The article focuses on the most controversial issues in international documents librarianship that has been the rollout of the Proquest 19th Century House of Commons Parliamentary Papers database. The author says that the database offers dramatically improved means of searching and accessing British Parliamentary information. The database is a significant tool for accessing a collection that has always been difficult to research in print and is often cited as being the richest and most important collection of printed government records in any country. Parliamentary papers, medieval papers through the eighteenth century, nineteenth century and print and digital in the twentieth century are discussed.

Library and information science has been at an infant stage in Pakistan, primarily in resource management, description, discovery, and access. The reasons are many, including the lack of interest and use of modern tools, techniques, and best practices by librarians in Pakistan. Finding a solution to these challenges requires a comprehensive study that identifies the current state of libraries in Pakistan. This paper fills this gap in the literature by reviewing the relevant literature published between 2015 and 2021 and selected through a rigorous search and selection methodology. It also analyzes the websites of 82 libraries in Pakistan through a theoretical framework based on various aspects. The findings of this study include: Libraries in Pakistan need a transition from traditional and limited solutions to more advanced information and communication technology (ICT)-enabled, user-friendly, and state-of-the-art systems to produce dynamic, consumable, and sharable knowledge space. They must adopt social semantic cataloging to bring all the stakeholders on a single platform. A libraries consortium should be developed to link users to local, multilingual, and multicultural collections for improved knowledge production, recording, sharing, acquisition, and dissemination. These findings benefit Pakistani libraries, librarians, information science professionals, and researchers in other developing countries. To the best of our knowledge, this is the first study of its kind providing insights into the current state of libraries in Pakistan through the study of their websites using a rigorous theoretical framework and in the light of the latest relevant literature. Many academic libraries collect art exhibition catalogues and juvenile books to support the curriculum, but academic library review sources and book vendors have limited coverage of these niche areas. For more than a decade, Wichita State University has used purchase plans from Worldwide Art Books and Junior Library Guild to acquire print books. This paper discusses the assessment of both plans, how experience with this assessment has influenced development of an assessment plan, and reasons other libraries may want to assess their own niche collecting plans. The Association for Library Collections & Technical Services (ALCTS) Board of Directors approved the Core Competencies for Cataloging and Metadata Professional Librarians, hereafter referred to as the "Core Competencies," in January 2017. The Core Competencies lists the skills required of professionals performing cataloging and metadata work in libraries of all types. In the six years since the document's release, the cataloging and metadata community has adopted new cataloging standards, experimented with new tools, and engaged in conversations and reparative efforts around inclusive metadata. In this paper, we, the authors of the Core Competencies, report the results of our survey research that assessed the current use of the document within the cataloging and metadata community and solicited comments on ways in which the document might be revised. The digital humanities (DH) remain a growing area of interest among researchers and a locus of new positions within libraries, especially academic libraries, as well as archives, museums, and cultural heritage organizations. In response to this demand, many programs that train information professionals have developed specific curricula around DH. This paper analyzes courses offered within two overlapping contexts: American Library Association (ALA) accredited programs and iSchools. In addition to documenting the scope and extent of DH courses in these settings, we also analyze their contents, relating our findings to previous research, including analysis of job ads and interviews with professionals. As librarians consider ways to engage students in research, particularly those who identify as Black, Indigenous, and People of Color (BIPOC), it's increasingly apparent that the transactional nature of the one-shot instructional model is inadequate for fostering thoughtful and critical discussions about information literacy and the scholarly publishing cycle. The one-shot also amplifies librarians' attendant anxieties related to quantitative data collection and capitalistic work expectations. Additionally, socially constructed ideas around time, along with narrow epistemic perspectives that center Western thought, stanch librarians' abilities to critically teach students about the research process. Incorporating autoethnography to exemplify the concepts discussed in the paper, the authors argue for a slow, relational approach that deprioritizes widget-like technical training in favor of student and librarian reflection, redresses epistemic injustices in scholarly research, and, most importantly, celebrates multiple epistemologies and expertise. This paper details the results of a mixed-methods study of first-year and upper-division students' information literacy (IL) competencies. The study used a rubric and a survey, seeking to answer two research questions: 1) Is there a correlation between National Survey of Student Engagement (NSSE) IL survey responses and IL rubric scores? 