More than a decade since the outbreak of the revolution in 2011, Libya remains mired in a political crisis and institutionally fragmented, having been the scene of two civil wars. This paper looks at the interrelationship between the national and international dimensions of the conflict to illustrate how the various rival political elites project an image of the country to the outside world (branding) in order to boost their national and international legitimacy, obtain material support and strengthen their bargaining position in the peace processes. To that end, it studies the discourses of the Libyan political elites in three periods: the first Libyan civil war (2011) and the transition phase, the second civil war (2014-2020) and the failed attempt to hold presidential elections in 2021. Generating electricity from renewable energy instead of fossil fuels brings great benefits to the environment and sustainable development. Thus, assessing the potential of wind and solar energy in agricultural coastal areas can identify sustainable energy solutions for meeting energy demand and producing fresh water for agricultural applications and domestic use. However, it is difficult to accurately assess the wind and solar energy potential in Libya due to the civil war, lack of measured data, and its limited availability. Consequently, this concise work is unique because it is the first to use daily measurement data from Az-Zāwiyah, Libya, for evaluating wind and solar energy based on one year of measured data for 2022. Moreover, the present study aims to investigate the potential of wind and solar energy as promising renewable sources for meeting energy demand in coastal agricultural regions in Libya using multiple datasets for the first time. In this paper, five satellite products (TerraClimate, ERA5, ERA5-Land, MERRA-2, and CFSR) were assessed and compared against measured data for January 2022–December 2022 to understand their suitability, accuracy, and reliability. The results showed that CFSR and ERA5-Land demonstrate the most favorable performance for assessing the wind resource, while all satellite products can be utilized for preliminary solar resource assessment. Then, the assessment of wind and solar resources was evaluated in five agricultural coastal regions (Aljmail, Az-Zāwiyah, Castelverde, Msallatah, and Sabratah) based on the best satellite product for the period of 2000–2022. Furthermore, the performance of the wind and solar power systems was investigated for typical farms, which were chosen to estimate the required energy demand according to daily electrical consumption. The results show that the positive outcomes of implementing these systems were highlighted, with an emphasis on their potential benefits to the entire Libyan agricultural sector. Accordingly, scaling up and generalizing the proposed systems and generalizing them to include all farms in Libya could have a significant impact on national electricity generation, mitigate greenhouse gases, and contribute to the development of the agricultural sector and the country's economy. The study area is the city of Zintan, in northwestern Libya, which has grown over the past 30 years. Its current population is roughly 30,000. Although the city is in part commercial, most of the population engages in agriculture and primarily grows cereal crops (wheat and barley). The demand of the growing city for agricultural products has increased, intensifying the use of fertilizers, pesticides, and insecticides. Consequently, concentrations of potentially toxic elements (PTE) in the soil have increased. To assess the soil quality (to provide a snapshot of the condition of the soil), systematic sampling was undertaken across a grid of about 2 km × 2 km. The main objective was to determine the chemical and mineral composition of the area of interest, keeping in mind the geological footprint of the terrain. The geologic framework itself is not conducive to elevated concentrations of elements like U, Th, Mo, As, Hg, Pb, and Cr. Therefore, metal concentrations greater than the amounts in the Earth's crust are most likely of anthropogenic origin. A total of 143 samples were collected and chemical analyses were performed using a Thermo Fisher Scientific Niton XL3t GOLDD+ XRF analyzer for the following elements: Mo, Zr, Sr, U, Rb, Th, Pb, Au, Se, As, Hg, Zn, W, Cu, Ni, Co, Fe, Mn, Cr, V, Ti, Sc, Ca, K, S, Ba, Cs, Te, Sb, Sn, Cd, Pd, and Ag. This paper provides examples of elevated concentrations, potentially harmful to the environment, such as those of the following: sulfur of unknown origin (two to three times higher than the Earth's crust average); arsenic, given that there are no related natural phenomena (all the samples measured displayed concentrations higher than those found in the Earth's crust); mercury (concentrations much higher than permissible levels); cesium (additional investigations required to determine the origin); molybdenum; and uranium likely resulting from the use of superphosphates (concentrations nearly always significantly higher than those in the Earth's crust). Cooperation between supply chain partners in the oil industry is essential, especially when oil prices suffer from fluctuations that affect the profitability of each party. An essential task in oil field development projects is to create an optimum agreement between the national oil company and the international oil company to guarantee agreement optimization. In this paper, the national oil company is the first party (FP) and the international oil company is the second party (SP). The paper's purpose is to investigate the use of game theory to obtain the best agreement between the FP and SP in order to enhance the cooperation and reduce conflict. In this paper, Nash and Maxi-min solutions have been applied for the first time in a special type of petroleum agreement, called exploration and production sharing agreements (EPSA). This is conducted for a case study in Libya. The study considers nine negotiation factors (issues) in the EPSA, which are the share percent, the four "A" factors, and the four "B" factors, which are usually affected by the fluctuations of oil prices; and the study investigates their effect on the total payoff function, the net present value (NPV), and internal rate of return (IRR) for both parties. The Maxi-min solution has shown an improvement in the NPV and IRR of the SP, where NPV increased from USD 148 million to USD 195 million, and IRR from 15.65% to 17.01%. The Nash solution has shown a little more improvement than the Maxi-min solution in the NPV and IRR for the SP, where the NPV and IRR have increased from USD 148 million to USD 222 million and from 15.65% to 17.94%, respectively. The short- and long-term volatility of oil and gas prices has a wide-ranging impact on both parties of petroleum contractual agreements, thus affecting the profitability of the project at any stage. Therefore, the government (first party) and the international oil company (second party) set the parameters of their contracts in a way that reduces the uncertainty. The effect of price fluctuations on economic indicators is investigated in this paper. The Taguchi method is used for the first time to find the best-agreement parameters, which are the "A" and "B" factors, in the standard Libyan agreement. There are four "A" components from "A1" to "A4", and four "B" components from "B1" to "B4". The purpose is to reduce the variability in the response variables, which are the company take (the percent of net cash flow for the international company) and average value of the second-party percent share of production (ASPS). The noise factors considered in this paper are oil, liquefied hydrocarbon byproduct (LHP), and gas prices. The method was applied to a case study of oil field development in Libya. The results showed that "A3" and "A4" were the most important control factors that affect the ASPS, while "B2" and "B3" are