Strategies to combat climate change may be based on mitigation of the phenomenon or on adaptation to its consequences. This paper aims to identify the driving factors of the choice between these two categories of strategies in the context of urban climate plans. The fight against climate change being characterized by a logic of free riding, the situation tilts the balance towards adaptation strategies in an urban context, to the detriment of mitigation. This hypothesis is tested here through a review of the existing literature on urban climate strategies. This study shows that, counterintuitively, mitigation prevails over adaptation in urban climate strategies up to now. This paper explores the explanations for this seemingly paradoxical situation. We argue that a big part of the explanation has to do with the institutional context of urban climate strategies, specifically the decision-making capacities of municipalities, or the fact that they take part in international networks promoting mitigation over adaptation. Other explanations rely on the cost/benefit impact of adopting mitigation or adaptation, like the collateral local/private benefits of urban climate strategies that are often bigger with mitigation than adaptation. Another finding is that there is no systematic planning making it compulsory to choose between mitigation and adaptation strategies, as they are in some instances complementary, providing co-benefits. The current approach to retrofit has failed to deliver the promised reductions in energy use in the built environment, but it has exposed many historic buildings to maladaptation, and is threatening many more. This paper argues that the problem rests in a classic misalignment between the intentions behind retrofitting, and the means being used to assess retrofit options. Underlying issues include a poor understanding of how buildings were designed and operated before the Industrial Revolution radically changed our approaches to materials, construction, and use. This pre-carbon past still has much to teach us, with lessons that can be integrated with the best of the modern tools. But this requires careful planning for the long term, together with a much more flexible approach to modelling and assessment. This paper suggests a simple approach that might be used to unlock whole-life energy or carbon assessment, encouraging feedback and sharing of knowledge to achieve the rapid improvement needed to tackle the climate emergency. Biomass use for energy and materials is, on the one hand, one of the key mitigation options to reach the 1.5 °C GMT target set in the Paris Agreement, as highlighted by the IPCC and many other key analyses. On the other hand, particularly in parts of the EU, a strong negative connotation has emerged in public debate and EC policy, with a particular emphasis on the (presumed) displacement effect in markets and land use. This is a remarkable contrast because the reasons to use sustainable biomass, on the one hand, and the possibilities and synergies for supplying sustainable biomass, on the other, are underpinned with strong evidence, also providing insights on how displacement issues can be avoided. Sustainable biomass supplies can contribute 20–30% of the future global and European energy supply, leading to reduced overall mitigation costs, including realizing the net CO2 removal from the atmosphere using BECCS concepts. This paper highlights which options, pathways and preconditions are key to achieving such a substantial contribution of sustainable biomass in future (2050) energy and material supply (with a focus on the European setting). By pinpointing how "biomass can be done right" and how important synergies can be achieved via better agricultural methods, the restoration of marginal and degraded lands and the adaptation of climate change, a different policy agenda emerges in sharp contrast to how a biobased economy has been framed in recent years. It is recommended that future policy priorities, particularly at the EU level, take a more integral view on the synergy between the role of biomass in the energy transition, climate adaptation and mitigation, better agriculture and the better use of land in general. Strategies to achieve such positive results typically require an alignment between renewable energy, and agricultural, environmental, mitigation and adaptation policies, which is a largely missing nexus in different policy arenas. • The complex interconnectedness of climate change, energy demand, and health and long-term care poses current and future cascading challenges for the resilience of older people. • Key interconnections include a concern for the impact of frequent and intense weather events parallel to a global increase in life expectancy and social justice issues connected with strained resources and public infrastructure. • Comprehensive, targeted policies are needed on the national and global level that incentivize sustainable practices, enhance climate resilience, and support vulnerable populations in the Global South, and that mitigate the social justice implications of climate change for older adults. Challenges faced by many countries are energy insecurity, climate change, and the health and long-term care of growing numbers of older people. These challenges are increasingly intersecting with rising energy prices, aging populations, and an increased frequency and intensity of extreme climate events. This paper gives a deeper understanding of the current and predicted interconnections among these challenges through narrative-driven content and thematic analysis from workshops with a diverse group of international stakeholders from the Global North and Global South. Narratives emerged highlighting a complex nexus of interconnections and presenting critical action areas. Targeted local and global policies and interventions are needed to alleviate stress on health systems, encourage the integrated uptake of clean energy sources, and uphold social justice across all economies. Professionals can use this work to inform the design and implementation of effective interventions and increase the resilience of older adults by better preparing for systemic risks. This paper examines the effects of extreme temperatures on mortality rates, using random year-to-year variation in temperature based on county-level panel data from China. The analysis finds a robust, U-shaped relationship between temperature and mortality rates, indicating that extremely cold or hot temperatures lead to excess deaths. The heat-related (cold-related) effect is 3.5 times (3.2 times) as large as previous findings that used U.S. data, and it is especially large for the elderly population, mainly due to excess deaths caused by cardiovascular diseases. Applying these results to climate change predictions from Hadley Centre Global Environmental Model shows that by 2061–2080 the annual mortality rate is likely to increase by 14.2% if global greenhouse gas emissions continue to rise throughout the 21st century, the estimated health cost of which is around 0.98 trillion Chinese Yuan per year. The paper also explores households' adaptation behaviors to extreme temperatures. It finds that although urban households adaptively increase energy consumption when they are exposed to cold temperatures and purchase more air conditioners on hot and cold days, rural households are unresponsive to temperature fluctuations. Renewable energy plays a crucial role in both climate change mitigation and adaptation in highly climate-vulnerable nations such as Nepal. This paper reviews various types of renewable energy technologies and their status, potential for adoption, relationship to climate change, and mitigative and adaptive roles in Nepal. Nepal has installed micro-hydro projects, solar power, improved cooking stoves, biogas technology, improved water mills, and wind energy to mitigate and adapt to climate change. There is a growing potential for renewable energy development in Nepal, such as hydropower, solar, wind energy, biogas, and improved cooking stoves. Roughly 70% of Nepal's energy consumption is generated from traditional energy sources while renewable energy accounts for approximately three percent. The gradual increase in the use of renewable energy has reduced greenhouse gas emissions and enhanced carbon sequestration. By adopting renewable energy technologies, Nepal has reduced emissions by 221,129 tCO 2 e from 2017 to 2018. Nepal's second Nationally Determined Contribution targets a 15% increase in national energy use from renewables with a reduction of 23% of CO 2 emissions by 2030 using biogas and improved cooking systems. Furthermore, a significant increase in the adoption of renewable energy has become a pivotal strategy in adaptation to climate change in social, health, and economic sectors resulting in time savings, alternative income sources, improved health and educational status, local job opportunities, and the promotion of social capital. The benefits of adapting to climate change and mitigating CO 2 emissions via renewable energy are significant at the local, national, and international levels.
