Malaysia's framework for energy development was established in the early 1970s. Henceforth, many successive policies were introduced as potential resources for electricity generation and utilization. Currently, as a signatory to the United Nations Framework Convention on Climate Change, Malaysia is sparing a number of effort to comply with the policy to meet the challenges of mitigating over-dependence on fossil fuels, reducing carbon levels, and achieving sustainable national development. This paper reviews the baseline studies on electrical energy policies and the measurement indicators used in Malaysia's electric power system. This research involves a comprehensive survey of electrical energy policies in Malaysia that focus on issues pertaining to energy supply, utilization, its environmental impact and considerations, renewable energy (RE) policies, production and consumption, energy efficiency, and feed-in tariffs. Fourteen energy indicators for sustainable development in Malaysia were investigated through the identification of energy policies in significant areas, such as reliability, safety, adequacy and cost-effectiveness of energy supply; increasing energy efficiency; minimizing environmental impact; and enhancing quality of life in terms of social well-being. The policies and the indicators are classified into different sustainable dimensions and summarized in tables along with the corresponding key references. In this study, future energy planning and options, especially in nuclear and RE programs, as well as the conflict between them, are illustrated through the overall performance relative to targets and benchmarks for past and future projections up to the year 2030. This review seeks to examine the past, present, and future policies and indicators to provide a sufficient overview of Malaysian energy policies for optimizing sustainable development. The goal is for this review to lead to increased efforts to accommodate the increasing demand for the management and utilization of RE, promote energy efficiency, and improve performance in achieving sustainable national development. In order to promote the growth of renewable energy sector in Malaysia, feed-in tariff (FiT) mechanism has been introduced by Malaysian government in 2011, in accordance with Renewable Energy Act 2011 and Sustainable Energy Development Authority Act 2011. The tariff was enacted to overcome the shortcomings identified in the small renewable energy power (SREP) Program from 2001 to 2010. This paper highlighted some measures adopted to rectify the shortcomings identified during SREP, and the role of Sustainable Energy Development Authority (SEDA) in achieving the above mentioned task. The paper also includes the latest progress on renewable energy projects, especially those related to solar photovoltaic system. Malaysia, as a developing country and a member of the Association of Southeast Asian Nations (ASEAN), is looking into inexhaustible and repeatable alternative energy sources such as solar, wind, mini-hydro and biomass. The estimated GDP at 2010 is $15,385 per capita and the economic and industrial growth of the country implies that energy demand is growing very fast. In addition, the growing prices of fossil fuels, and greenhouse gas (GHG) emissions, make inevitable renewable energy solutions for the country. Geographically, Malaysia is located in a region of tropical and humid climate which provides easy access to a variety of renewable energy sources. The government of Malaysia has initiated renewable energy policies to encourage industries and individuals to employ renewable-energy-powered systems in power applications. This paper first gives a brief overview of the current status of renewable energy in Malaysia. Then it provides the energy policies, specifically the renewable energy policies in Malaysia, in Section 2 . The renewable energy programs are reviewed in Section 3. Malaysia is located in Southeast Asia near the equator within the typical tropical climatic zone. The efficient use of energy is vital due to the dependency on fossil resources that are being exhausted, which ultimately cause CO 2 emissions. Economic development and population growth are deemed to affect the growing energy demand in the country. Therefore, sustainability, energy security, and climate change are crucial challenges for the power sector in Malaysia. The aforementioned issues can be tackled with energy efficient measures in the building sector. Buildings in Malaysia consume 14.3% of the overall energy and 53% of only electrical energy is being consumed in residential and commercial sectors. Therefore, energy efficiency in buildings is crucial in order to reduce the energy use and improve the local environmental sustainability. This paper discusses a review on the building energy scenario, the policy perspectives, building energy efficiency programs along with landmark buildings and their characteristics. Besides, the potential of renewable energy resources in buildings and various prospective issues and challenges faced by the country have also been discussed. The significant review content thus benefits researchers, scientists and practitioners for a better understanding on energy efficiency and the sustainable measures that have been so far taken. The government of Malaysia has recently decided to explore the feasibility of wind energy to generate electricity in the country. Their ambition is to achieve a measureable target in the percentage contribution of electricity generated by renewable energy technology in the national electricity generation mix. As part of this initiative, a study of wind energy policy has been conducted by identifying the optimal feed-in tariff (FiT) rates to support the development