2) Are there any indicators that correlate to improved IL performance in first-year students? Results demonstrated that first-year students reported greater engagement with IL and also indicated that instructors placed greater emphasis on IL competencies than students in upper-division courses. They also show a statistically significant impact on first-year students' rubric scores when a librarian is in the class. This finding held even when controlling for other variables. Results provide an evidence-based foundation to spur conversations with faculty and university administration on the value of IL and the role of librarians in undergraduate student success. This paper summarizes a research program that focuses on how catalogers, other cultural heritage information workers, web/Semantic Web technologists, and the general public understand, explain, and manage resource description tasks by creating, counting, measuring, classifying, and otherwise arranging descriptions of cultural heritage resources within the bibliographic universe and beyond it. A significant effort is made to update the nineteenth- century mathematical and scientific ideas present in traditional cataloging theory to their twentieth- and twenty-first-century counterparts. There are two key elements in this approach: (1) a technique for diagrammatically depicting and manipulating large quantities of individual and grouped bibliographic entities and the relationships between them, and (2) the creation of resource description exemplars (problem-solution sets) that are intended to play theoretical, pedagogical, and IT system design roles. This paper describes a method to generate ontologies from glossaries of terms. The proposed method presupposes an evolutionary life cycle based on successive transformations of the original glossary that lead to products of intermediate knowledge representation (dictionary, taxonomy, and thesaurus). These products are characterized by an increase in semantic expressiveness in comparison to the product obtained in the previous transformation, with the ontology as the end product. Although this method has been applied to produce an ontology from the "IEEE Standard Glossary of Software Engineering Terminology," it could be applied to any glossary of any knowledge domain to generate an ontology that may be used to index or search for information resources and documents stored in libraries or on the Semantic Web. Traditionally, standard catalog records have provided bibliographic data that mostly address the basic features of library resources. At the same time, catalogs have offered access to these records through a limited array of names, titles, series, subject headings, class numbers, and a relatively small number of keywords contained within descriptions. Today's catalog users expect access to information well beyond what can be offered by traditional approaches to bibliographic description and access. By pursuing a suite of projects, the Library of Congress (LC) has responded to the challenge of enticing patrons to continue to include the online catalog among the tools they use for information retrieval. Drawing extensively on the power of automation, staff of LC's Bibliographic Enrichment Advisory Team (BEAT) have created and implemented a variety of initiatives to link researchers, catalogs, and Web resources; increase the content of the catalog record; and link the catalog to electronic resources. BEAT's ongoing work demonstrates how, in the electronic era, it is possible to provide new and improved ways to capitalize on traditional services in the digital age. This paper will illustrate these points by focusing on BEAT's tables of contents projects to demonstrate how library automation can make significant bibliographic enhancement efforts quick, easy, and affordable to achieve. This paper presents an analysis of e-book usage in one interdisciplinary research collection, for library and information science (LIS), at a large research institution. Drawing from the social sciences, humanities, and computer science, LIS exemplifies the challenge of analyzing use of interdisciplinary collections that cut across Library of Congress (LC) class ranges normally used to analyze disciplinary differences in the existing literature. The analysis also explores use factors beyond LC class that usage studies rarely examine, including genre and audience level, and changes in use over time across categories. This study contributes both to understanding the usage of LIS e-books as an exemplary interdisciplinary collection and to developing options for analyses of e-book collections that maximize the utility of usage reports despite their challenges. As e-book collections mature and the utility of comparing used versus unused titles wanes, such strategies will become necessary to make more nuanced decisions for e-book collections. In 2007, a web-based survey of book conservation practices was conducted to document standard-practice, moderate-use, and low-use book conservation treatments for general and special collections in research libraries in the United States. This paper reports on the findings of a ten-year follow-up survey conducted in 2017 to determine whether and how book conservation treatment practices have changed over the last ten years. Overall, the data indicate that while general collections treatment practices have remained consistent, special collections practices continue to evolve, with many treatments newly qualifying as standard practice in the special collections context since 2007. Growth in online course delivery has created challenges and opportunities for academic librarians. Working with an online undergraduate course for adult students, three academic librarians revised their model for embedded practice, focusing on high touch and quality contact with the students. Using a citation analysis of final papers collected over several quarters, we compared sufficiency of sources, quality of sources, selection of sources, and diversity of perspectives in bibliographies created before and after our revised curriculum. Academic libraries supporting education and library science programs collect youth literature to support courses that teach students to evaluate and use books with children and teenagers. Although children's and young adult literature with lesbian, gay, bisexual, transgender, and queer (LGBTQ) content is often controversial, this literature is