Climate change poses significant risks to health and health systems, with the greatest impacts in low- and middle-income countries - which are least responsible for greenhouse gas emissions. The Conference of Parties 28 at the 2023 United Nations Climate Change Conference led to agreement on the need for holistic and equitable financing approaches to address the climate and health crisis. This paper provides an overview of existing climate finance mechanisms - that is, multilateral funds, voluntary market-based mechanisms, taxes, microlevies and adaptive social protection. We discuss these approaches' potential use to promote health, generate additional health sector resources and enhance health system sustainability and resilience, and also explore implementation challenges. We suggest that public health practitioners, policy-makers and researchers seize the opportunity to leverage climate funding for better health and sustainable, climate-resilient health systems. Emphasizing the wider benefits of investing in health for the economy can help prioritize health within climate finance initiatives. Meaningful progress will require the global community acknowledging the underlying political economy challenges that have so far limited the potential of climate finance to address health goals. To address these challenges, we need to restructure financing institutions to empower communities at the frontline of the climate and health crisis and ensure their needs are met. Efforts from global and national level stakeholders should focus on mobilizing a wide range of funding sources, prioritizing co-design and accessibility of financing arrangements. Background Developing age-friendly communities is a significant global policy issue. The WHO (2007) age-friendly cities and communities initiative has had a significant influence on the development of Ireland's Age-Friendly Programme. With research on such programmes still at an early stage, this paper critically examines the utilisation of the WHO age-friendly planning framework in an Irish context. It explores older adults' experience of living in two towns in an 'age-friendly' county and, in parallel, examines stakeholders' perspectives on the development of the county's age-friendly programme. This multi-perspectival approach facilitates an assessment of how the age-friendly county programme addresses older residents' needs, and illustrates how the WHO conceptual and planning framework has worked in an Irish context. Methods The paper reports on a study which employed a mixed-method, qualitative case-study research design, using a constructivist grounded theory approach to explore the lived experience of older adults, and a case-study framework for the stakeholder perspective. Results The research identifies salient social and cultural dimensions of the day-to-day lived experience of older people which, although they impact on the age-friendliness of the places in which they live, are neglected in the WHO framework. It also identifies a unique combination of economic, political, cultural, and organisational factors which have impacted on age-friendly programme development in Ireland. Conclusion In critically analysing use of the WHO age-friendly model, the paper suggests ways in which the model can be modified to better accommodate the diverse experience of older adults not only in Ireland, but also in other geographic and cultural contexts. Purpose: This is a position paper describing the elements of an international framework for assistive technology provision that could guide the development of policies, systems and service delivery procedures across the world. It describes general requirements, quality criteria and possible approaches that may help to enhance the accessibility of affordable and high quality assistive technology solutions. Materials and methods: The paper is based on the experience of the authors, an analysis of the existing literature and the inputs from many colleagues in the field of assistive technology provision. It includes the results of discussions of an earlier version of the paper during an international conference on the topic in August 2017. Results and conclusion: The paper ends with the recommendation to develop an international standard for assistive technology provision. Such a standard can have a major impact on the accessibility of AT for people with disabilities. The paper outlines some the key elements to be included in a standard. Implications for Rehabilitation: Assistive technology is a key element in rehabilitation, but many people have no access to affordable AT solutions. Background There is an increasing number of older persons experiencing transfer episodes between residential and acute care facilities (Griffiths et al. 2014). Current transfer documentation is diverse; often only containing basic information and very little person centred patient information. The objective of this HSE National Clinical Programme for Older People funded study was to develop a national person centred transfer tool, for use during patient transfer between residential and acute services. Following an extensive literature review, focus group interviews with stakeholders and input from an expert panel, a pilot transfer document was developed. This paper reports on the pilot study of this document. Methods Researchers, in consultation with the expert panel, developed questionnaires. Questionnaires were quantitative, with three open-ended questions. Of the 28 residential settings and 3 acute settings that were contacted, 26 residential and 3 acute settings (93%) participated in the study. The pre-pilot questionnaire asked staff in residential settings their perceptions on current transfer documentation (n=875). The post-pilot questionnaire asked staff in residential and acute care settings their thoughts on the new transfer document which was used for the pilot (n=1085). Results Findings suggest that staff agree that the new transfer tool is person centred, contains relevant patient information and could help communication between healthcare professionals in these settings. Findings also indicate that the length of time to complete the document