Carbon farming presents an opportunity for the land sector to generate income and transition to more sustainable land management practices. In Australia, establishing a carbon project and earning carbon credits is complex, with project proponents needing to satisfy eligibility requirements and adhere to rigorous measurement, verification, and reporting protocols of approved methods. To address these challenges, a human centered design (HCD) approach was used to deliver a digital solution, serving landowners' needs related to method discovery and reconfiguring how the methodological and scientific complexity of abatement potentials was delivered. The solution, called LOOC-C (pronounced "Look-see"), supports the discovery of abatement methods that are available for a given land area and provides an initial estimate of the potential quantum of carbon sequestered/emitted and the nature of co-benefits associated with each eligible method. Reporting on LOOC-C development and its observed impact demonstrates the role that human centered digital tools have in promoting land management actions that are both sustainable and reasonable to undertake. It equally demonstrates the power of integrating environmental market and user requirements with a robust design methodology. With similar opportunities in environmental markets globally, additional applications of an HCD approach are proposed. In 2012, the Australian government established the Emissions Reduction Fund (ERF) to reward landowners (via awarding Australian Carbon Credit Units, or ACCUs) for the implementation of management practices that either sequester carbon and/or reduce emissions of greenhouse gases. Rigorous eligibility and method requirements are intended to provide confidence in abatement outcomes, but they introduce significant complexity that participants must overcome. 11 years later, uncertainties in the implementation and ACCU generation potential of ERF projects and implications on productivity/co-benefits have limited uptake and the quantum of ACCU generation of land sector enterprises. Digital tools that support the discovery of options and provide estimated potential outcomes, such as the LOOC-C tool described in this paper (), can generate interest and empowerment, helping to initiate decisions toward market participation. The objective of this systematic literature review was to investigate the current understanding of the competencies needed by Engineering Asset Management personnel in local authorities within Australia. During the development of the search string for the literature review, it was found that there were no available peer-reviewed articles on Engineering Asset Management competencies through an Australian local authority lens between January 2010 and December 2019 within the searched databases. Based on this, the search string criteria was re-focused onto Engineer Asset Management competencies within Australia (in general), as the new frame. Using this updated string search, the authors searched several databases (EBSCOHost, Informit, Scopus Informit and Web of Science) for research published in English between January 2010 and December 2019 that detailed the competencies deemed necessary for personnel undertaking Engineering Asset Management activities within the Australian context. Additional records were searched for in relation to the topic, from a range of Engineering and Engineering Management Conferences held between 2010 and 2019. Two hundred and thirty publications were identified through database searches, while eight conference proceedings were identified from the additional conference search. These were initially checked for duplicates, and then subjected to the refinement stage against a detailed review criteria, as per the PRISMA framework checklist process. Four articles progressed through the full PRISMA framework process. Further in-depth reviews of the remaining four papers found that one article was principally focused on the Australian Quality Framework (AQF) certification training processes, while the remaining three papers contained data of competency requirements (and example subjects) for Engineering Asset Management personnel within Australia. This data was collated, and through a deductive qualitative content analysis, was coded into three common themes: (1) Technical skills, (2) Professional skills – internally focused and (3) Professional skills – externally focused. The review process undertaken within this research initially showed that there were no papers within the original search frame of Australian local authorities, while the updated search detailed limited available literature within the general Australian context. This paper aims to understand the procedural effectiveness of strategic environmental assessment (SEA) of urban planning in Australia. The SEA has been practiced in Australia over the last two decades under the Environment Protection and Biodiversity Conservation (EPBC) Act of 1999. After the reform of EPBC Act in 2006, the application of SEA in urban sector has been widened. By evaluating the procedural practice of SEA of Melbourne Urban Extension Plan using a set of evaluation criteria, the study shows that most of the procedural requirements were confirmed by the SEA of the plan. There were some shortcomings including, among others, inadequate consideration of cumulative impacts, socio-economic impacts and the analysis of alternatives at different stages of SEA. The possible reasons behind these shortcomings were explained based on the context of SEA in Australia. Furthermore, this study explored some key features of SEA system in Australia those may influence the SEA practice. Background:Early childhood education and care has been an area of significant policy attention, public investment and private market activity in Australia over the past three decades. Australian educationists and policy-makers have looked to international examples for evidence, policy design and institutional models. However, this area is under-researched in Australia, with regard to how these knowledge flows are theorised, and how policy is implemented on the ground. Purpose:The paper’s purpose was to