being discussed in both the education and library literature. This paper discusses the literature on LGBTQ youth literature, explores the extent to which academic libraries supporting education and library science programs collect recently published LGBTQ youth literature, and concludes that academic librarians responsible for youth collections should evaluate their LGBTQ holdings to ensure that they are meeting the needs of future teachers and educators for access to these books. Conservation documentation provides important information about a library's collections, including condition assessments and treatment decisions. Paper files or local databases, however, can make this information unavailable to most library staff and create problems for searching and preservation. To avoid these problems, in 2016, Pennsylvania State University (Penn State) started using the MARC 583 field to record conservation documentation for items in the Special Collections Library. By placing this information in the catalog record, conservation information was publicly viewable, searchable, and protected by regular database backups. This article describes the process of implementing the MARC 583 field at Penn State for conservation documentation, including selecting standards, encoding the field, and outcomes from the project. In 1986, Constance Mellon found that 75 to 85 percent of undergraduate students experienced library anxiety as well as shame about their anxiety. Fifteen years earlier, Helen Block Lewis began her groundbreaking research in shame theory. This paper explores the affective components of library anxiety using the pioneering research of Constance Mellon, Helen Block Lewis, and others. Two issues are discussed: 1) how unacknowledged, recursive shame or “shame about shame” creates painful, emotional states such as library anxiety; and 2) how to recognize and neutralize unacknowledged shame in library service interactions. Not all library content can be exposed as HTML pages for harvesting by search engines such as Google and Yahoo!. If a library instead exposes its content through a local search interface, that content can then be found by users of metasearch engines such as A9 and Vivísimo. The functionality provided by the local search engine will affect the functionality of the metasearch engine and the findability of the library's content. In this paper, the author proposes the term "empathetic services" to describe the social, emotional, and psychological support that librarians provide patrons. The role of empathy in the library has been infrequently researched in library and information science (LIS) literature. However, as demonstrated in the reactions of libraries and librarians during recent social movements, empathy is a critical component of librarianship and routine library work. Although frequently labeled "customer service" or "soft skills," empathetic services encompass the provision of compassion, social justice, and understanding in libraries. As part of the findings, the author identified three significant roles that librarians perform: librarians as an information resource, librarians as an instruction resource, and librarians as a source of social/emotion/psychological support. Using the context of rural school and public libraries, this mixed-method, exploratory study investigates the types of empathy and support that rural school and public librarians currently offer and would like to offer young patrons. This study investigates 1,666 citations to Internet resources from 529 freshman English composition papers from two different years, 1999 and 2004. Web citations are examined in relation to traditional print resources, by type and domain, and with special attention to their persistence through time. After 7 months from submission of the papers for the 1999 sample, 38 percent of the links led to the document cited. After 12 months for the 2004 sample, 45 percent of the links accessed the document. A resubmission of the 1999 citations after 7 years reduced the number of successful links to 9 percent. This research study assesses preservation education provided by academic institutions in North America. Educators teaching preservation in graduate library and information science programs were surveyed about the type and number of courses offered, content of preservation coursework, faculty resources, future plans for curricula, fieldwork and internship opportunities in preservation, and postgraduate employment data. The investigators hypothesize that current preservation education within traditional library and archival studies programs does not provide adequate preparation in the areas of technical and managerial expertise to deal with the preservation of digital collections, audiovisual media, or visual materials. This paper reviews the literature pertinent to study of preservation education, describes the research methodology employed in designing and conducting the survey, presents the resulting data, and analyzes the trends revealed by the data in order to understand more fully the goals and objectives of preservation education during the last decade and to gauge future directions of the field. In 2001, the William Madison Randall Library at the University of North Carolina at Wilmington found itself with a substantial collection of art, acquired over time through gifts and purchases to augment existing collections of faculty scholarship and regional materials. What had been tracked in a simple administrative database had become a collection deserving improved access. This paper outlines the acquisition, cataloging, and access issues that shaped the evolution of the art works from their status first as decoration on the library walls, then as fully cataloged library materials in the online catalog, then as digitized images available in a searchable Web tour. Explored are the reasons behind the collection development push and the methods of acquisition, how and why the collection outgrew its original inventory database, and why the university librarian turned to catalog librarians for solutions to improve access by utilizing and linking data existing in separate databases. The