of wind energy in the country. The aim of this paper is to calculate the optimal level of tariff that is suitable with local wind conditions. A closed-form equation for optimal feed-in tariff rate of wind energy with consideration of the availability of capital allowance has been developed. The focus is on small- and utility-scale wind turbine installations. As a result, by considering the availability of capital allowance, the optimal FiT rates for small-scale wind turbines in Malaysia are between 0.9245-1.1313 RM/kWh, while utility-scale rates are between 0.7396 and 0.9050 RM/kWh. The level of FiT is changed with the changing value of economic parameters. Kudat, in northern Borneo, has been identified as a prime site for wind energy development in the country; however, more work needs to be conducted, including the development of a regional wind map and measurement of wind data at more new potential sites. Abstract: It is estimated that oil reserves will not last very much longer; thus, a switch to alternative energy solutions is crucial. The Malaysian government has already prepared to face the situation decades before. Many policies have been implemented, as well as programmes and initiative. Now, Malaysia is waiting for the ultimate solutions, the Malaysian Fit-in Tariff (FiT), which is scheduled to be implemented second quarter of 2011. This paper presents the main sources of alternative renewable energy in Malaysia and its potential as well as the main reasons Malaysia is turning to alternative energy solutions; to fully utilize its renewable energy (RE) resources, fulfill the energy demand in the future and to reduce carbon emissions. Abstract: The limited availability of fossil energy carriers and environmental impact of energy consumption demand mid- and long-term strategies both for the rational use of energy and for increased renewable energy utilization. Despite the establishment of the National Energy Policy, there is still an obstacle in reaching those objectives and targets. In the 7th Malaysia Plan for instance, the government has highlighted that a third of the Government''s total allocation of RM469 million for rural electrification programmes under the has been allocated for the provision of solar powered installations for rural and remote communities. This paper outlines a detailed description of various existing solar technologies, the understanding of each technology and its associated challenges, which will provide a suitable basis to recognize advantages and drawbacks in its implementation in Malaysia. In recent years, the Malaysian government has attempted to develop renewable energy (RE) through newly introduced regulatory supports after 30 years of failure to achieve a greater than one percent non-hydroelectric RE share in the total power mix. The government is currently assessing the onshore wind energy potential in Malaysia to determine the possibility of including wind energy in its FiT scheme. However, wind energy development in this low-energy location is not as straightforward as it would seem. Many previous wind studies in Malaysia have relied on poor data and simplistic or inadequate methodologies, resulting in grossly inaccurate estimates of wind potential. Moreover, two wind turbine generator demonstration projects executed by the government have failed. However, above all, the greatest factor impairing the progress of RE development in Malaysia is the weak and uncertain political support of these efforts. This lack of robust support is particularly true where fossil fuels are still heavily subsidised amid the subsidy reform in 2013. A review of global wind energy development shows that successful projects depend heavily on a sound and robust regulatory framework supported by strong and consistent political will. This dependence is not observed in Malaysia, where the government continues to subsidise private independent fossil fuel power producers but levies taxes on electricity consumers to fund RE development. These levies do not effectively support RE development, given the magnitude of the RE fund compared to fossil fuel subsidies. In the absence of strong and sincere political will, the progress of RE development in Malaysia has been notably slow. As a result, the prospect of wind energy development in Malaysia currently remains vague. Solar photovoltaic has shown a significant rise in terms of worldwide installation. One of the main reason is due to the introduction of the FiT (feed-in tariff) policy by the governments. This paper aims to evaluate FiT policy in promoting solar PV (photovoltaic) investments in Malaysia by using a dynamic systems approach. The assessment model captures the complexities arising from the interaction of FiT rate dynamics, construction delays, and investors’ and technology learning dynamics in an integrated framework. The model provides total operational PV capacity, amount of finances needed to support the policy, and the cost of environmental savings, as output. Computer simulations, based on twelve scenarios, were used as a means to study the model behaviour. For the most favourable scenario, a total capacity of about 16 GW PV by 2050 can be expected, while for the least favourable scenario, expectations would be only about 10 GW. On the expenditure side, the most favourable scenario can cost up to MYR (Malaysia Ringgit) 15 billion, whereas, for the least favourable ones, the cost can be as low as MYR2 billion. The maximum cost of CO 2 abatement can vary from MYR 0.05 per kg-CO 2 to the lowest value of MYR 0.02 per kg-CO 2 . [ABSTRACT FROM AUTHOR]

