The issue of globalisation-induced greenhouse gas emissions is an ongoing topic and a major challenge to the EU climate goals of achieving non-zero emissions by 2050. In the light of this ongoing debate on the globalisation–environment nexus, the paper examines the impact of economic globalisation on climate in EU countries over the period 2000–2019 and provide some new empirical evidence. After applying the panel cointegration analysis and the Granger causality test, the dynamic panel analysis is performed for 26 EU countries using the Arellano–Bond estimator. For the policy perspective, the analysed sample of countries is grouped into two subpanels according to their level of development—EU countries with above-average and below-average GDP per capita. After testing the effects of different dimensions of economic globalisation and environmental taxes on GHG emissions, the results revealed the following: (1) Trade globalisation is detrimental to the climate, as trade openness significantly increases emissions in both country groups. Financial globalisation has a weaker impact and increases emissions only in below-average countries, suggesting that FDI inflows could be important for the transfer of green technologies when a country reaches higher development level. (2) Passenger transport reduces GHG emissions in both groups of countries, while FDI are beneficiary for the climate in above-average countries. (3) Environmental taxes as a proxy for environmental policy show statistically significant results, but with different outcomes in the two groups; they have a negative impact on emissions in countries that are below the GDP p/c average, indicating the shortcomings of the tax system in addressing climate change. (4) The total energy consumption increases emissions in both country groups and, thus, harms the climate. Therefore, despite the current unfavourable circumstances, EU countries should continue to expand the green economy, increase energy consumption from renewables, and develop low-carbon technologies that do not depend on imported fossil fuels. Urban regeneration offers extensive opportunities for tackling climate change. However, in the Republic of Korea, successful examples of such policy integration are rare. Whereas many studies have analysed inhibiting factors of policy integration, the perspective of this paper is different. It investigates enabling factors that promote policy integration in the cases of climate change and urban regeneration policies under non-supportive politicoadministrative framework conditions. Two good practice examples from Seoul (i.e. the neighbourhoods of Jangwi-dong and Sangdo 4-dong) provide a basis for analysing: (1) which topics facilitated integration; (2) which stakeholders promoted the integration of climate change and urban regeneration policies and how; and (3) whether and how long-term community effects could be generated. A mixed-methods approach is used: document analysis, content analysis, interviews (n=50) and process-tracing methods. The results show the significance of local promoters and their politico-administrative skills to frame distinct subjects comprehensively which facilitates support from different programmes. Second, open and flexible regulatory frameworks as well as the readiness of higher level authorities to learn from local experiments are conducive to innovation. Third, the institutionalisation and mainstreaming of new topics, e.g. climate change, is a precondition for creating lasting effects in urban regeneration areas. [ABSTRACT FROM AUTHOR]

In 2009, the Government of India asked all Indian states and Union Territories to prepare State Action Plans on Climate Change, making it one of the largest efforts at sub-national climate planning globally. Through an examination of state climate plans in five Indian states, the paper explores the implications of sub-national climate measures by examining two questions: First, how do state action plans on climate change link with India’s national and international climate efforts in the context of multi-level governance of climate change? Second, do these plans serve as laboratories of experimentation in addressing climate change? Through an empirically driven inductive analysis, the paper argues that because state climate plans, at least in the initial stages, followed a centrally driven, and sometimes ambiguous agenda, their scope and room to experiment was circumscribed. While they did initiate a process and a conversation, the scope and impact of the plans was limited because they tended to follow conventional bureaucratic planning processes and were limited by a central mandate. The plan process did create some space for local innovation, particularly by enterprising bureaucrats, but this was limited by both restricted space and time for innovation. As a result, the plans made only initial steps toward bringing climate-resilient sustainability to the forefront of state development planning. There is however scope for improvement as states and stakeholders begin examining the plans with a view to implement recommendations, finance projects and even consider fresh iterations. Federal climate policy in the United States is still in its infancy and is in large part characterized by efforts to reach a consensus on the very existence and causality of climate change. This has stemmed from a sociopolitical rift within the country, with the objectivity and usefulness of science attacked by detractors. Scientists who are most qualified to defend their methods and provide information to policymakers rarely have an institutional incentive to share this knowledge, but should be encouraged to communicate their findings to the public, especially those who receive public funding. By not doing so, they are effectively 1) keeping data and their interpretations within the academy alone, despite their importance to the public welfare, 2) losing public support through inactivity, and 3) potentially