the most important factors affecting the company take. To obtain robust results, the most important factors to reduce variability were also determined. The effect of control parameters on the average NPV may be worth more than USD 22 MM in the 1-billion-barrel oilfield case study. The results showed that, for a given combination of "A" and "B" factors with a certain company take, the mean absolute deviation (MAD) of the NPV of the second party was reduced by 18% if the optimal combinations of the levels were used. Traffic safety is an area of great importance, since there are many traffic accidents every day in which a significant number of people are killed. Defining certain strategies and identifying potentially the most dangerous towns and cities regarding this area are, on the one hand, a necessity, and, on the other hand, a challenge. In this paper, integrated Multi-Criteria Decision-Making (MCDM) model for ranking cities in Libya from the aspect of traffic safety has been proposed. The model implies a set of 8 criteria on the basis of which 5 decision-makers rated the 10 most deprived cities in Libya. The Full Consistency Model (FUCOM) in combination with the rough Dombi aggregator is used to determine the significance of the criteria. The Rough Simple Additive Weighting (R-SAW) method is used to rank the alternatives. The rough Dombi aggregator is also used for averaging in group decision-making while evaluating the alternatives. The stability of the model and the obtained results has been verified by the sensitivity analysis, which implies a 2-phase procedure. In the 1st phase, rough Additive Ratio Assessment (R-ARAS), Rough Weighted Aggregated Sum Product Assessment (R-WASPAS), Rough Complex Proportional Assessment (R-COPRAS) and Rough Multi-Attributive Border Approximation-area Comparison (R-MABAC) methods are applied. The 2nd phase implies changing the parameter ρ in the procedure of rough Dombi aggregator, while the 3rd phase includes the calculation of Spearman’s Correlation Coefficient (SCC) that shows a high correlation of ranks. Where a natural cross ventilation can be a promising passive solution for summer thermal comfort in buildings especially in hot country like Libya. This paper takes a cursory and insightful examination of the socio-economic implications of the illegal migration to and from Libya. It aims to provide an interrogation of the underlying causes and exacerbation of the development, its transformation to new forms of slavery and source of income for certain criminal elements, the role of the EU, and how it affects Nigerians and other sub-Saharan African citizens. The paper recommends that the European Union, Nigeria’s federal government, and other sub-Saharan African leadership should endeavor to man their borders very strategically and engage with the Libyan authorities effectively to reduce the illegal migration. Finally, the work recommends that the United Nations Commission for Refugees, International Organization on Migration, North Atlantic Treaty Organization, and importantly, more stable governments of the Middle East, especially Turkey and Egypt should intervene in the process to curtail further conflicts in Libya. This paper presents the hydrodynamics on the western coast of Libya. The investigated area, which is a part of the Mediterranean Sea, is one of the most critical and active coastal regions in the country. A 2DH process-based model for flow based on the Delft3D modelling system from Deltares is constructed for the study area. Extensive field data concerning the tidal constituents were used. The flow model that is necessary to understand the hydrodynamics of the area was calibrated and validated using field measurements. In this paper, only the water levels and tidal components for the astronomical tide are presented. Calibration and validation of the numerical flow model show that the results of the water level represent the field conditions well. The present study gives insight into the basic hydrodynamic processes of the investigated area. It should help designers and the decision-makers maintain the region for any other economic and social activities. Introduction: There has been a global increase in the prevalence of common mental disorders (CMD), particularly in conflict hotspots. The limited amount of resources is one of the key barriers to effective treatment within Low- and Middle-income countries (LAMICs). The lack of service provision for mental health disorders in LAMICs has resulted in limited opportunities to conduct mental health research. Libya is a North African country that has suffered from ongoing conflict with the current political unrest in Libya further impacting the mental health of the population. Main text: The aim of this review is to conduct a synthesis of evidence regarding the estimated prevalence and associated risk factors of CMD in Libya. A search was completed in the academic databases; PubMed, Medline, EMBASE, PsychINFO, CINHAL, and the Institute for Development, Research, Advocacy and Applied Care (IDRAAC) from inception to March 2020. Only studies that investigated prevalence and associated risk factors of CMD in Libya were included. A total of 219 studies were identified of which 15 met the inclusion criteria for the review. There were (n = 3) papers investigated the prevalence of depression, (n = 4) studies were focused on stress-related disorders and the remaining papers looked at both anxiety and depression. Statistically, sample sizes of the included studies ranged from (n = 41–13,031) for the prevalence studies (mean = 1188.6, median = 233). Conclusion: The status of Libya as a conflict hotspot has led to a reduced level of epidemiological data on mental health, with a vital need to conduct research in CMD. Libya requires better clinical governance which can allow for more scientific research into CMD and enabling the Libyan government to develop evidence-based policy initiatives for CMD. Background: Clinical features of rotavirus gastroenteritis vary from mild to severe and the prevalence of the disease is high in Eastern Mediterranean Region. The aim of this systematic review is to create solid evidence for the prevalence and clinical features of rotavirus among children under five years in Eastern Mediterranean Region. Methods: Several databases have been searched: MEDLINE, PubMed, ScienceDirect, google scholar and the Cochrane Library. In addition, the authors searched relevant organizations websites and, they went through grey literature search. A total of 3220 articles have principally traced. After excluding the irrelevant, ineligible, duplicated and very low-quality papers, only 10 studies were included in this review. Results: The highest prevalence rate of rotavirus in the Eastern Mediterranean Region countries was reported from Egypt by 76.9%1 followed by Bahrain by 44.8%2 then Jordan by 39.9%3 and it was less prevalent in Saudi Arabia and Sudan by 10% and 16% respectively4,5. Diarrhea, vomiting and fever were reported in high rates in most countries1-10, and in low rate in Saudi Arabia1. Dehydration was reported in Libya by 93.5%6, Bahrain by 95.3%2, Yemen by 59%10 and Egypt by 56%1. Conclusion: The prevalence of rotavirus in Eastern Mediterranean Region countries was ranged between 10% in Saudi Arabia to 76.9% in Egypt. A double-sided solar cell (a bifacial photovoltaic (PV) cell arrangement) consisting of two back-to-back silicon photovoltaic cells is examined in this paper, and compared with a Monofacial cell. It was installed on a two-axis solar tracker. Temperature and radiation were monitored on sunny noonday in El-Marg city, Libya. The purpose of this investigation is to demonstrate the generation and matching of bifacial solar cells made by back-stacking two monoclinic solar cells. The face in the front accepts direct solar radiation, while the face in the back accepts indirect solar radiation that is reproduced from the ground, clouds, and surrounding buildings. The chief focus is on determining how ambient temperature affects the performance of bifacial photovoltaic panels. On two hot summer days in Al-Marg city, important photovoltaic parameters of the binary system (short-circuit photocurrent density, open circuit photovoltaic voltage, maximum power conversion efficiency) was verified. The PV performance of each individual cell shows remarkable variability with the movement of the tracer to the effect of radiation and the surface temperature of each cell. The results showed that the back cell performs better than the front cell. Although the back cell was exposed to fewer illuminations, it provided the front with higher power conversion efficiency than the front cell. [ABSTRACT FROM AUTHOR]