Sustainable energy supply is essential for actualizing Malaysia׳s vision to become a high-income country. The current power production and demand trends show that Malaysia has a reserve margin that will only last for the next few years. This calls for further investment, research and development in the country׳s power sector in order to meet the ever increasing energy demand. The government׳s diversification policy and power sector expansion plan emphasizes on the incorporation of renewable energy sources (RESs) and other less CO 2 emitting sources like nuclear into the national energy mix. However, the environmental ramifications of this policy should be part of any future expansion plan of national grid. This paper presents a panoramic overview of the Malaysian energy sector, the energy policy revolution and the power sector expansion strategy towards secure sustainability. Abstract: Municipal solid wastes (MSW) disposal and treatment essentially pose problems in many countries due to their voluminous characteristic. The customary means of MSW management is via landfill disposal but its dependency is gradually being limited by developed countries due to environmental concerns. Even though not apparent as it seems, Malaysia is gradually experiencing scarcity of available land for development. As such, the local government is currently looking into the possibility of employing high-end and large-scale incineration processes to address this issue. MSW as a combustion source for thermochemical conversion application, represents a two-pronged approach in solving its disposal dilemma as well as providing a source of energy fuel. This paper highlights the current issues and future directions as well as energy recovery initiatives associated with incineration of MSW in Malaysia. In Malaysia, energy recovery initiatives are focused on application of waste-to-energy (WTE) as well as refuse-derived fuel (RDF) technologies. Aspects regarding MSW landfill gas capture and energy generation are also discussed since they may directly influence (or potentially compete against) the widespread adoption of RDF technologies. A relatively successful RDF pilot plant in Malaysia is highlighted as a case study. It is deemed that application of large-scale incineration technologies in Malaysia is inevitable as opening of new landfill areas will ultimately cease in the future. [Copyright &y& Elsevier]

Abstract: This paper presents a quantitative analysis of a low carbon society outlook for Malaysia to 2035. Findings in the Reference scenario, where current policies are extended throughout the projection period, depict an unsustainable development given an increasing spending on fossil fuels energy imports for coal in particular, and for oil and gas in the near future. While the use of fossil fuels is projected to rise, carbon dioxide (CO2) emissions will be increasing accordingly. An alternative scenario which promotes the introduction of Advanced Technologies demonstrates how a more extensive use of renewable energy sources and the promotion of energy efficiency across all sectors could effectively address an over reliance on fossil fuels while reducing CO2 emissions. Abstract: This paper examines solar photovoltaic (PV) in Malaysia. First, it analyzes the current energy demand in Malaysia and discusses some of the national policies and the installations of solar PV in urban and rural areas in the country. Next, the general Feed-In Tariff (FiT) scheme is explained, indicating its potential as one of the investment options for Malaysians. Finally, the loan financing option for solar PV is presented, providing examples that have been implemented in other countries, as well as explaining the Green Technology Financing Scheme (GTFS) for companies and the proposed soft loan scheme for individual households in Malaysia. It also analyses the impact of the proposed interest rate to household consumers in Malaysia, in terms of total profit, net present value and internal rate of return. It is found that the FiT scheme could potentially help in increasing renewable energy penetration, particularly for solar PV. To provide upfront capital for solar PV installation, it is shown that the GTFS is a good financial source for companies while for individual home owners, a soft loan facility from banking institutions is a feasible source if the interest rate is 5% or less. Abstract: As the electricity demand is affected by population growth, Malaysia towards an industrialized nation is considering the options for future energy sources for its power generation. Besides the conventional four-fuel mix, the five-fuel mix strategy under several national policies are introduced to diversify and expanding the resources to incorporate renewable energy and nuclear. In view of Malaysia will become a net energy importer by 2020, the increase in alternative energy shares at least will provide stable energy security, more economical and greener environment. In this paper, present and future energy sources are discussed to emphasis on the constraints and barriers facing Malaysia towards energy security and sustainability. Abstract: Predicted to be the clean energy of tomorrow, solar energy has been in the forefront of energy development in many developed countries and a potential source of energy to developing countries like Malaysia. This paper presents Malaysia''s solar energy or solar photovoltaic developmental outlook. The study is done by first looking into the country''s energy policies related to solar energy. Key players in the solar energy development such as government institutions are introduced. Early solar energy programmes and a key project called Malaysia Building Integrated Photovoltaic (MBIPV) as well as its successful initiatives will be presented. Measures which have taken by the government of Malaysia including attractive incentives to encourage solar photovoltaic development, the