paper offers implications and lessons learned that could assist other libraries that may face such a challenge, as well as a literature review of the issues faced in art documentation. Randall Library's experience illustrates how a decision to invest in cataloging an unusual medium can go beyond the basics of author and subject access to create an unusually valuable foundation for promotional, curricular, and Web-based ventures. This paper reviews the literature of collection development and management from 2009 and 2010. Themes and trends reflect the profound effect of environmental forces on libraries, including the economic recession, changes in scholarly communication, and an increasingly networked environment. Libraries reduced print collections and moved them to storage or shared repositories and assessed collections to find efficiencies and demonstrate value. Research libraries moved away from collecting everything toward mission-focused collecting, with an emphasis on unique collections. Collaboration across libraries, within institutions, and with nonlibrary partners continued as a key management strategy. Libraries shifted from a just-in-case to a just-in-time approach to collection development, and subject specialists identified new areas of responsibility, such as data curation. In June 2009, the Association for Library Collections and Technical Services Heads of Technical Services in Large Research Libraries Interest Group established the Task Force on Cost/Value Assessment of Bibliographic Control to address recommendation 5.1.1.1 of On the Record: Report of the Library of Congress Working Group on the Future of Bibliographic Control, which focused on developing measures for costs, benefits, and value of bibliographic control. This paper outlines results of that task force’s efforts to develop and articulate metrics for evaluating the cost and value of cataloging activities specifically, and offers some next steps that the community could take to further the profession’s collective understanding of the costs and values associated with bibliographic control. This paper examines the roles of professional and paraprofessional catalogers as they are perceived within the cataloging community. A survey was sent to all catalogers in member libraries of the Association of Research Libraries. In presenting these results, the authors consider whether a difference still exists between professional and paraprofessional catalogers beyond the master of library and information science degree and, if so, the nature of any such difference. Embarking on a universitywide journal-hosting initiative can be a resource- intensive undertaking. Providing such a service, however, can be equally rewarding, as it positions the library as both partner and colleague in the publishing process. Many factors should be considered when evaluating how serial publications are presented in online library catalogs. Both patrons and library employees utilize the catalog to locate serial titles and then must be able to determine which formats are available, as well as which issues are available in each format. Consideration of both the recording and display of serials data should be part of a thorough evaluation. This paper presents an outline for an evaluation focusing on meeting user needs. This paper highlights the growing importance, challenges, and opportunities of massive scale computing as they relate to libraries. Massive-scale computing is defined as the predictable widescale availability of computing power, storage, and network speeds at immense levels. Improving on ideas developed in Brief Tests of Collection Strength, this paper presents coverage power tests, an empirical method for evaluating collections in all types of libraries by means of ranked holdings counts from OCLC's WorldCat. The new method measures library coverage of subject literatures across levels of the WLN or RLG collection intensity scales that are increasingly difficult to attain. It defines literatures and collections unambiguously, permits objective comparisons of libraries, and is potentially automatable. Results of 38 tests in nine subjects at 30 libraries have high face validity in rating collections. Recent ACRL guidelines and standards urge academic librarians to compare selected input and output measures with peer institutions for assessment. This paper provides an example of such a comparison, using a freely available statistical tool from the National Center for Education Statistics (NCES). Applying the NCES data tool to liberal arts colleges chosen by U.S. News and World Report (USN&WR) as the ‘Best Liberal Arts Colleges’ provides one strategy for choosing financial benchmarks to target, as well as staffing and output measures for comparison. Digital materials are reshaping library collections and, by extension, traditional library practice for collecting, organizing, and preserving information. This paper uses OCLC's WorldCat bibliographic database as a data source for examining questions relating to digital materials in library collections, including criteria for identifying digital materials algorithmically in MARC21 records; the quantity, types, characteristics, and holdings patterns of digital materials cataloged in WorldCat; and trends in WorldCat cataloging activity for digital materials over time. Issues pertaining to cataloging practice for digital materials and perspectives on digital holdings at the work level also are discussed. Analysis of the aggregate collection represented by the combined digital holdings in WorldCat affords a high-level perspective on historical patterns, suggests future trends, and supplies useful intelligence with which to inform decision making in a variety of areas. This paper reviews the enormous changes in cataloging and classification reflected in the literature of 2003 and 2004, and discusses major themes and issues. Traditional cataloging and classification tools have been revamped and new resources have emerged. Most notable themes are: the continuing influence of the Functional Requirements for Bibliographic Control (FRBR); the struggle to understand the ever-broadening concept of