Since ancient times, courtyards have played a vital role in architecture, particularly in domestic architecture. Over time, the existence of vernacular architecture has made beauty and harmony; these have always been important components of traditional Libyan architecture. Studying traditional vernacular architecture is key to maintaining vernacular architecture knowledge; this is because these principles, such as modular design, geometry, and proportions, are detectable characteristics of the tradition. Architecturally, proportion is an aspiration of the implementation of design grammar that encloses shapes of structure. A good impression upon the beholders builds in relation to different elements of space, such as a scale of geometric shapes, patterns, organisation, and the hierarchy of space relationships, to achieve aesthetic dimensions, in part and as a whole. In this article, the study searches for a modular, or proportion, that rules the geometric design of traditional houses in Libya. This is conducted through examining the geometry of typical traditional houses and the golden section method to find if a certain proportional relationship existed. From this perspective, the vision relied on studying the form suitability; in addition, it involved an analysis of the elevation as well as the interior courtyard proportion in relation to the building area. The outcome of this research is to find the aesthetic values that could generate a good design of domestic architecture; and to prove whether they are a perfect match with the proportion system and modular design used in traditional houses. The study employs the quantitative method, which includes archival documents, direct observation, and on-site documentation. The study involved an in-depth examination of the proportioning and geometrical principles used in traditional houses and courtyards. From luxury spice to medical cure-all, silphium was a product coveted throughout the ancient world and occupied an essential place in the export economy of ancient Cyrene. The mysterious extinction of the silphium plant in the 1st century CE leaves us with little evidence as to the exact nature of this important agricultural product. In this paper, an historical background on the kingdom of Cyrene is provided, evidence for the nature of the silphium plant is reviewed, how and why it was consumed and traded is discussed. Possible causes of extinction are considered in the context of plant genetics, biometrics, and soil geochemistry. Next, we demonstrate how modern medical studies conducted on possible living relatives can inform us about claims made by ancient authors as to the medical uses of the silphium plant, including its use as a contraceptive and abortifacient. Finally, methods for recovering silphium are explored. We show how underwater archaeology and the search for ancient shipwrecks off the northern coast of Libya may offer our best chance for the recovery of botanical remains of ancient silphium, and how ancient DNA may be able to establish the genetic makeup of this elusive plant. Background: The coronavirus disease 2019 (COVID-19) pandemic may have a potentially serious effect on mental health and increase the risk of anxiety, depression, and post-traumatic stress disorders in people. In this study, we aimed to determine the prevalence of psychological illness and the impact of the COVID-19 pandemic on the Libyan population's mental health. Method: A cross-sectional survey, conducted in both online and paper modes and consisting of five sections, was completed in more than 30 cities and towns across Libya. The first section consisted of questions on basic demographic characteristics. The second section contained a survey related to the lockdown status, activities, related stress levels, and quarantine. The third section comprised the self-administered 9-item Patient Health Questionnaire (PHQ-9). The fourth section contained the 7-item Generalized Anxiety Disorder Scale (GAD-7), and the fifth section contained the Impact of Event Scale-Revised (IES-R). Result: Of the 31,557 respondents, 4,280 (13.6%) reported severe depressive symptoms, with a mean [standard deviation (SD)] PHQ-9 score of 8.32 (5.44); 1,767 (5.6%) reported severe anxiety symptoms, with a mean (SD) GAD-7 score of 6 (4.6); and 6,245 (19.8%) of the respondents reported post-traumatic stress disorder (PTSD), with a mean (SD) score of 15.3 (18.85). In multivariate analysis, young age, being female, unmarried, educated, or victims of domestic violence or abuse, work suspension during the pandemic, and having increased workload, financial issues, suicidal thoughts, or a family member with or hospitalized due to COVID-19 were significantly associated with a high likelihood of depressive and anxiety symptoms, as well as PTSD. Internal displacement due to civil war was also associated with PTSD. Conclusion: To our knowledge, this is the first study to analyze the psychological impacts of the COVID-19 pandemic and civil war in Libya. Further study on the development of strategies and interventions aimed at reducing the mental disease burden on the Libyan population is warranted. [ABSTRACT FROM AUTHOR]

This research aims to promote the sustainable utilization of locally available, environmentally friendly resources, making a substantial contribution to both mitigating global warming and fulfilling future energy needs. Hybrid renewable energy systems have demonstrated superior stability and reliability compared to single-source systems, all while operating at minimal costs. This paper provides an overview of various hybrid renewable energy systems employed for electricity generation. It underscores that in hot regions, despite high solar radiation, solar PV systems experience reduced electrical yield due to elevated solar cell temperatures beyond the recommended range, especially in summer. In such areas, leveraging solar thermal applications and abundant biomass energy from extensive agricultural activities is preferable. What sets this study apart is its innovative approach: replacing conventional hybrid systems, like PV, wind, diesel generators, and batteries, with a Stirling engine powered by dish solar concentrators, which offer high efficiency and cost-effectiveness. The proposed Hybrid Renewable Energy System (HRES), consisting of a parabolic dish solar concentrator and Biomass Digester (PDSC/BG), transforms challenges into opportunities. It provides the community with a sustainable source of electricity, heating, and cooking gas, simultaneously addressing the region's waste management issues. The system is evaluated at Brack City, Libya, and comprises a 36,560 m3 biomass digester that produces 27 Mm3 annually, a 1230 kW Stirling generator, and a 6006 m2 PDSC collector area. The system will add 5,670,534 kWh of energy to the grid yearly, with a peak load capacity of 1230 kWh and a coverage of 5,892,666 kWh. The system's technical and economical viability is evaluated using SAM software. The project has a 20.04-year payback period, an estimated capital cost of $12,365,896, and an LCOE of $0.075/kWh. In the present paper we report the first record of the Brassy