country''s potential in solar energy, foreign investments and future directions as well a feed-in tariff scheme will be presented in length to provide a broad spectrum of solar energy development in Malaysia. The outlook has been positive and the country is active in promoting solar as an alternative energy and is aware of benefits it will bring toward its economic development in the future. Abstract: Transportation has dominated global fuel consumption and greenhouse gas emissions have risen in an alarming rate. Gasoline and diesel consumption for road transport have a faster growing rate than other sector and the trend appeared to be rapidly moving upwards in the near future. This has caused much concern in many countries including Malaysia to improve the sustainable energy of this sector. The focus of this paper is to analyze the trends of energy pattern and emission of road transport in Malaysia. On top of that, the review of prospective policies such as fuel economy standards and fuel switching to natural gas as well as biodiesel are summarized in this study. The study found that there is an urgent need to adopt suitable energy policy to balance the energy demand and reduce emission in this sector. Abstract: Effective policies and incentive on renewable energy (RE) is critical to promote low carbon economy and society in the future. RE was first introduced in the country''s energy mix through the Fifth-Fuel Policy which was formulated under the Eighth Malaysia Plan (2001–2005) to reduce dependency on fossil fuel and to address the rising global concern on climate change. This paper addresses the RE progress and achievement over the past 10 years, and discusses the key policies for RE programmes, funding, schemes, and incentives that has been introduced by the government of Malaysia to develop and promote the utilisation of RE. This article examines the energy security implications of the Sarawak Corridor of Renewable Energy in Malaysia (SCORE), a US$105 billion infrastructure development plan in Sarawak on the island of Borneo. SCORE aims to build a series of hydroelectric dams along a 320-kilometer corridor by 2030. The article begins by explaining the methodology utilized for its research interviews and site visits. It goes on to argue that energy security in Southeast Asia should consist of simultaneously improving the availability, affordability, efficiency and stewardship of energy services for end users. Availability involves diversifying the fuels and technologies in energy production and minimizing dependence on imports; affordability means providing electricity and fuel within the income range of most consumers; efficiency means improving the performance of equipment and lowering demand for energy; and stewardship is minimizing political, social, and environmental hazards associated with energy production and consumption. The paper next introduces the SCORE project before making an assessment utilizing the four criteria of energy security. While SCORE partially improves availability, we argue that it erodes aspects of affordability, efficiency and stewardship. Cost overruns and delays in financing will make the electricity from SCORE suitable only to industrial users, not the energy poor. SCORE is predicated on the assumption that electricity demand should grow greatly in the future rather than the idea that energy efficiency and demand side management programmes should attempt to reduce growth in demand for electricity. Abstract: This paper aims to present the feed-in tariff (FiT) outlook in Malaysia, which is in the process of being enacted through a Renewable Energy (RE) Policy by the Government of Malaysia (GoM). A brief in policies leading towards the RE policy and the potential of each RE sources under FiT mechanism have been discussed. The successful utilisation of RE source in electricity generation and the FiT implementation globally are positive indicators to implement FiT in Malaysia. Potentials of FiT on biomass, biogas and solid waste energy are currently very promising in Malaysia, but it is solar energy which is predicted to be the main RE of the future, surpassing all other REs. Abstract: Petro diplomacy has played its role in last few decades and that makes energy security a major concern worldwide. Rapid climate change and environmental protection is another vital issue to be addressed in recent energy policies. So an alternative carbon neutral transport fuel is a must in new sustainable energy mix. Biodiesel has immense potentiality to be a part of a sustainable energy mix. In this energy scenario, Brazil''s success is a role model in utilizing its agro-industry for reducing poverty, greenhouse gas emission and petro-dependency simultaneously. Brazil commercialized bioethanol in mass scale by introducing flexible fuel vehicles in market. This dedicated engine idea moralizes a new concept of dedicated biodiesel engine vehicles for Malaysia and Indonesia. Southeast Asian countries, i.e. Malaysia and Indonesia is the largest producer as well as exporter of palm oil. Growing at highest yield rate among other biodiesel feedstock, palm based biodiesel is a top exported product for this region. This paper will quantify the prospects of a dedicated biodiesel engine vehicle for Malaysia and Indonesia that will initiate palm based biodiesel in fuel supply chain by leapfrogging the barriers of biodiesel utilization by boosting local automobile industry simultaneously. Abstract: This paper aims to present a review on Malaysia''s national energy developments by looking at various angles in terms of renewable energy and energy efficiency. Energy demand and consumption by sectors are presented as well as the fuel mix in electricity generation. Key energy policies