temperature was the largest in July and August, when the irrigation-induced cooling effect was also the most significant. The irrigation-induced cooling effect for Tmax and Tmin in April–August (except for June) ranged from − 0.017 to − 0.009 °C/decade and from − 0.011 to − 0.001 °C/decade, respectively, and the cooling effect for diurnal temperature range (DTR) ranged from − 0.011 to 0 °C/decade. The cooling effect on temperature reached above 0.01 °C in July and August, but for the growing seasons, the effect was weak, only 0.001 °C. The Tmax and Tmin trends during the whole growing seasons decreased by both 0.002 °C/decade, respectively, with a 10% increase in irrigation land proportion. Even in July and August, the trends were expected to decrease by about 0.005 °C/decade with a 10% increase in irrigation land proportion. Abstract: While the number of environmental flows and water science programmes continues to grow across the globe, there remains a critical need to better balance water availability in support of human and ecological needs and to recognise the environment as a legitimate user of water. In water‐stressed areas, this recognition has resulted in friction between water users in the public and private sectors. An opportunity exists for practitioners to be on the forefront of the science determining best practices for supporting environmental water regimes. This Special Issue brings together a collection of environmental flows science and water management papers organised around three major themes: (1) method development and testing; (2) application case studies; and (3) efficacy evaluation. Contents of this Special Issue are intended to foster collaboration and broaden transferability of the information, technical tools, models and methods needed to support environmental water management programmes. The technical sophistication of methods and modelling tools, while important to the advancement of environmental water science, may come at the expense of easily interpretable outcomes that positively influence management decisions. Researchers need to be more proactive in translating the results of advanced modelling methodologies into user‐friendly tools and methods. This will allow stakeholders and water managers to proactively test alternative water allocation scenarios to help address growing human water demands in the face of droughts and changes in climatic patterns. The application of environmental flows science and water management strategies cannot be done in isolation. Implementation involves a complex decision‐making process that integrates ecological, hydrologic and social science across diverse multifaceted governance systems and requires active stakeholder involvement. Scientists and managers must strengthen partnerships at multiple scales to develop sensible science investment strategies so that collective knowledge can be translated into wise environmental water management decisions. This paper reviews the implications of climate change for the water environment and its management in England. There is a large literature, but most studies have looked at flow volumes or nutrients and none have considered explicitly the implications of climate change for the delivery of water management objectives. Studies have been undertaken in a small number of locations. Studies have used observations from the past to infer future changes, and have used numerical simulation models with climate change scenarios. The literature indicates that climate change poses risks to the delivery of water management objectives, but that these risks depend on local catchment and water body conditions. Climate change affects the status of water bodies, and it affects the effectiveness of measures to manage the water environment and meet policy objectives. The future impact of climate change on the water environment and its management is uncertain. Impacts are dependent on changes in the duration of dry spells and frequency of ‘flushing’ events, which are highly uncertain and not included in current climate scenarios. There is a good qualitative understanding of ways in which systems may change, but interactions between components of the water environment are poorly understood. Predictive models are only available for some components, and model parametric and structural uncertainty has not been evaluated. The impacts of climate change depend on other pressures on the water environment in a catchment, and also on the management interventions that are undertaken to achieve water management objectives. The paper has also developed a series of consistent conceptual models describing the implications of climate change for pressures on the water environment, based around the source-pathway-receptor concept. In river basin systems, power asymmetry is often responsible of inefficient and unbalanced water allocations. Climate change and anthropogenic pressure will possibly exacerbate such disparities as the dominant party controls an increasingly limited shared resource. In this context, the deployment