Government censorship—internet shutdowns, blockages, firewalls—impose significant barriers to the transnational flow of information despite the connective power of digital technologies. In this paper, we examine whether and how information flows across borders despite government censorship. We develop a semi-automated system that combines deep learning and human annotation to find co-occurring content across different social media platforms and languages. We use this system to detect co-occurring content between Twitter and Sina Weibo as Covid-19 spread globally, and we conduct in-depth investigations of co-occurring content to identify those that constitute an inflow of information from the global information ecosystem into China. We find that approximately one-fourth of content with relevance for China that gains widespread public attention on Twitter makes its way to Weibo. Unsurprisingly, Chinese state-controlled media and commercialized domestic media play a dominant role in facilitating these inflows of information. However, we find that Weibo users without traditional media or government affiliations are also an important mechanism for transmitting information into China. These results imply that while censorship combined with media control provide substantial leeway for the government to set the agenda, social media provides opportunities for non-institutional actors to influence the information environment. In the past decade, the Chinese government's financial subsidies for performing arts troupes accounted for an average of 50.57% of their total income. By the end of 2021, China has 18,370 performing arts troupes and 3,093 performing arts venues. The research conclusions of this paper include the following four points: (1) Digital live-streaming theater(DLT) is an "innovation" for traditional Stage Theater(ST) performance, and its changes in creation mechanism, audience-actors relationship, technical esthetics and business model are worthy of further study. (2) Data from 2011 to 2021 show that Baumol's cost disease also exists in Chinese performing arts. (3) The Chinese government has been reducing its direct management and control of arts troupes, trying to move toward "arm's length" governance. (4) During the COVID-19 epidemic, performance case data from China show that DLT can indeed reduce the marginal cost, attract more young audiences, and increase performance revenue. However, considering the high technical cost input, whether digital technology can alleviate the cost disease of performing arts still needs more annual industry data analysis. The outbreak of COVID-19 has resulted in an unprecedented attention and response to health surveillance in China, in which the Health Code has made outstanding contributions to digital social governance as well as epidemic control work. As China steps into the post-COVID-19 era, the Health Code will keep upgrading, optimizing and continue to play a role in regular epidemic prevention and control. This paper reviews the background, promoting reasons, significance and controversies of Health Code, so as to provide reference for the relative research and practical applications in the future. Purpose: This paper aims to report and analyze the lessons learnt from a case study of the implementation of the move from onsite to online learning at a Sino-Foreign higher education institution. Design/methodology/approach: This paper reports a case study based on an analysis of three elements of the move to digital education during the COVID-19 pandemic. In suggesting three elements, it argues that the first and most immediate move away from onsite teaching should be thought of as emergency response teaching, and it is the lessons learnt from this vital and necessary stage that have informed the subsequent implementation of a more digitalization process. Findings: The case study identifies the journey that the university is going through to deliver digitalized education, and how the pandemic hastened what had already been started. It illustrates how the pandemic has been useful in highlighting where we are, what decisions have been made and what still needs to be done with regard to readiness for the disruption likely by Industry 4.0. Research limitations/implications: The study was conducted at one institution, which along with eight other similar institutions is unique within China. Findings, especially the processes of making decisions, while relevant to the wider discussion on digitalization and Industry 4.0, should also be considered in this light. Practical implications: While the focus of the paper is on COVID-19 and Rapid Digitalization of Learning and Teaching, the main implication is that universities need to better prepare their teaching staff for digitalized education, especially if they are wanting to engage with disruption brought about by Industry 4.0. Originality/value: The paper is based on a single university case study of a rather unique university within China. The discussion illustrates the need for flexibility and decisiveness in making key decisions on managing disruption, but with strategic direction in mind, illustrated in the study by COVID-19, but with future digitalization initiatives also to the fore. To support young children's learning during the coronavirus 2019 (COVID‐19) pandemic, preschool educators in Hong Kong were required to teach with digital technologies. In this study, 1035 educators from 169 preschools reported their views and practices in an online survey, which we examined via multilevel mixed‐response analysis and thematic analysis. More than half of the respondents (53%) expected future online teaching to continue, and only 11% of educators believed that parents would reject this form of delivery. Administrators and teaching assistants were more likely than teachers to expect online preschool teaching to continue in the future. In addition, respondents with existing online platform experience, who taught the upper levels of preschool, or incorporated specific teaching practices (eg, after the online lesson, they assessed children and assigned homework tasks), were more likely than others to expect online teaching in the future. Many of these respondents also reported (a) difficulty with engaging their children when online and (b) inadequate support from parents for learning activities, which reduced the respondents' perceived likelihood of future online teaching. Administrators and teaching assistants were more likely than teachers to believe that parents would accept online teaching in the future. Respondents who felt they had inadequate training to teach online, children in families with inadequate technical skills and parents who believed that online lessons harmed children's well‐being, were less likely than others to believe that parents would accept online teaching in the future. These educators believed that online learning communities could connect parents and schools and foster interaction that could help align with educator's support for children's learning needs. The COVID-19 pandemic, an exceptional crisis, sparked the introduction of new digital infrastructure to halt the novel coronavirus's spread. This paper explores how such digital infrastructure's impact might reverberate over the long term, by comparing Singapore, Hong Kong, and mainland China's utilization of digital technology in response to the 2003 SARS outbreak, and their responses to the 2020 COVID-19 pandemic. We find that advancements in digital technology since 2003 have boosted governments' surveillance and segregation abilities substantially—most dramatically so in China. Even though some of these new digital interventions are ostensibly designed to be temporary ones to address the needs of the immediate crisis, we argue that the resultant extensions of state power experienced during COVID-19 are likely to have profound long-term effects because they fundamentally affect sociopolitical contexts, institutional capabilities, and digital cultures. We also find that the extent to which governments can extend digital surveillance and segregation abilities during the pandemic is contingent on their respective sociopolitical, institutional, and digital cultural contexts. • COVID-19 pandemic sparked calls for a new digital infrastructure. • We compare 2003 SARS outbreak to COVID-19 pandemic. • New digital technologies increased governments' ability to surveil and segregate. • Their impact on surveillance and segregation will persist post COVID-19.