Chub Kyphosus vaigiensis (Quoy and Giamard, 1825) from the Mediterranean coast of Libya. It is assumed that this species arrived into the Mediterranean from the Red Sea via the Suez Canal. We stress the need of taxonomic study on the genus Kyphosus in the Mediterranean. Invasive alien species (IAS) negatively impact the environment and undermine human well-being, often resulting in considerable economic costs. The Mediterranean basin is a culturally, socially and economically diverse region, harbouring many IAS that threaten economic and societal integrity in multiple ways. This paper is the first attempt to collectively quantify the reported economic costs of IAS in the Mediterranean basin, across a range of taxonomic, temporal and spatial descriptors. We identify correlates of costs from invasion damages and management expenditures among key socioeconomic variables, and determine network structures that link countries and invasive taxonomic groups. The total reported invasion costs in the Mediterranean basin amounted to $27.3 billion, or $3.6 billion when only realised costs were considered, and were found to have occurred over the last three decades. Our understanding of costs of invasions in the Mediterranean was largely limited to a few, primarily western European countries and to terrestrial ecosystems, despite the known presence of numerous high-impact aquatic invasive taxa. The vast majority of costs were attributed to damages or losses from invasions ($25.2 billion) and were mostly driven by France, Spain and to a lesser extent Italy and Libya, with significantly fewer costs attributed to management expenditure ($1.7 billion). Overall, invasion costs increased through time, with average annual costs between 1990 and 2017 estimated at $975.5 million. The lack of information from a large proportion of Mediterranean countries, reflected in the spatial and taxonomic connectivity analysis and the relationship of costs with socioeconomic variables, highlights the limits of the available data and the research effort needed to improve a collective understanding of the different facets of the costs of biological invasions. Our analysis of the reported costs associated with invasions in the Mediterranean sheds light on key knowledge gaps and provides a baseline for a Mediterranean-centric approach towards building policies and designing coordinated responses. Municipal solid waste logistics management is necessary to take care of the growing stream of waste and the need to act on this issue through an effective logistics management system. Logistical operations include collection, transportation, handling and intermediate storage in addition the final disposal. Many developing countries are still struggling to provide these services. There is no doubt that many obstacles and challenges stand against its adequate management. This paper aims to clarify the most important challenges and logistical obstacles in managing municipal solid waste in Libya, and concluded that all stages of this administration face fundamental challenges, starts from the obsolescence of the mechanisms used and poor collection processes and the lack of intermediate collection points, which most of them have been closed, because they are open temporary dumps, and ends of the far final dumps and their non-conformity with specifications. The local authorities are responsible to give this issue the right attention because of the environmental impact it represents, in addition to the associated direct and indirect costs. The Coronavirus Disease 2019 (COVID-19) pandemic has caused an unprecedented disruption in medical education and healthcare systems worldwide. The disease can cause life-threatening conditions and it presents challenges for medical education, as instructors must deliver lectures safely, while ensuring the integrity and continuity of the medical education process. It is therefore important to assess the usability of online learning methods, and to determine their feasibility and adequacy for medical students. We aimed to provide an overview of the situation experienced by medical students during the COVID-19 pandemic, and to determine the knowledge, attitudes, and practices of medical students regarding electronic medical education. A cross-sectional survey was conducted with medical students from more than 13 medical schools in Libya. A paper-based and online survey was conducted using email and social media. The survey requested demographic and socioeconomic information, as well as information related to medical online learning and electronic devices; medical education status during the COVID-19 pandemic; mental health assessments; and e-learning knowledge, attitudes, and practices. A total of 3,348 valid questionnaires were retrieved. Most respondents (64.7%) disagreed that e-learning could be implemented easily in Libya. While 54.1% of the respondents agreed that interactive discussion is achievable by means of e-learning. However, only 21.1% agreed that e-learning could be used for clinical aspects, as compared with 54.8% who disagreed with this statement and 24% who were neutral. Only 27.7% of the respondents had participated in online medical educational programs during the COVID-19 pandemic, while 65% reported using the internet for participating in study groups and discussions. There is no vaccine for COVID-19 yet. As such, the pandemic will undeniably continue to disrupt medical education and training. As we face the prospect of a second wave of virus transmission, we must take certain measures and make changes to minimize the effects of the COVID-19 outbreak on medical education and on the progression of training. The time for change is now, and there should be support and enthusiasm for providing valid solutions to reduce this disruption, such as online training and virtual clinical experience. Background: One of the most important issues in public policy and welfare state is health care. Poor management leads to the waste of resources, including money, human resources, facilities, and equipment. Aims: This paper seeks to answer the question of which eastern Mediterranean countries are more effective in allocating their health resources, and does Iran, in relation to those countries, have an effective health system. Methods: This study examined technical efficiency among eastern Mediterranean countries in 2018. Data were extracted from Global Health Observatory data World Health Organization. We applied input-oriented Data Envelopment Analysis (DEA) models to estimate efficiency scores. Inputs are Physicians density per 10,000 populations, Total hospital beds per 10,000 populations, Current expenditure on health, % of gross domestic product and outputs are infant survival rate and Life expectancy. Results: The most efficient health systems in the eastern Mediterranean were Bahrain, Egypt, Iran, Lebanon, Morocco, Oman, Pakistan, Qatar, Tunisia and the United Arab Emirates. The inefficient countries are Iraq, Jordan, Kuwait, Libya, Palestine and Saudi Arabia. Conclusions: Among the efficient countries, one category of high-entry countries such as Bahrain and Qatar with high input especially in health expenditure had higher output. The second group of countries with lower inputs such as Iran and Morocco has been able to produce similar output with other countries. Also, inefficiency in countries such as Saudi Arabia can be attributed to this with higher input such as health expenditure has lower output such life expectancy and infant survival rate. The Earth-Observing One Hyperion sensor was decommissioned on March 20, 2017. Analysis of Libya 4 Pseudo-Invariant Calibration Sites (PICSs) image data acquired from 2004 to final decommissioning indicated statistically significant drifts in sensor response in the bands 8 to 16 (426.82, 436.99, 447.17, 457.34, 467.52, 477.69, 487.87, 498.04, and 508.22 nm) and bands 206 (2213.93 nm), 209 (2244.22 nm), and 210 (2254.22 nm). The estimated yearly drift in these bands ranges between −0.136% and −0.049%. After correction accounting for the estimated drift, the absolute radiometric calibration of the sensor was evaluated through vicarious reflectance-based calibrations performed at the South Dakota State University (SDSU) test site and the Radiometric Calibration Network (RadCalNet) Railroad Valley site using data from 2002 to 2015. Calibration correction coefficients including gain as much as 1.40 and bias as large as 0.132 were found except absorption bands (890–980, 1090–1180, 1305–1520, and 1750–2050 nm). Finally, the yearly drift and calibration correction coefficients were validated by comparison of the banded multispectral Hyperion data after any significant drift and calibration coefficient correction with Landsat 7 data. The validation showed that after drift and calibration coefficient correction, there is no significant gain and bias using different test sites at different signal levels. This paper investigates the determined the required log reductions for human intestinal helminth eggs by waste stabilization ponds as simulation as assessing of mitigating health risk to satisfy practice WHO, 2006 guidelines for the safe use of wastewater in agriculture (= 0.1 helminth egg/L) to protect the health of children under 15 years was the development of MATLAB, a computer program based waste stabilization ponds design based on parameter uncertainty and 10,000-trial Monte Carlo simulations were developed for a series of anaerobic, facultative and maturation ponds based on 95%-ile of effluent (= 0.1 helminth egg/L) which the result in a health-based target. Whereas the influent of the helminth eggs (Nematode) was (932.500 eggs/L). While the treatment provided (100% reduction/removal) for the overall treatment process with total hydraulic retention time in climatic conditions of Libya it took 36.207 days in the anaerobic pond, facultative pond, first maturation pond and one of the subsequent maturation pond. Municipal solid waste logistics management is necessary to take care of the growing stream of waste and the need to act on this issue through an effective logistics management system. Logistical operations include collection, transportation, handling and intermediate storage in addition the final disposal. Many developing countries are still struggling to provide these services. There is no doubt that many obstacles and challenges stand against its adequate management. This paper aims to clarify the most important challenges and logistical obstacles in managing municipal solid waste in Libya, and concluded that all stages of this administration face fundamental challenges, starts from the obsolescence of the mechanisms used and poor collection processes and the lack of intermediate collection points, which most of them have been closed, because they are open temporary dumps, and ends of the far final dumps and their non-conformity with specifications. The local authorities are responsible to give this issue the right attention because of the environmental impact it represents, in addition to the associated direct and indirect costs. This study used a scoping review methodology to identify, collate and summarise published literature relating to people with disability in Libya. Most sources came from peak international agencies, some from humanitarian agency media releases, a few were Libyan government reports and very little from scholarly journals. Four themes summarize findings and provide a means to examine assumptions regarding people with disability in Libya: (1) scant data and information gaps are the norm; (2) disability is a medical problem to be managed; (3) acquisition context matters: conflict versus non-conflict disability; and (4) disability human rights - social model on paper but not yet in practice. Findings reveal gaps in knowledge, promising signs of change and areas for action. People with disability in Libya need: a stable and secure community; visibility in reporting, planning and evaluation of services that are inclusive in design and delivery; and measures, technical definitions and socio-cultural understandings of disability that value function, activity and participation in everyday life as much as medical conditions, impairments and expert treatment. Background: Cutaneous leishmaniasis (CL) is a major public health problem in Libya. In this paper, we describe the eco-epidemiological parameters of CL during the armed conflict period from January 2011 till December 2012. Current spatiotemporal distributions of CL cases were explored and projected to the future using a correlative modelling approach. In addition the present results were compared with our previous data obtained for the time period 1995–2008. Methodology/Principal findings: We investigated 312 CL patients who presented to the Dermatology Department at the Tripoli Central Hospital and came from 81 endemic areas distributed in 10 districts. The patients presented with typical localized lesions which appeared commonly on the face, arms and legs. Molecular identification of parasites by a PCR-RFLP approach targeting the ITS1 region of the rDNA was successful for 81 patients with two causative species identified: L. major and L. tropica comprised 59 (72.8%) and 22 (27.2%) cases, respectively. Around 77.3% of L. tropica CL and 57.7% of L. major CL caused single lesions. Five CL patients among our data set were seropositive for HIV. L. tropica was found mainly in three districts, Murqub (27.3%), Jabal al Gharbi (27.3%) and Misrata (13.7%) while L. major was found in two districts, in Jabal al Gharbi (61%) and Jafara (20.3%). Seasonal occurrence of CL cases showed that most cases (74.2%) admitted to the hospital between November and March, L. major cases from November till January (69.4%), and L. tropica cases mainly in January and February (41%). Two risk factors were identified for the two species; the presence of previously infected household members, and the presence of rodents and sandflies in patient’s neighborhoods. Spatiotemporal projections using correlative distribution models based on current case data and climatic conditions showed that coastal regions have a higher level of risk due to more favourable conditions for the transmitting vectors. Conclusion: Future projection of CL until 2060 showed a trend of increasing incidence of CL in the north-western part of Libya, a spread along the coastal region and a possible emergence of new endemics in the north-eastern districts of Libya. These results should be considered for control programs to prevent the emergence of new endemic areas taking also into consideration changes in socio-economical factors such as migration, conflicts, urbanization, land use and access to health care. Introduction: Transition in mortality is an important indication of progress in public health and a precondition for medical interventions and health system development. Developing countries are always said to be lagging behind in terms of demographic transition. This statement undermines experiences of some developing countries, especially those in the Arab Region. Almost all Arab countries have made substantial reduction in mortality. An Arab country located on the north of Africa, The Great People's Arab Libyan Jamahiriya (Libya) sets an ideal example of improved mortality and a health service delivery system among developing countries. Recent political developments have disrupted the health setup, which depended on the Libyan People's Congresses. But a similar setting is emerging in the country with the new political and administrative governance taking lessons from experiences. Objectives: This paper attempts to review mortality in Libya through tracing the routes, reviewing underlying factors and examining the contribution of Government and other public health institutions. Methodology: This paper makes use of national statistics on