of cooperation mechanisms giving greater consideration to a balanced distribution of the benefits, while improving system-wide efficiency, may be desirable. This often implies the intervention of a third party (e.g., the river basin water authority) imposing normative constraints (e.g., a minimum release) on the party in the dominant position. However, this imposition will be more acceptable to the dominant party if coupled with some form of compensation. For a public agency, compensation may be burdensome, especially when the allowance is triggered by natural events whose timing and magnitude are highly uncertain. In this context, index-based insurance contracts may represent a viable alternative and reduce the cost of achieving socially desirable outcomes. In this paper, we develop a hybrid cooperation mechanism composed of i) a direct normative constraint imposed by a regulator, and ii) an indirect financial tool, an index-based insurance contract, to be used as a compensation measure. The approach is developed for the Lake Como multi-purpose water system, Italy: a complex Alpine river basin, supporting several hydropower reservoirs and finally flowing into a regulated lake which supplies water to several downstream uses, mostly irrigated agriculture. The system is characterized by a manifest geographic power asymmetry: the upstream hydropower companies are free to release their stored water in time irrespective of the timing of the downstream demands. This situation can lead to financial losses by the downstream users and undesirable social outcomes. Results suggest that financial instruments may offer a reliable and relatively inexpensive alternative to other forms of compensation, and thereby favor more balanced management of multi-purpose water systems characterized by power asymmetry. This finding is especially relevant in times when granting of licenses to use/withdrawal water are often being reviewed with attention to environmental protection and equity issues. The convergence of climate change and post-Soviet socio-economic and institutional transformations has been underexplored so far, as have the consequences of such convergence on crop agriculture in Central Asia. This paper provides a place-based analysis of constraints and opportunities for adaptation to climate change, with a specific focus on water use, in two districts in southeast Kazakhstan. Data were collected by 2 multi-stakeholder participatory workshops, 21 semi-structured in-depth interviews, and secondary statistical data. The present-day agricultural system is characterised by enduring Soviet-era management structures, but without state inputs that previously sustained agricultural productivity. Low margins of profitability on many privatised farms mean that attempts to implement integrated water management have produced water users associations unable to maintain and upgrade a deteriorating irrigation infrastructure. Although actors engage in tactical adaptation measures, necessary structural adaptation of the irrigation system remains difficult without significant public or private investments. Market-based water management models have been translated ambiguously to this region, which fails to encourage efficient water use and hinders adaptation to water stress. In addition, a mutual interdependence of informal networks and formal institutions characterises both state governance and everyday life in Kazakhstan. Such interdependence simultaneously facilitates operational and tactical adaptation, but hinders structural adaptation, as informal networks exist as a parallel system that achieves substantive outcomes while perpetuating the inertia and incapacity of the state bureaucracy. This article has relevance for critical understanding of integrated water management in practice and adaptation to climate change in post-Soviet institutional settings more broadly. Due to the adverse impacts of severe droughts on various aspects of human life and ecosystem services (ESs), the spatio-temporal assessment of the resilience of ESs under droughts is essential. In this paper, we propose a new methodology for assessing ESs-based resilience, taking into account the seven resilience principles: a) redundancy and diversity, b) managing connectivity, c) managing slow variables and their feedback, d) complex adaptive system (CAS) thinking, e) experimentation and learning, f) broadening participation, and g) polycentric governance. These principles enable us to consider the main social, political, hydrological, economic, and environmental aspects concerning resilience which have been overlooked in previous studies. The methodology is evaluated by applying it to Zarrinehroud River Basin (ZRB) in north-western Iran. A set of qualitative and quantitative criteria and their sub-criteria are proposed for quantifying the ES-based resilience and generating time series of resilience against severe droughts in several sub-basins in the study area. To evaluate the criteria and sub-criteria, the required data are derived from calibrated