an "information entity"; steady developments in metadata-encoding standards; and the globalization of information systems, including multilinguistic challenges. Functional Requirements for Bibliographic Records (FRBR) presents a complex conceptual model. Because of this, it is not easy for everyone to understand. The purpose of this paper is to make some of the more difficult aspects of the FRBR model, in particular the Group 1 entities work, expression, manifestation, and item, easier to understand by placing FRBR in the context of what it is: a conceptual entity-relationship model. To this end, a definition of the term ‘model’ is presented, a variety of types and functions of models are introduced, conceptual models are discussed in detail, modeling an abstraction is explained, and different ways of interpreting FRBR are suggested. The North American library community is looking at ways to enhance authority records with nonroman scripts. The Library of Congress Name Authority Cooperative Program (NACO) Authority File (LC/NAF) is limited to Latin script. This paper looks ahead to the use of other scripts in LC/NAF. The author examines the options for using Hebrew script in MARC 21 authority records, and considers the prospects for cooperative authority work between American and Israeli libraries. This study examined Library of Congress Classification (LCC)-based class numbers assigned to a representative sample of 200 titles in 52 American library systems to determine the level of consistency within and across those systems. The results showed that under the condition that a library system has a title, the probability of that title having the same LCC-based class number across library systems is greater than 85 percent. An examination of 121 titles displaying variations in class numbers among library systems showed certain titles (for example, multi-foci titles, titles in series, bibliographies, and fiction) lend themselves to alternate class numbers. Others were assigned variant numbers either due to latitude in the schedules or for reasons that cannot be pinpointed. With increasing dependence on copy cataloging, the size of such variations may continue to decrease. As the preferred class number with its alternates represents a title more fully than just the preferred class number, this paper argues for continued use of alternates by library systems and for finding a method to link alternate class numbers to preferred class numbers for enriched subject access through local and union catalogs. This study utilizes citation checking of advanced undergraduate research papers as a method for evaluating library collections at an institution with growing undergraduate and graduate research demands. A random sample of 101 honors thesis bibliographies from the period 1993-2002 was examined for format, discipline, and local availability rates. The proportion of journal citations in relation to books increased slightly over the period, but no other clear trends emerged. The incidence of Web citations began during the period but did not steadily increase. The study highlighted specific use patterns and collection weaknesses. Results serve as a baseline for further study of the library's undergraduate user population; further citation studies are encouraged to assess continued use of online resources as the Internet and electronic technologies evolve. This study investigates the factors that influence perceived and expected daily task competencies for technical services administrators; that is, the competencies technical services administrators claim to possess (perceived) and those they believe they ought to possess (expected) in the areas of acquisitions, cataloging, and serials. For the purposes of this paper, a technical services administrator is defined as one who oversees, at a minimum, the acquisitions, cataloging, and serials units in his or her library. The author surveyed 116 technical services administrators via e-mail in fall 2003, receiving a response rate of 54 percent and an acceptable use rate of 53 percent. The survey was designed to correlate perceived and expected competencies with: (1) an incumbent's professional background; (2) tenure in current position at present institution; and (3) size of technical services unit as measured in full-time equivalents (FTE). The study concludes that incumbent tenure and size of the technical services unit affect both perceived and expected competencies, with the latter having a greater effect. Professional background affects competency possession, but has only a marginal effect on competency expectation. The findings reveal that administrators with ten or more years in their current positions who have noncataloging backgrounds and at least ten FTE in their technical services units are least likely to know the daily procedures of their technical services units. The aim of the literature review represented in this article examines the articles, books, theses and reports published from 1995 to June 2003 in the areas of cataloguing and classification of fiction books, browsing and selection of fiction by readers, user studies of readers, and adult readers' advisory services. Due to the lengthy academic publication process, studies published in 1995 were for the most part not included in Liangzhi Yu and Ann O'Brien's review. The major area of study that will not, for the most part, be included in this study is historical. Several books have been written in this area since 1995, along with many articles and theses. The numerous books and articles written before 1995 and the primary sources from the 1920s and before contain enough information for another literature review. Because this is one of the few areas of library science that has plenty of historical research, this would be a particularly valuable literature review, especially for researchers and students of library science. One of the more unusual aspects of the literature review here was the surprising number of books, articles, and theses published overseas. Nearly half of the more than 180 books, articles, and theses looked at for this paper were published in Europe, Australia, and New Zealand.