implemented from the incorporation of Malaysia''s national oil company, Petronas in 1974 until the National Green Technology Policy 2009 and a future policy will be addressed. The roles of key players as well as important agencies in energy development are briefly presented. Key programmes in energy development such as Malaysian Industrial Energy Efficiency Improvement Project, Small Renewable Energy Power Programme and Building Energy Efficiency Programme are discussed as well as successful initiatives from the programmes. Malaysia''s international involvements towards reduction of greenhouse gas emissions and carbon emissions especially Montreal Protocol and Kyoto Protocol are highlighted. As a conclusion, Malaysia is aware of its role in formulating its national energy development policies, sensitive towards the country''s development towards the environment and utilization of energy resources as well as conscientious and responsive towards the call for sustainable development in promoting renewable energy and energy efficiency. Abstract: The damage inflicted by global warming is happening far faster than any experts have predicted or anticipated. Since the Kyoto Protocol was signed in 1997 to fight global warming through reducing global greenhouse gases (GHGs) emission, the world climate pattern has worsened at an accelerated rate beyond expectation. While developed countries sanctioned by the protocol are committed to achieve their GHG emission targets, developing nations play similar roles on a voluntary basis. Since almost all of the GHGs emissions come from energy sector, it is obvious that energy policy and related regulatory frameworks play imperative roles in realizing the Kyoto Protocol objectives. With carbon dioxide (CO2) touted as the main remedy in the GHGs emissions, it is only reasonable that carbon trading becomes the essential element in the Protocol. Recently a milestone is marked in the Kyoto Protocol with the 2009 Climate Summit in Copenhagen, Denmark, with all participating countries further committed themselves in fulfilling the protocol''s obligations before the commitment period due in 2012. It is worthwhile to review the various energy efficiency efforts and carbon trading potential in Malaysia, a country which although does not bear any obligation, has ratified and lauded the cause of the protocol. Malaysia as a developing nation is seen as a direct beneficiary from carbon trading and in this paper, how the country energy policies have evolved over the years with concerted efforts from the government to minimize its carbon footprint through numerous energy efficiency implementations are discussed in length. Abstract: This paper employs annual data from 1971 to 2006 to examine the causal relationship between aggregate output, electricity consumption, exports, labor and capital in a multivariate model for Malaysia. We find that there is bidirectional Granger causality running between aggregate output and electricity consumption. The policy implication of this result is that Malaysia should adopt the dual strategy of increasing investment in electricity infrastructure and stepping up electricity conservation policies to reduce unnecessary wastage of electricity, in order to avoid the negative effect of reducing electricity consumption on aggregate output. We also find support for the export-led hypothesis which states Granger causality runs from exports to aggregate output. This result is consistent with Malaysia pursuing a successful export-orientated strategy. [Copyright &y& Elsevier]

Abstract: Energy is essential to the way we live. Whether it is in the form of oil, gasoline or electricity, a country''s prosperity and welfare depends on having access to reliable and secure supplies of energy at affordable prices. However, it is also one of the benefits taken for granted by many people, knowing little about the impact of electricity on their lives. Having dependent mainly on oil and gas for half a century, Malaysia has started to realize the importance to adopt renewable energy in the energy mix and continuously reviewed its energy policy to ensure sustainable energy supply and security. This paper examines and discusses the intricacy of the existing and new energy policies, issues and challenges in Malaysia. The overall approach in addressing the energy issues and challenges will continue to focus on adequacy, quality, security and sustainability of both non-renewable and renewable energy supply in the country''s development and the promotion and implementation of its energy efficiency programs. Abstract: The popularization of 24h pay-TV, interactive video games, web-TV, VCD and DVD in Malaysia are poised to have a large impact on overall TV electricity consumption in the country. With the increasing of overall TV energy consumption, energy efficiency standards are one of highly effective policies for decreasing electricity consumption in the residential sector. Energy efficiency standards are also capable of reducing consumer''s electricity bill and contribute towards positive environmental impacts. This paper attempts to predict the amount of energy that can be saved in the residential sector by implementing minimum energy efficiency standard for television sets in Malaysia. Over the past 30 years, television ownership in Malaysian residents has increased from 186,036units in 1970 to 2,741,640units in 1991. This figure is expected to reach 6,201,316 units in the year 2010. Abstract: Asia’s largest biofuels producers are currently Indonesia, Malaysia, the Philippines, Thailand, China and India. This paper first examines the current status of biofuels in these countries, including the national development targets, strategies, incentives and policies.