major mortality indicators viz., crude death rate, infant mortality rate, under 5 mortality rate, maternal mortality rate and expectation of life at birth since 1950. Results: A remarkable change in mortality has been observed, which had a clear relation with improvement in health service delivery systems. A strong political will coupled with stability of governance have contributed to this improvement. A few international organizations and regional and national agencies have also contributed to this trend. Recent events have affected the system, overloading emergency services. Conclusions and Implementations: These achievements from an experimental people-based health system development have to be treated scientifically through information base for contributing to changes in health delivery systems and also for accelerating progress in the future. Background: Despite a growing global emphasis on universal healthcare, access to basic primary care for remote populations in post-conflict countries remains a challenge. To better understand health sector recovery in post-conflict Liberia, this paper seeks to evaluate changes in utilization of health services among rural populations across a 5-year time span.Methods: We assessed trends in healthcare utilization among the national rural population using the Liberian Demographic and Health Survey (DHS) from 2007 and 2013. We compared these results to results obtained from a two-staged cluster survey in 2012 in the district of Konobo, Liberia, to assess for differential health utilization in an isolated, remote region. Our primary outcomes of interest were maternal and child health service care seeking and utilization.Results: Most child and maternal health indicators improved in the DHS rural sub-sample from 2007 to 2013. However, this progress was not reflected in the remote Konobo population. A lower proportion of women received 4+ antenatal care visits (AOR 0.28, P < 0.001) or any postnatal care (AOR 0.25, P <0.001) in Konobo as compared to the 2013 DHS. Similarly, a lower proportion of children received professional care for common childhood illnesses, including acute respiratory infection (9 % vs. 52 %, P < 0.001) or diarrhea (11 % vs. 46 %, P < 0.001).Conclusions: Our data suggest that, despite the demonstrable success of post-war rehabilitation in rural regions, particularly remote populations in Liberia remain at disproportionate risk for limited access to basic health services. As a renewed effort is placed on health systems reconstruction in the wake of the Ebola-epidemic, a specific focus on solutions to reach isolated populations will be necessary in order to ensure extension of coverage to remote regions such as Konobo. Here is the third issue of a series of three, under the global title "Humanitarian Action - A Scope for the Responsibility to Protect?". The first issue dealt with "Humanitarian Assistance Looking for a Legal Regime Allowing its Delivery to Those in Need under any Circumstances" and ended with the conclusion that humanitarian action protagonist had hitherto failed to find the adequate regime. The second issue questioned whether R2P was a legal tool ready to use; it ended with the conclusion that it was not yet really the case. But soon after this second issue was published, the first armed reaction to events threatening populations occurred, being carried out under a UN mandate. This paper has been written while the 2011 events developed in the Arab world. The last semester of the year 2011 has been marked by a very strong acceleration of the process of change in the name of R2P. The publication was purposely postponed twice. In the current environment, contractors are had pressed to find ways to gain a competitive advantage and improve slim profit margins. In any given geographical area, construction labor, material and equipment costs are essentially the same. One of the few opportunities to improve the bottom line is to increase productivity. This paper is attempted to identify some ways to improve productivity at the construction site in Libya. Interviews were carried with contractors, owners and consultants. The paper has concluded that the consultants understand both best industry practice and the current construction technologies that can improve productivity. This paper hypothesizes that analyzing the geo-economic and energy security characteristics of gas supplies to Europe may help in understanding the features of regional and international relations with regard to selected countries. The paper highlights the significance of natural gas in the New Energy Order, and points to the importance of supply security for the EU. It looks at Russia, Azerbaijan, Turkmenistan, Kazakhstan, Iran, Iraq, Egypt, Libya and Algeria as suppliers and Turkey as a transit country in an emerging gas corridor to Europe. It examines supply-side opportunities, which promote new fields of international cooperation based on gas trade, and addresses certain restraints that may reduce the likelihood of further regional cooperation. Economic and geographic factors create new opportunities for regional trade and international relations. Labor migration and commerce between Sudan and Libya have long been features of livelihoods in Darfur. This paper describes the importance of historical trade and migration links between Darfur and Libya, and provides a background to the political and economic situation in Libya which has influenced opportunities for Sudanese migrant workers. A case study of the situation of the Darfurian migrants in Kufra (an oasis and transnational trade hub in southern Libya) illustrates how the recent Darfur conflict has affected migration patterns from Darfur and remittance flows in the opposite direction. Official estimates of Darfurian migrant workers in Libya were unavailable but were estimated to be between 150,000 and 250,000. The closure of the national border between Sudan and Libya in May 2003, largely a result of insecurity in Darfur, stopped the traffic of migrant workers between northern Darfur and southern Libya (which prevented the onward travel to Sudan of several thousand migrants in Kufra), and curtailed the well-established trade routes, communications, and remittance flows. The current limited economic prospects for migrant workers in Libya, combined with the threat of detention, difficulties of return to Sudan, and loss of contact with and uncertainty about the fate of their families in Darfur, have created a sense of despair among many Darfurians. The paper concludes with a series of recommendations to improve the conditions of the Darfurian migrants in Libya, including an amnesty for illegal migrants, and also to ease the travel of migrants, promote communications between Libya and Darfur, and support the flow of remittances. Gaddafi’s revolution fundamentally changed the approach of socialist states to Libya and opened new possibilities for cooperation between the Eastern bloc and the newly formed Libyan Arab Republic. As Czechoslovakia did not want to be left behind, it started trying to break into the Libyan market in the early 1970s, especially using Czech experts in the fields of healthcare, geology, and engineering. Beginning in 1974, Czechoslovakia started seeking to consolidate its position in the Libyan economy and to aid the country’s modernization by sending out experts under a scientific and technical cooperation program. However, it faced a number of obstacles. One such obstacle was the competition between the Warsaw Pact states in Libya. Prague sent hundreds of civilian experts to Gaddafi’s Libya between 1970 and 1989, contributing substantially to the reputation of socialist Czechoslovakia not only in Libya but throughout the Third World. Based on never-before-used materials from Czech archives, this study attempts to portray the workings of the scientific and technical cooperation between Czechoslovakia and Libya and its importance to