contribute new Australian-focussed conceptual and empirical insights on the trajectories, development and implementation of evidence-based policy in the field of early childhood education and care. Sources of evidence:The paper is based on three main sources of evidence:• the critical literature on policy transfer and policy mobility• policy statements, reports and planning documents produced by national- and state-level governments• data from fieldwork analysis of new capital works and programmes in the early childhood field. Main argument:International research and evidence on the benefits of investment in early learning has had a significant impact on the framing of Australian policy. So too has a move in several countries to align early childhood institutions with schools. However, a dominant paradigm of policy transfer, reliant on pluralist and rationalist frameworks of policy-making, fails to account for the dynamics of policy development and implementation across and within jurisdictions and geographical space. Conceptualising a new alignment in Australia between children’s centres and schools as ‘educare’, this article employs the theoretical lens of policy mobility to account for the circulation and transformation of educare policy in Australian settings. Through an empirical analysis of a new educare centre in the growth corridor of western Melbourne, the article demonstrates the extent to which neoliberal policy settings outside the educational sphere, around public finance, partnership, place and infrastructure provision, influence the implementation of ‘educare’ policy. Conclusions:The educare discourse in Australia addresses a complex and multiscalar set of policy problems that associate child development with concerns around human capital formation, economic efficiency and productivity, place making and community building, and the role of the public sector in neoliberal democracies. International circuits of knowledge, policy design and institutional models in the educare field have been significant in shaping recent Australian policy, despite well-publicised views expressed in Australia on the disconnection between academic research and policy. The strength of policy mobility as a theoretical lens to assist our understanding of these influences lies in its critique of formalism in policy-making and in its attention to fluidity and transformation. The mobility lens encourages new empirical research that focuses on spatial and institutional dynamics, assisting our reading of on-the-ground developments in Australia’s fastest growing city. This opinion piece reflects on some critical questions being asked today about Australian library and information science (LIS). It explores some of the foundations of such questions to provide an historical perspective on contemporary Australian LIS practice. This paper contends that lack of historical perspectives amongst recent graduates contributes to a sense of professional isolation, and there is a need to place contemporary concerns within a broader and deeper professional landscape if the profession is to successfully address contemporary concerns. This paper reports our experiences with the application of a number of alternative approaches to a study of women's economic circumstances and quality of life in a typical western city. The important work of, especially, Martha Nussbaum on the capabilities approach to evaluations of “quality of life” has highlighted pitfalls associated with the use of a narrow informational base in studies of women's lives and has emphasized the value of qualitative methods in these evaluations. However, to date, most discussions of the relevance of plural approaches to studies of women's lives have been conducted in the context of developing countries. This paper contributes a practical, current example of the relevance of such approaches to assessments of the lives of women in western countries as well. The research findings reported in the paper also cast further light on the importance of several, related themes in the literature on the capabilities approach, namely the importance of understanding how women's aspirations and expectations change with their economic and social experiences; and the importance of appreciating the social uses of language and how this affects the way in which women describe their lives. While Australian Aboriginal conceptions of health have been described as holistic and collective, contemporary approaches to health services and health research are often premised on the rational, reflexive subject of neoliberal discourse. This paper considers how neoliberal conceptions of health and subjectivity arose and were negotiated in the context of a qualitative research project on Aboriginal experiences of HIV in Western Australia. Questions about 'coping', 'future' and 'life changes' stood out in the interview transcripts as examples of neoliberal discourse. This paper explores the reflexive, contextual and deflective responses to these questions and suggests they demonstrate how neoliberal discourse can produce the impression that 'everything is okay' despite the difficult social and economic conditions of everyday life experienced by many Aboriginal people. Aboriginal people with a chronic and serious infectious disease such as HIV may utilise the language of self-management and responsibility when talking about HIV with a non-Aboriginal researcher for pragmatic and utilitarian reasons. In this way, the responses of the Aboriginal participants in this study provide a valuable opportunity for exploring new approaches to both research methodology and health service delivery. Abstract As institutions established to administer the penal exile of British imperial subjects, the historic gaols of Australia and Ireland are linked by a painful legacy of involuntary transportation. Today, outstanding examples of these prisons are conserved and publicly presented as monuments of national significance. This paper considers material meanings associated with these unusual heritage places. Given their explicit historic association with British imperial power, what role do heritage prisons play in the formation of a postcolonial