harming the future availability of research support in what has rapidly become a politically polarized funding atmosphere. Archaeologists and geoscientists in particular, as repositories of past ecological knowledge established through one method (Western academic) of empirical examination, are well positioned to broadcast to the public a variety of societal responses to long-term environmental change as well as the repercussions of political reorganization in the wake of resource shortage-induced societal collapse. This paper summarizes a few promising public outreach engagements on environment and climate change, and suggests further venues for institutional change at the university level. As an example of how multi-causal socio-ecological processes can be concisely packaged for consumption by the public and policymakers without oversimplifying data, we present a synthesis of regional case studies from the New and Old Worlds. Case studies are connected through anthropological processes of cooperation versus exclusion, subsistence shifts, sociopolitical (re)organization and hierarchy, violence, and disease in a preliminary attempt a) to identify the emotional and anecdotal psychology of our own society when it comes to the chang-ing global environment, b) to discuss the issue of scalar differences between ancient and modern ecology, and c) to call on academics to introspectively alter our own attitudes and systems of incentives at the university level. Ambitious climate policy increases the cost of energy and therefore has important interactions with the prospects of development in the countries of Sub-Saharan Africa. These interactions include the potential for gain for the continent in the form of new trade opportunities and climate finance. In this paper we quantify the costs and benefits of climate policy in Sub-Saharan Africa. Using an Integrated Assessment Model, we consider key characteristics of the continent, including the favorable conditions for renewable energy. A newly designed scenario analysis allows identifying the main drivers of the results. We show that Sub-Saharan Africa could implement climate policy in line with the 2 °C target at roughly net zero costs if the international community follows up on its commitment towards supporting developing countries as declared in the Paris Agreement. Sub-Saharan Africa could become an important supplier of energy from biomass and could thus even benefit from more ambitious climate policy due to higher demand for this source of energy. The absence of a painful trade-off between short-term development and long-term climate stabilization could provide policy-makers with a much richer policy option space than previously considered. Climate change is one of the most daunting challenges human kind has ever faced. In the paper, we provide a survey of the micro and macro economics of climate change from a complexity science perspective and we discuss the challenges ahead for this line of research. We identify four areas of the literature where complex system models have already produced valuable insights: (i) coalition formation and climate negotiations, (ii) macroeconomic impacts of climate-related events, (iii) energy markets and (iv) diffusion of climate-friendly technologies. On each of these issues, accounting for heterogeneity, interactions and disequilibrium dynamics provides a complementary and novel perspective to the one of standard equilibrium models. Furthermore, it highlights the potential economic benefits of mitigation and adaptation policies and the risk of under-estimating systemic climate change-related risks. [ABSTRACT FROM AUTHOR]

The literature on metrics to measure contributions to climate change from emissions of different greenhouse gases divides into studies that highlight physical aspects and studies that show the importance of economic factors. This paper distinguishes the physical aspects and implications of economic factors by asking what is demanded from physically based metrics if used for a specific policy objective. We study the aim of maximizing the welfare of emissions generated by consumption when there is a limit to the increase in global mean temperature. In that case, metrics ought to change over time, with increasing weight on short-living gases before the temperature limit is met. Metrics for short-living gases increase also with increasing uncertainty. Adjustments to new information spur higher metrics for short-living gases if it reduces the expected allowable emissions before the target is met, and lower metrics in the opposite case. Under a binding target, metrics refer to the instantaneous impact on radiative forcing multiplied by the lifetime of the respective gases, and adjusted by the attitude to risk. The Canadian Arctic is uniquely sensitive to climate change impacts, including rapidly warming temperatures, sea ice change, and permafrost degradation. Adaptation-including efforts to manage climate change risks, reduce damages, and take advantage of new opportunities-has been identified as a priority for policy action across government levels. However, our understanding of adaptation in the Canadian North is limited: Is adaptation taking place, to what stresses, and what does it look like? In this paper we answer these questions for the Inuit territory of Nunavut, systematically cataloguing and reviewing government-led adaptation programs and policies at community, territorial, and federal levels, drawing on publically available information. We documented a total of 700 discrete adaptation initiatives. The focus on adaptation to-date has primarily been at the groundwork level, aimed at informing and preparing for adaptation through impact assessments, adaptation planning exercises, and stakeholder engagement. Adaptation in Nunavut has been driven by cross-scale coordination and leadership from the territorial and federal government. Our study finds few examples of concrete actions for planned