SWAT and MODSIM models as well as experts' judjments. The time series of ES-based resilience under 128 Water and Environmental Resources Management (WERM) scenarios (for enhancing agricultural practices, altering and modernizing irrigation methods, improving irrigation network and drainage facilities) and Climate Change (CC) scenarios (RCP 4.5, RCP6.0, and RCP 8.5) are derived for each sub-basin based on short-term (2020–2049) and long-term (2020–2098) periods. The low resilience values (0.53–0.6) of all sub-basins under the base management scenario (the status quo scenario (SC 0)) illustrate the need for implementing some projects to enhance the ESs in the study area. The results show that the WERM scenario SC 12346 can improve the values of the resilience criterion in sub-basins up to 0.85 and reduce the vulnerability of the study area to droughts. By evaluating all management scenarios, scenario SC 12346 is reported as the best scenario, since it can significantly increase the resilience of all sub-basins against extreme droughts with an acceptable cost of 636 million US dollars compared to other scenarios. Under this WERM scenario, the resilience values of sub-basins increase up to 40%. This scenario suggests implementing a set of projects such as improving irrigation networks and drainage facilities. Global climate change has led to an increase in both the frequency and magnitude of extreme events around the world, the risk of which is especially imminent in tropical regions. Developing hydrological models with better capabilities to simulate streamflow, especially peak flow, is urgently needed to facilitate water resource planning and management as well as climate change mitigation efforts in the tropics. In view of the need, this paper explores the feasibility of improving streamflow simulation performance in the tropical Kelantan River Basin (KRB) of Peninsular Malaysia through coupling a conceptual process-based hydrological model − Soil and Water Assessment Tool (SWAT) with a deep learning model − Bidirectional Long Short-Term Memory (Bi-LSTM) in two ways. All SWAT parameters were set as their default values in one hybrid model (SWAT-D-LSTM), whereas three most sensitive SWAT parameters were calibrated in the other hybrid model (SWAT-T-LSTM). Comparison of daily streamflow simulation results have shown that SWAT-T-LSTM consistently performs better than SWAT-D-LSTM as well as the stand-alone SWAT and Bi-LSTM model throughout the simulation period. Particularly, SWAT-T-LSTM performs considerably better than the other three models in simulating daily peak flow. Based on the latest projection results of five GCMs from the Sixth Phase of the Coupled Model Intercomparison Project (CMIP6) under three emission scenarios (SSP1-2.6, SSP2-4.5, SSP5-8.5), the best-performed SWAT-T-LSTM was run to assess the potential impacts of climate change on streamflow in the KRB. Accurately and quantitatively decomposing the impacts of climate change and human activities on runoff changes in large basins with significant spatial heterogeneity remains a challenge. In this paper, the fuzzy C-means (FCM) algorithm was used to identify the regional differences in hydrological processes of the Yangtze River Basin (YZRB) based on multiple factors. Then, regional Budyko equations with synthetic parameters were constructed for runoff decomposition using the hierarchical Bayesian model, considering the spatial correlations of multiple factors among basins. Results showed that 44 subbasins in the YZRB can be clustered into five clusters based on 10 factors including precipitation, temperature, precipitation seasonality, vegetation coverage, saturated hydraulic conductivity, elevation, slope, topographic wetness index, irrigation water consumption, and proportion of built-up area per unit area. From Cluster 1 to 5, P , T , IRR , and B decreased from about 1400 mm, 17 °C, 57.9 mm, and 1.59 % to about 870 mm, 12 °C, 15.6 mm, and 0.40 %, respectively, while ELEV and SLP increased from about 300 m and 3° to about 3500 m and 10°, respectively. Hierarchical Bayesian models can improve the performance of Budyko equations by better-simulating n , compared with linear regression models. Their R 2, RB , and RMSE for the whole YZRB were as follows: 0.9104 versus 0.7591, 4.33 % versus 8.21 %, and 0.06 versus 0.11, respectively. Runoff decomposition from 1982 to 2018 showed that precipitation led to more than 34 % change in runoff in Cluster 2, while the influence of potential evapotranspiration on runoff changes was less than 3.00 % in each cluster. Rising temperature caused runoff to decrease by more than 7.90 % in Cluster 1, 3, and 4. In addition, precipitation seasonality, vegetation, and irrigation water consumption had different influences in different clusters. This study improves the ability of the Budyko equation to quantitatively decompose the impacts of multiple factors on regional runoff changes and provides more reasonable suggestions for water resource management. Understanding the changes in hydrological