Decolonisation should include not only political independence, but also the return of factors of production to the formerly colonised people so that they can use them to participate meaningfully in the economy, facilitating their economic emancipation from former colonial rulers. This not only involves putting the factors of production back into the hands of the colonised but also empowering them to generate wealth. Hence, the re-balancing of the agricultural landscape to actively include small-scale agriculture is part of the decolonisation process. Returning viability and dignity to smallscale farming entails reconnecting people to the land. Therefore, African investments in agriculture need to be focused on small-scale farming so that income inequality and poverty can be alleviated. The paper proposes that the promotion of small-scale agriculture change achieves both the objectives of reversing the impact of colonialism and restoring dignity to Black farming, as well as providing quality employment within local communities. The paper does not suggest that every farm must be small-scale, but that every small-scale farm be given an equal opportunity to produce and contribute to the economy as these farms can provide business opportunities for marginalised groups, namely the youth and women. Hence, the question remains - Where does one acquire the resources and expertise to kick-start the recalibrating of agricultural production on a small-scale? The answer lies in a mixture of finance and business skills from firms through Corporate Social Investment that creates partnerships, both public and private, that sow the seeds of small-scale success. This paper examined the influences of interest on loans and loan re-payment plans on the sustainability of small and medium enterprises (SMEs) in South Africa. A quantitative research design that adheres to the positivist paradigm was utilized for this study's methodology. The study targeted 103 SMEs operating in KwaZulu-Natal, South Africa using purposive sampling. A total of 103 surveys were administered, representing a participation rate of 100 percent. The analysis demonstrated a positive relationship between interest on loans and the SMEs' sustainability and positive relationship between Loan re-payment plans and SMEs' sustainability. The study recommended that financial institutions should examine loan re-payment plans for SMEs as necessary in order to minimize loan defaults by SMEs, and financial institutions should cut loan interest rates and the costs associated with loan approvals, which may be accomplished via automation and the utilization of online applications. Furthermore, the study suggested that financial institutions should design a flexible loan re-payment plan for SMEs that considers the nation's economic realities. [ABSTRACT FROM AUTHOR]

Separation of powers among the three branches of government, in most Constitutional democracies, is a design to avert the tyranny of a personalized rule. With specific roles, in relationships characterized by separated but shared powers, each branch of government is a watchdog against the other in case of any abuse. In the South African governing system, the Constitution guarantees functional power relationships among the legislature, the executive, and the judiciary branches of the government. Nevertheless, the dominant party system, in practice, has weakened the legislative oversight and accountability powers to tame the excesses of the executive, contrary to the intendments of the drafters of the Constitution. Judicial review of the various legislative and executive actions, however, has created precedents that seek to reassert legislative capacity to hold the executive accountable. At one time or the other, the judiciary had indicted the legislature and the executive of dereliction of duties. Using primary and secondary data from judicial pronouncements, constitutional provisions, and other public documents, with extant literature, respectively, this paper reviewed the environment that prompted the activist posture of the South African judiciary. An entrenched culture of party loyalty and the incapacity of the legislature to enforce accountability have bolstered the need for assertive judicial review in ensuring accountability. The failure of the legislature to exercise its oversight power has provided the platform for the judiciary to rise as a formidable accountability instrument. The pandemic has compelled Higher Education Institutions around the world to resort to Emergency Remote Learning (ERL). This abrupt 'pivot to online' learning has exacerbated existing challenges in Higher Education, particularly in South Africa. This paper interrogates whether the sudden move to ERL has compounded or ameliorated existing academic challenges for students in Higher Education Institutions. The study summarised herein draws on 'critical humanising pedagogy', an approach that centres student needs in the teaching and learning process. In exploring student experiences and perceptions of ERL, the study adopted a qualitative approach, with specific focus on students from one of SA's top five universities. A perturbing finding is that teaching and learning under ERL has regressed into impersonal methodologies, devoid of any notion of pedagogy as the science and art of teaching. More unsettling is that ERL has alienated and disengaged students from learning as a collaborative process. The increased transactional distance between students and academics has desensitised the latter to the peculiar challenges students encounter in the virtual classroom. The study recommends Higher Education should consider student difficulties in adapting to online remote learning and find ways of fostering student-centred pedagogy in virtual classrooms. Whilst the active repositioning of the role of South Africa's state-owned enterprises (SOEs) has been a key thrust of governments response to slow economic growth, not enough attention has been given to exploring the challenges of building the capability of public services. More specifically, there has been insufficient scholarly focus that critically unpacks the nature and extent of skills development and human resource challenges facing management in SOEs. In order to fill this gap, this paper reports on the findings of a study undertaken at Transnet Capital Projects (TCP), a former project execution wing of Transnet SOE. Data collected from 191 respondents, in a survey of TCP project management teams, revealed that whilst the technical service providers contracted to deliver on mega-projects possessed the requisite skills, experience, and expertise, Transnet project's personnel had limited experience and exposure to execute high value mega-projects. Moreover, the study highlighted low levels of management retention, with the high turnover rates alluding to systemic internal challenges. These findings, nearly ten years since the implementation of the National Development Plan (NDP) intent on professionalising the public service, is worrisome and points to a need for an urgent intervention if the vision of building a developmental state is to be realised.