is of concern, particularly in an emergency and there were suggestions from staff in residential care services that some sections could be prepopulated. Conclusion In order to have a transfer document that is efficient, and person centred, there is a need for it to be available electronically and easy for staff to fully complete particularly in an emergency transfer. The concept called Available Energy which goes back to mid-nineteenth century work of Kelvin, Rankine, Maxwell and Gibbs, is relevant to all of the papers. Various names have been applied to the concept when interactions between the system of interest and an environment are involved. Today, the name exergy is generally accepted. Introduction: Despite the lack of evidence supporting its practice, antipsychotic polypharmacy (APP), is widely used1,2,3,. To change the outcomes that are directly related to doctors' decisions, it is important to understand the decision-making process and the factors which affect it. Behavioral Economics is a field that blends social psychology and economics, and it seeks to understand how biases affecting the human decision-making process. Strategies based on Behavioral Economics principles have been successful in addressing many issues in healthcare. This paper describes a quality improvement project designed with the aim of reducing APP prescribing behavior in a large psychiatric hospital in Brazil. Aims Objectives Theory or Methods: Nineteen units participated in this case study. The intervention targeted all prescribers and it involved the use of norms and peer comparison, behavioral economics principles which indicate that individuals are more likely to adjust their behavior if they perform below the average performance of their peers. After baseline, where the APP prescribing rate for the whole hospital and for each unit in particular were assessed, a weekly email was sent to each prescriber with information about the hospital-wide APP prescribing rate, feedback related to the APP prescribing rates in their units, and how they compared to other units. Highlights or Results or Key Findings: The intervention was successful in reducing hospital-wide APP prescribing rate. After the second e-mail, we observed a steep drop in the APP prescribing rate, and the rate never returned to preintervention levels. The weekly emails with feedback and peer comparisons yielded an average statistically significant difference of about 8.02% (t(10) = 4.7491, p < 0.008) over a brief 11-week period. This study demonstrated that e-mails designed according to a Behavioral Economics strategy can affect prescribing behavior. Conclusions: Information about the lack of evidence for the use of antipsychotic combinations, about the rates in other parts of the world, and information about the rates in hospitals with a similar population within their own state was enough to yield statistically significant results.. Implications for applicability/transferability sustainability and limitations: Future quality improvement projects targeting prescribing behavior should consider a combined use of guidelines and training with norms and peer comparison. Background: The techniques of laparoscopic liver resection (LLR) have developed rapidly in selected centers, while global adoption of this approach has been cautious. The costs of LLR compared to open resection (OLR) are considered an important metric in evaluating this approach and may be a barrier to adoption in some centers.Methods: To formulate a consensus statement using the Zurich-Danish consensus model to the question of "What are the comparative outcomes of cost for LLR and OLR, minor and major?" a systematic search of the literature was conducted. Results were presented to the jury in September 2014 and updated in August 30, 2015. Adjustments for currency conversions and inflation were not performed due to limitations in available data.Results: Thirty-four studies were reviewed, and 11 relevant papers were selected for inclusion. No randomized control studies were found. Five studies were case-matched comparisons, while the remaining studies were retrospective reviews. The number of patients in each study ranged from 28 to 74, and the cumulative number of patients was 643 comparing 350 OLR to 293 LLR. Overall median hospital stay was lower for LLR at 4.6 versus 7.4 days. This remained valid when only the case-matched studies were analyzed, 4.6 (n = 178) versus 6.6 days (n = 266). The median overall total costs were 16.3 % lower (range 0 to -22 %) for LLR compared to OLR. This remained valid in the subgroup analysis of the case-matched studies, with a median 17.4 % lower costs for the LLR. Median OR costs were 3 % higher for LLR (range -9 to 40 %) but 32.9 % lower for hospital ward costs (range 0 to -60 %) when compared to OLR.Conclusions: Currently, the published literature indicates that overall hospital costs are less for LLR when compared to OLR (Level of evidence 3a and 3b). This evidence is strongest for minor hepatic resections. The decreased cost is based on savings in hospital ward costs and likely related to a significantly shorter hospital stay for LLR. This paper is part of an ongoing study of the youth in the township of Chatsworth in post apartheid South Africa. Fieldwork conducted over three different periods, 2007, 2010 and 2012 among predominantly Indian youth addicts, their caregivers and members of the Anti- Drug Forum and other community based organizations indicate a drug scourge that has debilitated youth, households and the wider community. This paper is divided into three parts. Three sections address the trajectories of the study of youth addicts and related household dynamics since 2007. The first section briefly highlights socio-economic developments in post-apartheid Chatsworth, the unease of being Indian within the larger national identity, the sugars trade and methodology. The second section elaborates the physical effects of sugars, the relationship between drugs and taxis, drugs and crime, the reconfiguration of township youth identity as well as domestic violence. The final part of the paper provides insight into the gendered experience of sugars addiction and fieldwork conducted between 2010 and 2012. [ABSTRACT FROM AUTHOR]