process is a key subject for water resource management of a high-diversity watershed. In this paper, through an establishment of a SWAT-based model, the effects of climate change and its induced vegetation change on hydrological process were analyzed in the East River Basin. The model could well simulate the hydrological processes of the basin including surface runoff (SURQ), groundwater (GWQ), lateral flow (LATQ), total water yield (WYLD), actual evapotranspiration (ET), and groundwater recharge (PERC). Under the vegetation change induced by temperature increase, the effects of the vegetation change on hydrological process were larger than that of the temperature change. Under the vegetation change caused by the increase of temperature and precipitation, the vegetation change enhanced the effects of climate change on annual SURQ, LATQ, GWQ, WYLD, and PERC of the basin. Under spatial scale, when the temperature and precipitation changed simultaneously, the increase of precipitation could promote the increase of annual ET in sub-watersheds. Also, the annual SURQ, WYLD, GWQ and ET in western sub-watersheds were more sensitive to the cumulative changes of vegetation and climate. A portfolio of water management strategies now exists to contribute to reach water demand and supply targets. Among them, integrated water resource management has a large potential for reducing water disagreement in water scarcity regions. Many of the strategies are based on well tested choices and technical know-how, with proven benefits for users and environment. This paper considers water management practices that may contribute to reduce disagreement in water scarcity areas, evaluating the management alternatives in the Mediterranean basins of Europe, a region that exemplifies other water scarcity regions in the world. First, we use a model to compute water availability taking into account water management, temporal heterogeneity, spatial heterogeneity and policy options, and then apply this model across 396 river basins. Second, we use a wedge approach to illustrate policy choices for selected river basins: Thrace (Greece), Guadalquivir, Ebro, Tagus and Duero (Spain), Po (Italy) and Rhone (France). At the wide geographical level, the results show the multi-determinant complexities of climate change impacts and adaptation measures and the geographic nature of water resources and vulnerability metrics. At the local level, the results show that optimisation of water management is the dominating strategy for defining adaptation pathways. Results also show great sensitivity to ecological flow provision, suggesting that better attention should be paid to defining methods to estimate minimum ecological flows in water scarcity regions. For all scales, average water resource vulnerability computed by traditional vulnerability indicators may not be the most appropriate measure to inform climate change adaptation policy. This has large implications to applied water resource studies aiming to derive policy choices, and it is especially interesting in basins facing water scarcity. Long-term changes in the water budget of lakes in the Tibetan Plateau due to climate change are of great interest not only for the importance of water management, but also for the critical challenge due to the lack of observations. In this paper, the water budget of Nam Co Lake during 1980-2010 is simulated using a dynamical monthly water balance model. The simulated lake level is in good agreement with field investigations and the remotely sensed lake level. The long-term hydrological simulation shows that from 1980 to 2010, lake level rose from 4718.34 to 4724.93 m, accompanied by an increase of lake water storage volume from 77.33 × 109 to 83.66 × 109 m3. For the net lake level rise (5.93 m) during the period 1980-2010, the proportional contributions of rainfall-runoff, glacier melt, precipitation on the lake, lake percolation, and evaporation are 104.7%, 56.6%, 41.7%, −22.2%, and −80.9%, respectively. A positive but diminishing annual water surplus is found in Nam Co Lake, implying a continuous but slowing rise in lake level as a hydrological consequence of climate change. [ABSTRACT FROM AUTHOR]

The method mainly consists of the following three steps: (1) selection of natural catchments through analysis of trends and change points of hydro-meteorological data, as well as statistics analysis of human influence based on land use and socio-economic indicators data sets; (2) calculation of drought propagation characteristics (e.g., drought severity, duration, and propagation time) based on run theory and the Pearson correlation coefficient; and (3) comparison of drought propagation characteristics of natural catchments between undisturbed and disturbed periods to identify the impacts of climate change on drought propagation, and comparison of the propagation characteristics between natural and human-impacted catchments during the disturbed period to investigate human influence on drought propagation. The Laohahe basin (with eleven sub-catchments), located