affiliation or consciousness? This paper discusses the rise and use of a "woman-centred" anti-choice strategy to oppose abortion in Australia and the USA. It argues that this strategy seeks to imitate and exploit aspects of the pro-choice, women-centred position on abortion. The strategy contends that women do not really choose abortion but are pressured into it by others and then experience a range of negative effects afterwards, including an increased risk of breast cancer, infertility and post-abortion grief. Rather than evaluate the truth of such claims, this paper seeks to explicate from a feminist perspective the design, intent and implications of this strategy and how it is being used in legislative tactics, counselling, law suits and anti-choice activism. Such an analysis is necessary for pro-choice efforts to respond effectively to this new strategy, not only through literal rebuttals based on evidence, but also through responses that counter its ideological power. Cet article étudie la progression et l'utilisation d'une stratégie anti-avortement ≪ centrée sur les femmes ≫ en Australie et aux Etats-Unis; il avance que cette stratégie souhaite imiter et exploiter des aspects de la position pro-avortement centrée sur les femmes. La stratégie affirme que les femmes ne choisissent pas vraiment l'avortement, mais y sont incitées par d'autres et connaissent ensuite diverses séquelles, notamment un risque accru de cancer du sein, de stérilité et de dépression post-avortement. Plutôt que de se prononcer sur l'exactitude de ces affirmations, l'article explique dans une perspective féministe la conception, les intentions et les conséquences de cette stratégie et comment elle est utilisée dans des tactiques législatives, des consultations, des procès et des actions militantes anti-avortement. Cette analyse est nécessaire pour que les efforts en faveur de l'avortement répondent efficacement au mouvement qui s'y oppose, par des démentis fondés sur des preuves, mais aussi par des interventions pouvant contrer son pouvoir idéologique. Este artı́culo examina el surgimiento en Australia y los Estados Unidos de una estrategia en contra del aborto "centrada en la mujer", la cual pretende imitar y explotar aspectos de la posición a favor del derecho de decidir centrada en la mujer. La estrategia de oposición asevera que las mujeres no optan a abortar sino que están presionadas por otros y que posteriormente experimentan una gama de efectos secundarios negativos que incluyen un aumento en el riesgo de cáncer de mama, la infecundidad y un sentimiento de profundo pesar. En lugar de evaluar la certeza de dichas afirmaciones, este artı́culo busca explicar, desde una perspectiva feminista, el diseño, la intención y las implicaciones de esta estrategia, y cómo se utiliza en tácticas legislativas, servicios de consejerı́a, pleitos y diversas acciones en contra del aborto. Post-tensioned concrete wide-band beams are used increasingly as a common floor construction method in Australia. More recently, there has been a growing need for the floor system to contribute to the seismic resistance of the building as a moment frame. However, relatively little is known about the performance of wide post-tensioned beams under this type of loading. This paper reviews the current state of knowledge in this area, and assesses several current building design codes in terms of their relevance to this type of construction. Current research shows the potential to achieve adequate drift and energy dissipation in areas of low to moderate seismicity, but research is very limited, particularly for post-tensioned wide beams. While AS3600-2009 does not contain any width limitations on beams resisting earthquake loads, other codes do limit this width for certain levels of ductility. However, these design codes focus on narrow beams, and the beam width restrictions are generally based on limited research data. Construction techniques and seismicity levels vary significantly for different countries and this affects different design codes. Therefore, the relevance and applicability of several code design and detailing requirements in relation to beam widths and detailing typically used in Australia are questionable. It is well known in impact assessment that predictive model outputs will be as credible as their inputs and that model assumptions will drive outputs. What is less well known is how the practice of integrated impact assessment with its pervasive use of predictive computer models and multiple teams of consultants can influence evidence relied upon in deliberations over the impacts and benefits of major projects. This paper draws on an integrated impact assessment of a major energy infrastructure project in Australia known as Basslink to examine the epistemic implications of current practice. In 2004, the Australian government legislated to prohibit 'gay marriage'; the religious right had lobbied vigorously for passage of this legislation. Drawing on Durkheim's theory of sacred and profane, this paper examines the argument proffered by right-wing Christians that allowing legalised unions between lesbians and between gay men would seriously undermine the institution of marriage and the family. Claims about the spectre of gays and lesbians marrying reveal a deeper unease about the status of heterosexual marriage and the nuclear family. These concerns, in turn, house a deeper unease about the nature and place of masculinity in contemporary Australian society. This disquiet about masculinity and masculine authority is isomorphic with concerns about challenges to the notion of an objective epistemological order. Marriage and nature are both sacred in Durkheimian terms because they must be radically separated from matters profane. By locating heterosexual marriage within the domain of nature, it is protected from contact with things that threaten its sacred status. However, Durkheim's theory of the sacred is simultaneously an account of the exercise of ideological power. Attempts to cast heterosexual marriage as sacred and, therefore, as inviolate are inextricably linked with attempts to protect an epistemological order linked to masculine authority.