adaptation, such as changes to or creation of policies that enable adaptation, alterations to building codes and infrastructure design with changing geo-hazards, or enhanced disaster planning and emergency preparedness in light of projected impacts. This study indicates a need for formal adaptation plans for the Governments of Canada and Nunavut, emphasis on adaptation monitoring and evaluation, and a greater role of Inuit traditional knowledge and cultural values in adaptation policy. New developments in consumption-based emissions accounting suggest that the reductions claimed by wealthy, environmentally progressive nations have often come at the expense of increased emissions elsewhere – and thus net growth in global GHG concentrations. This paper traces Sweden's attempts to translate growing recognition of displaced emissions into national environmental policy. Drawing on multi-sited ethnographic research and policy analysis in Sweden and China, we argue that while the logical implications of consumption-based analyses point to the need to address production and consumption as an integrated system, complex governance challenges and the political precariousness of these ideas have thus far limited policy to the reinvention of consumer awareness campaigns and an international extension of long-standing ecological efficiency efforts. Abstract: This paper examines the health implications of global PM reduction accompanying greenhouse gas emissions reductions in the 180 national economies of the global macroeconomy. A human health effects module based on empirical data on GHG emissions, PM emissions, background PM concentrations, source apportionment and human health risk coefficients is used to estimate reductions in morbidity and mortality from PM exposures globally as co-reduction of GHG reductions. These results are compared against the “fuzzy bright line” that often underlies regulatory decisions for environmental toxics, and demonstrate that the risk reduction through PM reduction would usually be considered justified in traditional risk-based decisions for environmental toxics. It is shown that this risk reduction can be on the order of more than 4 × 10−3 excess lifetime mortality risk, with global annual cost savings of slightly more than $10B, when uniform GHG reduction measures across all sectors of the economy form the basis for climate policy ($2.2B if only Annex I nations reduce). Consideration of co-reduction of PM-10 within a climate policy framework harmonized with other environmental policies can therefore be an effective driver of climate policy. An error analysis comparing results of the current model against those of significantly more spatially resolved models at city and national scales indicates errors caused by the low spatial resolution of the global model used here may be on the order of a factor of 2. International climate funds play a key role in supporting the adaptation policies of Small Island Developing States (SIDS) to climate change by reducing their vulnerability. The mechanism of contributions established at national level under the Paris Agreement of 2015 lays the foundations to help international donors better understand each country's climate needs. With this in mind, this paper aims to provide some policy suggestions emerging from the analysis of the impact some variables have on reducing vulnerability. To this end, we consider the vulnerability index of 33 SIDS countries in terms of adaptation and mitigation policies. Based on the data availability, we use the panel-corrected standard errors estimator in time span from 2010 to 2014, taking into account the spatial heterogeneity of vulnerability. Our findings display that foreign aid and social development variables are crucial to promoting adequate and balanced responses to climate change. Therefore, we can confirm the effectiveness of external funds in reducing vulnerability. Domestic resources alone do not appear able to help SIDS due to endogenous limits of countries beneficiaries. • French people have limited knowledge about climate change but worry about it. • They prefer green investments or regulations to a tax and dividend. • Distributive effects and lack of alternatives prevent carbon tax acceptance. • Improving knowledge is predicted to increase ecological attitudes and concern. • Unlike in the US, partisanship does not interact with education to shape perceptions. This paper aims to assess the prospects for French climate policies after the Yellow Vests crisis halted the planned increase in the carbon tax. From a large representative survey, we elicit knowledge, perceptions and values over climate change, we examine opinions relative to carbon taxation, and we assess support for other climate policies. Specific attention is given to the link between perceptions of climate change and attitudes towards policies. The paper also studies in detail the determinants of attitudes in terms of political and socio-demographic variables. Among many results, we find limited knowledge but high concern for climate change. We also document a large rejection of the carbon tax but majority support for stricter norms and green investments, and reveal the rationales behind these preferences. Our study entails policy recommendations, such as an information campaign on climate change. Indeed, we find that climate awareness increases support for climate policies but no evidence for the formation of opinions through partisan cues as in the US, suggesting that better access to science could foster support for climate policies. Few challenges pose a greater threat to a healthy planet and people than air pollution and climate change. Over the past three decades, research has demonstrated that integrated solutions to air pollution and climate change can yield co-benefits that support cost-effective, coherent policies. However, research on co-benefits has yet to generate policy responses consistent with this promise. This paper argues