in northern China, was evaluated via the proposed procedure, and standardized precipitation index (SPI) and standardized runoff index (SRI) were used to characterize meteorological and hydrological droughts, respectively. The results demonstrate that the proposed method is suitable tool for distinguishing natural and human-impacted catchments, and separating the impacts of climate change and human activities on drought propagation. Furthermore, the comparison results of different schemes show that climate change accelerates the propagation from meteorological drought to hydrological drought in the Laohahe basin, shortening it by approximately 3 months. Human activities, however, disturb and then delay the natural propagation from meteorological drought to hydrological drought, retarding it by 11–12 months. Although the Laohahe basin was selected as a case study in this paper, the proposed method can be applied in other regions as well to improve drought prediction and water resources management. Abstract: Choosing the appropriate reservoir water management strategy can be difficult when the water has multiple uses. This study examines this problem for reservoir managers where water use involves irrigation and fisheries. A stochastic dynamic programming (SDP) model is developed to facilitate reservoir management, using a case study illustration for southern Vietnam. The model includes the response of rice and fish yields to key factors including reservoir water levels, the timing and quantity of water release, and climatic conditions. The model also accounts for variation in rainfall patterns, irrigation requirements, and the demand for low water levels during the fish harvest season. Three production scenarios are examined where the reservoir''s water is used for: only producing rice (scenario 1), only producing fish (scenario 2), and producing rice and fish (scenario 3). Key findings are: (1) for scenario 1, adequate water should be released to meet rice growing water requirements and residual water should be stored as a source of water in case of low rainfall, (2) for scenario 2, sufficient water needs to be released prior to the fish harvest to maximize this harvest; and (3) for scenario 3, water should be released prior to fish harvest, but sufficient water should remain to satisfy the water requirements of rice. When the reservoir is managed for joint production of rice and fish, net benefits are 6% greater than when the reservoir is managed solely for rice production. Summary: Quantitative estimates of the hydrologic effects of climate change are essential for understanding and solving potential transboundary water conflicts in the Zerafshan river basin, Central Asia. This paper introduces an identification of runoff generation processes and a detection of changes in hydrological regimes supporting Mann–Kendall trend analysis for streamflows. By this, the effective available and future water resources are identified for the Zerafshan. The results for the subbasins in the upper Zerafshan and for the reference station at the upper catchment outlet indicate that glacier melt is the most significant component of river runoff. The Mann–Kendall trend analysis confirms the regime analysis with the shift in the seasonality of the discharge. Furthermore, the results of the Kendall–Theil Robust Line for predicted long-term discharge trends show a decreasing annual discharge. The experience gained during this study emphasizes the fact that the summer flood, urgently required for the large irrigation projects downstream in Uzbekistan, is reduced and more water will be available in spring. Additionally, following the estimation of future discharges in 50 and 100years the hydrological changes are affecting the seasonal water availability for irrigation. This analysis highlighted that water availability is decreasing and the timing of availability is changing. Hence, there will be more competition between upstream Tajikistan and downstream Uzbekistan. Planned projects within the basin might have to be reconsidered and the changed scenario of water availability needs to be properly taken into account for long-term basin scale water management. In, 2000 the European Parliament and the European Council passed the Water Framework Directive (WFD) to be implemented in all Member States. The consequence of the directive is that river basin management plans (RBMPs) shall be prepared which are legally subject to a strategic environmental assessment (SEA). An important environmental factor for the water sector is climate change, especially the changes it causes to the water environment. However, based on an argument of an inadequate knowledge base regarding climate change impacts, the prospect of Danish authorities including climate change in their SEAs of RBMPs is weak. In this paper the connections between climate change and water are reviewed. As a result, it is suggested that climate change needs to be considered in three ways: mitigation, adaptation and baseline adaptation. [ABSTRACT FROM AUTHOR]