Libraries may vary in the level and fullness of cataloging they give to video recordings and in the methods they use to provide access to them. This paper reports the results of a survey exploring the level of cataloging and access methods applied to videos, the degree to which catalogers view screen credits, and how often various credit information is included and used to create access points in catalog records in selected U.S. public and Association of Research Libraries member libraries. Resources for cataloging videos also were examined. Results showed that most libraries cataloged videos at the full level and provided access points to similar types of information in catalog records. Academic librarians reported viewing videos and providing access points to certain information to a greater extent than public librarians did. The transformational agents that have produced dramatic changes in academic libraries in recent years will continue to influence those libraries over the next decade, but it should not be assumed that the academic library of 2013 will represent a natural progression from the library of today. Rather, the academic library of the future will be marked by unanticipated "punctuations" that will be just as surprising and unexpected as have been so many of the influences that have shaped the contemporary library. This paper suggests that "wild cards" will be introduced into the evolutionary growth of the academic library, some perhaps harmful, but more likely enabling libraries to provide even richer information resources and better services than they do today. The article focuses on career changes for mid-career librarians. It draws heavily on the experience of the author who left a position in law librarianship for one in general academic reference and instructional librarianship. The occupational changes one faces when leaving one specialization for another, learning to write professional research papers, and seeking out educational opportunities are discussed. The author suggests librarians remain flexible about job rotation and continue to learn about the various aspects of the profession.

The article presents author's views on the July 1, 2004 issue of the journal "Library Resources and Technical Services." Papers in this issue speak to many interests. One of the authors Whitney Baker explores the challenging positions held by those library professionals whom she calls "hybrid" conservators. A hybrid conservator is responsible for both oversight of batched, mass production treatments and the execution of single-item treatments. "Zines and the Library," by Richard A. Stoddart and Teresa Kiser, a research paper takes into the realm of collection development and management, while touching on cataloging, access, and preservation challenges presented by these unique materials. While zines are not within the scope of every library's collection development plan, Stoddart and Kiser encourage not to reject them simply because they represent alternative perspectives and cultures. Author Jutta Frommeyer discusses her analysis of chronological terms and period subdivisions in three different subject systems used around the world.

This editorial briefly discusses potential topics for papers in the journal "Library Resources and Technical Services." It is noted that the journal seeks papers that contribute to the advancement of knowledge by sharing research results or reporting unique or evolving technical processes or research methods. Papers should address topics of interest to practitioners, researchers, educators, and students. Some topics that would provide interesting themes for papers include: understanding user behavior; standards; open access/open archives; and creating added value."

The article discusses the author's experience of being an academic librarian in the U.S. She had worked as a life sciences librarian, a generalist reference librarian, a biology and agricultural librarian and a social sciences librarian. She said the shift of almost entirely on paper to almost entirely electronic has significantly changed the kinds and number of questions she had about government documents.

The article presents an overview of the papers relevant to librarians of all experience levels presented in the November 2011 issue of "Endnotes: The Journal of the New Members Round Table," and acknowledges several people who contributed to the completion of the issue.

The article discusses the brief history of the Association for Libraries Collections & Technical Services (ALCTS) as it celebrates its 50th anniversary in 2007. ALCTS was originally known as the Resources and Technical Services Division in 1989. Its official journal remained "Library Resources & Technical Services" (LRTS) and Esther Piercy, the first editor said that the journal was open to discussion of all topics related to the Division. Meanwhile the first two volumes of LRTS discuss topics that were familiar fifty years later of which papers such as "Keeping Serials Costs in Check" or "Toward a Better Cataloging Code" could appear in LRTS today.