that realizing this potential requires more rigorous research on how governance affects the opportunities and incentives to align the interests of government agencies, scientists, and other stakeholders at multiple levels. The article proposes a "One Atmosphere approach" consisting of three building blocks to strengthen that alignment: (1) continually incorporating and strategically timing the introduction of integrated visions; (2) reforming governance arrangements to encourage interagency collaboration and multi-stakeholder cooperation; and (3) supporting integrated visions and institutional cooperation with standardized metrics and assessment methods. Abstract: Model-based support of climate policy is scientifically challenging because climate change involves linked physical and social systems that operate on multiple levels: local, national, and international. As a result, models must employ some strongly simplifying assumptions. The most frequently used models typically assume hyper-rational and homogenous human behavior. These ensure tractability but, as a trade-off, abstract away the effects of less-than-rational decision-making and actor heterogeneity on domestic policy effectiveness and the influence of domestic constituents on international policy agreement. In this paper, we introduce a multi-level model framework, called ENGAGE, that relaxes some common modeling assumptions by adopting an agent-based approach. ENGAGE is styled after the Putnam two-level game, in which negotiators at the international level are constrained by the heterogeneous policy preferences and power of constituents at the domestic level. We proceed to provide a detailed description and demonstration of the prototype domestic-level module. Domestic actors include firms and households who function as agents within an evolutionary representation of economic growth, energy technology, and climate change. This allows an evaluation of policies that accounts for agent decision-making and social and technological change. Ultimately, we plan to use the ENGAGE model to simulate the two-way dynamic feedback between international agreements and domestic policy outcomes. [Copyright &y& Elsevier]

At the international level, India is emerging as a key actor in climate negotiations, while at the national and sub-national levels, the climate policy landscape is becoming more active and more ambitious. It is essential to unravel this complex landscape if we are to understand why policy looks the way it does, and the extent to which India might contribute to a future international framework for tackling climate change as well as how international parties might cooperate with and support India's domestic efforts. Drawing on both primary and secondary data, this paper analyzes the material and ideational drivers that are most strongly influencing policy choices at different levels, from international negotiations down to individual states. We argue that at each level of decision making in India, climate policy is embedded in wider policy concerns. In the international realm, it is being woven into broader foreign policy strategy, while domestically, it is being shaped to serve national and sub-national development interests. While our analysis highlights some common drivers at all levels, it also finds that their influences over policy are not uniform across the different arenas, and in some cases, they work in different ways at different levels of policy. Abstract: Finland is a forested country with a large export oriented forest industry. In addition to domestic forest extraction, roundwood is imported, thus displacing the environmental impacts of harvests. In this paper, we analyse the international carbon flows of forest industries in Finland from a consumption-based perspective. Quantitative analyses are available on trade embedded emissions of CO2 from fossil fuel combustion, and here we address in a similar way the impact of trade on the carbon budget of the forest products sector in Finland. Carbon flows through the forest industry system increased substantially between 1991 and 2005. We show that the annual carbon balance related to forests and forest industry system in Finland functioned as a sink in 1991, whereas in 2005 the system was a sink on a national level, but not on a global level. Through calculating the carbon content in traded forest industry products and emissions embodied in forest industry activities, we further show that the direct impacts of the forest industry in Finland are only a minor fraction of the total CO2 emissions related to Finnish production. Nearly all of the emissions were caused due to production of exports. Yet, direct carbon dioxide emissions of the industrial production are reported to Finland in the production based inventories. Abstract: Climate change poses an unprecedented challenge for policy makers. This paper analyzes how industry sector policy expertise can contribute to improved policy making processes. Previous research has identified that policy making benefit by including non-governmental policy analysts in learning processes. Recent climate and energy policy developments, including amendments and the introduction of new initiatives, have rendered current policy regimes as novel to both governments and the industry. This increases business investment risk perceptions and may thus reduce the effectiveness and efficiency of the policy framework. In order to explore how government–industry policy learning can improve policy making in this context, this article studied the Swedish case. A literature survey analyzed how policy learning had been previously addressed, identifying that the current situation regarding novel policies had been overlooked. Interviews provided how industrial actors view Swedish policy implementation processes and participatory aspects thereof. The authors conclude that an increased involvement of the industry sector in policy design and management processes