The determination of the total amount of water pollutant emission in different regions is a difficult problem faced by managers and researchers. Previous studies mostly focused on operability and fairness with little attention paid to local water quality. In order to make total emission pollutant control (TEPC) truly serve the improvement of water quality, a water total emission pollutant allocation model was built based on water environmental carrying capacity (WECC) in this paper. This model was used to construct a water pollutant emission control allocation scheme for 28 cities in Henan Province, China. The results showed that the chemical oxygen demand (COD) reduction rates for these cities ranged from 16.8 to 38.6% and ammonia-nitrogen (NH3-N) reduction rates ranged from 5.7 to 43.5% in 2020, which were different from the previous targets for these cities without considering their current status of water quality. The largest COD reduction rates for different types of point sources (industrial, urban, and large-scale livestock sources) were 35.4%, 39.0%, and 38.0%, respectively, and the largest NH3-N reduction rates were 62.2%, 42.5%, and 43.5%, respectively. This study solves the problem of long-term disconnection between TEPC and water quality improvement in China. With the vigorous expansion of nonlinear adaptive filtering with real-valued kernel functions, its counterpart complex kernel adaptive filtering algorithms were also sequentially proposed to solve the complex-valued nonlinear problems arising in almost all real-world applications. This paper firstly presents two schemes of the complex Gaussian kernel-based adaptive filtering algorithms to illustrate their respective characteristics. Then the theoretical convergence behavior of the complex Gaussian kernel least mean square (LMS) algorithm is studied by using the fixed dictionary strategy. The simulation results demonstrate that the theoretical curves predicted by the derived analytical models consistently coincide with the Monte Carlo simulation results in both transient and steady-state stages for two introduced complex Gaussian kernel LMS algorithms using non-circular complex data. The analytical models are able to be regard as a theoretical tool evaluating ability and allow to compare with mean square error (MSE) performance among of complex kernel LMS (KLMS) methods according to the specified kernel bandwidth and the length of dictionary. Although a various of existing techniques are able to improve the performance of detection of the weak interesting signal, how to adaptively and efficiently attenuate the intricate noises especially in the case of no available reference noise signal is still the bottleneck to be overcome. According to the characteristics of sonar arrays, a multi-channel differencing method is presented to provide the prerequisite reference noise. However, the ingredient of obtained reference noise is too complicated to be used to effectively reduce the interference noise only using the classical linear cancellation methods. Hence, a novel adaptive noise cancellation method based on the multi-kernel normalized leastmean- square algorithm consisting of weighted linear and Gaussian kernel functions is proposed, which allows to simultaneously consider the cancellation of linear and nonlinear components in the reference noise. The simulation results demonstrate that the output signal-to-noise ratio (SNR) of the novel multi-kernel adaptive filtering method outperforms the conventional linear normalized least-mean-square method and the mono-kernel normalized leastmean- square method using the realistic noise data measured in the lake experiment. An efficient hybrid time reversal (TR) imaging method based on signal subspace and noise subspace is proposed for electromagnetic superresolution detecting and imaging. First, the locations of targets are estimated by the transmitting-mode decomposition of the TR operator (DORT) method employing the signal subspace. Then, the TR multiple signal classification (TR-MUSIC) method employing the noise subspace is used in the estimated target area to get the superresolution imaging of targets. Two examples with homogeneous and inhomogeneous background mediums are considered, respectively. We study a cold atomic sample coherently driven into the five-level triple-Λ configuration for attaining a dynamically controlled triple photonic band-gap structure. Our numerical calculations show that three photonic band gaps with homogeneous reflectivities up to 92% can be induced on demand around the probe resonance by a standing-wave driving field in the presence of spontaneously generated coherence. All these photonic band gaps are severely malformed with probe reflectivities declining rapidly to very low values when spontaneously generated coherence is gradually weakened. The triple photonic band-gap structure can also be attained in a five-level chain-Λ system of cold atoms in the absence of spontaneously generated coherence, which however requires two additional traveling-wave fields to couple relevant levels. We study the steady optical response of a five-level atomic system in the parametric region where resonant two-photon transitions are much stronger than far-detuned single-photon transitions. We find that the concurrent absorption of two weak probe fields can be well suppressed in a narrow spectral region to attain electromagnetically induced transparency (EIT) via quantum destructive interference between different two-photon transition pathways. To gain a deeper insight into relevant physics, we adiabatically reduce this five-level system with trivial single-photon transitions into a three-level system with vanishing single-photon transitions by deriving an effective Hamiltonian. The two systems have almost the same two-photon absorption spectra exhibiting typical EIT features but are a little different in fine details. This means that most characteristics of two-photon quantum destructive interference are reserved after the adiabatic elimination approximation. In addition, we verify by numerical calculations that the two-photon EIT spectra are insensitive to the dipole-dipole interaction of cold Rydberg atoms when the uppermost level has a high principle quantum number. This note first points out that the main results by Wang and Balas regarding the doubly coprime fractional representations for generalized dynamical systems have severe limitation in their applications, that is, the doubly coprime factorization obtained by Wang and Balas cannot characterize the parameterization of all properly stabilizing controllers when a system is singular, therefore, truly generalized. To remedy those results, two new doubly coprime factorizations have been developed here that will parameterize all properly stabilizing controllers for single-input or singleoutput cases. In addition, the new results can characterize the parameterization of all corresponding causal properly stabilizing controllers. The dissociation of the molecular ion HD+ in moderate-intensity laser pulses is studied using the time-dependent quantum wave-packet method. Simulations of the time-of-flight (TOF) neutral atom spectra produced from dissociation of the v=10 vibrational state at a laser intensity of 1012W/cm² and from v=0 at the intensity of 5×1012W/cm² are calculated. Good agreement is found with previous experimental results [P. A. Orr et al., Phys. Rev. Lett. 98, 163001 (2007) and J. D. Alexander et al., J. Phys. B 42, 154027 (2009)]. Furthermore, the kinetic energy distribution of the dissociated fragments of molecular ion HD+ is studied within the moderate laser-intensity region from 1012 to 5×1012W/cm² by considering initial vibrational states from v=0 to 15. It is found that the above-threshold dissociation could be more obviously observed from the TOF spectra when the initial vibrational state is set as v=6 for a moderate-intensity femtosecond laser field. A novel Krein space approach to robust H∞ filtering for linear uncertain systems is developed. The parameter uncertainty, entering into both states and measurement equations, satisfies an energy-type constraint. Then a Krein space approach is used to tackle the robust. H∞ filtering problem. To this end, a new Krein space formal system is designed according to the original sum quadratic constraint (SQC) without introducing any nonzero factors into it and, consequently, the estimate recursion is obtained through the filter gain in Krein space.