During the Second World War, the British book trade faced severe shortages of paper, of labour, particularly in the printing and binding sectors, and of shipping space for imports of raw materials and exports of finished books. These limitations drastically reduced the number of books publishers produced—supplies to British booksellers were strictly rationed and exports dwindled to a mere fraction of their pre-war levels. American publications, less affected by war-time shortages, began to supplant British exports in certain key markets. Concern intensified in Britain that this trend would continue, seriously and permanently damaging the book export trade. Overseas book sales were particularly valued, not only because of their very real contribution to the balance of trade, but also because of their immeasurable contributions to the promotion of British culture and ideas around the world: ‘Books are ambassadors of British culture… Books are salesmen of British goods.’1 Prompted by the desire to reclaim markets neglected during the war, drawn by the lure of new markets emerging after, and constantly motivated by the treat of competition from America, the British book trade waged a great campaign to increase book exports. Individual publishers, trade organizations, government ministries and charitable organizations all cooperated in this export drive, introducing an astonishing number of new initiatives and projects between 1940 and 1960. This paper examines the process of corporate greening, and proposes a general conceptual model of the process, which may be relevant in a number of different corporate sectors. The model includes drivers of greening and barriers to greening and also the organisational context in which greening decisions are taken. In addition, this paper considers the role of media coverage in influencing pro-environmental behaviour amongst organisations. The paper then tests the model in one particular tourism context - that of business events - in order to ascertain the specific nature of the corporate greening process in that context. The paper concludes that the general model may be applied to a number of industry sectors, and the model specific to business events tourism may be used to underpin future research in this area. On March 29-30, 2002, the Yale Chapter of the International Society of Tropical Foresters convened social and natural scientists, resource managers, policy-makers, community leaders and other interested parties to share experiences, strategies, successes and failures in addressing illegal logging and corruption. The conference explored the framing of the illegal logging problem, the extent of the problem, its perceived causes, and potential solutions. Thirteen papers were presented at the conference entitled Illegal Logging in the Tropics: The Ecology, Economics and Policy or Resource Misuse held at the Yale School of Forestry and Environmental Studies on March 29-30, 2002. Commercial gambling is expanding rapidly across the globe. However, the field of gambling research has not kept pace with this expansion, and continues to focus on prevalence studies and individuated treatment regimes, with little attention to the political, economic or technological underpinnings of commercial gambling. The implications of this lack of sophistication in the research agenda are that society is ill-equipped to understand the nature and underlying causes of gambling harms, and how these might best be avoided, minimized or ameliorated. Around the world, various levels of government benefit from gambling revenue, with consequences for the independent regulation of gambling. Further, there is considerable industry influence on the research agenda, often involving similar techniques to those employed previously by the tobacco and alcohol industries to engage researchers. This influence is compounded by a failure of many gambling researchers and journals to adopt traditional academic safeguards, such as the disclosure of conflicts of interest, and by many arguing for a 'partnership model' with industry to advance the research agenda. This paper identifies five basic principles to restore reasonable standards of integrity in gambling studies: (1) research should not be funded by the proceeds of gambling; (2) research priorities should not be influenced by the beneficiaries of gambling; (3) conferences and other research fora should not be influenced by industry; (4) funding sources should be disclosed in journals and at conferences; and (5) meaningful access to gambling products and environments must be part of licensing. This paper examines China's position in the negotiations of the Framework Convention on Tobacco Control and the revised International Health Regulations. In particular, it explores three sets of factors shaping China's attitudes and actions in the negotiations: the aspiration to be a responsible power; concerns about sovereignty; and domestic political economy. In both cases, China demonstrated strong incentives to participate in the negotiation of legally binding international rules. Still, the sovereignty issue was a major, if not the biggest, concern for China when engaging in global health rule making. The inclusion of local initiative and development national strategy as the former's complement is a task identified by the country in the Economic Resolution passed during the 5th Congress of the Communist Party. The Economic and Social Policy Guidelines of the Party and the Revolution endorsed during the 6th Communist Party Congress celebrated in April, 2011, were elaborated based on awarding an important role to territorial economy, and territory as such, in the enforcement of the economic and social policy. Nevertheless, there are obstacles prevailing that a municipality has to overcome in order to be able to design and carry out its local development strategy. Djurdja Bartlett examined differences between Socialist and capitalist fashion, Olga Gurova explored the practice of re-using clothing during the Soviet period and Ulrike Goldschweer discussed how to understand consumption in daily Soviet life.

