Climatic and geographic factors characterizing local conditions, as well as the ecological state of the external environment, have a direct effect on human health, morbidity, and life expectancy. The paper considers the basic concepts of medical ecology, a pathogenetic role of environmental atmospheric pollution in the development of environmentally induced and environmentally dependent diseases associated with exposure to meteorological factors. In addition to the major hygienic risk factors affecting the public health (a level of air, water, and soil pollution), the levels of acoustic and electromagnetic background, the type of human nutrition, architectural and planning conditions of human life are of significant importance. Global climate warming causes numerous environmental changes, primarily an increase in surface air temperature, which in turn entails global changes in weather conditions that lead to various weather anomalies. Human health is directly dependent on environmental conditions and a degree of adaptation to them. The paper highlights the issues of diagnosing environmentally induced diseases and measures to counteract their spread. Based on the system diagnosis using physiological indicators of human health and the integration of the adaptation and nosological approaches, a hardware-software complex has been developed and introduced into medical practice. Corrective technologies of regenerative medicine that are used for ecologically dependent pathologies are described. The authors explore the trends in the human health risks caused by air pollution and changing levels of weather and climate comfort on the territory of Russia in 2020–2050 under two climate change scenarios. Generally, the dynamics of risks is expected to be moderate. It will presumably be characterized by inter-scenario variability and dispersion by the country's climate zones. In certain areas, primarily in Siberia, very noticeable trends have been revealed. The paper shows a need for additional attention when planning the measures of adaptation to climate change in southern and central regions of European Russia, most of Western Siberia, the Magadan oblast and Kamchatka. Governments around the world are seeking an effective mechanism to cope with air pollution and climate change. The allocation of emission allowances, which is a key mechanism in the cap-and-trade system, is an important and intricate puzzle faced by environmental agencies. In this paper, we build a Stackelberg model to explore the emission allowance allocation mechanism design from an operations perspective. We demonstrate the feasibility and effectiveness of a linear emission allowance allocation mechanism. The results show that the emission allowance allocated by the government should always be insufficient to satisfy the ex-post emission demand at the industry level, even with low-carbon investment. To analyze the impacts on firms' decision-makings, we explore a scenario in which two firms in the same industry sell a homogenous product to the market. The optimal low-carbon investment and production decisions are significantly affected by these market and carbon-related factors. Numerical examples are presented to further demonstrate the results that our paper has derived and investigate the optimal operational decisions of the two firms. The relatively short atmospheric lifetimes of methane (CH4) and black carbon (BC) have focused attention on the potential for reducing anthropogenic climate change by reducing Short-Lived Climate Forcer (SLCF) emissions. This paper examines radiative forcing and global mean temperature results from the Energy Modeling Forum (EMF)-30 multi-model suite of scenarios addressing CH4 and BC mitigation, the two major short-lived climate forcers. Central estimates of temperature reductions in 2040 from an idealized scenario focused on reductions in methane and black carbon emissions ranged from 0.18–0.26 °C across the nine participating models. Reductions in methane emissions drive 60% or more of these temperature reductions by 2040, although the methane impact also depends on auxiliary reductions that depend on the economic structure of the model. Climate model parameter uncertainty has a large impact on results, with SLCF reductions resulting in as much as 0.3–0.7 °C by 2040. We find that the substantial overlap between a SLCF-focused policy and a stringent and comprehensive climate policy that reduces greenhouse gas emissions means that additional SLCF emission reductions result in, at most, a small additional benefit of ~ 0.1 °C in the 2030–2040 time frame. The current nationally determined contributions, pledged by the countries under the Paris Agreement, are far from limiting climate change to below 2 ∘C temperature increase by the end of the century. The necessary ratcheting up of climate policy is projected to come with a wide array of additional benefits, in particular a reduction of today's 4.5 million annual premature deaths due to poor air quality. This paper therefore addresses the question how climate policy and air pollution–related health impacts interplay until 2050 by developing a comprehensive global modeling framework along the cause and effect chain of air pollution–induced social costs. We find that ratcheting up climate policy to a 2 ∘ compliant pathway results in welfare benefits through reduced air pollution that are larger than mitigation costs, even with avoided climate change damages neglected. The regional analysis demonstrates that the 2 ∘C pathway is therefore, from a social cost perspective, a "no-regret option" in the global aggregate, but in particular for China and India due to high air quality benefits, and also for developed regions due to net negative mitigation costs. Energy and resource exporting regions, on the other hand, face higher mitigation cost than benefits. Our analysis further shows that the result of higher health benefits than mitigation costs is robust across various air pollution control scenarios. However, although climate mitigation results in substantial air pollution emission reductions overall, we find significant remaining emissions in the transport and industry sectors even in a 2 ∘C world. We therefore call for further research in how to optimally exploit climate policy and air pollution control, deriving climate change mitigation pathways that maximize co-benefits. Tackling climate change at the global level is central to a growing field of scientific research on topics such as environmental health, disease burden, and its resulting economic impacts. At the local level, cities constitute an important hub of atmospheric pollution due to the large amount of pollutants that they emit. As the world population shifts to urban centers, cities will increasingly concentrate more exposed populations. Yet, there is still significant progress to be made in understanding the contribution of urban pollutants other than CO2, such as vehicle emissions, to global climate change. It is therefore particularly important to study how local governments are managing urban air pollution. This paper presents an overview of local air pollution control policies and programs that aim to reduce air pollution levels in megacities. It also presents evidence measuring their efficacy. The paper argues that local air pollution policies are not only beneficial for cities but are also important for mitigating and adapting to global climate change. The results systematize several policy approaches used around the world and suggest the need for more in-depth cross-city studies with the potential to highlight best practices both locally and globally. Finally, it calls for the inclusion of a more human rights-based approach as a mean of guaranteeing of clean air for all and reducing factors that exacerbate climate change. [ABSTRACT FROM AUTHOR]