Czechoslovakia-Libya relations. The text discusses, among other things, the question of Czechoslovakia’s self-representation as an autonomous business actor, and the problematic aspects of the life of Czechoslovak experts in Libya. In the early nineteen sixties, Arambourg and Magnier found some freshwater fish (i.e., Polypterus sp., Siluriformes indet. and Lates sp.) mixed with marine members in an Eocene vertebrate assemblage at Gebel Coquin, in the southern Libyan Desert. This locality, aged ca 37–39Ma and now known under the name of Dur At-Talah, has been recently excavated. A new fish assemblage, mostly composed of teeth, was collected by the Mission Paléontologique Franco-Libyenne. In this paper, we describe freshwater fish members including a dipnoan (Protopterus sp.), and several actinopterygians: bichir (Polypterus sp.), aba fish (Gymnarchus sp.), several catfishes (Chrysichthys sp. and a mochokid indet.), several characiforms (including the tiger fish Hydrocynus sp., and one or two alestin-like fish), and perciforms (including the snake-head fish Parachanna sp. and at least one cichlid). Together with the fossiliferous outcrops at Birket Qarun in Egypt, the Libyan site at Dur At-Talah reduces a 10-Ma chronological gap in the fossil record of African freshwater fish. Their fish assemblages overlap in their composition and thus constitute a rather homogenous, original and significant amount of new elements regarding the Paleogene African ichthyofauna. This supports the establishment of the modern African freshwater fish fauna during this time period because these sites mostly contain the earliest members known in modern genera. Our paper presents a remote sensing workflow for identifying modern activities that threaten archaeological sites, developed as part of the work of the Endangered Archaeology of the Middle East and North Africa (EAMENA) project. We use open-source Sentinel-2 satellite imagery and the free tool Google Earth Engine to run a per-pixel change detection to make the methods and data as accessible as possible for heritage professionals. We apply this and perform validation at two case studies, the Aswan and Kom-Ombo area in Egypt, and the Jufra oases in Libya, with an overall accuracy of the results ranging from 85–91%. Human activities, such as construction, agriculture, rubbish dumping and natural processes were successfully detected at archaeological sites by the algorithm, allowing these sites to be prioritised for recording. A few instances of change too small to be detected by Sentinel-2 were missed, and false positives were caused by registration errors, shadow and movements of sand. This paper shows that the expansion of agricultural and urban areas particularly threatens the survival of archaeological sites, but our extensive online database of archaeological sites and programme of training courses places us in a unique position to make our methods widely available. The excavation at Takarkori rock shelter is part of a long-term study of Holocene cultural dynamics in southwest Libya begun in the early 1990s. With a rich Holocene occupation, the area is one of the key spots for reconstruction of human occupation of the last 10,000 years. In this region, similar to the case in the rest of the Sahara, most of the data come from surface investigations at open-air sites, while excavated caves and rock shelters provide just a few. Although less exposed than open-air sites, Holocene archaeological deposits in Saharan caves and rock shelters are characterized by a fairly dynamic nature. Loose sediments, coupled with variability of human occupations and magnitude of natural agents, determine multiple alterations to the archaeological deposits in sheltered sites. In this paper, we present the nature and meaning of the archaeological deposits at Takarkori rock shelter, where a relatively large area has been recently excavated, showing a stratigraphic sequence extending from c. 9,000 to 4,200 BP, unevenly represented by several occupation pulses. In order to sharpen understanding of the development of human occupation at this site, specific procedures for the study and recording of the archaeological deposit have been developed, along with a program of extensive radiocarbon dating. Data from the Takarkori sequence ultimately will be integrated with available published stratigraphies from the Acacus Mountains, with the aim of reviewing the results from past excavations. This paper examines the conflict in Libya in the context of international politics in the role of alliances against the hate regime of Gadhafi. Under Islamic socialism , Libya embraced globalization - trade liberalization in the recent past, but, yet, its leader remained a threat to many. The findings revealed the over zealousness of actors to capture, control and appropriate the national wealth of Libya - the oil, under a hocus - pocus paradigm of Neo-Democracy. The hate expressions, premeditated acts, propaganda and blackmail formed part of the contour that escalated the conflict. This, thus call for questioning and, the reexaminations of the role of the International communities and the United Nations in the arming of rebels/insurgence and the sponsoring of violence in a sovereign state under any platform. For, if the destructions in Libya was due to a particular individual or groups interest, then, grave implications on the global World remains a time bomb vis-à-vis the new phase of Neo-Democracy. Libya has a growing demand for electricity and presently generates almost all of its electrical energy using fossil-fuelled generation plant. An opportunity exists to use the naturally high solar radiation resource that occurs in the south of the country to meet this demand with a renewable energy source. This paper describes the design of a 50 MW photovoltaic (PV) power plant which has been modelled on the conditions pertaining to Al-Kufra. The general energy situation within Libya is described, along with the solar conditions at the proposed location of the power plant. An HIT type PV module has been selected and modelled. The effectiveness of the use of a cooling jacket on the modules has been evaluated. The results show an average increase in efficiency of 0.6%; however, this is not considered to be a justifiable expense. The optimum tilt angle and array layout have been evaluated for the proposed site. The projected energy output has been determined to be 114 GWh per annum with a payback time of 2.7 years and a reduction of CO2 pollution by 76 thousand tonnes per year. It is recommended that very large-scale PV plants of this type are installed within Libya for the sake of benign environmental impact and diversification of the electrical generation mix. Abstract: The Ibn-Batutah feature is a circular structure centered on 21°34′10″ N and 20°50′15″ E and located in the prefecture of the Hamadat Ibn-Batutah plateau, southeastern Libya. It is a singular geological structure formed in Nubian Sandstone of most likely early Cretaceous age. Remote sensing investigations based on Landsat ETM+, dual-band (L and C) and dual-polarization (HH and HV) radar (SIR-C), and SRTM data reveal a morphological resemblance of the Ibn-Batuta structure to other confirmed terrestrial simple impact structures. The structure is in the form of a circular basin 2.5 km in diameter and ~25 m deep, surrounded by a low-relief rim that rises to within 5 m of the surrounding terrains over much of its extent. No endogenic geological processes such as magmatism, diapirism, karst dissolution, and glacial or fluvial erosion can decisively explain the formation of the Ibn-Batutah structure within a large area of flat-lying Mesozoic sandstones. Thus, this paper proposes that the Ibn-Batutah structure represents a simple impact structure. Verification of this hypothesis will require collection and analyses of rock samples from in and around the structure, although the area is currently almost inaccessible for environmental and security reasons. Abstract: North Africa is the largest global source of atmospherically transported desert dust. Advances in satellite technology allow dust plumes to be spatially and temporally monitored, but little is known of near-surface dust deposition, as field-based studies are rare. This paper presents results from a year-long field-based dust monitoring study of three zones across Libya, ranging from the Mediterranean coast to the Sahara desert. Monthly deposition rates are compared with meteorological data, particle size distribution and mineralogy to establish potential source areas. Comparison of annual dust deposition rates with previous studies in North Africa shows that areas of Libya have the highest dust deposition rates on record. [Copyright &y& Elsevier]