The cultural phenomenon of Latinity was the subject of the Conference "Re-construing the Latinity" which took place in Sibiu and carried out to highlight many topics about the central concept, but also the so-called "Peripheral Latinities". During the conferences the main idea was that Latin spirit is not only the language as a vehicle of communication, it is also the link through which countries will prove the membership in this large community. The topics in the panels have included heterogeneous areas like: literature and language, theology, cultural studies, theater, communication and media, history, politics, economics, and medicine. This special issue collects papers presented at the EIPE Conference ‘Economics Made Fun in the Face of the Economic Crisis’ held on 10–11 December 2010 in Rotterdam. The central theme of the conference was the tension between the bold claim in Economics Made Fun books that economics can explain the hidden side of everything and the apparent failure of economics to foresee, let alone prevent the financial crisis. Economics is understandably unpopular as a subject because of the financial crisis, and yet the popular appetite for economics seems only to have increased in recent years. The Global Environmental Governance (GEG) system has grown significantly since the 1992 United Nations Conference on Environment and Development in Rio de Janeiro. In this paper we analyze ten leading Multilateral Environmental Agreements (MEAs), reviewing various quantitative indicators (related to time, resources and commitment) to chart their evolution and to measure the "negotiation burden" that the burgeoning GEG system is imposing on states and secretariats. We find that these representative MEAs have not only grown in size but also have become busier over time, although there are indications that as the GEG system "matures," it may also be stabilizing. Among other things, we find that the reported budget for these ten MEA secretariats has grown nine-fold in sixteen years, from US$ 8.18 million in 1992 to US$ 75.83 million in 2007. Counting only the most important of meetings, and using the number of meeting days as an indicator of the "negotiation load," we find that the negotiation load for the leading MEAs has stabilized, averaging around 115 meeting days per year. In August 2005, the National Endowment for Financial Education® (NEFE®) hosted a groundbreaking event, bringing educators from a variety of disciplines together to explore how to make financial literacy programs more effective. This was the first symposium ever to combine financial educators with leaders from other fields—neuroscience, change theory, behavioral economics, and psychology—with the common goal of finding new ways to help move people toward taking positive actions to create a healthier financial future. The symposium, titled ‘Closing the Gap Between Knowledge and Behavior: Turning Education into Action,’ was organized around four featured presentations that examined topics as diverse as the implications of brain biology on behavior, effective programs that incorporate change theory, observed economic behavior versus traditional economic theory, and the psychology of an individual's money personality. From this fertile cross-pollination of ideas, participants developed a list of exciting next steps: defining research and resource needs, proposing changes and new directions for financial educators, and identifying relationships that need to be leveraged to build more effective financial literacy programs. The articles in this forum address how the epochal process of globalisation pertains to rural and regional Australia. Collectively, they demonstrate the complexity of globalisation in rural areas in three ways. First, globalisation is a multi-faceted phenomenon involving more issues than the fluxion of economy and polity around "free" trade. It simultaneously effects and incites ethical and practical reactions concerning national boundaries, environment, community, health, wealth, language and essentially all other matters with social valence. Second, globalisation has diverse and differential impacts both between the developed and developing nations and within them. Third, globalisation has generated collective angst and organised protest. Background: Increases in the demand and range of cochlear implant services due to expanded criteria over the past 30 years have not correlated with increases in funding. Quality standards for CI service delivery must be maintained. This paper outlines the mapping of value stream of the CI model of service and the financial implications for ensuring standard of care is maintained whilst maximising economic efficiencies. Method: A total of 56 intervals of service delivery over a 10 year period was mapped across the journey of adult CI recipients. A review of the profit and loss of service delivery over this 10 year period based on a range of parameters cost of service, recipient and clinician numbers and appointment types. Results: Results indicated that cochlear implant services were not profitable until 5 years post cochlear implantation. All service delivery prior to that point was running at a significant loss. Costs did not even out until approximately 9 years following cochlear implantation. Five areas emerged that showed cost inefficiencies. Conclusion: Cost inefficiencies of a cochlear implant service delivery model were identified using the value stream mapping approach. This enabled steps to be taken toward implementing a more sustainable model of CI service delivery whilst maintaining good quality of care. [ABSTRACT FROM AUTHOR]