Since 2005, a dramatic decline of the Arctic sea-ice extent is observed which results in an increase of shipping activities. Even though this provides commercial and social development opportunities, the resulting environmental impacts need to be investigated and monitored. In order to understand the impact of shipping in arctic areas, the method described in this paper determines the travel time, fuel consumption and resulting exhaust emissions of ships navigating in arctic waters. The investigated case studies are considering ship particulars as well as environmental conditions with special focus on ice scenarios. Travel time, fuel consumption and exhaust gas emission were investigated for three different vessels, using different passages of the Northern Sea Route (NSR) in different seasons of years 1960, 2000 and 2040. The presented results show the sensitivity of vessel performance and amount of exhaust emissions to optimize arctic traffic with respect to efficiency, safety and environmental impact. Case study and model results lend some optimism for the potential of small coalitions with partially excludable public goods to substantially deepen international cooperation on energy and climate issues. Drawing motivation from other issue areas in international relations ranging from nuclear non-proliferation, transboundary air pollution and liberalized trade, we use an evolutionary-game-theoretic model to analyze regimes that yield domestic incentives to contribute to public goods provision (co-benefits). Co-benefits may be limited, but can create a nucleus for formation of coalitions that grow while deepening provision of global public goods. The Climate and Clean Air Coalition (CCAC) is a prime example of an agreement that employs partially excludable club benefits to deepen cooperation on non-CO greenhouse gases. Our game-theoretic results support two important insights for the building blocks approach to addressing climate change: sustained cooperation in club agreements is possible even when public goods are not entirely excludable and some members of the population free-ride; and second, cooperation in small club configurations yields larger non-excludable public goods benefits than cooperation in more inclusive forums. This paper lends positive support that a proliferation of small agreements under a building blocks approach at the UNFCCC may be more effective (not just more likely) for deepening climate change cooperation than a fully inclusive approach. This paper compares projections over the twenty-first century of SO, BC, and OC emissions from three technologically detailed, long-term integrated assessment models. The character of the projections and the response of emissions due to a comprehensive climate policy are discussed focusing on the sectoral level. In a continuation of historical experience, aerosol and precursor emissions are increasingly decoupled from carbon dioxide emissions over the twenty-first century due to a combination of emission controls and technology shifts over time. Implementation of a comprehensive climate policy further reduces emissions, although there is significant variation in this response by sector and by model: the response has many similarities between models for the energy transformation and transportation sectors, with more diversity in the response for the building and industrial sectors. Much of these differences can be traced to specific characteristics of reference case end-use and supply-side technology deployment and emissions control assumptions, which are detailed by sector. The Environmental Effects Assessment Panel (EEAP) is one of three Panels that regularly informs the Parties (countries) to the Montreal Protocol on the effects of ozone depletion and the consequences of climate change interactions with respect to human health, animals, plants, biogeochemistry, air quality, and materials. The Panels provide a detailed assessment report every four years. The most recent 2014 Quadrennial Assessment by the EEAP was published as a special issue of seven papers in 2015 (Photochem. Photobiol. Sci., 2015, 14, 1–184). The next Quadrennial Assessment will be published in 2018/2019. In the interim, the EEAP generally produces an annual update or progress report of the relevant scientific findings. The present progress report for 2015 assesses some of the highlights and new insights with regard to the interactive nature of the effects of UV radiation, atmospheric processes, and climate change. This paper studies the interplay between climate, health, and the economy in a stylized world with eleven heterogeneous regions, with special emphasis on USA, Europe, China, India, and Africa. We introduce health impacts into a simple economic integrated assessment model where both the local cooling effect of S O and the global warming effect of C O are endogenous, and investigate how these factors affect the equilibrium path. Regions do not respond in the same way to climate change. In particular, emission abatement rates and health costs depend on the economic and geographical characteristics of each region. Background: In 1994, a 'Pan-European Programme for Intensive and Continuous Monitoring of Forest Ecosystems' started to contribute to a better understanding of the impact of air pollution, climate change and natural stress factors on forest ecosystems. The programme today counts approximately 760 permanent observation plots including near 500 plots with data on both air quality and forest ecosystem impacts. Scope: This paper first presents impacts of air pollution and climate on forests ecosystems as reported in the literature on the basis of laboratory and field research. Next, results from monitoring studies, both at a European wide scale and related national studies, are presented in terms of trends and geographic variations in nitrogen and sulphur deposition and ozone concentrations and the impacts of those changes in interaction with weather conditions on (i) water and element budgets and nutrient-acidity status, (ii) forest crown condition, (iii) forest growth and carbon sequestration and (iv) species diversity of the ground vegetation. The empirical, field based forest responses to the various drivers are evaluated in view of available knowledge. Conclusions: Analyses of large scale monitoring data sets show significant effects of atmospheric deposition on nutrient-acidity status in terms of elevated nitrogen and sulphur or sulphate concentrations in forest foliage and soil solution and related soil acidification in terms of elevated aluminium and/or base cation leaching from the forest ecosystem. Relationships of air pollution with crown condition, however, appear to be weak and limited in time and space, while climatic factors appear to be more important drivers. Regarding forest growth, monitoring results indicate a clear fertilization effect of N deposition on European forests but the field evidence for impacts of ambient ozone exposure on tree growth is less clear.