can be an important measure to improve the effectiveness and efficiency of climate and energy policies. Recent developments in the political, scientific and economic debate on climate change suggest that it is of critical importance to develop new approaches able to compare policy scenarios for their environmental effectiveness, their distributive effects, their enforceability, their costs and many other dimensions. This paper discusses a quantitative methodology to assess the relative performance of different climate policy scenarios when accounting for their long-term economic, social and environmental impacts. The proposed procedure is based on Data Envelopment Analysis, here employed in evaluating the relative efficiency of eleven global climate policy scenarios. The methodology provides a promising comparison framework; it can be seen as a way of setting some basic guidelines to frame further debates and negotiations and can be flexibly adopted and modified by decision makers to obtain relevant information for policy design. Three major findings emerge from this analysis: (i) stringent climate policies can outperform less ambitious proposals if all sustainability dimensions are taken into account; (ii) a carefully chosen burden-sharing rule is able to bring together climate stabilisation and equity considerations; and (iii) the most inefficient strategy results from the failure to negotiate a post-2012 global climate agreement. The transport sector is consistently responsible for around 30 per cent of carbon dioxide emissions in developed countries and is one of few sectors where emissions continue to increase as a result of apparently insatiable demand for road and air travel. This paper examines how the formulation of transport policy fits into the exposition of UK climate policy, focusing on three principal areas of tension: policy priority (congestion and carbon reduction); strategies to reduce emissions (technological and behavioural solutions) and timescale (short- and long-term vision). We suggest that in overcoming such tensions government ministers will need to devolve significant policy formulation and implementation powers to an appropriate scale of governance – in this case the city-region – to fashion a ‘convergence space’ capable of promoting meaningful action with regard to transport's climate impact. Abstract: Most of the predictions and conclusions in the climate change literature have been made and drawn on the basis of theoretical analyses and quantitative models that assume exogenous technological change. How do these predictions and conclusions change if we endogenize technical progress? In this paper we consider two different drivers of technological change–Research and Development (R&D) and Learning-by-Doing (LbD)–and we embed them into the popular Nordhaus and Yang''s RICE model. We then use the corresponding two model versions to simulate different policy scenarios and compare the results focusing on consumption, physical capital, emissions abatement rates, and R&D expenditures. Our findings suggest that R&D-driven and LbD-driven technologies lead to quite similar dynamic patterns of the relevant variables we analyze. However, the greater flexibility enjoyed by agents who are able to optimally choose R&D expenditures seems to imply more welfare relative to the LbD case. [Copyright &y& Elsevier]

This paper explores how climate services are framed in the literature and possible implications for climate services' policies and projects. By critically exploring the frames around climate services, the wider objective is to encourage more reflexive and responsible research in the field, particularly given the huge challenge that climate change represents. By using a framing analysis based on an extensive literature review, five dominant frames were identified. Climate services are mainly framed (1) as a technological innovation, (2) as a market, (3) as an interface between users and producers, (4) as a risk management tool, and (5) from an ethical angle. The predominant frames influence how we think about climate services, shared assumptions, and the way in which policies and projects are designed. To prevent negative effects of climate services on the ground, such as inequalities, the main recommendations include establishing interdisciplinary and transdisciplinary dialogues between different communities of practice and players, increasing empirical and social science research to improve our understanding of this new field, and finally, re-thinking climate services in terms of adaptation rather than as the mere production of new information products. Decarbonization by the mid-21st century requires strong commitment to greenhouse emission abatement measures, but national emission reduction pledges are made for the medium term. Achieving medium term targets without taking into account the long term can lead to a lock-in effect, binding countries in pathways that cannot lead to strong decarbonization. This paper sheds light in this issue by combining a theoretical approach with real-world engineering and cost data. We develop a constrained optimization model to examine least-cost greenhouse gas emission abatement pathways, taking into account (a) emission reduction objectives for two years: 2030 and 2050; and (b) the potential speed of implementation of each measure, which expresses technical and behavioural inertia in the deployment of a measure. We focus on European countries and economic sectors that are not subject to the EU Emissions Trading System. We derive relationships between 2030 abatement targets of varying ambition and the possibility for a country to achieve a strong 2050 target. We find that more ambitious EU-wide targets have to be set by 2030 so that Europe delivers deep decarbonization by 2050. Moreover, if air pollution costs are taken into account, strong decarbonization by 2050 has lower social costs than less ambitious policies. [ABSTRACT FROM AUTHOR]