Food production originated in various ways in different parts of the world. Plant domestication with the adoption of agriculture has been successful in some areas, but not in others, where animal domestication with nomadic pastoralism proved to be more effective. Likewise, the preceding phases of pre-adaptation and development of a broad spectrum of wild resource exploitation followed different pathways, according to the locally available resources, climatic and geographic conditions, and social organizations. Northern Africa greatly contributed to the understanding of the origin of food production under preconditions that differed from those in the Fertile Crescent. Apart from a narrow strip along the Nile valley, northern African lands are arid and scarcely productive for agriculture. Nevertheless, early studies interpreted northern African archaeological records of the Early and Middle Holocene according to the traditional north-western Mediterranean and Near Eastern frames of reference. Consequently, terms such as “Epipalaeolithic,” “Mesolithic,” and “Neolithic” were uncritically applied to northern African contexts. This paper compares and discusses the evidence for food production in the Near East and northern Africa, considering the question of introduction or local breeds of domesticated animals in the Maghreb and the Sahara. It then reviews the relevant data for long-held diffusionist models of pastoralism into Africa to provide a different perspective and the proper means of interpretation of the northern African archaeological records. Finally, it examines some recent findings from the Tadrart Acacus, in the Libyan Sahara, which contribute to clarification of distinctive African pathways and propose an alternative model for the beginnings of food production. Surface broadband emissivity in the thermal infrared region is an important parameter for the studies of the surface energy balance. This paper focuses on estimating a broadband window emissivity from the Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) and Moderate Resolution Imaging Spectrometer (MODIS) data. Both sensors are on board the NASA Earth Observing System (EOS) Terra satellite, which was launched in 1999. First, several definitions of the broadband emissivity were investigated, and it was found that the emissivity integrated between 8 and 13.5 μm is the best for estimating the net longwave radiation under clear-sky conditions. Then, a method to estimate broadband emissivity at the continental scale was developed. The method uses two regressions. The first regression is to relate the broadband emissivity to the emissivities for the five ASTER channels using measured emissivities in the laboratory from spectral libraries. The second regression relates the broadband emissivity map from ASTER data to the emissivity and reflectance derived from MODIS data. The first regression was used for mapping the broadband emissivity using ASTER data in a 500 km × 1400 km area of North Africa, which includes Tunisia, eastern Algeria, and western Libya. This emissivity map was used to calibrate the second regression, which was applied to MODIS data and generated a broadband emissivity map over North Africa and the Arabian Peninsula. The range of the broadband emissivity was found to be between 0.85 and 0.96 for the desert area. Rapid increases in energy demand and international drive to reduce carbon emissions from fossil fuels have led many oil-rich countries to diversify their energy portfolio and resources. Libya is one of these countries, and it has recently become interested in utilizing its renewable-energy resources in order to reduce financial and energy dependency on oil reserves. This paper introduces an original multicriteria decision-making Pairwise-CODAS model in which the modification of the CODAS method was made using Linguistic Neutrosophic Numbers (LNN). The paper also suggests a new LNN Pairwise (LNN PW) model for determining the weight coefficients of the criteria developed by the authors. By integrating these models with linguistic neutrosophic numbers, it was shown that it is possible to a significant extent to eliminate subjective qualitative assessments and assumptions by decision makers in complex decision-making conditions. The LNN PW-CODAS model was tested and validated in a case study of the selection of optimal Power-Generation Technology (PGT) in Libya. Testing of the model showed that the proposed model based on linguistic neutrosophic numbers provides objective expert evaluation by eliminating subjective assessments when determining the numerical values of criteria. A sensitivity analysis of the LNN PW-CODAS model, carried out through 68 scenarios of changes in the weight coefficients, showed a high degree of stability of the solutions obtained in the ranking of the alternatives. The objective of this paper is to find an empirical hyperspectral absolute calibration model using Libya 4 pseudo invariant calibration site (PICS). The approach involves using the Landsat 8 (L8) Operational Land Imager (OLI) as the reference radiometer and using Earth Observing One (EO-1) Hyperion, with a spectral resolution of 10 nm as a hyperspectral source. This model utilizes data from a region of interest (ROI) in an "optimal region" of 3% temporal, spatial, and spectral stability within the Libya 4 PICS. It uses an improved, simple, empirical, hyperspectral Bidirectional Reflectance Distribution function (BRDF) model accounting for four angles: solar zenith and azimuth, and view zenith and azimuth angles. This model can perform absolute calibration in 1 nm spectral resolution by predicting TOA reflectance in all existing spectral bands of the sensors. The resultant model was validated with image data acquired from satellite sensors such as Landsat 7, Sentinel 2A, and Sentinel 2B, Terra MODIS, Aqua MODIS, from their launch date to 2020. These satellite sensors differ in terms of the width of their spectral bandpass, overpass time, off-nadir viewing capabilities, spatial resolution, and temporal revisit time, etc. The result demonstrates the efficacy of the proposed model has an accuracy of the order of 3% with a precision of about 3% for the nadir viewing sensors (with view zenith angle up to 5 °) used in the study. For the off-nadir viewing satellites with view zenith angle up to 20 ° , it can have an estimated accuracy of 6% and precision of 4%. [ABSTRACT FROM AUTHOR]

This paper presents the results of a multiregional study of changes in the efficiency and standardization of lithic industries across the Middle-to-Upper Paleolithic transition as a test of the hypothesis that the transition was a result of the development of language. The sites included in the study are Haua Fteah, Libya (Middle and Upper Paleolithic), Grosse Grotte (Middle Paleolithic) and Geissenklösterle (Upper Paleolithic), Germany, and Pech de l'Azé (Middle Paleolithic) and Caminade (Middle Paleolithic and Upper Paleolithic), France. In addition to the comparison of the efficiency and standardization of lithic industries, a comparison of Middle and Upper Paleolithic lithic technology is presented.
